Egypt-USA Partnership in ICT

The ICT sector of Egypt is ready to start taking concrete measures to partner with US ICT sector in Technology Policies, Innovationand Entrepreneurships.

Egypt is well positioned as a regional ICT hub, due to the leadership in local content and the unique location on the paths of all fibercables linking the East to the West. Egypt has also developed fiber connectivity with its neighbors that would make Egypt an excellentlocation for transient traffic to the region. Egypt`s ICT sector has several competitive advantages represented by the abundant youngtalent, multi-lingual human supply, intensive capacity-building programs, low cost of operations, solid and scalable infrastructure, stronggovernment support and incentive programs and conducive business environment.

In November 2009, Egypt and the United States established the Egypt-USA High-Level Working Group for ICT. This group is taskedwith opening policy dialogue on topics including Internet governance, child online safety, broadband services, green technology,innovation, entrepreneurship and venture capital and green technology.

Both parties seek the activation of the Working Group by agreeing on a feasible plan of action to agree on scope of work in areasof mutual interest. This is in addition to engaging all concerned parties and stakeholders from both sides.

Egypt-USA Relations

Egypt and the United States enjoy over 35 years of strong relations on the political, economic and social fronts. These ties have beenenhanced over the years through various partnerships and agreements to boost economic relations, bilateral trade and foreigninvestment, as well as generate job opportunities.

President Barack Obama’s efforts to reach out to the Muslim world, and to Egypt in particular, signify a new era of partnership andare warmly welcomed.

Dr. Tarek Kamel acted as Senior Advisor to the Minister of Communications and Information Technology for five years before beingappointed as minister. During this interval, he spearheaded a number of national initiatives to boost ICT tools amongst segments ofEgyptian society. His efforts constituted a major factor in the establishment of the ministry of Communications and InformationTechnology along with Dr. Ahmed Nazif. Dr. Kamel began his career as a networks support engineer at the Academy of Technologyand Scientific Research after receiving an engineering degree from Cairo University in 1985. He then swiftly moved to becoming anassistant researcher at the Electronics Research Institute before being granted a fellowship for PhD studies from the German AcademicExchange (DAAD) from 1989 to 1992. Awarded a Doctorate in Computer Networking from Munich Technical University in 1992,he was appointed as manager of the Communications and Networking Department at the Egyptian Cabinet Information and DecisionSupport Centre (IDSC/RITSEC). He was also named Secretary of the Egyptian Internet Society and a professor of Computer Networksat the Electronics Research Institute. In May 1999, Dr. Kamel became Vice-President of these two organizations, and three years latera Trustee of the Internet Society (ISOC), Virginia, U.S.A. Dr Kamel was a member of the Board of Telecom Egypt from 2000 to 2004where he played a major role in the company’s development. 

On the international level, Dr. Kamel is a renowned international figure in the Internet world and is a key player in all fora debatingthe future of the Internet. In October 2006, he was a keynote speaker at the Internet Governance Forum (IGF) held in Athens, Greece.He took active part in all IGF proceeding and chaired the fourth Internet meeting, which was hosted in Sharm el Sheikh (2009). Dr.Kamel launched several initiatives to increase Internet and broadband penetration in Egypt, Africa and the Arab world. He led effortstowards ICT sector’s reform and deregulation, leading it through a double digit growth, marking highest growth field domesticallyand one of the fastest growing in the region. Among his sincere efforts to introduce the internet industry in Egypt, he introducedthe Internet Policy in Egypt.

Believing in the importance of public private partnership for the development of the ICT sector, Dr. Kamel encouraged IT stakeholdersto take part in new initiatives for using ICT sector for developmental purposes. He launched several initiatives such as the EgyptianEducation Initiative (EEI), as well as Egypt’s Health Initiative as part of the global health initiative.  The Public Private Partnershipsucceeded to let Egypt into the global Information Society.

Since 2004, Dr. Kamel has acted as Chairman of the Executive Bureau of the Arab Telecommunications and Information Council ofMinisters. He is also the Chairman of the Ministerial Conference on Communication and Information Technologies of the AfricanUnion (2006-2008). In recognition of his leadership in the sector, the South African Ministry of Communications in 2005 named him“Top Minister in Africa with an ICT Portfolio”.

Dr. Kamel chairs the National Telecom Regulatory Authority (NTRA). He led efforts to establish the Information Technology IndustryDevelopment Agency (ITIDA), which plays a pivotal role in the development of the ICT sector and companies. Dr, Kamel also chairsthe National Telecommunication Institute (NTI) and the Information Technology Institute’s (ITI).

Dr. Hoda Baraka is the First Deputy to Minister of Communications and Information Technology. Earlier, she was appointed as theSenior Advisor to the Minister for IT infrastructure Sector, Ministry of Communications and Information Technology.

Dr. Baraka has twenty five years of extensive experience as consultant in the field of information technology for public and privatesector. She has been an active member in the field of Information Technology, particularly in information systems analysis, design,automation, project management, planning, scheduling, reporting, and team organization in different governmental sectors since 1983.Her consulting achievements include: policy development, infrastructure development, ICT for community development, Sustainabledevelopment, Human Resource Development, Capacity Building & Training.

Dr. Baraka is a participant in many national projects in both private and government sectors. She also has achievements in formulatingPublic Private Partnerships (PPP), establishing protocols and business linkages among various stakeholders, supervising national ICTprojects in the fields of :education, e-government, e-health, e-content, national databases, and geographical information systems.

Dr. Baraka is the Director of the Egyptian Education Initiative (EEI) which was launched at the World Economic Forum (WEF) in May2006 under the auspices of Egyptís first lady Ms. Suzanne Mubarak with the aim of improving the quality of education using ICT tools.

Dr. Baraka is also the Project Director of the Egypt ICT Trust Fund, a mechanism created between the Ministry of Communicationsand Information Technology and the United Nations Development Program to promote the usage of ICT in development. She hasnow supervised six successful projects under the trust fund, namely the Smart Schools, ICT for Illiteracy Eradication, Mobile ICTUnit, Community Knowledge Generation e-Library, Community Development Portal projects, and SMEs Development through ICT.

Dr. Baraka is also a Professor at the Faculty of Engineering, Cairo University. In this capacity, she has made many presentations atnational and international conferences regarding information technology, networking, database design and software engineering.

Tarek El-Sadany is Senior Adviser to the Minister of Communications and Information Technology of Egypt for technology policies.He has over 23 years of experience in the technology industry and has held numerous executive management and leadership positions.

Before joining the Ministry of Communications and Information Technology (MCIT), Dr. El-Sadany was chief technology officer andsenior vice president of operations at Iris Financial Solutions, a leading provider of front- and middle-office solutions for tier-oneglobal institutions. In this role he was responsible for engineering and development, product management and business development,client solutions and professional services, support, and training. Prior to Iris, Dr. El-Sadany was vice president, global product supportfor Oracle Corporation, managing a $5 billion business with more than 4,000 employees in 55 countries serving more than 240,000enterprise customers in 19 different languages. Under his leadership, Oracle Product Support margins grew by over $400 millionyear on year by streamlining operations and processes through globalization, automation, consolidation and offshore manufacturing.

Before joining Oracle Corporation, Dr. El-Sadany founded Datacme Corporation, a visionary Silicon Valley startup offering productsthat automate the creation and building of J2EE mission-critical applications, where he was chairman and CEO. Prior to this, he wassenior vice president of kernel and server technologies at TenFold Corporation, where he worked for over seven years. Dr. El-Sadanyhelped TenFold Corporation grow from a five-employee startup to a 1,200-employee public company with a market cap of over$2 billion. Before TenFold, Dr. El-Sadany spent over five years in various leadership positions at IBM research centers.

Dr. El-Sadany has also worked in the field of software engineering at various international companies. He serves on the board ofdirectors of SafeHarbor Technology Corporation and the board of advisers of several private technology companies and nonprofitorganizations. He is a frequent speaker at industry events, panels, conferences and colloquia.

Dr. El-Sadany holds a Ph.D. in computer science and engineering from the University of Louisville, USA, and Masterís degrees incomputer science and electrical engineering.

Hazem Abdelazim is CEO of Egyptís Information Technology Industry Development Agency (ITIDA). Prior to assuming this positionin December 2007, he served as senior adviser to the Minister of Communications and Information Technology for technologydevelopment from May 2007.

Dr. Abdelazimís professional experience is drawn from both industry and academia. He is currently an associate professor of informationtechnology at the Faculty of Computer and Information Science at Cairo University.

Within the world of academia he has become renowned for his teaching and research in the fields of pattern recognition, artificialintelligence, Arabic natural language processing and the application of soft computing in the financial trading of securities. He alsoholds a professional certificate in technical analysis of stock markets.

From 1982 to 1986, Dr. Abdelazim held the position of teaching assistant at the Department of Systems and Biomedical Engineeringat Cairo University, before returning in 1993 to take his current position at the university. In 1994-95, Dr. Abdelazim was a visitingprofessor at the Department of Mathematics and Computer Science at the UAE University in Al Ain, teaching in his specialized field.

As an assistant scientist and then associate scientist for the IBM Research Center, Dr. Abdelazim began research between 1986 and1992 into Arabic natural language processing. He is considered one of the pioneers in Arabic optical character recognition technologyand jointly filed a US patent with IBM. He received the Invention Achievement Award from IBM in 1991 in recognition of his significantcontribution to society.

In 1995-96, Dr. Abdelazim headed a team of scientists and researchers at Sakhr Software, a leading research and development companyin the Middle East. He was a chief scientist for optical character recognition development. Following this, until the end of 1997, heserved as senior project coordinator for Internet development, leading the company into the Internet business. He was later appointedexecutive director, a position he held until 2000. His work involved supervising all research and development activities and leadingthe company to new business fronts.

In 2001, Dr. Abdelazim co-founded IMAGiNET Software (now CIT MOBiDIV), one of the worldís top players in Arabic technologiesfor Microsoft Windows mobile devices. He headed a team of research engineers to develop a means to transmit handwriting overSMS protocol that was recently filed as an international patent.

In recognition of his achievements, Dr. Abdelazim was awarded the First Scientific Innovation Prize for Arab Scientists in 1993, thePresidentís Excellence and Encouragement Award in 1992 and 1995, and the Student of the Year Award and Directorís Cup in 2003from the Maastricht School of Management.

Dr. Abdelazim graduated in systems engineering from Cairo University in 1982 with highest honors. He completed an M.Sc. in appliedmathematics in 1985 and a Ph.D. in applied pattern recognition and artificial intelligence in 1989, both from Cairo University. In 2003,he attained an MBA with distinction from the Maastricht School of Management in the Netherlands. Dr. Abdelazim frequentlycontributes to technical journals and presents papers at international conferences in the field of artificial intelligence and soft computing.

Amr Badawi is currently the Executive President of Egyptís National Telecommunication Regulatory Authority (NTRA), where he isresponsible for handling development of the telecom sector, and a professor of electronics at Cairo University.

Before joining the NTRA, Dr. Badawi was a senior adviser to the minister of communications and information technology, involvedin policy development and in providing support to all telecom entities, including Internet service providers and vendors.

Dr. Badawi joined the Ministry of Communications and Information Technology (MCIT) after a nine-year tenure with GTE and GeneralDynamics, where he served as a program manager and in several other technical positions in support of the telecom sector and ICTprograms in Egypt.

Prior to his tenure at GTE, Dr. Badawi founded Telecomp International in Egypt in 1990. He also taught at Cairo University and wasa telecom consultant for several government and private entities from 1987 to 1995. Dr. Badawi worked as a development and systemengineer at Aydin Systems, California, from 1984 to 1987.

Dr. Badawi holds a Ph.D. in electrical engineering from Stanford University, California, and obtained both his M.Sc. and B.Sc. degreesin electronics engineering from Cairo University.

Tarek Khalil is the acting president and provost of Nile University, Egypt, and holds professorships in biomedical engineering, epidemiologyand public health. He has been involved with the higher education system in the United States for 40 years. His work experiencespans both the state and private university systems, having taught at the University of Florida, the University of Miami, where he servedas a professor of industrial engineering and director of the Management of Technology and Environmental/Occupational Safety andHealth programs,Texas Tech University and various other institutions around the world, including in France, Finland and Egypt.

