Company Profile Dynamar B.V., founded in 1981, is an independent company head-quartered in Alkmaar, the Netherlands. It has offices and representatives in the USA, UK, Latvia, Russian Federation and the Philippines and is also represented through agents in Argentina, Indonesia, Japan and South Africa. Since the founding of the company in 1981 it has provided port, shipping and transport consultancy as well as transport information related advisory services. In 1995 it was decided to restructure Dynamar in such a manner that the port, shipping and transport consultancy are carried out by Dynamar Consultancy B.V.. The information services are carried out by Dynamar B.V. The group has over 40 employees. Dynamar Consultancy B.V. is an active member of Amsterdam Port Consultants (APC), a foundation comprising the Port Authority of Amsterdam and a number of specialized consultancy and operating firms. Dynamar Consultancy B.V. is the partner responsible for economic, financial, management, operational and personnel related services. Projects Experience Since 1981 Dynamar has undertaken a vast array of consultancy assignments. However, a selection of recent and currently ongoing projects are briefly described at Annex 2. Of particular interest will be the projects for the Dutch government and European Commission, recently completed and ongoing in the former Soviet Union and in India. We have been active in the former Soviet Union for the last seven years obtaining first hand experience of the problems of national economic reformation. ANNEX 2 – PROJECT REFERENCE LIST Some important projects of Dynamar Consultancy B.V. are listed below and briefly described. Colombo port efficiency and expansion project , Sri Lanka ( June 2003- March 2005) This technical assistance project deals with the following port business areas: Corporatisation and operation efficiency, port legislation, strategy for IPC/ hub, business planning for SHDP, engineering and procurement consultancy. The project is financed by the Asian Development Bank and is carried out with a consortium of Scott Wilson (UK) project leader, BLG (Germany), Seatec (Thailand), Resource Development Consultants (Sri Lanka), Lanka Hydraulic Institute (Sri Lanka), Ernst & Young, solicitors Denton Wilde Sapte and F.J & G de Saram (Sri Lanka) and HR Wallingford (UK). The strengthening of the institutional and management structure of Turkish State Railways’(TCDD) Izmir Port (2003) The project will give recommendations for amendments in the legal infrastructure for the alignment and implementation of the EU and IMO regulations for the improvement of the market position and maritime safety in Turkish Ports. The port of Izmir has been selected as pilot port for this project. The project is carried out with a consortium of Witteveen + Bos (NED) and Amsterdam Port Consultants (NED). Economic analysis of and strategy development for packing and sequencing port operations and cargo handling concession in the South African ports sector (December 2002 – July 2003) The Department of Public Enterprises (government of South Africa) has requested consultancy services on institutional structures, legal and strategic advise for restructuring the public entities to allow private sector involvement in the ports. Port concession, port policy, operations and engineering, finance, human resources, institutional development and legal experts are involved in the project. The project will give recommendations for implementation of port concessions in South African ports. The project is carried out with a consortium of CPCS Transcom (CAN) EMS, (SA) Phathani Consulting (SA) Main port holding Rotterdam (NED), Shipping and Transport College (NED) and Barents Group(US).

HELCOM Environmental and Safety & Security Port Audit System (HESPAS) (2003) HESPAS is a by Dynamar Consultancy developed audit system which will provide the port a framework that assists the port authority in identifying and addressing the actual and potential environmental and safety & security bottlenecks related with their investment priorities. HESPAS is based on the ‘Reliable Port’ concept, which is a Port controlling risks as induced by criminal activities as well as the risks induced by industrial activities and that creates a social climate beneficial to the quality and capacity of required labour. It supports the sustainability as well as the quality of living within the region and influences in a positive way the conditions to invest and as such further the growth and quality of employment. The Reliable Port concept encompasses the 3 themes that form the basis of the HESPAS program:

• Port Security: including crime control, physical security and financial security, • Industrial Safety and Environment, and; • Labour

The objective and scope of the HESPAS program are meant to form a first basic step on the road to strengthen the competitive position of a port. HESPAS provides for the basic analysis and survey at cluster level of the port logistic processes regarding safety, security and environmental quality. Furthermore, within HESPAS an indicative environmental and safety priority system for investments in the port area will be developed. The major outputs of HESPAS are:

• A tailor-made audit tool for international ports integrating environmental, safety, security and financial issues. It is a methodology for assessing security, safety and environmental quality in a port.

