On Thursday 18 April, TLISC recognised leaders in workforce development and industry
promotion at the inaugural TLISC Awards for Excellence held in Melbourne.
The Awards were held at InterContinental Melbourne The Rialto, celebrating exceptional
achievements and outstanding contributions made by organisations in training and
workforce development across the Transport and Logistics Industry.
The “2013 Innovation and Excellence in Workforce Development Award” recognised
enterprises who had successfully implemented whole of business solutions to upskill and
train staff through the use of TLISC Training Packages. Each of the six transport and
logistics sectors had a separate award. WA based companies took home two awards out of
six in this category with Brookfield Rail awarded for their efforts in the Rail industry and
Broome Port Authority winning for Ports. The Durack Institute of Technology also
received the “Award for Excellence in Industry Promotion”.
The standard of entries into the 2013 Awards for Excellence was extremely high and the
judges were so impressed that they awarded ‘highly commended’ in a number of categories.
Brookfield Rail again were recipients of this award along with the Australian Furniture
Removers Association and John Holland Rail.
We would like to extend our own congratulations to all of the participating organisations
and we would especially like to commend the fantastic achievements of the Western
Australian companies.

The LTC welcomes the announcement of the new Minister for Training and Workforce
Development, Water and Forestry, the Hon. Terry Redman MP and congratulates him on
his new portfolio.
Mr Redman takes on the portfolio of Training and Workforce Development, Water and
Forestry following his appointment by the Hon. Colin Barnett.

Great Southern Workforce Development Plan
The Great Southern Workforce Development Plan 2013-2016 will be a significant reference
point in attracting and retaining skilled workers in the region.
The plan highlights a steady population increase in the Great Southern during the next few
years with major ventures such as Ausgold’s project having a significant impact on the
region’s economy.
The plan targets the areas of skills development and utilisation; migration; workforce
participation; attraction and retention; planning and co-ordination; and governance and
management issues.
The plan also identifies and explores several issues which may impact future workforce
needs for the region, such as:
the competitive nature of salaries and wages offered in other regions
availability of post-secondary school education opportunities
availability of affordable housing
accessibility of quality health care, including specialist services
employment and training of Aboriginal people
seasonality of works and reliance on the agricultural and related industries.
The Great Southern Workforce Development Plan is a key part of the State Government’s
Skilling WA plan, a framework for government and industry to respond to the State’s skill
and workforce needs.

Gauges Released
The Logistics Training Council is happy to announce the release of the Workforce
Development Plan 2013, along with the results of two surveys of the Transport and
Logistics workforce and RTOs. These documents provide penetrative insight into the issues
affecting the Transport and Logistics Industry and suggest a number of strategies for
addressing current and future challenges.
The Environmental Scan 2013, which is in the final stages of preparation, will also be
released in the coming weeks.
The release of the Supply Chain Career Pathways guide in 2012 proved to be great success
for the LTC. It has been well received by industry and careers advisors as a useful
promotional tool for diverse career prospects within warehousing and logistics. With a
functional template, the LTC has commenced work on developing a second career
pathways guide. The focus of the upcoming publication will target career prospects and
progression within the road transport sector.

New Standards for VET
The National Skills Standards Council (NSSC) has released a position paper, Improving
vocational education and training - the case for a new system, presenting what it considers to
be the reforms required to the standards for the regulation of vocational education and
training.
This paper embodies the NSSC's proposed position on the review of the standards for the
regulation of vocational education and training and analyses it against two other options. It
presents the case for change to a new system of vocational education and training - called
'the Australian Vocational Qualification System'.
This paper highlights significant changes to the VET system and the LTC is planning to host
a briefing with our RTO network to explain these changes further.
WA Training Awards 2013 – calling for applications
The Logistics Training Council is pleased to announce the Western Australian Training
Awards for 2013, organised by the Department of Training and Workforce Development.
This is a great opportunity to raise the profile of the Transport and Logistics industries
and to highlight your organisation’s commitment to training while being recognised for
your contribution to professional development in WA. It is also an opportunity for you to
nominate someone you feel has excelled in the training arena.
The WA Training Awards recognise and reward outstanding achievements of apprentices,
trainees and vocational students, and the contribution to training made by trainers, training
organisations and employers. There are 14 categories; seven individual categories and
seven organisational categories.
Application forms and step by step instructions on how to enter can be found here and
we strongly encourage you to participate. If you would like to nominate for the award,
please contact the LTC so we can provide assistance in completing the application.
The closing date for applications is 10 May 2013.
Over $100 000 in cash and prizes will be awarded to State finalists and winners at a
presentation dinner on Friday 20 September 2013.
Winners of the WA Training Awards may be eligible to represent the State at the
Australian Training Awards in Perth on 22 November 2013.