Dr. Khalil`s administrative experience includes serving as dean of the Graduate School at the University of Miami. The UM GraduateSchool has more than 3,300 graduate students, more than 600 graduate faculty, and oversight responsibility over some 115 Masterísprograms, 56 Doctoral programs and five Specialistís programs. Before this appointment, he served as chairman of the universityísDepartment of Industrial Engineering for 10 years. He also served as director of the Ergonomics and Bioengineering Division of theComprehensive Pain and Rehabilitation Center of the University Of Miami School Of Medicine.

Dr. Khalil is the founder and current chairman of the board of directors of the International Association for Management of Technology(IAMOT), with members from more than 85 countries. He has chaired 16 international conferences on the management of technology.He is also the co-founder of the University of Miami Institute for the Study of Quality in Manufacturing and Service at the School ofBusiness Administration. He has served the Institute of Industrial Engineers (IIE) as chairman of the Council of Fellows, director ofthe Work Measurement and Methods Engineering Division, vice president Region IV, director of honors and as a member of the boardof trustees.

Dr. Khalil has worked as a consultant to governments, industry and educational institutions in the United States, Egypt, France, Finland,Brazil, Japan, Guatemala, Taiwan, Saudi Arabia and Bahrain, as well as for the Fulbright Commission and the United Nations IndustrialDevelopment Organization (UNIDO), the UN Educational, Scientific and Cultural Organization (UNESCO), and the UN DevelopmentProgram (UNDP). He has also served on advisory panels and as a consultant for the US Department of Health and Human Services,the US National Institute for Occupational Safety and Health (NIOSH), the US National Science Foundation (NSF), Dade County,Monroe County and Project HOPE. Companies for which he has been a consultant include Baxter, FPL, Eastern Airlines, DNS, MCQualidade, US Homes, Standard Data, Hobart Equipment, IBM and Siemens.

He has designed and developed various educational programs at the graduate and undergraduate levels and offered graduate educationand training programs at IBM, McDonnell Douglas, Rockwell International, AT&T, Unisys, United Space Alliance, Boeing, Pratt andWhitney, and General Electric, as well as for a number of academic institutions around the world.

Dr. Khalil is the author of the McGraw Hill book Management of Technology: The Key to Competitiveness and Wealth Creation andhas co-authored or edited 15 books and more than 350 publications. He serves as a senior editor of the journal Technovation andon the editorial board of several international scientific journals on innovation and technology management.

Dr. Khalil has received many awards, including: the Award for Technical Innovation in Industrial Engineering, Doctor Honoris Causa,from the Grenoble School of Management, France; Doctor Honoris Causa from the Institut National Polytechnique de Loraine; theUniversity of Miami College of Engineering Researcher of the Year Award; the IIE David F. Baker Outstanding Research Award; theIIE Phil Carroll Award; the IIE Ergonomics Division Award; the Human Factors Society Paul M. Fitts Award; and the Jack A. Craft Award.

Mohamed Abdel Kader Mohamed Salem is currently chairman of the Information Technology Institute (ITI), a post he has held since2002, and a member of the instituteís board of trustees.

Additionally, Dr. Salem serves as a board member of the Center of Computers and Information Systems of Cairo Universityís Facultyof Economics and Political Sciences; a board member of the Faculty of Computers and Information Technology of Sixth of OctoberUniversity; and chairman of the International Conference of Information and Communication Technology (ICICT), the InternationalConference of Multimedia (Digimedia), and the Arabic Conference for Geographic Information Systems (ArabMap).

Prior to his current position, Dr. Salem served as vice director at ITI from July 2000 to July 2002, and as director of the instituteísProfessional Training Program from July 1993 to July 2000.

Dr. Salem`s field of experience covers IT infrastructure planning, strategic IT project management, design and planning of IT trainingprograms covering all levels, and training of IT professionals.

Dr. Salem has considerable academic expertise, having served as a lecturer of computer engineering, information systems and computerscience in the areas of artificial intelligence and expert systems, software engineering, management information systems, softwareproject management, decision support systems and electronic commerce t ITI, Cairo University`s Faculty of Economics and PoliticalSciences, the Arab Academy for Sciences and Technology, the International Academy for Media Science, Sixth of October Universityand Misr International University. As a consultant he has worked in the fields of computers and information systems, informationtechnology and artificial intelligence applications.