• On geographical information system maps of the port, the risk areas will be clearly indicated.

• The safety, security and environmental bottlenecks will be identified and recommendations to solve those bottlenecks will be given.

• Furthermore, a prioritisation methodology will be provided for short term and long-term investments and measurements to reduce emissions and improve safety and security in the port.

• HESPAS will provide recommendations for future investments and training.

A special quality control module is built in the work plan to ensure the HESPAS audit is in line with international ISO standards as regards auditing. Bureau Veritas will conduct this quality audit, which is executed completely separately and independently from the HESPAS audit, and which will be the first step to obtain international certification (ISO). Dynamar executes the HESPAS program in cooperation with Tauw, the Netherlands, and SSPA, Sweden. HESPAS is in the process of being carried out in the ports of Riga (Latvia) and Gdynia (Poland). Eritrean Ports Rehabilitation Project, Port of Massawa (May 2002-June 2004) The Eritrean Ports Rehabilitation Project, financed by IDA, the Government of Italy and the State of Eritrea, is designed to increase substantially the productivity and capacity of the port of Massawa. Besides the physical investments needed, also services are required to enhance port management and operations, the commercialisation of port activities, equipment maintenance, and environmental protection as well as to assist with the drafting of new maritime and port legislation. This project is being executed under the name of Amsterdam Port Consultants, Amsterdam. EU-India Maritime Transport Project - India (October 2000-October 2003) The ministry of surface transport has requested the assistance of the EU for the review and upgrade of two ports; JNPT and Madras in a technical assistance program. In Bombay, P&O Ports has the Nava Sheva container terminal on long-term concession. The neighbour terminal JNPT, facing strong competition, is still a trust port in public hands. Furthermore the bulk terminal has faced considerable throughput decline while at the same an oil terminal is under construction. In Madras the port services are effected by delays and congestion as the port is enclosed by the city. The old port faces the strong competition of the new dry bulk port Ennore. However, several bulk cargoes are still being handled at Madras. The container terminal is in the process of being offered for long-term consession rather similar to what has been done to Nava Sheva and Tuticorin. Assignment Dynamar Consultancy B.V.'s main tasks in the project are: 1. Coordinator for the Amsterdam Port Consultants consortium member. Long-term experts on Finance and Administration in both ports with preparations for commercialisation and / or privatisation. 2.Long-term expert on maintenance of equipment in ports 3.Short-term experts for both ports on HRD, Shipping, Master planning, port legislation and port privatisation. 4. Nigeria Port Modernisation (December 2001-June 2002) Eight (8) ports in Nigeria have been lined up for modernisation. The project carried out for the Government of Nigeria consists of the following main items:

This project is World Bank financed and is executed in close cooperation with Royal Haskoning and Amsterdam Port Authority. Sector Study Transport Russian Federation (April-October 2001) Senter, the Agency of the Ministry of Economic Affairs of the Netherlands, has entrusted Dynamar Consultancy B.V. as leading partner of the Joint-Venture Haskoning B.V./Dynamar Consultancy B.V. from the Netherlands, with the execution of this project. Other companies involved are Nepostel Postal Affairs, Rand Europe, Intervalira (Moscow) and Morskoy Express/SeaNews (St. Petersburg). The goals of the project are: 1. To identify the long-term policies of the Government of the Russian Federation with respect to the transport sector; 2. To obtain a general overview of the status and developments in the Russian transport sector, and; 3. To identify the possibilities and opportunities of the Netherlands private sector in the further development of the Russian transport sector. The scope of the project includes the following transport sub-sectors: - Infrastructure and Water Management - Air traffic control and airports - Freight transportation (rail, road, water and ports) - Public transport - Telecommunication and postal services.

