Welcome to Bidhannagar College, a purely Government Establishment since 1984. It is among the best of the colleges affiliated to the West Bengal State University and is one of the better colleges in the state of West Bengal, given the diversity of subjects taught and the vibrant modes of learning adopted by the students under the guidance of inspiring teachers / professors. The prospect of new teachers joining the College, especially at every turn of planned development, which the College has just reasons to boast of, adds variety, expertise and commitment to the respective Departments in particular and to the College in general.

Six departments in the college offer PG Courses – three of which are being introduced from this session 2019-2020. Anthropology, Botany and Education are the new subjects offering the course in addition to the three previously existing departments, Chemistry, Microbiology and Zoology.

With no space-crunch, no intellectual potentiality-crunch and no lack of initiative, the College is rich in multi-faceted infrastructure – smart class rooms, regularly enriched laboratories, museums, upgraded gymnasium, to name only a few.

All we need is an influx of intelligent and sincere students, who are ready to co-operate with the teachers to get engaged in a vibrant, interactive, teaching-learning process as well as in the co-curricular activities designed for

adjustment, tolerance, socialization – an all-round development. All intelligent and sincere students stand a good chance here for seeking a future.

For the students, financial support is there: support from Kanyashree Prakalpa, SC/ST/OBC scholarships, Indira Gandhi Single-Girl-Child Scholarship, the Chief Minister's Relief Fund, National Scholarships for Minority, Rajiv Gandhi National Fellowship for SC/ST students, Jawaharlal Nehru Memorial Fellowship and the like for the UG and PG students and the Research Scholars.

For the expansion and development of the College, support comes from the Government in multiple ways under multiple heads. The Government Development Grant exclusive of UGC, DST, WBDST and MoFPI deserves special mention here.

The story of a student here does not begin and end here with his / her entry and exit; it continues in a most significant way. A cloud database is about to be set up, putting on record every important detail of the students' progression – their present details and their future needs and support. They stand ever related to the College, no matter whether their participation as in some significant event or development programme is auto-inspired or implored by the alumni communi ty and / o r the i r respect ive Departments.

Bidhannagar College does all it can to develop a sense of belonging, which is so important for any community – a community made up of the students, the ex-students, the teachers, the teaching associates and the Principal. Success consists in cohesion; happiness, in success and intellectual prospect.

Following the UGC and West Bengal State University's guidelines, Bidhannagar College has opted for the Choice Based Credit System from the 2018-19 Academic Session. This is a semester based academic system that prioritises a student's choice and lays emphasis on regular class hours. Students will be awarded credits on the basis of the courses they take up. One can take up the burden of credits upto 160, but not below that of 140, to be qualified as an Honours Graduate. A basic understanding of the C.B.C.S. system can be had through the three tables that follow. Students should look up the 'Rules and Regulations' section on the University website for further details.

GENERAL INFORMATION FOR ADMISSION1. A candidate may apply for admission to as many different Honours courses as his/her choice.

2. The Merit List of all duly paid applicants displayed is provisional and is subject to change on verification of original documents. All must follow the admission schedule. Claim to admission shall be forfeited if admission is not taken within the fixed hours of the specified date.

3. Reservation of Seats: Scheduled Castes/ Scheduled Tribes/ OBC-A/ OBC-B/ Physically handicapped candidates are admitted according to merit in the seats reserved for them as per government orders issued on the subject from time to time.

4. Admission is granted only to deserving students strictly on the basis of merit. Students of the College seeking readmission for some reason to their earlier Honours subject need not go through the online application procedure. They, however, cannot claim re-admission as a matter of right.

5. Change of course/ subject may be allowed within the stipulated period as specified by the University. All admissions are PROVISIONAL until confirmed by the University. Admission of any candidate if found to be in contravention of the University regulations and restrictions, or in contravention of any rule framed by the College Authorities, even though detected afterwards , shall be cancelled without reference.

6. Foreign Nationals: The candidate (Foreign Nationals) will have to show “Original Copy” of Certificate of Madhyamik (or equivalent), Certificate of Higher Secondary (or equivalent) and original Passport (along with Visa) at the time of admission. Foreign Nationals will have to pay the fees five times higher than Indian Citizens.

7. Completion of UG Course: As per UGC norms a candidate has to complete the Under Graduate course (6 semesters) within 5 years (five years) from the date of Registration.

• The primary goal of the college is to provide all-round education to its students.

• Regularity in terms of attendance is a must for the students. It is a part of the University curricula.