During his career, Dr Salem has participated in information and communications technology-related conferences around the worldand has published material on various ICT-related fields, including geographic information systems training and distance learning.

Dr. Salem holds a Ph.D. and M.Sc. in electrical engineering computers and systems engineering from Ain Shams University, and a B.Sc.in electrical engineering from the Military Technical College.

Sherif Hashem has been Executive Vice President of Egyptís Information Technology Industry Development Agency (ITIDA) since 2004and an associate professor at the Faculty of Engineering of Cairo University since 2001.

As executive vice president of ITIDA, Dr. Hashem is responsible for matters related to electronic signatures, cyber security andintellectual property rights (IPR) protection for software and databases. He is chairman of the national committee drafting Egyptíscyber security, data protection and privacy law; deputy chairman of the committee on cooperation between IT companies and R&Dinstitutions; and a member of the high-level committee on IPR and the technical committee for enhancing the national ID card. Hewas chairman of the High Level Committee for the Egyptian e-Content Competition in 2005-06.

Prior to joining ITIDA, Dr. Hashem was director of the Information Society Development Office (ISDO) and manager of the e-BusinessProgram at the Ministry of Communications and Information Technology (MCIT). He headed the national committee that preparedEgyptís e-signature law, the countryís first cyberlaw. Dr. Hashem was also director of the Egyptian Focal Point for the EuropeanMediterranean Information Society (EUMEDIS) initiative (2000-03).

In 2001, he initiated and managed the first multi-application smart card project in Egypt. The three-year project established Visa-certified infrastructure for issuing and processing smart cards over a network of automated teller machines and points of sale covering56 post offices in Greater Cairo and Alexandria. From 1995 to 1999, Dr. Hashem was a senior consultant and senior project managerat the Egyptian Cabinet Information and Decision Support Center (IDSC) and the Regional Information Technology and SoftwareEngineering Center (RITSEC), where he managed IT projects in electronic commerce, tourism, cultural heritage preservation, healthcare,community empowerment and other sectors, including the award-winning Egypt Information Highway project, and led the team thatestablished the first government website in Egypt. In 1997, Dr. Hashem initiated a project to establish the first community-orientedIT centers in Egypt, funded by the United Nations Development Program (UNDP) and supported by the IDSC and the Governorateof Sharqiya. This model was refined and included in Egyptís National ICT Plan adopted in 1999.

Dr. Hashem has carried out consultation assignments for international organizations including UNDP, the UN Economic Commissionfor Africa (UNECA), the UN Population Information Network (POPIN), the International Telecommunication Union (ITU), the WorldHealth Organization (WHO), the International Development Research Center, and the Arab League Education, Culture and SciencesOrganization (ALECSO).

Dr. Hashem has held research positions at Purdue University, USA (1992-93), West Virginia University, USA (1997), and HoneywellSensor and Systems Development Center, USA (1991-92), and was a postdoctoral research fellow of the US Department of Energyworking at Pacific Northwest National Laboratory (PNNL) (1994-95). He was an invited lecturer for the Regional InformationTechnology Institute/Maastricht School of Management joint MBA program (1997-98) and was a juror in the Global Junior Challengein 2000, 2002 and 2004.

In recognition of his achievements, Dr. Hashem has received a number of awards, including the Global Bangemann Challenge Awardfrom the King of Sweden (1999), the International G7-GIP Information Society Award (G7/8: Warsaw, 1997), the Excellence in TeamingAward (PNNL, 1994), and the Spirit Award (Honeywell, 1992). Dr. Hashem is listed in Marquis Whoís Who in the World (16th edition,1999 and millennium edition, 2000) and in Marquis Who`s Who in America under Science and Engineering (5th edition, 2000).

Dr. Hashem is a founding member of the Internet Society of Egypt and the Egyptian Smart Cards Association, a member of the Instituteof Electrical and Electronics Engineers (IEEE) and Egyptian Syndicate for Engineers, and previously served as a member of the boardof directors of Egyptís National Postal Organization (2001-06).

Dr. Hashem has authored or co-authored more than 40 articles and book chapters in the areas of information technology, e-commerce,computational intelligence and operations research, covering applications in engineering, energy, environment and computer sciences.He holds a B.Sc. in communication and electronic engineering and an M.Sc. in engineering mathematics from Cairo University and aPh.D. in industrial engineering from Purdue University. He has also completed the Senior Executive Program at Harvard Business School.

