Chapter I

!"!RAL #R$%I&I$"&

Article '( &cope of regulation and su)*ects of application

1. This Circular details management, provision and use o online gaming

services !hereinater reerred to as online games".

2. This Circular is applica#le to organi$ations, enterprises, individuals

participating in management, provision and use o online gaming services

Article +( Interpretation of terms

1. % service o pa&ment support in online games: means all activities

supporting online gaming enterprises in collecting mone& rom pla&ers,

including intermediar& pa&ment service, pa&ment service via #an's and other

pa&ment modes in accordance (ith the la(.

2. )irtual unit: means a tool converted #& online gaming enterprises usedin e*change, sale o virtual items, #onus points, s'ills in online games.

1. +mport, manuacture, suppl&, advertise, use online gaming services (ith

moral, cultural tradition, ha#its and customs o the countr& distort, destro&

historical tradition, oense sovereignt& and territorial integrit&

. 5*ploit the provision, use o online games to gam#le, hold gam#le,

deraud, do illegal #usiness or violate other unla(ul acts.

Article 2( Classification of online games in age of pla3ers

1. nline games are classiied in the ollo(ing ages:

a" nline games or adults !rom 16 &ears o age and more, signed 167"

are ones that have antagonistic acts (ith (eapons (ithout se*& acts, picturesand sounds

#" nline games or teenager !rom 12 &ears o age and more, signed 127"

are ones that have antagonistic acts (ith (eapons in (hich (eapon8s pictures

are not clearl& (atched a close-up limited impact sounds o (eapons upon

ighting (ithout se*& acts, pictures, sounds and characters sho(ing a lot o

cleavage ilmed a close-up ocusing on sensitive parts o the #od&

c" nline games or all ages !signed 007" are ones that emulate animated

orm (ithout antagonistic acts (ith (eapons ghostl&, horri#le, violent pictures

Article 5( #ersonal information of pla3ers

1. Creating using account o online games ;1, pla&ers have to provide the

c" ermanent residence address

d" assport or + num#er, date o issue, place o issue

@" Tel., email !i an&".

+n case o pla&ers under 14 &ears o age !ourteen" (ithout assport or +

card, legal tutor o such pla&er decides to register their personal inormation to

agree and responsi#le to the la( on such registration.

2. nline games ;1 enterprises must 'eep ersonal inormation o pla&ers

during the use o pla&ers and 0A !si*" months ater pla&ers stop using the

service nline games ;1 enterprises must develop technical s&stem o

operation read& to lin'ing (ith + card or national personal codes data#ase as

re=uested #& the authorities in order to conirm pla&ers8 inormation.

Article .( Regulation on virtual items, virtual units, )onus points

1. nline gaming enterprises are onl& initiali$ed virtual items, virtual

units, #onus points in online games in the content, screenpla& reported #&enterprises in the document granted an approval o the content, screenpla& o

online games and in periodic reports #& enterprises.

2. la&ers are used #onus points or virtual units in their account to

e*change virtual items initiali$ed #& nline gaming enterprises.

. nline gaming enterprises are responsi#le to manage virtual items,

virtual units, #onus points in online games in the principle o online games

declared and suita#le to the content, screenpla& o approved online games.

4. )irtual items, virtual units, #onus points are onl& used in scope o

online games and in the purpose reported #& enterprises. )irtual items, virtual

units, #onus points are not assets (ithout a conversion into mone&, pa&ment

cards, vouchers or in 'ind possi#le to trade out o online games.

Article 6( Rights and o)ligations of enterprises of server, server space
