EQUALITY AND DIVERSITY KPI REPORT 2013-14

Page 2: e and d kpi report 2013-14

Executive Summary

• Raw numbers as well as percentages, where appropriate, are included in the report.

• Where available, national benchmarks for success rates have been provided.

• QE’s success rates are very strong for both male and female 16-18 students and are significantly above sixth form and national averages.

• The success rates of QE’s students with learning difficulties/disabilities are also extremely pleasing.

• Male pass rate at AS and A2 , high grade rates at A2, progression from Year 1 to Year 2 and retention in Year 1 and Year 2 have all improved and gender

gaps in these areas have narrowed.

• Whilst some figures have fluctuated amongst BME students and students with disabilities, an examination of three year trends does not reveal any

significant differences or causes for concern. Indeed, there is a lot to celebrate in the success of these groups of students.

• Three groups of students (those in Extension Studies, those being mentored and those with Care Plans) have been included so we can monitor the

impact of these support measures.

Gender

There were more female students enrolled than males and, in Years 1 and 2, the actual numbers of male students on 1 October 2013 were the lowest for three years.

This is an area which needs to be considered further and there has been some discussion at the College’s Equality and Diversity Committee. As of 1 October 2014, the

number of male students in the first year was 469 and higher than the previous 3 years. However, the percentage of 42.9% was lower than the previous 3 years. In the

second year, the number of male students on October 1 2014 was 361 (43.3%), an increase on the previous year. Retention for male students in May 2014 increased

significantly from the previous year across all cohorts apart from Art Foundation. Retention of female students was also the highest in all cohorts. The increases can be

attributed to the implementation of the College’s Retention Strategy. Progression to Year 2 in 2013-14 was the highest for male students in three years. The percentage

of first year students in the “no progression” category fell for both genders and, over three years, this reduction has been a trend. The pass rates for AS and A2 male

students and the high grade rate for A2 male students rose significantly whilst the females remained at an impressive level. Subsequently, gaps in achievement between

the genders have decreased apart from AS High grades. In terms of success rates and national benchmarks produced by the Skills Funding Agency, both males’ and

females’ scores are very impressive. QE’s female success rate for all qualifications (16-18 years of age) was 91.1% in 2013/14 which was an increase from 89.3% in

2012/13. The average for Sixth Form Colleges was 88.1% and the national rate was 82.5%. QE’s male success rate for all qualifications (16-18 years of age) was 88.9% in

2013/14 which was up from 84.3% in 2012/13. The average for Sixth Form Colleges in 2013/14 was 85.5% and the national rate was also below QE at 79.9%. As such, the

gender gap at QE is narrower than the gap between the average percentages in the sixth form college sector and in national terms. With regards to the Destinations of

Year 2 students in August 2014, it is interesting to note that the percentage of male students progressing to Higher Education has been slightly higher than the

percentage of female students for the past two years. However, the percentages of students of both genders progressing to HE were the highest for the past three years.

Ethnicity The College continued to recruit more students in Year 1 ( 5.55%) and Year 2 (5.20%) from Black and Minority Ethnic (BME) backgrounds than the average of this group

for the population of Darlington (4.5% according to 2011 Census). This has been consistent for the last five years. Retention rates among BME 16-18 students remained

higher than the College average at both AS and A2 level with outstanding figures of 100%. The percentage of BME students progressing from Year 1 to Year 2 increased

again and this is an upward trend over the past three years. Actual numbers of students have also increased. The pass rate at AS for students from BME backgrounds was

the highest for three years but the rate at A2 was the lowest. However, the high grade rate at A2 was the highest over that time period. Both the pass rate and high

grade at GCSE decreased for BME students with the high grade figure of particular concern and will need to be monitored carefully. Of course these are raw figures and

do not take account of students’ starting points. The percentage and actual numbers of both White British and BME students progressing to HE increased and were the

highest figures in the three year period. There is a strong College focus on all students receiving appropriate and effective progression guidance.