Optimisation of investment for the cocoa export of Ivory Coast to Amsterdam (March 2001-October 2001) Because: - the ports of San Pedro and Abidjan play a vital bottleneck role in the transport chain at the same time causing the costly bottleneck; - the Amsterdam Municipal Port Authority and the Amsterdam cocoa (related) industry (hereinafter called "the Amsterdam parties") have a vested interest in optimising the transport chain between the cocoa source areas in Ivory Coast and Amsterdam; - Ivory Coast and its population have a vested interest in ensuring that their main export product is able to reach the world market as easily and economically as possible, the objective of the Amsterdam parties is to improve the cargo flow, through investment and/or managerial optimisation, in the ports of Abidjan and/or San Pedro in order to help the local export drive and to optimise the transport chain and to safeguard the position of the Amsterdam parties. EU-study - Combined Transport in the Atlantic Arc region (November 2000) With Strateco (EEIG), Antwerp as leading organization this EU study had the objective to set up an effective implementation plan which could contribute to partly relieving road congestion, improve sustainable mobility and link the Atlantic Arc region with the rest of Europe. The following elements have been taken into consideration: 1. Programme objectives of the EU structural funds 2. EU regional programmes (such as Interreg IIC and ESDP) 3. Objectives of the Trans-European Transport Networks (TEN-T) 4. National and regional plans. Container trade N.W. Europe - Caribbean, NCSA, ECCA (October 2000) For a major liner carrier a study has been executed to give an overview of the container trade N.W. Europe - Caribbean, NCSA, ECCA. This study covers, amongst others: container carryings from/to ports of the main ports in N.W. Europe, container shipping services, trade shares, hubbing/transhipment and freight levels from Europe. For a major liner carrier a study has been executed to give an overview of the container trade N.W. Europe - Far East. This study covers, amongst others: short overview of the container trade between N.W. Europe-Far East, development of port handled TEU in Asian ports, container shipping services, hubbing/ transhipment and freight levels Asia and Jeddah. EU-study related to the exchange of operational data of border-crossing freight trains (August 2000) With Strateco (EEIG), Antwerp as leading organization the following points have been looked into: 1. an overview of the existing situation of data exchange in connection with freight trains

crossing intra-EU borders has been produced 2. the major problems regarding the use of the current IT systems for data exchange in rail

freight transport and the impact on efficiency for national and international as well as intermodal transports have been identified

3. proposals for improvement have been made where severe interface and/or communication problems exist.

Reefer container storage Cape Town, South Africa (August 2000) The concept of a huge value added Windwall in the port of Cape Town was triggered by the fact that stacking area due to enlarged reefer trade became an overall problem for the container terminal. Furthermore, the wind has played a significant role for the container handling in the port, resulting in congestion. Second-hand market for steel dry cargo containers (August 2000) With a constantly growing number of containers, more or less commensurate with the growth of containerized carryings, the sale of used boxes increased accordingly; it has become a multi-million dollar business. As a consequence, the second-hand box and particular the dry cargo container has become a commodity, around which a more or less profitable industry has grown. This study covers also (new building) prices and how carriers and leasing companies organize their disposals.