• Class tests, Mid-Term tests and Selection tests are held to monitor and assess the performance of the students. These tests are structured according to the format of the university examinations for the students to perform well in the finals.

• Spacious and well-ventilated classrooms, equipped with black/white-boards provide the perfect setting for interactive and dynamic teaching and learning.

• Almost all the Departments are equipped with ICT (Information & Communication Technologies) based Teaching Facilities.

• All Science Departments have set up modern laboratories with specialized equipments or Computer laboratories, which enable students to learn more scientifically.

• Excursions and educational tours are organized regularly to help students gain exposure and practical experience and also to meet the curriculum requirements.

• Students are encouraged to present papers at student-seminars and contribute to the college magazine and other journals. Besides, the Departments occasionally organise Invited Lectures, Seminars & Conferences that give the students academic exposure, as well as research orientation. Such activities also instill in them a participatory zeal.

• Students are encouraged to participate in different Intra and Inter Institutional / College Level Competitions. Our students have been participating regularly and bringing success to the college.

ACADEMIC AND CO-CURRICULAR ACTIVITIES• Sk. Asraf Ali, Research Scholar, Department of Chemistry, Bidhannagar College is the recipient of

Outstanding Paper Award in Chemistry in the 26th West Bengal State Science & Technology Congress,

2019 under the supervision of Dr Subhankar Samanta, Assistant Professor, Dept of Chemistry,

Bidhannagar College, who is also the co-author of the paper.

• Ms Nibedeeta Rani Sarraf, Research Scholar, Department of Zoology, Bidhannagar College is the

recipient of Outstanding Paper Award in Medical Science in the 26th West Bengal State Science &

Technology Congress, 2019. She is Ph.D. student of Dr Madhumita Manna WBSES, Principal,

Bidhannagar College and also works in collaboration with Saha Institute of Nuclear Physics under the

supervision of Prof. Partha Saha who are the corresponding authors of the paper.

• Ms. Nibedeeta Rani Sarraf was also successful in securing the first position in the 'Medical Science

Section' for presenting her paper 'Application of Whole Genome Sequencing to Explore Mechanistic

Origins of Sodium Stibogluconate Resistivity in Clinical Isolates from Indian Kala-Azar Patients'.

• Ms. Debanjana Biswal, Ph.D. Research Scholar in the Department of Chemistry, University of Calcutta

under the joint supervision of Prof. Syamal Chakrabarti, Department of Chemistry, University of Calcutta

and Dr. Nikhil Ranjan Pramanik Associate Professor, Department of Chemistry Bidhannagar

College. Miss Biswal was successful in securing the first position in the 'Chemistry Section' for

presenting her paper 'Dioxidomolybdenum (VI) Complexes of Different Nuclearity with an ONO Donor

Ligand: Syntheses, Crystal Structure, DFT Calculations, Catalytic Performance and Protein Binding

Examination in Statistics in 2019.

• Anindita Biswas, UG SEM II student of Department of Zoology, secured 3rd Prize in Elocution

Competition on the theme Our Biodiversity, Our Food, Our Health organized by Zoological Survey of India,

Kolkata on 22nd May 2019 to celebrate International Day for Biological Diversity.

EXAMINATION RULES

On introduction of CBCS at the Honours Level,

University Examination will be held at the end of

each Semester, i.e. after 6 months.

CBCS guidelines regarding the courses, students'

attendance and examinations are going to be

followed strictly before allowing the students to

take the examinations.

If a student is absent from classes without prior

intimation for more than 15 days his/her name

may be struck off from college rolls.

A student has to get Library Clearance to sit the

University Examinations.

GENERAL GUIDELINES FOR THE STUDENTS

SHOULD

• Always carry the identity card issued by the college.

• Inform the college authorities and the relevant departments in writing about any change in residential address and /or telephone /mobile number (s).

• Make complaints / grievances / suggestions (if any) and drop them in the 'complaint box' installed in the college office.

• Use 'grievance box' to register grievance if any or lodge complaint to the 'grievance cell'.

• Bring to the notice of the Anti-Ragging Committee any act of ragging experienced or witnessed.

• Keep the college premise/ class rooms/ laboratories clean.

• Adhere to the rules of college library as well as seminar library of respective departments.

• Participate in various activities of the college viz. NSS.

• Switch off all lights and fans before vacating a classroom.

• Be on time for classes following the time table.

• Behave well with teachers, non-teaching staff and fellow students.

• Apply to the Principal through the Students' Section for different requirements (issuance of certificates, railway concession, identity card etc) well in advance.

