Auxiliary Presidents Message
Fall is in the air with so many beautiful colored trees in theVirginia Area. On my recent trip to San Antonio I realized how much Ilove the warmer weather. When I arrived there, there was some time to
relax by the pool with perfect warm sun and a wonderful breeze. Iattended the EANGUS Executive Council Meeting, where we began witha tour of the USAA Headquarters. This is a magnificent facility. Thereare so many wonderful benefits for their employees. Everyone was sofriendly and we were treated to a delightful lunch. The next EANGUSExecutive Council meeting will be held on WebEx to cut down onexpenses.
Hope all of you enjoyed Veterans Day. My sincere thanks to all ofyou who served, are serving, and our next generations to serve.
I have included the updated EANGUS Auxiliary Officers, AreaDirectors, and Committees. If you see any corrections please let me know.
I look forward to working with all of you this year. Our Treasurer, CoraSower has mailed out the membership information and transmittals whichare due back to her NLT Dec. 31,2013. If your state has not received oneplease email her at [email protected]. It is very important to ensureyour state auxiliary send this information in, so they will have a vote at theconference in Phoenix. This is an election year.
There is a revised EANGUS Auxiliary Life Membership Formexplaining eligibility. Our new EANGUS Auxiliary Associate LifeMembership is attached for you to sign up anyone wanting to support ourefforts. Both forms can be copied and are available on the EANGUSwebsite at www.eangus.org. Dianne Williams, our membership chair, hasincluded an updated Membership Brochure also.
I hope everyone enjoys time with your family and friends over theholidays. As we all get together at Thanksgiving, please remember theFamilies who are separated and keep them in your prayers. HappyThanksgiving from my family to yours!

Pat Burchfields granddaughter, Kathryn, is undergoing tests. (MS) Linda Gillmores mother passed away. (AR) Willa Ales 6 year old grandson, Jack, is ill with pneumonia in both lungs. (MS)
LEGISLATIVE CORNER
Congress Passes Veterans' Cost-of-Living Increase (13 Nov 2013)On November 12, 2013, the U.S. House of Representatives voted and passed Senate bill S. 893, the Veterans'Compensation Cost-of-Living Adjustment Act of 2013, which has now been sent to the President for hissignature. This measure will increase veterans' disability compensation, survivor benefits and clothingallowances by the same percentage as Social Security benefit increases scheduled to take effect on December1, 2013.
A cost estimate released by the Congressional Budget Office concluded the legislation would result in a 1.5percent cost-of-living increase. As a major step forward, for the first time in almost two decades, the COLAwill not be rounded down to the nearest whole dollar unless it is less than fifty cents, but will be rounded up tothe nearest whole dollar if greater than fifty cents.
DAV's long-standing resolution has sought legislation like S. 893, which was introduced by Sen. BernieSanders (VT), to end the unfair practice of rounding down COLAs. DAV testified before the SenateVeterans' Affairs Committee on June 12, 2013, commending Chairman Sanders for his forward thinking bynot including the round down provision in his bill, as this practice has syphoned millions of dollars annuallyfrom disabled veterans, their families and survivors for far too long in what was to be a temporary measure 20years ago.

Life National Associate Membership may be issued to individuals who support the objectives of the ENLISTEDASSOCIATION OF THE NATIONAL GUARD OF THE UNITED STATES AUXILIARY but do not otherwisequalify for annual or lifetime membership. A national life associate member shall not be a voting delegate, eligiblefor scholarships, or qualified to hold office in the AUXILIARY. Dues are $100. This is a onetime non-refundablepayment.

Reference: Scholarship Rules
The Scholarship Committee of EANGUS Auxiliary is accepting applications for the school year 2014-2015. If funds are available, onescholarship in the amount of $1250.00 will be awarded to the number one ranked applicant and three scholarships in the amount of$1,000.00 each will be awarded, one being the scholarship donated by USAA.
1. Please read materials carefully before giving any applications to candidates. Be prepared to give assistance if needed. No
previous recipients are allowed to apply again.
2. In order for each application to be considered, it MUST contain the following documentation NO EXCEPTIONS.
a. Official High School/College Transcripts.
b. Three signedLetters of Recommendation
c. Signedletter from Applicant containing future goals and need for assistance. The letter must not be less than three hundred fif(350) words and not to exceed five hundred (500) words.
d. A Letter of Recommendation and Transmittal from the State Auxiliary President, Scholarship Chairperson or Designee.
3. EANGUS Auxiliary sponsor must have dues paid to National Auxiliary no later than December 31, 2013.
4. For applicants to be eligible, sponsors State Auxiliary must make a donation to the EANGUS Auxiliary Scholarship Fund for thecurrent and prior year. (Suggested donation is $2.00 per member annually payable by December 31.)
It will be the responsibility of each State to make the information available to their membership. You may copy the application, however,DO NOT reduce it. Each State is to designate a Scholarship Chairperson and the applications returned to that person by a specific date.The application should then be reviewed to ensure all requirements have been met. Any incorrect applications received by the NationalCommittee will be considered ineligible.
Each scholarship application to be considered by the National Committee must be mailed to Marie Brabham, 3329 Aspen Forest Drive,Middleburg, Florida 32068-4253. If there are any questions, I can be reached at (904) 291-6778. Packets must be postmarked no laterthan June 30, 2014 in order to be considered.

The Enlisted Association of the National Guard of the United States Auxiliary Scholarship Awards Program is as follows:
The following persons are eligible:1. EANGUS Auxiliary Members 2. Unmarried, children/step children, grandchildren/step grandchildren, up to age 26, of Annual and Life EANGUS AuxiliaryMembers. 3. Spouses of EANGUS Auxiliary Members
Verification of membership in the EANGUS Auxiliary of the mother, father, step mother/father, grandparents/step grandparents,spouse or self is necessary for applicants to be eligible.
For applicants to be eligible, sponsor s State Auxiliary must have made a donation to the EANGUS Auxiliary Scholarship fund forthe current year and the prior year. (Suggested amount is $2.00 per member per year payable by 31 December.)
Applicants must be enrolled at a university, college, business or trade school taking a minimum of eight accredited hours.**Graduate students are not eligible**.
An alternate recipient will be selected in case a recipient is unable to accept the award.
There shall be no consideration whatsoever given by the judges because of rank or grade of applicant, applicants parents/stepparents, grandparents/step grandparents or applicants spouse.
Scholarships will be awarded on the basis of scholastic achievement, character, leadership and need.
All applications must be accompanied by the following documentation:

Checks will be sent directly to the recipient, made payable to the institution of the recipients choice, when verification of currentenrollment is received by the committee chairperson.
These are one-time awards and shall not be repeated. Non-recipients may reapply so long as stated requirements are met. If theschool term is not completed, due to cause other than sickness or injury, the student will refund the scholarship award in full to theEANGUS Auxiliary.
Scholarships will be awarded on the basis of funds availability for the current year and the number of applicants.
