2015 INTERNATIONAL EAGLE AWARD RECIPIENT EARL P. BURKE, MBA

Chief Financial Officer–Assistant Superintendent of Business Services and Operations Hinds County School District Raymond, Mississippi Earl Burke’s sound fiscal leadership has helped ensure his district has the funds to continue its high level of services to staff, students, and the community. For example, taking advantage of a state law granting districts authority to sell unused buildings and work with developers on property not owned by districts, Burke helped bring millions of dollars into the district that will be directed to academic support for students and facility improvements for years to come.

2015 DISTINGUISHED EAGLE AWARD RECIPIENTS CLAIRE HERTZ Chief Financial Officer Beaverton School District Beaverton, Oregon

As CFO for one of the largest school districts in Oregon, Claire Hertz has made an impact within her district and beyond. She has established learning teams to facilitate sharing of best practices in school business management, developed mentor programs for those new to the profession, and led her district through a new budget process that allowed it to create $20 million in strategic investment funds that can be directed toward providing a quality education for all students.

LOUIS J. PEPE, MBA, QPA, RSBA Assistant Superintendent for Business City of Summit Public Schools Summit, New Jersey

Recognized for his ability to combine fiscal management and sound educational theory, Louis Pepe is credited with helping the district not only maintain staffing levels, but even add new positions and innovative programs designed to improve instruction and increase opportunities for students—despite the education funding challenges of the past several years. He has worked collabora-tively with district administrators and the board of education to develop a budget process that combines zero-based budgeting with site-based budgeting, leading to seven years of reduced expenditures.

STEVEN STANFIELD, RSBO, SFO Director of Business Services DeSoto Parish School Board Mansfield, Louisiana The director of business services for DeSoto Parish for the past 30 years, Steven Stanfield has been instrumental in efforts such as providing annual healthcare coverage to more than 1,000 active and retired employees and establishing an OPEB Trust Fund that has reached $52.3 million; developing a parish-wide district salary schedule to provide incentives and recurring funding sources to reward teachers for student achievement; and exploring alternative strategies to fund or secure educational grants for technology and early childhood programs.