Container trade North Europe - West Coast South America (August 2000) For a major liner carrier a study has been executed to give an overview of the container trade North Europe - West Coast South America. This study covers, amongst others: commodities, container shipping services, NVOCC’s, conferences and freight rates. Container trade Mediterranean - Jeddah, South East Asia, Far East (August 2000) For a major liner carrier a study has been executed to give an overview of the container trade Mediterranean - Jeddah, South East Asia, Far East. This study covers, amongst others: container carryings from/to the main ports in the Mediterranean, commodities, yearly nominal TEU capacity deployed by the carriers and freight levels. For a major Dutch brewery - transport cost analysis (June 2000) For a major Dutch brewery Dynamar Consultancy B.V. analyzed the costs for a liner carrier to move filled containers from Rotterdam to certain ports in the Far East and the United States. Data used for the computations are, amongst others: charter hires, bunkers and bunker consumption, harbour dues and costs of cargo handling. Study on the transport costs for granulate from Scotland, Ireland and Norway to the Netherlands (April 2000) This study gives a rough indication on the transport costs for granulate. Voyage calculations, however, are subject to more detailed information on port limitations and expected earning on the ships. Amongst others, research has been done on following aspects: 1. general options to import 2. general state of the bulk market 3. loading ports on aggregates in Scotland - Glensanda 4. loading ports on aggregates in Ireland - Bantry Bay. Workshop “Liner Shipping 2020” (April 2000) Dynamar Consultancy B.V. organized “Liner Shipping 2020” workshops in Hamburg (14 April), Rotterdam (28 April) and London (19 May) which were very well received by the attendants (representing over 14 different nationalities). The present liner services are in general still operated in a similar manner as previous end-to-end services in the “conventional” days. Is this concept to stay? Ferry operations financial master plan module (February 2000) At the request of one of the European ports, investigations have been made to determine the viability of a ferry link (infrastructure investments, ferry terminal, ferry operator and port authority). Vertical reefer stack as wind wall, South Africa (January 2000) This study was focussed on a steel structure which will be able to secure the reduction of wind delays in the Port of Cape Town and at the same time provide efficient storage of reefer containers (container terminal capacity review, technical design, reefer market review). Fishing port, Mauritania (1999) Dynamar Consultancy B.V., as a sub-contractor, has assisted in the feasibility study and master plan for the set-up of a fishing port in Mauritania. Tariff structure Oman (1999) Dynamar Consultancy B.V., together with the Netherlands Fairway Marking Service (“Vaarwegmarkeringsdienst”), has started the execution of the project of a financial investigation and recommendation of establishing a tariff structure for navigation of ships through Omani water passage and Omani territorial waters. Technical and nautical services in the European Union (1999) A study is being executed for the European Commission to describe and analyze the market in the member states of the EU for the technical and nautical services, i.e. pilotage and towage. At the request of a private investor, Dynamar Consultancy B.V. has assisted in a study to upgrade an existing oil terminal in Kaliningrad (oil operations and performance review). Strategic review and upgrade of the operations of Portnet, South Africa (1998-1999) Dynamar Consultancy B.V., acting as lead consultant, has successfully completed the execution of this major project which called for repositioning of the port operations of Portnet, South Africa for global efficiency and effectiveness. Major areas of discipline were: port organization strategy, dry bulk, liquid bulk, civil engineering, container terminals, general