Drill cutting (DC) will be stp8rated from water basedmud (WBM) and washed property and unusable drilling fluids (OF) will be disposed off in welldesigned lined pit with impervious liner for solar drying. Disposal of drill cuttlngs and drill mud willbe carried out in accordance wtth the GSR 546 (E) dated 30" August. 2005. Used atl will be sentto authorized recycfers. Mehsana assets has already established hydrocarbon producing assetand having 26 GGSslCTFs for handling of hydrocarbons. Existing produced water generation is inthe range of 13443 m)/day to 14819 m'/day. ONGC has 7 existing ETPs in Mehsana. UnderMehsana Asset redevelopment plan. 3 new ETP one each at Sechraji,Sobhasan and North KadiField were proposed of 6000 m3lday. Treated effluent will be injeded back by closed pipeline intothe effluent disposal well below 1000 m from Ground Level as per recommended code of practice,Used oil will be sent to authorised recyders. Blow out prevention techniques witl be part of drillingrig unit. Blow out preventers (SOP) wiU be installed to control fluid from the formation gushing tothe surface. In the event the well is unsuccessful, the well bore will be cement plugged.

4.0 All the projects related to offshore and onshore Oil and Gas exploration, development andproduction are listed in para 1(b) of schedule of EIA Notification, 2006 covered under category 'A'and appraised at central level.

5.0 Public Hearing I Public Consultation meeting conducted by the Gujarat Pollution ControlBoard on 21" May, 2013 for Gandhinagar District, 241t1 May, 2013 for Patan District and 1" June,2013 for Ahmedabad District Public hearing for Mehsana District was exempted as per Para 7 (ii)of EIA Notification, 2006,

6.0 The proposal was considered by the Expert Appraisal Committee (Industry) in its meetingsheld during 15'" - 1611>December, 2.011, 281t1-30" April. 2014 and 3d" July. 2014 _1st August. 2014respectively, Project Proponent and the EIA Consultant namely Mls Kad.m EnvironmentalConsultant. have presented EIA I EMP report as per the TOR. EAC has found the EtA I EM?

7.0 Based on information submitted by you. the Ministry of Environment and Forests herebyaccords environmental dearance to the above Pfoject under the provisions of EIA Notificationdated 14tf1 September. 2006 subject to strict compliance of the following specific and generalconditions:

A. SPECIFIC CONDITIONS :

I. Compliance to atl the environmental conditions stipulated in the environmental ctearanceletter no. J-11011/106212007-IA 11(1) dated ," April. 2004 and 20" March, 2009 shall besatisfactorily imptementecl and compliance reports submitted to the Ministry's RegionalOffice at Bhopsl.

ii. Ambient air quality shall be monitored at the nearest human settlements as per theNational Ambient Air Quality Emission Standards issued by the Ministry vide G.S.R. No

ih826(E) dated 16 November, 2009 for PM,o. PM25• 802• NOx. CO, CH., He. Non-methaneHC etc.

lii Mercury shall be analyzed in air. water and drill cuttings twice during drilling period.

;\1 Approach road shaU be made pucca to mitigate generation of auspended dust.

v The company shall make the arrangement for controt of noise from the drilHng activity.Acoustic enclosure Shalf be provided to OG seta and proper ,tack height should beprovk1ed as per ePeB guidelines.

vi. Total water requirement shall not exceed 2Om'Idaylwefl and prior permission shall be-obtained from the concerned agency.

vli. The company shall construct the garland drain all around the drifJing site to prevent runoffof any oil containing waste Into the nearby water bodies. Separate drainage system shallbe created for oH contaminated and non-oil contaminated. Effluent shall be propet1y treatedand treated wastewater should conform to ePee standards.

viii. Orttling wastewater including drill cuttings wash water shat! be coIfeded in di$pOAl pit linedwith HOPE lining evaporated or treated and shall comply with the notified standards for on-shore disposal. The membership of common TSOF shall be obtained for the disposal ofdrill cuttings and hazardous waste. Otherwi&e, secured land fiR thaN be created at the siteas pet' the des4gn approved by the CPCB and obtain authorizatioo 'rom the SPeB. Copy ofauthorization or membership of TSOF shan be submitted to Ministry's Regional OffiCe atBhope/.

