Argentina is enhancing its eInvoicing requirements with the Credit Invoice
• Invoice Financing / Factoring
Small & Medium sized businesses “MyPyMEs” must be able to issue this invoice if their buyers are considered Large Companies.
Deadlines are staggering depending on sector and invoice value.
Invoices must follow specific XML format and exchanged through a Web Service with the AFIP that delivers them to the recipient's fiscal mailbox.

Colombia is updating its eInvoicing model after rolling it out last year.

Mandatory November 1st for all companies invoicing under current model. New Issuers must comply aligned with schedule in Resolution 020.
DIAN will now validate all invoices before they can be sent to customers. DIAN will provide “application response” that must be sent with invoice XML.

Guatemala is updating its clearance model from “FACE” to “FEL”
January 1st, 2019 - Deadline for issuers under old model.
SAT notifying companies individually for new obligations.
Required documents are called DTEs and follow XML structure. Technical documentation published by the SAT.
To begin process companies must Access the SAT portal and enable themselves as issuers. There they can download the digital certificate that is used to sign DTEs.
DTEs are sent to certifiers to validate and declare documents to the SAT

Bolivia is implementing a mandatory eInvoicing Clearance Model.

Rolling out in groups between August 1st, 2019 and November 1st, 2020.
Invoice is XML 1.0 UTF-8 format. Technical details provided by SIAT here.
Invoices must be signed using a digital certified issued by the ASDIB.
Two levels of validation.
• Company data
• Invoice data

Paraguay is implementing an eInvoicing clearance model.
• XML format has been defined by SET (DTE).
• Digital signature using certificate issued by authorized entity.
• Controlled PDF for non-electronic receptors (KuDE)
Currently in a pilot phase with 14 issuers. Mandatory rollout will begin after the pilot is complete and will be carried out in four phases defined by the SET.
Homologation process of solution required with SET test system.

Panama is implementing an eInvoicing model.
• Clearance, posterior validation permitted in contingency
Invoice is an XML defined by DGI. Invoices must be signed using a digital certificate issued by an authority Certified by the Registro Publico de Panama
A unique identifier called the CUFE code must be included on every invoice, generated by the issuer or service provider.
• 61 digits including doc type, taxpayer type, RUC, invoice number, etc.
PDF Format is controlled and called a CIFE. Mandatory whenever posterior validation was used or with the shipment of physical goods.

The Dominican Republic is implementing an eInvoicing clearance model.
• XML format has been defined by DGII (e-CF).
• Digital signature using certificate issued entity authorized by Institudo Dominicano de Telecomunicacinoes (INDOTEL)
• Controlled PDF format with aspects defined by DGII
Implemented a pilot project with 11 major companies. Mandatory rollout period is not yet defined.
Sequential identification numbers (by document type) called e-NCFs must be requested from the DGII

Portugal is adapting to Directive 2014/55/EU and mandating eInvoicing for public procurement.
Mandatory April 18, 2020 for large companies and December 31, 2020 for small and medium sized businesses
• Large: >250 employees, or annual turnover over 50 million EUR, or annual balance sheet over 43 million EUR
Invoice format based on UBL 2.1. Specifications finalized in recent Portaria.
Connection to central government agencies through ESPAP Portal. Regional agencies are free to choose their own provider.

Germany is adapting to Directive 2014/55/EU and mandating eInvoicing for B2G procurement.
Mandatory November 27, 2020 for suppliers of federal agencies. All federal agencies can already accept eInvoices, and regional agencies will be able to by April 18, 2020.
Invoice format based on UBL 2.1. XRechnung.
Federal government invoices are sent through the ZRE (ZentraleRechnungseingangsplattform des Bundes).
• Supports PEPPOL connectivity & DE Mail.
Federations (States) with model in place: Bremen, Schleswig-Holstein

Vietnam announced an eInvoicing model currently being rolled out.
• Standard electronic format defined by GDT
All businesses will be affected by November 1, 2020.
• Transition period November 1, 2018 – October 31, 2020
Tax authority will advise companies if they must issue invoice with verification code via tax authority portal. Companies in this class must wait for verification code before delivering invoice.
Two types of invoice scenarios:
• Clearance -With Tax Authority (GDT) verification code (High risk companies)
• Reporting - (Petroleum, transportation, electricity in this group)

India has announced an eInvoicing initiative with voluntary adoption planned for 2020. Mandatory rollout by sector will follow.
GSTN, in partnership with Institute of Chartered Accountants of India (ICAI), has drafted an e-invoice standard, (referring and considering the PEPPOL standard) which also considers the requirement under tax laws and has features, which are required for international trade.
The proposed schema is public and there was a comment period open to the public until August 20th, 2019.