cargo, port equipment, asset valuation, traffic flow analysis, terminal financing, marketing, lighthouses and dredging. Future strategy Scandinavian and Baltic regions and review of existing inland container depot in St. Petersburg (1998/1999) In 1998/1999 a study was made to assist a shipowner in Iceland to plan their future strategy in the Scandinavian and Baltic regions. Topics covered included cargo flow analysis and future projections, competitors and vessel deployment. The review of the inland depot included an in-depth analysis of existing operations, financial results and a feasibility study for a potential expansion. Channel ferry company (1998/1999) Dynamar has made an investigation at the request of the European Commission in Brussels, to analyse the state-aid granted by the French Government. Krasnodar Region, identification mission, Russia (1998) In conjunction with the local TACIS representatives, a number of regional authorities and commercial companies were visited to investigate the possibilities of setting up projects under the funds of the BISTRO. “International Euro Asian Conference on Transport”, St. Petersburg, Russian Federation (1998) Based on the success of the “International Intermodal Corridor Conference”, organized by Dynamar Consultancy B.V. in March 1996, the Russian Ministry of Transport requested the assistance of Dynamar Consultancy B.V. for this international transport conference. Dynamar Consultancy B.V.’s experience was utilized to guide the Russian Ministry in obtaining a relevant and interesting speakers’ platform, with items covering financing of infrastructure, regulations and management, infrastructure for transport corridors and research & development in transport corridors. Sea Port of St. Petersburg, Russian Federation (1998) As a member of a consortium for a EU project, Dynamar Consultancy B.V. was entrusted with the overall management reorientation and training activities. Ferry link Stockholm - St. Petersburg (1998) At the request of the City Government of St. Petersburg and Stockholm, Dynamar has investigated the possibilities to set up a ferry service between Stockholm and St. Petersburg. Oil shipment cost efficiency (1997-1998) Comparison between Provoo and Primorsk Terminals and benefits of dual terminal operation. This study was carried out on behalf of a consortium consisting of eleven major Western and Russian oil companies. The project involved investments in terminals and ships. The project was managed by Maritime Systems Technology (MST). Dynamar's involvement has been economic and financial cost-benefit modelling. IFTIS (1997) Dynamar Consultancy B.V. has made an analysis of the present and possible future cargo flows through Tanjung Priok (Jakarta), together with PTT Telecom Indonesia and Maritime Systems Technology (MST). This analysis was part of a project with the aim to establish an EDI-based Indonesian Freight and Traffic Information System (IFTIS) for the port community of Jakarta. The system should improve efficiency and effectivity of information transfer between the members of the port community. This should lead to improvement and a speed-up in the cargo handling process in the port of Tanjung Priok. Gent – Terneuzen (1997) An analysis of the improvement of the maritime entrance to the ports of Gent and Terneuzen. For this purpose an analysis was made of the current cargo flows as well as the future possibilities for both ports. Container terminal, St. Petersburg, Russian Federation (1997) In close co-operation with the Port Management of Amsterdam, a feasibility study has been executed to set up a dedicated container terminal in the Port of St. Petersburg. Djakarta Lloyd, Jakarta, Indonesia (1996) Dynamar has completed at the request of a local bank, a review about Djakarta Lloyd's future, particularly related to future investment plans for new tonnage. Training for performing environmental port audits, the Philippines (1996) The main objectives of the project were: 1. creating an in-depth awareness of the necessity to enable the Philippine Port Authority