Nermine El Saadany is director of the International Relations Division at the Ministry of Communications and Information Technology(MCIT). Prior to this, from 2005 to the end of 2008, Ms. El Saadany served as director of the International Relations Department atthe National Telecommunication Regulatory Authority (NTRA), where she was responsible for coordinating the positioning of theNTRA in the international arena. In this post she worked to open new channels for cooperation between the NTRA and otherregulators and international organizations and to fortify Egyptís regulatory position on the international level.

Ms. El Saadany started her career as a researcher in economics, conducting extensive analysis of national and international eventsdealing with economic problems and their impact on political bodies and decision-making processes.

As editor of the economics section of Al-Siyassa Al-Dawliya (International Politics Journal), one of the most prestigious and reliableperiodicals in the field of international relations in the Middle East, Ms. El Saadany gained extensive experience in the area of researchand analysis. Her experience at the journal was also broadened to website management as managing Internet editor.

Her next position, at MCIT, was as unit manager in the International Relations Department. This helped her to gain experience inhandling relationships with specialized agencies, drafting strategic goals and objectives, and assisting in achieving them.

Ms. El Saadany`s diverse career has included: acting as the master of ITU Telecom Africa in 2004 for all operations within Cairo andoutside Egypt, and also as liaison officer with the ITU headquarters in Geneva; acting as the ITU Telecom Department focal point atthe World Telecom event in Geneva, October 2003; and responsibility for the ëe-messageí sent by President Hosni Mubarak to invitethe world to ITU Telecom Africa in 2004.

Since 2002, Ms. El Saadany has gained extensive experience in ITU activities. She has served as an active member or deputy head ofnational delegations at several ITU conferences and meetings, including plenipotentiary conferences (2002 and 2006), the ITU Council,World Telecommunication Development Conferences (2006), Telecommunications Development Assemblies, ITU World Telecom(2003 and 2006), and African and Arab preparatory meetings for ITU plenipotentiary conferences.

During the preparation for WSIS Phase One, held in Geneva in December 2003, Ms. El Saadany acted as the main coordinator betweenthe ITU (principle master of the summit) and MCIT. Additionally, she was selected by the ITU to be one of the Telecom ForumCommittee members, as well as to assist in the marketing for both ITU Telecom Africa 2008, held in Cairo, and ITU Telecom Asia2008, held in Bangkok.

Ms. El Saadany`s international presence also includes playing an influential role in the Internet Governance Forum (IGF) meetings inAthens in 2006, Rio de Janeiro in 2007 and Hyderabad in 2008, as well as mastering the preparations for the fourth IGF meeting,held in Sharm Al Sheikh in November 2009.

Ms. El Saadany holds an MA in economics from the American University in Cairo and a BA in business administration from the SadatAcademy in Cairo.

Amin Khaireldin is a member of the board and strategy advisor at Egyptís Information Technology Industry Development Agency(ITIDA) and chairman of the board of directors of the Technology Development Fund (TDF).

For the first 30 years of his professional career, Mr. Khaireldin was employed by IBM. He held a variety of management positions atIBM Egypt, ultimately becoming country branch manager. He was then relocated to Europe, where he spent five years at IBMís Europeanheadquarters in France and Italy as manager of operations and strategy for the Middle East and Africa.

In 2000, Mr. Khaireldin returned to Egypt, where for four years he served as the managing director and CEO of Triangle Group and NOL.

Later, he managed the First Capacity Building Program, an initiative launched by the Ministry of Communications and InformationTechnology (MCIT) and financed by the Industrial Modernization Center with the objective of improving the international competitivenessof the top 50 Egyptian IT companies.

In December 2000, then minister of communications and information technology Dr. Ahmed Nazif appointed Mr. Khaireldin as chairmanof the Business Development Workgroup in charge of proposing strategies and programs leading to the development of the telecomsector following its deregulation.

For 14 months, Mr. Khaireldin led a national effort targeting ICT export growth resulting in the formation of the IT Industry NationalDevelopment Strategy, announced by Minister of Communications and Information Technology Dr. Tarek Kamel on June 6, 2006.Presently, he is leading the team in charge of the implementation of this strategy.