Training Providers Forum 2013
It has been recognised for some time that poor language, literacy and numeracy issues
exist in a number of sectors in the transport and logistics industry, which is impeding the
ability of some employees to learn and reach their full potential.
Working with the Transport and Logistics Industry Skills Council, the LTC is now
facilitating a federally funded LLN program where 27 applicants from a number of RTOs
are undertaking a Vocational Graduate Certificate in Adult Language, Literacy and
Numeracy.
It is envisaged that the program will take approximately 12 months to complete, with six
workshops planned over a six month period plus project work.

The Transport and Logistics Industry Skills Council (TLISC) recently hosted a free
information seminar in Perth, in conjunction with the LTC, with a focus on the National
Workforce Development Fund (NWDF). The seminar, which was held in the city on 26
March, attracted more than 40 industry representatives and registered training
organisations, despite the challenges of very heavy rain and major traffic issues.
The CEO, Robert Adams, General Manager, Skills and Engagement, Cameron Baker, and
Manager Workforce Development, Eddy Suidgeest, provided an overview of the NWDF,
eligibility criteria, funding opportunities for training and workforce development, the
application process and the contractual and reporting requirements for approved
projects. They also showcased current NWDF projects across the T&L sectors to
illustrate the range of projects which are possible under NWDF.
Over the life of the program, the Australian Government will provide $700 million to
industry to support this program. The next allocation of funds is now available and
interested employers and employment service providers, professional associations,
industry bodies and lead agents representing a consortia of enterprises are invited to
submit applications through the TLISC.

The 2013 E-Scan has highlighted a number of trends and drivers, challenges and barriers,
and opportunities and successes related to skills and workforce development within the
industry. It also outlines key findings relating to skills and labour shortages in each of the
following industry sectors:
Logistics Management, Road Transport and Warehousing
Aviation
Maritime
Rail
Ports
The E-Scan is completed annually and aims to act as an early warning system for the
Transport and Logistics Industry, government and the national training system. It is a
document that provides contemporary and projected advice on the condition of
Transport and Logistics sectors, their workforce planning and development needs and, in
particular, their projected reliance on the national training system in the next 12 months.

Workplace Information Briefings
TLISC are taking expressions of interest from organisations interested in trialing a WELL
resource for railway track workers, including gangers and new team leaders, who require
assistance with language, literacy and numeracy (LLN). The resource will help them to progress in their careers and to share information
through toolbox meetings, workshop information briefs and other forums. The trial will
be run via the following formats:
A TLISC facilitated training session
Delivery internally by training team/workplace mentors
RTO led trial
The end product will be a DVD, Facilitator Guide and Learner Workbook that can be
used to support the delivery and assessment of the unit TLIE2029A: Conduct workplace
information briefings.

Service Skills Australia NWDF Update
Service Skills Australia is pleased to congratulate the following projects on having been
approved by the Minister under the National Workforce Development Fund. These Wholesale projects, along with other service industry projects, will support 698
candidates to attain qualifications ranging from Certificate II through to the Vocational
Graduate Certificate, and span small, medium and large enterprise needs. Projects are valued in excess of $4m including enterprise commitments of $2.55m and
Australian Government contribution of $1.69m.