(PPA) to protect and constantly monitor a safe and healthy environment within the ports areas and its boundaries;

2. transferring expert environmental knowledge to PPA personnel/trainers by means of

face-to-face instruction, lecturing, workshops, field work and evaluation to enable PPA personnel to execute “Dynamic Environmental Port Audits” and “Environmental Impact Assessment Studies” and to transfer their knowledge to PPA personnel within all PPA districts by means of echo seminars, workshops, curricula development on environmental issues and lectures and monitor follow-up activities for reasons of sustainability and continuity.

The project was developed for an attendance of twenty-five officers of the PPA and executed on behalf of the Philippine Port Authority. “International Intermodal Corridor Conference”, St. Petersburg, Russian Federation (1996) At the request of the Russian and Dutch Ministries of Transport, Dynamar has organized a conference on the development of the transport corridors and terminal, foreign and national investments in the development of the transport infrastructure of the Russian Federation. Liner trade developments (1996) In recent years Dynamar was retained by major liner companies to carry out a comprehensive competition analyses in liner trades between N.W. Europe and Latin America, and between North America and Latin America. A study called “Liner Shipping in South America” has been prepared for a shipping company as recently as September 1996. Another major study, on a large range of liner companies, available from our offices, discusses the present and future of a large number of companies most likely to survive the near future. Reefer terminal, St. Petersburg, Russian Federation (1995-1996) At the request of a private Dutch investor, Dynamar has performed an evaluation of various terminals in St. Petersburg, in order to establish which of these terminals would be best suited to accommodate the import of reefer/frozen cargoes. Container Corporation of India, New Delhi, India (1995-1996) Linked to a World Bank loan of USD 93 million, a technical assistance component was carried out. The lead contractor was Haskoning. The objectives of these masterclasses were the transfer of current information and knowledge about the trends in the field of international shipping and intermodal management, thus increasing the awareness of the participants of developments, especially in the international maritime transport business. Qualified lecturers from universities or the business environment were working together with Eastern European managers and government officials. Specific subjects range from general shipping to legal, financial, organizational and managerial matters. The number of participants vary from 25-35 per masterclass. Financing of these masterclasses were arranged through the Netherlands Ministry of Economic Affairs and the Ministry of Transport, Public Works and Water Management. Dynamic Environmental Port Audit-DEPA (1994-1999) A programme to assist port authorities in establishing appropriate environmental management strategies has been developed by Dynamar Consultancy B.V. and the Port of Amsterdam, two members of Amsterdam Port Consultants (APC). The programme is called the “Dynamic Environmental Port Audit” (DEPA). Firstly, a DEPA seeks to identify and evaluate the basic framework of organization necessary for an environmental management programme in a specific port, bearing in mind aspects such as local, national and international legislation, the physical structure, size and location of the port and its various components, cargo mix, shipping traffic, etc. Secondly, the audit establishes a list of priorities for the improvement of environmental safety procedures, operational parameters and damage control. Thirdly, a DEPA provides the framework through which a port authority can allocate or raise the funds necessary to provide environmental protection facilities and equipment, particularly with respect to improvement of severely degraded areas in the port. Financed by the Dutch Government, a DEPA programme has been carried out in the Port of St. Petersburg. Port of Ventspils, Latvia (1994-1995)

This project incorporates the development of investment proposals, business planning and financial engineering for the expansion and upgrading of Europe's largest potash terminal in the port of Ventspils. Another part of the project deals with a management re-orientation programme for the market economy. Dynamar Consultancy B.V. has also been involved in a feasibility study for the Krimulda port area, part of the Ventspils port. For account of the Port Authority, Dynamar has worked on a feasibility study for the extension of a new terminal and development of a turning basin. The World Bank EDI case study development (1994) Dynamar Consultancy B.V. has been assigned by the World Bank to develop a case study for managers of public and private enterprises. With this case study methods are introduced on how to complete a package for infra structural financing by international institutions. This case study is specifically aimed at Eastern Europe. Port of Varna, agro port, Bulgaria (1994) Consultants of Dynamar have performed a feasibility study for a new agro-terminal in Varna. This comprehensive study also looked at setting up a soybean processing factory and other related agro-industrial activities. It was financed by a private trading group. Lithuanian Shipping Company, Klaipeda, Lithuania (1993) Dynamar has participated with other partners in a Dutch Government and European Commission financed strategic appraisal and market assessment study for the Lithuanian Shipping Company (LISCO). The project involved an analysis of existing services to/from the Baltic region, a forecast of the traffic in the region, an overview of the political aspects influencing the trade to/from the Baltic region and a strength/weakness analysis of LISCO’s competitors in the region. The ultimate aim was to make a market assessment for the company in order to provide a strategic plan for the future.

