E-PRADAN FEATURES

Beneficiary Management module deals with direct payment of Government claims tobeneficiaries’ bank account. It is designed for the disbursement of government payment to thebeneficiaries such as government servants, pensioners, suppliers, contractors etc. throughelectronic media. Beneficiary Management serves as a break to the beneficiaries to directly creditthe disbursed amount to their bank account.

Bills raised by the DDOs are approved by the TO and Advice are generated within defined timeand send it to RBI for ECS payment. After the payment, RBI sends back the electronic scroll, bothpayment and receipt for accounting of the respective treasury.

The Beneficiary Management Module in the iFMS Portal provides the user the facility togenerate and disburse the payment for the beneficiaries of the Govt. of West Bengal. This moduleexplains how the approved payment for a beneficiary is credited to the beneficiary’s bankaccount electronically available in the application.

1. Open Internet explorer or any other web browser.

2. Type URL http://www.wbfin.nic.in & click on IFMS tab.

Enter Beneficiary Master

Beneficiary Master Module is designed to Insert/upload ,modify and view the detailed information of the Beneficiaries into the system. You can enter Beneficiary Master either through uploading Excel file containing all Beneficiary Master information or through manually inserting the Beneficiary Master information in the Beneficiary Master form.

Operator Log-in (Manual Insert option for Beneficiary)

1. Click Beneficiary Master Sub-Module under Mater Module.

2. Click on Insert Button of Beneficiary Master form in the right hand side of the screen.

3. Put Beneficiary Name , Bank A/C no ,IFSC Code . MICR No will be auto populated .

Operator Log-in (Import from Excel option for Beneficiary)

1. Click Import from excel and a Import from Excel option open as follows.

2. Select .xls File from Choose File and click on Import Button.

3. A success message appears at the top of Beneficiary Master form as shown in the image below:

1. IFSC code validation.

2. Bank Account Number validation.

3. Pan validation.

4. Duplicate entry of same IFSC code & account number .

5. Duplicate entry of PAN number.

Approve Beneficiary Master

After the Operator enters Beneficiary Master, the Master list becomes available at the Approver’s Login. Approver needs to approve the Beneficiary Master.

To approve the Beneficiary Master

1. Approver logs into the Beneficiary Master module.

2. Click Master from the left hand side menu tree. It opens a sub menu under it as shown below:

3. Click Beneficiary Master. It opens the Beneficiary Master form on the right hand side.

4. Select the checkbox from the Approve Flag column of the table associated to the row that you want to approve.

5. Click on Approve button.

6. A success message appears at the top of the Beneficiary Master form.

1. Only Approver has permission to delete a Beneficiary row.

2. Select the checkbox from the extreme right column associated with the row you want to delete.

1. Select Approved from the Status drop down menu. The table displays the filtered Approve data.

1. Select Status as Un-Approved and Un-Approved data is populated.

2. Select Status as Wrong Data and Wrong Data data is populated.

3. Select Status as In-Active Data and In-Active Data data is populated.

Beneficiary Master Data Status

In the E-PRADAN module you can associate Bills to Beneficiaries. You can set the payment mode of the Bills toeither ECS or Cheque or both modes. The Operator can enter the bill details, set the payment mode of the bill,enter the details of the Approved beneficiary who are associated with the bill.

Beneficiary Bill Entry (Operator Log-in)

1. Click Beneficiary Bill Entry from the left hand side menu tree. Beneficiary form appears on the right hand side.

2. Click on the Insert button.

2. The Beneficiary form open as follows.

3. Enter the Bill No in the appropriate field.

4. Enter the Bill Date from the calendar that appears when click on that field.

5. Enter the Bill Gross and Net Amount.

6. Click on the LOV button in the Bill Type & Description field. A popup window appears. Select the Bill type from the popup window and click on the Select button.

7. Similarly, select the Bill Subtype from the associated Sub Type Description LOV.

8. Select the Payee Department from the associated LOV popup window.

9. Click on the HOA LoV button multiple times to select all the Heads of Accounts.

10. Select the Pay mode radio buttons from the given options as ECS/NEFT/RTGS, Cheque, or Both.

11. Click on the Save button. A success message appears on the top with a newly generated reference number. The reference number also appears on the designated field.

Depending on the Pay Mode selection the buttons to enter the Beneficiary List appears. 1. If you select ECS Mode as the Pay mode, the button name is ECS List.2. If you select Cheque Mode as the Pay Mode, the button name is Cheque List.3. For Both Mode as the selected Pay Mode the form displays two buttons named ECS List and Cheque

List.

1. If the Pay mode is ECS, after the Bill reference number generation, the Beneficiary form displays ECS Listbutton as follows:

2. Click on the ECS List button. The following form appears as shown below:

3. Enter the Bank Account No in the column. You can enter two digits of the bank account number in the given column. The approved list of bank account numbers would appear in a dropdown list. Select the desired bank account number from the list.

4. Click on the Amount column. The IFSC Code, Account Type, and Name columns populate automatically.

ECS Payment Mode:

5. Type the Amount in the Amount column.

6. The sum of Amounts in the Amount column should equal to Bill Net Amount in order to submit the bill. However, an operator can not submit a bill. An Approver only can submit the bill.

7. Click Save. A success message appears on top as shown below:

8. Click on the Modify icon. A pop window opens to let you modify only the Amount field.

You can modify the amount and click on the Update button. A success message appears on the top as shown below:

1. Select Cheque option from Beneficiary Detail form.

2. Select Insert.

3. Enter the Payee Name in the given field.

4. Select the Pay Mode from the dropdown menu.

5. Click Save. A success message appears on top.

Both Payment ModeWhen you insert a Bill that you are submitting to Treasury for payment, you can select the payment mode for the Bill as Both. It means that one particular bill can be paid by both ECS mode and cheque mode. Part of the payment can be made by cheque and the rest can be paid by ECS mode.

1. Click Insert in the Beneficiary form.

2. Enter Bill No. in the Bill No field and select the date of transaction from the Calendar in the Date field.

3. Enter the Bill Gross and Net Amount in the respective fields.

4. Select the Bill Type & Description from the associated LOV popup window.

5. Select Subtype Description from associated LOV window.

6. Select Payee Department from the LOV popup window.

7. Click on the HOA LOV button multiple times and select all the fields of the HOAs.

8. Select Both radio button as the Pay Mode from the given options.

9. Click Save. A reference number is generated and appears on top.

Click on the Submit button. The Bill appears available to Treasury. The success message appears as shown below:
