1. CONFIRMATION OF REPORT RECOMMENDED on the motion of C Duffy, seconded by A Taylor, THAT the report

of the ordinary meeting of the Mataura Community Board, held on Monday 28 January 2013 as circulated, be accepted and signed by the Chairman as a true and complete record.

2. PROPOSED STOCK EFFFLUENT DISPOSAL SITE (10.16)

Mr Russell Hawkes from Environment Southland, who was to be in attendance to provide an update on progress of the proposed stock effluent disposal site in Mataura, had been unable to attend. In his absence, the Roading Manager distributed a plan for the proposed site and said Mr Hawkes did not envisage any consenting issues. It was a matter of going through the process and obtaining consents. The project was scheduled to be completed within the current financial year. A Taylor said the contractors carrying out the Selbourne Street turning bay had also been chosen for the stock effluent disposal site project. Time had allowed a tie up between the two projects, at a lower cost. The Manager said some trees on the west side of the site were on the Council’s Tree Register so a consent would be required to remove them.

3. SERVICE LANE – MAIN STREET, MATAURA (3.1.19) A memo had been received from the Roading Manager advising of the steps needed

to progress its proposal to construct a service lane on the west side of State Highway One (Main Street), Mataura between Cardigan Bay Road and Glendhu Road.

The Manager said he would prepare a report about how it tied in with the District Plan and the issues around that. He had carried out a preliminary investigation and said one of the reasons the service lane was required was for safety. Only four of the 38 properties did not have a turnaround on the property or existing verge. The land was owned by the Land Transport New Zealand so he would consult with it when compiling the report.

RECOMMENDED on the motion of B Cunningham, seconded by C Duffy, THAT the

report be received, AND THAT a further detailed report on the proposed service lane be prepared for

the Board. 4. RIVER STREET FOOTPATH REPAIRS (3.24.22)

A memo had been received from the Roading Manager advising that the condition of the existing seal on the section of River Street that had been proposed for reseal several years ago had been reassessed and found to be in better condition than expected and did not require reseal for several more years. The sealing had been deferred to the 2014/15 season. It would however be resealed prior to that. The footpath and kerbing channel in a street was carried out in advance of the reseal programme. Funding for the River Street footpath work had to be redirected to the section of the Main St from Glendhu Road to Cardigan Bay Road which would use about a third of the entire Gore District footpath budget. Work would commence the following day. The Manager said in response to a letter received from the RSA, some parts on the west side of the street were hazardous to pedestrians so interim repairs would be completed to make it safer. That would include the area outside the Mataura RSA. RECOMMENDED on the motion of L Sinclair, seconded by C Duffy, THAT the information be received.

5. PROPOSED PUBLIC FORUM (46.36.3)

A Taylor said the Board would like to hold an informal public forum on Wednesday 22 May 2013 from 7-9pm in the Mataura Community Centre. Advertising would be carried out in the local newspaper and noticeboard page. The Mataura Community Development Officer suggested it would be useful to have some information to inform young people about the local elections which would be held later in the year.

3. MATAURA – NEW PUBLIC CONVENIENCES

(Report from Parks and Recreation Manager – 10.05.13)

Purpose This report is to confirm the Mataura Community Board’s wishes following the outcome of two workshops held with Community Board members surrounding the type and style of the new public conveniences.

Background The topic of new public toilets for Mataura was initiated by the Community Board early in this current term. Subsequent to this, a financial allocation was placed in the 2012-22 Long Term Plan of $130,000 for provision of new public toilets to be located at Queens Park in the 2013/14 financial year. Council officers based the figure on the Council’s most recent purchase of a three cubicle Novaloo (Main Street Gore).

Earlier this year Council officers have consulted with the Mataura Community Board on two occasions where several costed options were considered.

All options required site works of approximately $15,000-$20,000. This includes service connection for water, electricity and sewer, site preparation, Council consents, installation, site and pavement finishing.

The Mataura Community Board agreed that the new facility contain three cubicles with one being larger and designed as a compliant accessible facility.

The Mataura Community Board also agreed that the new facilities be open 24/7. It is intended that security lighting be included in the development.

In addition to this, the Council’s Parks and Reserves Division shall undertake some aesthetic plantings around the newly established unit to smooth the corners and allow mown surface flow for grass maintenance.

Conclusion While the value of options considered ranged from $54,485 through to $170,000 the Mataura Community board has agreed that:

The facility be open 24/7

The facility contain three cubicles

That one cubicle be ‘accessible’

That the Premaloo option be the recommended choice at a cost of $64,784 plus site works of up to $20,000.

The Premaloo quote is appended for the Board’s information.