• May meet or call the Principal directly (Mob. 9903072249) for any matter serious to them.

SHOULD NOT

• Indulge in any kind of ragging, as it is a punishable offence. The college maintains Zero tolerance towards ragging.

• Smoke and consume alcoholic beverages in the college campus, as they are strictly prohibited.

• Use any form of unfair means during the examination.

• Dr. Manna's is a first class academic career throughout. She is recipient of the prestigious Jubilee Post Graduate Merit Prize from the University of Calcutta for her B.Sc. (Hons) result.

• She carried out her research programme as UGC fellow in one of the premiere research institutes of the country, Indian Institute of Chemical Biology, Kolkata, took her Ph.D. degree from Jadavpur University and developed her research career in the field of Molecular epidemiology of Indian Kala-azar and Genomics of Leishmania parasites.

• She joined the WBES in 1998, served Bethune College and Barasat Govt. College. She joined the WB Senior Education Service (WBSES) on 7th February, 2017 as the Principal, Bidhannagar College, Kolkata.

• She has completed several major research projects (DBT, UGC, UGC-DAE etc) and minor projects (UGC) and was project guide for two CSIR SRFs. She has already guided three M.Phil students. Four PhD scholars under her supervision received their degrees from Jadavpur University and West Bengal Health Science University. At present, two research scholars are under her guidance, one of them being an awardee of Jawaharlal Nehru Memorial Fellowship, Govt. of India.

• Dr. Manna has wide publications in International and National peer reviewed, impact factor journals including journals of Nature Publishing Group. She has been a reviewer of many reputed journals of Elsevier, Springer and the like.

• Dr. Manna has presented her research works in many National and International Conferences/ Symposia/Workshops and has visited Italy, Australia, Bangladesh on academic errands. She is Life Member, All India Cytology and Genetics, Zoological Society, Kolkata and Indian Science News Association. Dr. Manna was also a member of the International Society for Vaccines, USA.

• In the current year, Dr. Manna has been awarded with two new Major Research Projects: one from Department of Science and Technology, Government of West Bengal, the other from UGC-Department of Atomic Energy (UGC-DAE), Kolkata Centre.

The Composition of the IQAC

The Students' Union of the College, popularly known as the B.N.G.C.S.U. was established in 1989 with all regular students as members of the general body of the Union. The office-bearers of the Union are elected every year by the eligible voters from amongst the students. The Principal is the ex-officio President of the Students' Union. With the co-operation of the Principal and the teachers, Bidhannagar College Students' Union organizes events and activities like DHUN, the most awaited inter-college fest. Activities comprise both sports and cultural events. ALAAP is the welcome party for the freshers where the newcomers get to meet the college authorities and the staff of the college. DISCIPLINARY MEASURES

ANTI-RAGGING COMMITTEE& ANTI-RAGGING SQUAD

The College has an Anti–Ragging Committee, actively working under the Visakha Guidelines and the Anti-Ragging Act of 2005, to prevent any form of ragging within the college campus, be it physical, psychological or even sexual.

There is an Anti-Ragging Squad as well, keeping constant watch over the campus, in order to ensure the prevention of ragging.

Ragging-related grievances in the campus can be reported in the following ways:

I) Complaint, in writing, can be lodged with the college authority/ the Anti-Ragging Committee immediately after any untoward incident.

SUMMARY OF UGC REGULATIONS ON CURBING THE MENACEOF RAGGING IN

HIGHER EDUCATIONAL INSTITUTIONS, 2009.

1. PREAMBLE: In view of the directions of the Hon'ble Supreme Court IN THE MATTER OF “University of Kerala v/s Council, Principals, Colleges & Others” in slip no. 24295 of 2006 dated 16-05-2007 and that dated 8.05.2009 in civil appeal number 887 of 2009 and in consideration of the determination of the Central Government and the University Grants Commission to prohibit, prevent and eliminate the scourge of ragging.

2. OBJECTIVE: To eliminate ragging in all its forms from universities, deemed universities and other higher educational institutions in the country by prohibiting it under these Regulations, preventing its occurrence and punishing those who indulge in ragging as provided for in these Regulations and the appropriate law in force.