Middle management training and re-orientation, Port of St. Petersburg, Russian Federation (1993) This project concerned a European Commission financed study to develop a program of training as a basis for re-orientating the port's middle management personnel for efficient and effective working in a competitive market environment. The work involved curricula development, training package development, trainee selection criteria and organization/training arrangements. The computer assisted training package has since been used in various other projects in Eastern Europe. Logistic monitoring centre, Port of St. Petersburg, Russian Federation (1992-1998) From 1991-1998 Dynamar B.V., now Dynamar Consultancy B.V., managed a Dutch government financed project in the Port of St. Petersburg. This project is known as the Logistic MADTIC project. The purpose of this long term project was to improve the logistics of food related products, through the port into the hinterland. It involved monitoring traffic flows to identify existing system weaknesses, analysing the existing system, developing logistic system improvements, including both “soft” and “hardware” related proposals, promoting communications between links in the logistic chain and establishing logistic training programs and information services. It was a long term project involving a number of sub-projects as requirements arose. These included assistance with the development of port marketing and medium term business plans, setting up a distribution centre, assisting in the development of the Port Authority, block-train studies as well as helping out with financial audits, social plans and environmental issues. Cereals handling, Port of St. Petersburg, Russian Federation (1992-1993) As lead partner in the Amsterdam Port Consultants consortium, together with German and local interests, Dynamar undertook a European Commission financed study into the port's cereals handling and logistics system. The work involved cargo flow analyses, equipment and port facilities reviews, port performance reviews and a logistics system analysis and review.

On the basis of the reviews, recommendations have been made concerning investment in new facilities and the organization structure. The recommendations, although not implemented, acted as eye-openers for the receivers of the project. Shipping investment search (1992) In recent years Dynamar was retained by an investor group to monitor market developments and outlooks in several sectors of dry bulk shipping and to provide advice on investment opportunities, investment timing, ship type selection, ship employment strategies and organizational arrangements. Historical cargo/capacity flows container trade (1991-1993) In 1991/1993 a single client extensive in-depth study for tax relief purposes was made for a container leasing company: analysing historical cargo flows and ship capacities on a per individual shipping line basis, world-wide, covering 1981-1986. Propylene/propane logistics study, Indonesia (1991) Indonesian interests planned building a polypropylene plant to come on-stream in 1991 near Jakarta. Feedstock of propylene was to be imported, at least in the medium term. Our consultants were contracted to review proposals for the transport of feedstock including parcel size, and delivery frequency and to review feedstock receiving and storage facility proposals including number of berths, capacity and nature of storage facilities. The consultants were also asked to make alternative proposals. Recommendations were made on the basis of a simulation model incorporating parcel size, frequency of delivery, consumption rates, inventory and investment costs in berths and storage facilities, queuing aspects were analysed. Curaçao container terminal expansion, Netherlands Antilles (1991) In early 1991, as part of a wider study into the viability of expanding the Curaçao container terminal, Dynamar was retained by prime consultants to evaluate expected cargo flows as well as certain technical aspects relating to container ship size and trends. Duration of the study was six weeks.

Lakshadweep Islands, ferry systems, India (1989-1990) In 1989, ferry services in the area were provided by two relatively large ships based at Cochin. On each voyage, each ship called at all of the 10 inhabited islands in the territory thereby providing both mainland island and inter-island ferry services at a 10 day frequency. Due to draft restrictions of the ships transfers of passengers and cargo were made in open sea near each island. As part of its assistance programme to India, the Dutch government delivered two inter-island passenger ferries in 1989/1990 for use in the Lakshadweep Islands. The vessels are valued at about USD 5 million each. The consultancy team was asked to optimise an operating system for the combination of the 2 large ships and the 2 new smaller ferries, bearing in mind traffic growth expectations, environmental constraints and the absence of logistical support facilities in the island. Beira port, Mozambique (1989) Due to its increasingly important position within the transport sector, it was considered of paramount importance for the port of Beira to have a well-developed and efficient port administration system. Starting in 1989 our consultants carried out a study which addressed the need and development of: 1. multi-annual investment programme 2. prognosis of financial position. In particular an assignment was made to: 1. ensure the planning of investment projects are carefully organized and monitored so as

to control effectively in terms of quantity, quality, time and budget; 2. review the organization separating it into a market oriented (private) and official

oriented (port authority) sectors, thereby giving scope to separate cost accounting for both parts of the organization;

3. ensure the fore-mentioned together with the development of an adequate forecasting system will act as a financial and economical frame of reference for the port.