In noting that the approved capital expenditure (loan funded) for this project is $130,000, the Mataura Community Board wishes to bring to the Council’s attention,

its conservative approach to expenditure with the very modest choice of facility. Furthermore, it seeks the Council’s permission to reallocate the remaining $45,000 of budgeted capital funding towards the implementation of another Community Board project. Should the Council look favourably upon this request and acknowledge the fiscal responsible exercised by the Mataura Community Board, it shall report back to the Council with a more specific and detailed request.

RECOMMENDATION THAT the Permaloo option be the recommended choice for new public conveniences to be located at Queens Park, Mataura, at an approximate cost of $85,000 inclusive of siteworks,

AND THAT the Council acknowledge the fiscal responsibility shown and invite the Mataura Community Board to present a further report containing a detailed request for expenditure of the remaining capital funding allocation.

4. UPDATE ON DISCRETIONARY FUND (Memo from Administration Manager – 10.05.13)

At the end of the 2012-13 financial year, the sum of $3,252.71 was carried forward in the Board’s discretionary fund. With the $5,000 added in for the current financial year, there is currently a total balance of $8,252.71. RECOMMENDATION THAT the information be received.

With good progress being made on the Mataura walkway, the Board may wish to consider setting an official opening date, and the format it should take.

6. REPORT FROM MATAURA POLICE The following report has been received from Constable M Cupit, Mataura Police:

As per our discussion I offer the following input from Constable Waddell and myself. Kana Street Community Garden - Speeding Vehicles Vehicle speeds in Kana Street are an issue. Vehicles entering from both the eastern and western end of Kana St are either not slowing down within a reasonable distance of entering the 50km/hr area or are speeding up when leaving the 50km/hr area when they are still well within this zone.

The location of the community vegetable garden is in close proximity to the change of speed zones at the eastern end of Kana St. This means that vehicles entering Mataura from SH93 may still be traveling well in excess of the 50km/hr limit.

Over summer months this can mean that motorists and pedestrians visiting the community garden are exposed to this increased hazard, especially when exiting and entering vehicles as the roadway is only just wide enough to accommodate a parked vehicle and passing traffic at the same time.

Speed enforcement by police is not a viable long term option in this location due to the following:

Saturday mornings are not rostered work hours for Mataura Police

SH93 (Old Coach Road) is commonly used by vehicles transiting through the Gore District and issuing "one-off" infringements notices to persons who reside out of the district will have very little impact on vehicle speeds

Police allow a 200m tolerance for vehicles to slow down when entering a lower speed zone, this would put vehicles almost at the community garden anyway

Some ideas to reduce vehicle speeds could be:

Moving the 50km/hr speed zones further east/west. I believe the eastern end will probably be controlled by Transit due to it being a state highway and they may be reluctant to agree to this

Temporary signage to be posted on Kana St when the community garden is open to the public

Usage of roadside planted area's which narrows the roadway and can slow traffic

Main Street (Southern) - Speeding Vehicles The issue with vehicle speeds on Main Street is very similar to Kana St. The southern end has a 100km/hr zone dropping straight to a 50km/hr zone. I spoke with Transit several years ago about installing a 70km/hr buffer zone perhaps extending out to SH96 but they refused based on the limited number of dwellings/side roads in this area.

Once again speed enforcement by police will only have a limited effect due to the large number of vehicles being from out of the district. A speed camera vehicle does operate in Main Street on a rostered basis.

Comments commonly received by motorists I have caught speeding in this area is that they were unaware that is was a 50km/hr zone, despite the signage. The fact that it is part of the state highway system and is such a wide road appears to give the impression it may be a higher speed zone that it is.

Once again one option would be to install planted areas to narrow the roadway, either on the side of the road or along the centre similar to the Main Street of Gore. I have no doubt this would slow traffic as well as having a positive esthetic effect on a road which does somewhat resemble a runway.

Lighting - Queens Park Since the installation of the new children's playground at Queen's Park there have not been any reports of vandalism. I have however removed young teens from this area many times on weekend evenings. I believe it is only a matter of time before this facility is damaged if it is left in almost complete darkness as it presently is.

Lighting the area would be a large step in the right direction and if the new toilet facilities are installed in Queens Park suitable lighting would be required anyway.

Generally speaking facilities that are well lit do not attract groups of youth at night and are much less prone to damage if they are clearly visible from passing vehicles.

7. SERVICE LANE - MAIN STREET, MATAURA

(Report from Roading Manager – 14.05.13) 1.0 PURPOSE The purpose of this report is to provide information to the Mataura Community Board regarding its proposal to have a service lane constructed on the west side of State Highway One (Main Street), Mataura between Cardigan Bay Road and Glendhu Road. 2.0 BACKGROUND The Board has had requests from some residents and businesses located along the west side of Main Street to have a service lane constructed parallel to the highway to replace the existing individual accesses onto the highway. Some residents have expressed their concerns, to Board members, about the danger when reversing out onto the highway. Businesses which currently have access onto Exeter Lane but frontage onto the highway believe that the lack of access onto the highway is an impediment to business.