IX Produced water shah be treated in ETP. Treated effluent will be injected back by closedpipeline into the effluent disposal well below 1000 m from GL as per recommended code ofpractice.

x Good sanitation facility shah be provkied at the drilling site. Domestic sewage shaH bedisposed off through septic tank! soak pitlSTP.

xi. Oil spillage prevention scheme shatl be prepared. In case of oil spillage/contamination,action plan shalt be prepared to dean the • by adopting proven technology. Therecyclable waste (oily aludge) and spent oif shall be disposed of to the authorizedrecyclers.

The Company shall comply with the guidelines f.or disposal of solid waste, drill cutting anddrilling fluids for onshore drilling operation notified vide GSR546{E) dated 3011'I August.2005,

XI!i The Company shall take necessary measures to prevent fire hazards, containing 011 spilland soil remedlation as needed. Possibility of using ground flare· shalt be explored, At theplace of ground flaring. the overhead flaring $tad< with knockout drums shaH be installed tominimize gaseous emissions during operation.

xiv The company shaH develop a contingency plan for HzS release including all necessaryaspects from evacuation to resumption of normal operations. The workers shaU beprovided with personal H2S detectors in locations of high risk of exposure along with ·setfcontaining breathing apparatus. .

);,\/ The Company shaH carry out long term subsidence study by collecting base line databefore Initiating drilling operation till the project tasts. The data so collected shall besubmitted six monthly to the Ministry and its Regional Office at Shopa!.

XVI 810w Out Preventer (BOP) system shall be installed to prevent well blowouts during drillingoperations. BOP measures during drillil'lg should focus on maintaining well bore hydrostaticpressure by proper pre~wen planning and drilling fluid logging etc.

Emergency Response Plan (ERP) shall be based on the guidelines prepared by OISO.DGMS and Govt. of India.

The company shall take measures after completion of drilling proce·ssby well plugging andsecured enclosures. decommissioning of rig upon abandonment of the well and drilling siteshaH be restored to the original condition. In the event that no economic quantity ofhydrocarbon is found a full abandonment plan shall be implemented for the drllnng site inaccordance with the applicable Indian Petroleum Regulations.

Occupation a! health surveillance of the workers shall be carried out as per the prevailingActs and Rules_

RestoraUon of the project site shall be carried out satisfactorily and report shall be sent tothe Ministry's Regional Office at Bhopal

Oil content in the drill cuttings shall be monitored by some Authorized agency and reportshall be sent to the Ministry'S Regional Office at Bhopal

All the. commitments made to the public during public hearing/public consultation meetin~held on 21111 May, 2013 for Gandhinagar District. 24th May, 2013 for P~tan Oistcict and 7June, 2013 shall be satisfactorily implemented and adequate budget provislon shall bemade accordingly.

At least 5 % of the total cost of the project shall be earmarked towards the EnterpriseSocial Commitment based on Public Hearing Issues, locals need and item-wise detailsalong with time bound action plan shall be prepared and submitted to the Ministry'sRegional Office at Shopa!. Implementation of such program shall be ensured accordingly ina time bound manner,

B. GENERAl CONDITIONS:

X.XV. Company should prepare operating manual in respect of all activities. It should ~ver at;safety & environment related issues and system. Measures to be taken for protection. Oneset of environmental manual should be made available at the drilling site! project siteAwareness should be created at each IeVefof the management All the schedules andresults of environmental monltortng should be available at the project site office.

i. The project authorities must strictly adhere to the stipulatioN made by the Gujarat PollutionControl Board (GPCS), State Government and any other statutory authority.

ii. No further expansion or modification in the project shall be carried out wtthoutprio(approva' of the Ministry of Environment & Forests. In case of deviations or alterations in theproject proposal from those submitted to this Minlstry'for clearance, a fresh reference shallbe made to the Ministry to assess the adequacy of conditions imposed and to addadditional environmental protection measures required, if any.

iii. The project authorities must strictly comply with the rules and regulations underManufacture, Storage and Import of Hazardous Chemicals Rules. 2000 as amendedsubsequently. Prior approvals from Chief Inspectorate of Facto"", Chief Controller ofExplosives, Fire Safety Inspectorate etc. must be obtained. wherever applicable.

IV. The overall noise levels in and around the plant area shall be kept weUwithin the standardsby providing noise control measure. including acoustic hoods. sttencers. encIo8ures etc. onall sources of noise generation. The ambient noise levels shall conform to the standardsprescribed under EPA Rules, 1989 viz. 75 dSA (day time) and 70 dBA (night time).

v. A separate Environmental Management Cell equipped with full fledged laboratory facilitiesmust be set up to carry out the environmental management and monitoring functions.

vi. A copy of c:tearance letter shall be sent by the proponent to concerned Panchayat,ZifaParishad I Municipal Corporation. Urban Local Body and the local Hoo. If any, fromwhom suggestions I representations, If any, were received white proceaaing the proposal.The clearance letter shall also be put on the web Site of the company by the proponent.

"H. The project proponent shall upload the status of compliance of the stipulated environmentclearance conditions, including results of monitored data on their weblite and shall updatethe same periodically. It shaU simultaneously be sent to the Regional Office of the MOEF,the respective Zonal Office of CPeB and the GPce. The criteria poUutant levels namely;PM10, S02. NOx, He (Methane & Non~methane), VOCa (ambient ,~ a8 we" as stackemissions) or critical sectorsl parameters, indicated for the projects shall be monitored anddisplayed at a convenient location near the main gate of the company in the pubic domain.

viii. The project proponent shall also submit six monthly reports on the status of the complianceof the stipulated environmental condition. incIudtng results of monitored data (both in hardcopies as well as by e-maH> to the Regional Office of MOEF. the respective ZonaJ OffIce ofepee and the GPCB. The Regional Office of this Ministry I CPCB I GPCB shaH monitorthe stipulated conditions. EnvironmentaJ Clearance and six morthly compliance statusreports shall be posted on the websfte of the company. .

ix. The environmental statement for each finantia' year endtng 31- March In Form-V 88 ismandated to be submitted by the project proponent to the conc:emed State PoUutionControi Board as prescribed under the Environment (Protection) RUieSs . 1986, as amendedsubsequently. shaU alae be put on the webtite of, the company aIongwfth the status of

-compliance of environmental conditions and shall also be sent to tne respective RegionalOffices of the MOEF bye-mail

x The Project Proponent shall inform the public that the project has been accordedenvironmental clearance by the Ministry and copies of the clearance letter areavallablewith the GPCB and may also be seen at Website of the Mi(l.istry of Environment andForests at http:/envfor,nicin. This shall be advertised withIn seven days from the date ofIssue of the clearanceletter. at least in two local newspapers that are widely circulated inthe region of which one shall be in the vernacular language of the locality concerned and acopy of the same shall be forwarded to the Reglonal office.

xi. Project authorities shall inform the Regional Office as well as the Ministry. the date offinancial closure and final approval of the project' by the concerned authorities and the dateof commencing the land development work.

8 0 The Ministry may revoke or suspend the clearance, If implementation of any of the aboveconditionsis not satisfactory.

9.0 The Ministry reserves the right to stipulate additional conditions jf found necessary, TheCompany in a time bound manner shall implement these conditions,

10-0 The above conditions wHl be enforced, inter-alia underlhe provrsrons of the Water{Prevention 8. Control of Pollution) Act, 1974, Air (Prevention &, Control of Water Pollution) Act,1981 the Environment (Protection) Act. 1986, Hazardous Waste (Management Handling andTtans-boundary Movement) Rules, 2008 and the Public Liabilfty tnsurance Act, 1991 along withtheir amendments and rules.
