Getting started

About the DSS module in Penelope The DSS module helps you manage the submission of eligible services to Australian Government Department of Social Services. To submit client records to DSS, you must configure DSS from the System Administration side of Penelope as well as set up all DSS-funded Case Services for the DSS information to appear for the Service File, Service Event, Referral, Group, and Group Event pages. The guide provides instructions for configuring the DSS module for the first time in Penelope v4.8.2.0 and later. This guide is intended for your agency’s System Administrator and/or Super Users who are responsible for configuring Penelope. When you perform the configuration tasks in this guide, you will need to log in to Penelope using a System Administrator account and either an Intake-Mgmt or Admin-Exec account with access to the Setup sidebar. For more information about creating user accounts, visit penelopehelp.com/2012/10/05/add-user. Please note: The DSS module includes support for Activity and Service Type data requirements for DSS programs. Some programs like CHSP and NDAP have requirements outside of the DEX framework that are not supported in Penelope.

Purchasing a DSS license key To access the DSS features in Penelope, you must purchase a license. A DSS license is required for both your production and sandbox databases. License keys are issued according to your agency’s Support Package meaning that the start and end dates for the DSS license match the terms of your Support contract. When you have installed a valid DSS license in your database, the DSS module is enabled and ready to be configured. If/when your DSS license key expires, you will no longer be able to connect to DSS Web Services to submit data or refresh other values including Outlet Activities, Reference Tables, Domains, and Scores. To continue to submit data to and or refresh other values including Outlet Activities, Reference Tables, Domains and Scores DSS, you will need to obtain a new valid license key. About obtaining Web Service credentials from DSS DSS Web Service credentials are required to configure the DSS module in Penelope. You must contact DSS to obtain your Web Service credentials. When you contact DSS, you must specifically request Web Service credentials. Please note that these credentials are different than DSS Web Portal credentials. For more information visit www.DSS.gov.au. You may also wish to obtain an AUSkey to use the DSS Web Portal. An AUSkey is not required to use the Web Service (which Penelope uses) for system-to-system submission of records. However, if you want to sign into the DSS Web Services to view or verify records, DSS requires the use of an AUSkey. About using the Partnership Approach in Penelope If your agency has agreed to participate in the Partnership Approach with DSS, you can enable the Partnership Approach in Penelope for applicable Case Services. You can choose whether the Partnership Approach is enabled by default when creating a new Case Service. You can modify individual Case Services to indicate whether they are Partnership Approach-based services or not. Enabling the Partnership Approach in Penelope allows you to collect and submit an extended data set to DSS for clients enrolled in Partnership Approach-based Case Services including:

• Client demographic fields o Is Homeless? o Main Source of Income o Income Frequency o Approx Income per Period o First Arrival in Australia o Migration Visa Category o Ancestry/Ethnicity

• DSS Member Information fields o Reason for Assistance o Referral Source

• Referrals at the Service Event level • Pre- and Post-service assessments

Configuring the DSS module for the first time

Prerequsities Before you begin configuring the DSS module in Penelope, ensure you have the following items:

Step 1: Install your DSS license key Prerequisite: You must be logged in to Penelope using a System Administrator account.

1. In the System Setup section, click System Setup & Maintenance. 2. In the Licenses section, click Add.

3. In the License Key field, paste your DSS license key.

4. Click Save. The Licenses section now includes a DSS Data Exchange license.

Step 2: Configure DSS settings

Prerequisite: You must be logged in to Penelope using a System Administrator account. 1. In the System Setup section, click DSS.

2. On the DSS tab, click Edit. 3. In the Configurations section, set the following fields:

Synchronization Enabled

Click to enable automatic synchronization between Penelope and DSS.

Synchronising Penelope with DSS allows you to submit DSS information to DSS as well as update Outlet Activities, Reference Tables, Domains, and Scores. You can choose to enable automatic synchronisation (by clicking the Synchronization Enabled setting) or you can manually synchronise Penelope with DSS using the Sync option in the Communication details box. Manual synchronisation is typically recommended only if there is a disruption to the submissions or if Synchronization Enabled is not enabled. If automatic synchronisation is not enabled, records will build up in the queue and will not be submitted to DSS until enabled or the Sync option in the Communication Details section is clicked. Note: You should avoid enabling synchronisation for Sandbox databases if you do not have Pre-Production credentials to avoid sending test data to DSS.

Set Penelope as Primary Information System

Click to indicate that Penelope is your primary method of submitting records to DSS (as opposed to manually submitting records to DSS or through a third-party).

If Penelope is the Primary Information System, the following fields are not needed for submission and are therefore hidden or excluded: • The Is Using Pseudonym

and Consent to Providing Details fields on the Individual Profile will be hidden.

• The First Name, Last Name, Addr 1 and Addr 2 fields are not included in the Client Submission

• The Search Client First option cannot be enabled.

Search Client First Click to search for a client in DSS prior to having Penelope add the client.

This option directs Penelope to first search existing client records in DSS database for all individuals prior to adding them as a new client. Note: This option is only available where Penelope is not the Primary Information System. If you select both Set Penelope as Primary Information System and Search Client First, you will receive the following error: “The Search Client First setting cannot be enabled when DSS is set as the Primary Information System.”

Default Case Service to In Partnership Approach

Click to enable the Partnership Approach features by default for Case Services.

You can choose whether the Partnership Approach is enabled by default when creating a new Case Service. You can modify individual Case Services to indicate whether they are Partnership Approach-based services or not. Further, enabling the Default Case Service to In Partnership Approach makes Partnership Approach fields available in Penelope Reports where applicable.