3. WHAT CONSTITUTES RAGGING: Ragging constitutes one or more of any of the following acts:

a) Any conduct by any student or students whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness a fresher or any other student.

b) Indulging in rowdy or indiscipline activities by any student or students which causes or is likely to cause annoyance, hardship, physical or psychological harm or to raise fear or apprehension thereof in any fresher or any other student.

c) Asking any student to do any act which such student will not in the ordinary course do and which has the effect of causing or generating a sense of shame, or torment or embarrassment so as to

adversely affect the physique or psyche of such fresher or any other student.

d) Any act by a senior student that prevents, disrupts or disturbs the regular academic activity of any other student or a fresher.

e) Exploiting the services of a fresher or any other student for completing the academic tasks assigned to an individual or a group of students.

f) Any act of financial extortion or forceful expenditure burden put on a fresher or any other student by students.

g) Any act of physical abuse including all variants of it: sexual abuse, homosexual assaults, stripping, forcing obscene and lewd acts, gestures, causing bodily harm or any other danger to health or person.

h) Any act or abuse by spoken words, emails, post, public insults which would also include deriving perverted pleasure, vicarious or sadistic thrill from actively or passively participating in the discomfiture to fresher or any other student.

i) Any act that affects the mental health and self-confidence of a fresher or any other student with or without an intent to derive a sadistic pleasure or showing off power, authority or superiority by a student over any fresher or any other student.

4. MEASURES FOR PROHIB IT ION OF RAGGING: There are a number of such measures at institution level, University Level, District level etc. Some of them that are important for students to know are as follows:

l imited to the provisions of these Regulations, to achieve the objective of eliminating ragging, within the institution or outside.

ii) All institutions shall take action in accordance with these Regulations against those found guilty of ragging and/or abetting ragging, actively or passively, or being part of a conspiracy to promote ragging.

iii) Every public declaration of intent by any institution, in any electronic, audiovisual or print or any other media, for admission of students to any course of study shall expressly provide that ragging is totally prohibited in the institution, and anyone found guilty of ragging and/or abetting ragging, whether actively or passively, or being a part of a conspiracy to promote ragging, is liable to be punished in accordance with these Regulations as well as under the provisions of any penal law for the time being in force.

iv) The telephone numbers of the Anti-Ragging Helpline and all the important functionaries in the institution, including but not limited to the Head of the institution, faculty members, members of the AntiRagging Committees and Anti-Ragging Squads, District and Sub-Divisional authorities, Wardens of hostels, and other functionaries or authorities where relevant, shall be published in the brochure of admission/instruction booklet or the prospectus.

v) The application for admission, enrolment or registration must be accompanied by an Anti Ragging affidavit signed by a student in a prescribed format and another Anti Ragging Affidavit signed by a Parent / Guardian. (Both these Affidavits can be downloaded from the Web)

vi) Any distress message received at the Anti-Ragging Helpline shall be simultaneously relayed to the Head of the Institution, the

Warden of the Hostels, the Nodal Officer of the affiliating University, if the incident reported has taken place in an institution affiliated to a University, the concerned District authorities and if so required, the District Magistrate, and the Super-intendent of Police, and shall also be web enabled so as to be in the public domain simultaneously for the media and citizens to access it.

vii) On receipt of the recommendation of the Anti Ragging Squad or on receipt of any information concerning any reported incident of ragging, the Head of institution shall immediately determine if a case under the penal laws is made out and if so, either on his own or through a member of the Anti-Ragging Committee authorised by him in this behalf, proceed to file a First Information Report (FIR), within twenty four hours of receipt of such information or recommendation, with the police and local authorities, under the appropriate penal provisions.

viii) The Commission shall maintain an appropriate data base to be created out of affidavits, affirmed by each student and his/her parents/guardians and stored electronically by the institution, either on its or through an agency to be designated by it; and such database shall also function as a record of ragging complaints received, and the status of the action taken thereon

ix) The Commission shall include a specific condition in the Utilization Certificate, in respect of any financial assistance or grants-in-aid to any institution under any of the general or special schemes of the Commission, that the institution has complied with the anti-ragging measures.

x) Any incident of ragging in an institution shall adversely affect its accreditation, ranking or grading by NAAC or by any other authorised accreditation agencies

while assessing the institution for accreditat ion, ranking or grading purposes.

xi) The Commission may accord priority in f i nanc i a l g r an ts - i n - a i d t o t hose institutions, otherwise eligible to receive grants under section 12B of the Act, which report a blemishless record in terms of there being no reported incident of ragging.

5. ADMINISTRATIVE ACTION IN THE EVENT OF RAGGING: The institution shall punish a student found guilty of ragging after following the procedure and in the manner prescribed here in :

i) The Anti-Ragging Committee of the institution shall take an appropriate decision, in regard to punishment or otherwise, depending on the facts of each incident of ragging and nature and gravity of the incident of ragging established in the recommendations of the Anti-Ragging Squad.

i i) The Anti-Ragging Committee may, depending on the nature and gravity of the guilt established by the Anti-Ragging Squad, award, to those found guilty, one or more of the following punishments, namely;

a) Suspension from attending classes and academic privileges.

b) Withholding/withdrawing scholarship/ fellowship and other benefits.

c) Debarring from appearing in any test/ examination or other evaluation process.

d) Withholding results.

e) Debar r ing f rom represent ing the institution in any regional, national or international meet, tournament, youth festival, etc.

f) Suspension/ expulsion from the hostel.

g) Cancellation of admission.

h) Rustication from the institution for period ranging from one to four semesters.

i) Expulsion from the institution and consequent debarring from admission to any other institution for a specified period.

j) Prov ided that where the persons committing or abetting the act of ragging are not identified, the institution shall resort to collective punishment.

k) An appeal against the order of punishment by the Anti-Ragging Committee shall lie

(i) in case of an order of an institution, affiliated to or constituent part, of a University, to the Vice-Chancellor of the University;

(ii) in case of an order of a University, to its Chancellor.

(iii) in case of an institution of national importance created by an Act of Parliament, to the Chairman or Chancellor of the institution, as the case may be.

l) Where in the opinion of the appointing authority, a lapse is attributable to any member of the faculty or staff of the institution, in the matter of reporting or taking prompt action to prevent an incident of ragging or who display an apathetic or insensitive attitude towards complaints of ragging, or who fail to take timely steps, whether required under these Regulations or otherwise, to prevent an incident or incidents of ragging, then such authority shall initiate departmental disciplinary action, in accordance with the prescribed procedure of the institution, against such member of the faulty or staff. Provided that where such lapse is attributable to the Head of the institution, the authority designated to appoint such Head shall take such departmental disciplinary action; and such action shall be without prejudice to any action that may be taken under the penal laws for abetment of ragging for failure to take timely steps in the prevention of ragging or punishing any student found guilty of ragging.

OTHER MEASURES TAKEN TO COMPLY PUBLIC GRIEVANCE IN THE COLLEGE:

i) An INTERNAL COMPLAINTS COMMITTEE (ICC) has been set up to deal with the complaints filed under the Sexual Harassment of Women at Work place under Prevention, Prohibition and Redressal Act, 2013. NATIONAL SERVICE SCHEME (NSS)

An active and dynamic National Service Scheme (NSS) unit consisting of 1st Year & 2nd Year B.A/ B.Sc. students participates in various socially relevant programmes like Blood donation camp, local community visit etc. It also conducts several awareness programmes throughout the year. PSYCHOLOGICAL COUNSELLING CELL

The college has set up a Psychological Counselling Cell to provide the students with psychological assistance or support in case of their needs.

Dr. Suparna Das, a qualified and experienced clinical psychologist cum counsellor provides necessary guidance to both students and staff. Dr. Shoumyasree Sen, Associate Professor, Dept. of Education (Mob. 8585894998) is the Convener of Psychological Counselling Cell.

Different types of financial aids/ scholarships can be availed by meritorious students representing minority and /or financially challenged sections of the society. These include:

• Economically backward unmarried girl students can also avail scholarship under “Kanyashree Prokolpo” a Government of West Bengal funded Development Scheme.

Ashutosh Das Memorial Prize for securing the highest marks in Mathematics.

Chanchal Kumar Brahma Memorial Prize for securing the highest marks in Bengali and English.

Endowment Prize in Bengali sponsored by Sudhindra Chandra Debnath, former Professor of Bidhannagar College.

Dr. Brishnupada Das Memorial Award for securing the highest marks in the under-graduate examination in History (Hons.) has been introduced since 2019.

CANTEEN

A spacious canteen managed by State Fisheries Development Corporation (SFDC)Government of West Bengal is located adjacent to the College playground. Healthy and tasty food is available at a subsidized rate.

SPORTS & GYMNASIUM

The college campus includes a large playground with an area of 7200 sq. ft.

Facilities for both Indoor and Outdoor games are available in the college duly monitored by a qualified Physical Instructor.

Every year Annual Sports is organised in the College where the students, Principal, Teachers and Non-Teaching Staff participate in different types of events.

Students of the College are encouraged to participate in different kinds of sporting events at the Inter-College Level, District Level, State Level and National Level.
