PART 1· PROJECT INTRODUCTION

1. Project objectives

Main Project objective of the substation would enable the supply of electricity for local load demand, local industrial zones, meeting load demand of Vinh Phuc province. The sUbstation plays an important role on transmission electricity from national power grid, continuously safely supply electricity for power demand center in the area; reduction of power loss; increasing safety for power system.

2. Location of the substation

Vinh Tuong sUbstation is located in one rice field of Tho Tang commune, Vinh Tuong district, next to the internal road of newly planned zone of Vinh T uong district and the sUbstation is 1.5 km far from national road N° 2.

3. Route alignment

3.1. Connection from Viet Tri- Dong Anh 110 kV power line to the substation

110kV power line is taken directly from 110 kV Viet Tri- Dong Anh power line and will supply for Vinh Tuong 110 kV substation. The power line is double power line in order to ensure transmission capacity and reliability. The starting point is 111m far from tower No 178 of 110 kV Viet Tri - Dong Anh power line in Dong Anh side. The end point is connected to tower in the gate of the Vinh Tuong 110 kV sUbstation. Total length of this connection line is 1442 m.

3.2. The 35 kV power lines going out from the substation

• The 35kV power line connected to 371-E43: the starting point is evacuating 35 kV point of Vinh Tuong substation. The end point is connected to the middle point of 122-123 towers of the section 371 M

E43. Total length of this line is 1576m (including 150 m cable part from control room to the evacuating tower). The power line is in Tho Tang commune, Vinh Tuong district. Topography is plain, elevation is ranging from 0,5 -=- 1 m .

• The·35kV power line connected to section 372 of 35 kV Vinh Son substation: the starting point is 35 kVevacuating point of Vinh Tuong sUbstation. One circuit end point is connected to tower No 14 of 35 kV connecting to section 372. Another circuit end point is connected to tower no 15 to supply electricity for 35 kV Vinh Son substation. The length of this power line is 219m. Existing towers without lighting protection will be rehabilitated and will equipped with lighting protection. Length of line with lighting protection is 1680 m.

This 35 kV power line is located in Tho Tang commune, Vinh Tuong district, Vinh Phuc province. Topography is plain, elevation is ranging from 0,5 -=- 1m .

1. Brief description on natural, economic and social condition of the P~oJectarea a. Geographical location

Vinh Phuc province is located in midland plain area, at 21024' North latitude and 105036' East longitude. Vinh Phuc is 62 km far from Ha Noi. Natural area of the province is 2,192 km2, occupying 0,67% total are of Vietnam.

• In the North west is Tuyen Quang province; • In the East is Thai Nguyen province; • In the South East and South is Ha Noi capital; • In the West is Phu Tho province.

b. Climate

Climate in Vinh Phuc is tropical monsoon with 4 different seasons. Every yearj storm and rain occur from May to August with quite high average rainfall 1,556.98 mm. Flood occurs. from April to September; Whirlwind, hail occur locally in Lap Thach, Vinh Tuong and Yen Lac, Tam Duong districts causing damages to houses, trees, plants and serious impacts on prodUction and livings of the local peoples.

Annual average temperature is 24.9OC, low average temperature is 17.9°C; there are 2 months in the year having average temperature of 22.4OC; the coolest month is December with average temperature of 14OC. Hoarfrost usually happens in November to March of the next year.

Natural area of Vinh Phuc province is 219,20()ha, of these:

- Area for agriculture is 66J81 ha (48,69%): - Area for forestry is 30,433 ha (22.18%); - Area of special use is 18,693 ha (13,63%); - Residential area is 5,158 ha (3,76%); - Unused land and area of rivers, streams are 16,071 ha (11,71%).

In area for agricultural land: area for annual plants is 53,587 ha (89.64%), rive fields is 96,18% and is used for two harvest per year; area for perennial plants is 1,139 ha (1J%);watersurface area for fishery and aquaculture is 2,171 ha (3.25%).

Area of bare hills, uncovered land required greening is 7,608 ha; area of alluvial ground is 1,426 ha; unused water surface is 533 ha.

d. Forest resource

Up to 2002, there is 30,439 ha in the province, where: natural forest is 9,592 ha, planted forest is 20,847 ha. Protected area is 15,482 ha, which is belonged to Tam Dao national park.

e. Socio-economic condition

Annual GOP growth rate is over 7.2%. Average income per capita is more than 500 USD. Economic structure is as follows:

• Agriculture- Aquaculture: 35.86%. • Industry - infrastructure construction: 49,53%. • Trade and service: 14.61%.

f. Population

Population of Vinh Phuc province is almost 1.2 million including 30 ethnics: Kinh, Tay, Thai, Hoa, Khmer, Muong, Hmong, San Diu, San Chay, Ha Nhi, La Chi, Phu La; Ngai. Nung etc. Kinh ethnic is dominant, minor ethnics occupy about 2.7% and mostly live in Lap Thanh, Tam Dao, Tam Duong, Sinh Xu yen and Me Linh district. Population density is 115 personslkm2.

g. Traffic

There are many waterway and road traffic facilities in Vinh Phuc province such as international Ha Noi .. Lao Cai- Van Nam (China) railway; Song Hong- Song Lo waterways; National road No2 connects Vinh Phuc with Ha Noi capital and adjacent provinces. Statistic figure of 2005 reveals that Vinh Phuc has 11,859 km roads. From which: national roads are 109 km (3.84%); provincial roads are 247.4 km (13.54%); district roads are 286.6 km (15,74%); inter commune roads are 1,216 km (66.82%). Quality of roads: macadam roads are 803 km (44.12%); asphalted, concrete roads are 551 km (30.27%); other roads are path ways.

2. Protected area, natural reserve, sensitive area, cultural and historical properties

There is no protected area, natural reserve, sensitive area in the Project area. Project will not be carried out near cultural, historical properties, temple or pagoda.

3. Brief description on construction arrangement

- Materials, equipment, machines will be transported to the Project site by trucks; - Types of construction machines: shovels, bulldozers. concrete mixers, small cranes etc; - Workers: There will be two worker teams, number of worker is from 50 to 100. Skilled worker are hired from another places. These workers will live in camps. Local worker are hired for simple construction work. - Camp site: is located in the sUbstation area, includhng camp. area for cooking, area for toilet and bath, storage site for materials. - Soil excavation and ground leveling will be implemented in dry season. - Water supply: water will be exploited from underground source. This source of water will be supplied for construction as well as for operation of the substation.

- In open air area, the transportation of material and eqUipment is very easy due to very well developed road system in the Project sites.

- The power line is crossing inter commune road for 2 times. 1 time crosses the National road NO 2. Cable pulling might be main activity that causes some impact on the traffic. Scaffolds will be constructing to enable cable pulling and minimize impact on traffic when the power line is crossing roads.

10 Road damage by transportation of Medium Short - Transportation of traffic flow caused by Project will I Minor materials and equipment not exceed the capacity of the existing traffic flow in

the area. However the increasing of Project vehicles might affect the existing road system.

- Conditions for transportation of material and equipment are quite convenience. There are good road systems in the Project sites. Roads are well asphalted.

- The transformer transported to the Substation is about 100 tons.

- Possible dissemination of certain diseases from construction workers to local people and vice versa.

- There will be more or less difference between living style and behavior between workers and local people;

- Duration of worker staying in the site is short.

- Vinh Phuc is very well developed province, people are highly exposure to the rapid urbanization. There are many other similar construction project are undergoing, so local people are familiar with presence of workers in the area.

- The risk of conflict between workers and local people is very low.

17 Health and safety Small Long - During Project design, safety issues were well Mitigable considered. However, electric shock and impact on safety of worker and local people still might occur if safety regulation is nor well followed.

18 EMF None None -In practices, the existing operating 110 kV No impact substation and power lines have very minor impact on human health. Vinh Tuong 110 kV substation and its connections design is followed technical and safety regulations. Working rules will be strictly implemented for operators so EMF intensity is in permissible level.

- There will be a risk to persons who violate the regulation for high voltage regulation protection within ROW.

19 Impacts on aircrafts None None - The height of pole is less than 50 m. There will not No Impact be any problem with avian and aircrafts

20 Oil hazardous waste contamination Small Long - Oi/leakage from transformer might cause adverse Minor impact to water, soil and air quality. In order to avoid environmental risk the oil collecting hole is constructed to collect all oil leakage when transformer has an accident. Oil collecting hole is constructed by non hydrophilic materials with cover and automatic pump.

- No PCBs containing oil and other hazardous chemicals will be used during Projecfs construction and operation.

5.1. PUBLIC CONSULTATION During project preparation stage {200? - 2009}, the following activities were carried out: Activity 1: Information & Discussion with Local Authorities on the Line route and sUbstation location Activity 2: Impact Survey and Statistics Activity 3: Meetings with PAHs

When the survey was completed, the Consulting Company (in coordination with the commlJne officials) held meetings with PAHs having land in the line ROWand with village representatives. During the meetings. the Consultant presented numerous materials, including: Project Summary, draft RAP and draft EMP including Project's identification, maps of the project site, figures, tables, photos, pictures. and other support materials. Meeting officials informed participants of the Project purpose; presented the Project impacts on land and crops -in detail; introduced the principles and policies of compensation; potential environmental impacts caused by the Project: proposed mitigation measures applied to reduce the environmental impacts.

The public consultation in form of public meeting has been carried out in 22110/2008 in Tan Tien commune people committee and in Tho Tang township people committee. The main comments of local peoples on the Project and the environmental issues of the Project are summarised as follows:

5.2. PUBLIC DISCLOSURE

To address disclosure requirements of OP 4.01, Power Company 1 as representative of Project owner will:

• Provide Vietnamese-language copies of the EMP, to office of People committee of Vinh Tuong district and Vinh Phuc power service.

• Announce in major local newspapers or public communication instrument several times over a two­month period. The advel1isement will state that EMP, RAP, and Project Summary is available for public review for a two months period during normal working hours at the following locations: 1) the Vinh Tuong district people's Committees; and 2) Vinh Phuc provincial Power Service

• English and Vietnamese-language copies of the EMP report will also be sent to the Vietnam Information Development Centre at 63 Ly Thai To in Hanoi, for access by NGOs and public.

• English language copies of the EMP report will be sent to World Bank for publication on World Bank Info Shop.
