ICT and Cambodia
Cambodia, is a least developing countries, has considered adopting ICT policy as a part of socio-economic development by encouraging public and private investments in the sector as the country can possess and adequate networks to improve the business activities.
In response, the Royal Government has adopted a ICT policy that meets the Millennium Development Goals, aims to improve human capacity, living standard and the quality of the public services. The key policies are to address the human resources development and poverty reduction on infrastructure, human capacity, enterprises, and contents and applications.
National Information Communication Technology Development Authority (NiDA) Website: (www.nida.gov.kh) was established in August, 2000, with a vision to bring the government closer to citizens through computerization.
NiDA is playing a key role as policy maker with e-Government matters. NiDA collects data related to ICT of the governmental agencies to facilitate ICT development policy, master plan and action plan.

1-1 Classification of HRD in ICT field
• ICT is a supported-base on various Human Resources Development, by improving human capacity to ICT user (Civil Servant).
• Linking Network Infrastructure (Cables) nationwide, NiDA’s maintenance staff training is needed to maintain facilities nationwide.
1-2 HRD Network Infrastructure
• Network Infrastructure is made up of software and hardware. Hardware means equipment such as routers, hubs, etc., and transmission systems.
• Transmission Systems: STM system or Wireless Digital Multipoint (WDM) system over Optical Fiber Networks.
• ICT Experts: must have proper knowledge and practical experience in the field of network maintenance, including knowledge of PSTN (Public Switched Telecommunication Network) in addition to that of LAN/WAN.

5. Human Resource Capacity Development
� ICT in Education
�To develop human resources to accelerate the social and economic development, reconstructing the country and integration into regional and global community.
� Accessible to ICT for all teachers and students ensuring that ICT is used as an enabler to reduce the digital gap between schools in Cambodia and schools in the world, especially in Asia Pacific.
�Nationwide network linkage between higher education and remote rural institutions are required. Immediate action is needed to bridge the digital gape within the region and the world community.
�ICT Training Center to support teacher and student in Teaching and Research.

Conclusion
In effort to intergrade Cambodia into the world communities, the Royal Government of Cambodia has adopted ICT policy that meets the Millennium Development Goals, aims to improve human capacity, living standard and the quality of the public services.
ICT will assist policy-makers and decision-makers of public administration to exchange perspectives and share experiences on effective and sustainable development strategies through good governance.
Our ultimate goal is “to Serve People Belter” Without widely available ICT access to information, it would be almost impossible to achieve sustainable and inclusive socio-economic development.