Disability

The number of students joining the College with either a disability or requiring additional learning support naturally varies year by year, and in 2013/14 this group of

students totalled 129 which represented just over 10 % of the new students. Retention for students with disabilities was higher than the College average in both Year 1

and Year 2, and the figures were the highest for three years. This is testament to the excellent support provided by all members of staff. However, something to monitor

is the percentage of students progressing to Year 2 and the number of students in this category with “No progression”. Pass rates for students with disabilities are in line

with students with no disability, and high grade rates at AS and GCSE were the highest for three years. Progression to Higher Education for this group of students has

been, in percentage terms, higher than for students with no disability in the past two years. The Skills Funding Agency’s publication of success rates for 16-18 year olds

for all qualifications shows that the success rate for QE students with Disabilities/Learning Difficulties in 2013/14 was 90.2%. This is compared to a sixth form college rate

of 86.9.% and a national rate of 81.2%. These figures indicate that these potentially more vulnerable students had their needs met by the College.

Access Arrangements

This refers to a group of learners who, for various needs, have special arrangements put in place so they have equal opportunities to access learning and to perform in

examinations. The number of students with arrangements in Year 1 has continued to rise, and the retention figures are extremely impressive which indicate that

appropriate support has been put in place. The progression of students in this category from Year 1 to Year 2 were also of a higher percentage than students who did not

have access arrangements. With regards to exam results, students with access arrangements recorded higher percentage pass rates at AS, A2 and GCSE. The high grade

% at A2 was also higher for these students. Again, these figures suggest the effective use of support. In terms of destinations for Year 2 students, the % of those with

access arrangements progressing to HE was considerably higher than previous years and was greater than % of students without access arrangements. There has been

greater publicity of support available at university and QE also has a culture of aspiration for all of our students.

Grant/Bursary

Students from families on low incomes or who fall into certain categories such as being in care are eligible to receive financial support from the College. This is the

second year we have included this category in the report. It is of particular interest to monitor enrolment, retention and progress of these students to assess the impact

of the measures the College is taking to try to remove financial barriers to education. The number of students has increased which might be due to a greater awareness

of the financial support available. Retention figures across all cohorts were particularly impressive and higher than students not receiving a bursary. The College’s drive

to improve retention of all students appears to have been particularly effective for this group. The gap in the AS pass rate between students receiving and not receiving a

bursary has reduced, but there are still gaps in the A2 pass rate and high grade rates. This will need to be monitored. A significant gap remains in the percentage of

students progressing to HE, with students receiving a bursary far less likely to go to university. We will continue to ensure that all students, through the tutorial

programme, are aware of financial support available at university and are presented with information about the tuition loan system.

Extension Studies

Some students have Extension Studies on their timetable as part of their Programme of Study. It is designed to help students to manage their time and complete their

work in a supervised environment. Students taking 3 AS Levels in the first year and second year students who choose not to study an Enrichment subject are usually the

cohort in Extension Studies. This is the first time we have included this category in the report and, again, it is useful to judge the success of this support offered to

students. It will be necessary, however, to see data over time before any meaningful judgements can be made. On the surface, it does appear that there are significant

gaps in some of the measures especially the retention of Year 1 students, progression into Year 2 and exam results. The difference in the nature of the cohorts might go

some way to explaining these gaps but, in a College with high aspirations for all, these are areas we wish to address. This year, there have been changes in the staff who

run Extension Studies and there has been a greater focus on using the sessions to mentor students with a view to improving attainment and progression.

Mentoring and Care Plan

Students can be referred by members of staff for mentoring from specialist mentors. Some students are issued with Care and Welfare Plans to support them with a

range of emotional, psychological and health issues. This category is reported on for the first time to assess the effectiveness of these measures. The number of students

with care and welfare plans has increased significantly as the College has developed its systems. Conversely, there has been a decrease in students being referred for

mentoring which is due to the support being offered more informally such as through Extension Studies. The retention percentages of students with care plans or being

mentored are very impressive and indicate the positive effect of these support systems. There are gaps in the exam results but perhaps this is not surprising as some

students with care plans have complex needs. However, this is something to be monitored to spot any trends over time.