Comparisons have been drawn with the Charlton Lane service lane which is an existing lane running parallel with the highway at the south end of Gore.

A number of the properties along this section of Main Street have existing turn bays on the Main Street verge or on the property itself. The current arrangements have been assessed. The table below provides a summary of the current situation.

As can be seen from this table of the 41 properties 33 currently have turning facilities already. Of the eight remaining properties four have their access onto side roads which leaves four properties without existing turning facilities.

3.0 OPTIONS 3.1 Status Quo Currently the accesses across the Main Street grass verge are unsealed. This also applies to the turn bays in the verge. The Council provides occasional maintenance to these accesses, generally to repair potholes and to control vegetation. This is relatively low cost work. Perusal of crash records also indicates that the current arrangements ensure that access onto the highway from the properties is not hazardous as there no records of crashes resulting from vehicles reversing onto the highway since the existing turn bays were installed.

The status quo option therefore appears to be a viable option from a safety and cost perspective.

3.2 Additional Turn Bays Another relatively low cost option to consider is the installation of turn bays on the Main Street verge at the four properties which have access onto Main Street but do not currently have a turning facility on the property or on the road verge. This option would ensure that vehicles at all vehicle accesses onto Main Street would be able to avoid hazardous reversing onto the busy highway.

The cost of this option is estimated to be approximately $4,000. This could be completed using existing funds.

3.3 Service Lane Construction of a service lane along the Main Street verge, parallel to the highway, similar to Charlton Lane at the south end of Gore has been promoted on the grounds of safety. However a lack of reported crashes or near misses along this section resulting from hazardous accesses does not support this as the basis for investment in a service lane. On the other hand currently there are two sections of industrial zoned land along this section of Main Street. It is quite possible that there may be calls to rezone, as industrial, the land in between the existing industrial blocks which are at the north and south ends of this section. There may be a “chicken and egg” situation at the moment where rezoning and potential development is stifled by access concerns.

Discussion with the New Zealand Transport Agency (NZTA) indicates that construction of a service lane may be acceptable providing that it does not cause a detrimental effect on the function and safety of the highway. It should be noted that the Main Street verge is part of State Highway One so NZTA’s consent to construct a service lane will be required. It is likely that NZTA would apply conditions to its consent such as closure of existing direct accesses to individual properties from the highway. It is also envisaged that similar access to that at the north end of the Charlton Lane in Gore would be required.

The block which would probably have the highest priority for installation of a service lane if the Board and the Council wish to proceed is between Cardigan Bay Road and Carteret Street. This section of service lane would be approximately 425 metres in length. Based on the standards contained in the Gore District Council Subdivision and Land Development Bylaw the approximate cost of constructing this 6.0 metre wide section would be around $102,000.

The 409 metre long section from Carteret Street to Dacre Street would be a similar price. The two shorter sections between Dacre Street and Glendhu Road would be likely to cost around $30,000 each.

Should the Community Board and the Council decide to proceed with these sections of service lane preliminary designs would need to be submitted to NZTA for its formal assessment and approval.

The full cost of constructing the service lane will need to be borne by the ratepayers, or prospective developers as it is not work which is eligible for NZTA subsidy. Funding is not currently available for this work and would need to be placed in the estimates for the next Long Term Plan review. The earliest construction could be undertaken, assuming the Board and the Council had approved funding, would be during the 2015/16 financial year.

There would also be an ongoing increased cost, compared to the status quo, incurred by the ratepayers to maintain the service lane that needs to be considered.

4.0 SUMMARY Option 3 the proposed service lane cannot be justified on the basis of current safety concerns and access needs. However construction of a service lane may encourage rezoning and increased development in this area. This option may be better considered at some time in the future when development becomes likely.

Option 2 which entails installation of turning bays on the Main Street verge, at those properties that currently do not have these facilities, will provide safe access to all properties between Glendhu Road and Cardigan Bay Road. This will satisfactorily cater for the current requirements and concerns.

RECOMMENDATION THAT the report be received, AND THAT option 2 - construction of an additional four turn bays, be undertaken by the Council.

8. BUS SHELTER (Memo from Administration Manager – 10.05.13)

I am pleased to advise that Total Span Southland has agreed to provide a bus shelter for Mataura school children. When this was considered in 2011, the Board did not have a definitive site. One shelter has been offered and it is likely to take at least six weeks before it was available to be placed on site. RECOMMENDATION THAT the offer of a bus shelter from Total Span Southland be accepted, AND THAT the Board determine where it will be placed.