Dr. Ahmed N. Tantawy is currently the Director of Egypt’s National Nanotechnology Initiative. His mission is to establish a sustainableecosystem that would enable the country to accelerate its economic growth through the advancement and use of emergingnanotechnology.

Until October 2009, Dr. Tantawy was the Chief Technical Officer of IBM in the area of Growth Markets, where he oversaw the technicalaspects of a number of novel and complex projects in Africa, Asia, Australia, Central & Eastern Europe, and Latin America.

In his prior assignment as Technical Director of IBM in the Middle East and North Africa, he established and managed the IBMTechnology Development Center in Cairo, Egypt, where he built a team of around 500 software engineers who develop productsand applications for various IBM divisions worldwide. The center is among the very few that have achieved CMMI Level 5, the highestlevel of software development quality certification in the world, and produces over 25 inventions every year.

From 1998 to 2000, Dr. Tantawy was the Director of Advanced Technology Development in IBM’s Software Group in the USA. Amongother activities, he managed the invention and development of secure management and distribution techniques for electronic mediaassets over the Internet and digital broadcast networks, with proper copyright protection and digital rights management.

In 1996 and 1997, Dr. Tantawy was the Director of Digital Video Technology in the IBM Telecommunications and Media IndustrySolutions Unit, where he had worldwide responsibility for the development of hardware and software products and solutions forvarious digital media applications.

From 1988 to 1995, he was a Research Scientist then Manager of the Multimedia Communication Systems department at the IBMThomas J. Watson Research Center in Yorktown Heights, New York. There, he initiated and led several projects in the areas of protocoldesign for high bandwidth networks, interactive multimedia systems, interconnection of multi-gigabit networks, autonomous decentralizedsystems, and high performance workstations.

Between 1980 and 1988, Dr. Tantawy was a University Professor and an independent consultant in the USA, France, and the MiddleEast. He led several projects in the areas of Factory Automation, National Health Information Infrastructure, and Data NetworkInterconnection via Satellites. He also made significant contributions towards the establishment of the College of Computing in Riyadh,Saudi Arabia.

His professional activities in the US include assignments with the National Academy of Sciences, the National Science Foundation,and the National Institute of Standards and Technology. He also served a number of universities and research institutes in the US,Europe, and the Middle East as member of the board of trustees, member of the advisory board, adjunct professor, external examinerfor Ph.D. dissertations, and external evaluator for Faculty promotions.

His technical and scientific contributions include 18 issued patents, 4 books and over 100 refereed scientific papers. He was the editorof 4 scientific journals and the editor-in-chief of a book series on High Performance Computing and Communications. He chaired14 international conferences and served on over 50 technical conference committees.

Dr. Tantawy received his Ph.D. in Computer Engineering –with highest honors- in 1980 from Grenoble, France. Alexandria University,Egypt, granted him the B.Eng. and M.S. degrees in Electrical and Computer Engineering –with distinction and highest honors- in 1973and 1976, respectively.

Nashwa Gad is currently the ITU Department Manager within the International Relations Division, Ministry of Communications andInformation Technology. She is responsible for setting the strategy of cooperation with the ITU. Ms. Gad is enjoying a remarkableexperience in ITU activities.

She was heavily involved in the preparations for the last ITU plenipotentiary, Antalya 2006; by attending the African and Arab preparatorymeetings for ITU- PP conference. She took part in drafting the common proposals for the Arab region as a contribution documentfor the ITU . She was responsible for conducting the ITU PP 06 Election analysis and survey and one of the team members, whoworked on the campaign and the lobbying process during the ITU ñ PP 06 Member States elections. In addition she participated inthe preparation of material needed for the ITU council 07 & 08 and was one of the ITU Africa Telecom 2008 steering committeeand officer for the ITU - WTISD event.

Ms. Gad has more than three years of experience in multiple governmental technological and development entities. Before joiningthe Ministry, Ms. Gad worked in the National Telecom Regulatory Authority and before that at the Center for Documentation ofCulture and Natural Heritage (CULTNAT), where her experience was built and fortified through setting the different related Egyptianstrategies and taking part in the implementation.