Display Home Summary

Click to allow workers with an Intake-Mgmt or Clinical Worker account to see the Submission List on their homepage in Penelope.

Send Alert To Select which Worker Category should receive notifications for DSS error messages. Note: This field is required. You cannot save your DSS configuration settings until you’ve chosen a Worker Category.

Ensure that the Worker Category chosen has been populated with the list of users you’d like to receive the message as sending messages to empty Worker Categories may result in performance issues. For more information about Worker Categories, see the following help topic: penelopehelp.com/2012/10/02/how-do-i-add-a-worker-to-a-category

4. In the Default Settings section, set the following fields:

Origin Code (ATSI) Choose the default value for the Origin Code (ATSI), Language, and Country of Birth fields that will appear for Client Submissions. To set no default value, choose the blank value at the top of the applicable list.

You can modify the values for each client as needed.

5. In the Integration section, set the following fields:

System Choose one of the following options: • To connect to the DSS test

database, click Pre-Production.

• To connect to the DSS live database, click Production.

Production refers to the live database for DSS while Pre-Production refers to the test database for DSS. You should enable the Pre-Production option for any testing activities completed in a sandbox database to avoid sending test data to the live DSS database. The only exception would be to sync to their tables to get the reference values, but you should disconnect from Production immediately following the sync.

DSS Organization Name

Type your agency’s Organisation or Account name for the DSS Web Services.

The values for these fields are provided by DSS and are case and character sensitive. Ensure that you type the applicable credentials for the Production or Pre-Production database (based on your selection for the System field) as you may have been provided with both Production and Pre-Production credentials. If you want to connect your sandbox database to the test system, you will likely need to obtain Pre-Production credentials from DSS as your Production credentials may not work with the Pre-Production system. If you do not have credentials for the Pre-Production database, contact DSS.

User Name Type your Web Services User Name.

Change Password Click Change Password and type your DSS Web Services password.

6. Click Save.

Step 3: Receive a successful ping Prior to completing any further DSS configuration tasks, you must receive a successful ping from the DSS server. When you Ping, Penelope establishes a connection to the DSS server and enables you to synchronise Outlet Activities, Reference Tables, Domains, and Scores and submit records to DSS. You must receive a successful ping from the DSS server before updating these values.

Note: If you attempt to contact DSS with incorrect credentials five times, your account is automatically locked by DSS. Contacts are considered ping attempts, updating Outlet Activities, Reference Tables, Domains, or Scores, as well as submissions.If you lock your DSS account, you must contact DSS directly to unlock it.

1. In the Communication Details section, click Attempt Ping. If the ping is successful, the information in the Last Connection column will update to show the current date and time, and the Outlet Activities, Reference Tables, Domains, and Scores can now be updated. If the ping is unsuccessful, see the Troubleshooting section for more information.

Step 4: Update Outlet Activities, Reference Tables, Domains, and Scores Updating the Outlet Activities, Reference Tables, Domains, and Scores options will update the drop-down values associated with each option.

Prerequisite: You must establish a successful ping in Step 3 prior to updating the Outlet Activities, Reference Tables, Domains, and Scores.

1. In the Communication Details section, next to each of the following items:

Outlet Activities Click Update. This option allows you to connect to DSS Web Services to update the existing list of Outlet Activities in Penelope with those in the DSS database. The date and time of the last successful update of Outlet Activities is shown in the Last Connection column.

Reference Tables Click Update. This option allows you to connect to DSS Web Services to update the existing list of Reference Tables in Penelope with those in the DSS database. The date and time of the last successful update of Reference Tables is shown in the Last Connection column.

Domains, Scores Click Update. This option allows you to connect to DSS Web Services to update the existing list of Domains and Scores in Penelope with those in the DSS database. The date and time of the last successful update of Domains and Scores is shown in the Last Connection column. Note: The Domains, Scores option appears in the Communication Details box if the Default Case Service to In Partnership Approach option is enabled.

When you click Update, the DSS retrieval process begins in the background. This process can take a few minutes to complete and you may need to refresh the page. Once complete, an updated time will appear in the Last Connection column in the Communication Details section.

Step 5: Configure additional System Administration options Depending on your agency’s processes and preferences, you can consider configuring the following settings in Penelope:

Intake Wizard Location Setting Notes

• If enabled, there will be a DSS page on the Intake Wizard to collect the general DSS client demographic information.

• Note: Partnership Approach-only demographic fields do not appear on the Intake Wizard. You can complete these fields for a client once they have been enrolled in a Partnership Approach-based Case Service.

Event Setup Location Setting Notes

Display DSS Tab Only When Event Marked As Show

• When clicked, the DSS tab only appears in an event once the attendance for an event has been marked as Show.

• When unclicked, the DSS tab will appear regardless of the event attendance (including when in ‘booked’ status).

Allow Marking DSS Records Not For Submission

• If enabled, this Security Class setting allows workers to mark DSS records as not for submission.

• Once a record is marked as not for submission, it and subsequent child records cannot be submitted to DSS.

• By default, workers will not have access to nor see the “Mark not for submission” option on DSS-related records.

Show Link to DSS Submissions list from home page

• If enabled, workers will have DSS Submissions lists in the links sidebar on their worker homepage. The Submission list is where they will be able to view submissions, fix errors and mark the relevant record(s) for submission after the errors are fixed.

• By default, workers would only have access to this information via the Home Page Summary or via the DSS tab on the specific records to which they have access.

Allow Access to DSS submissions of workers other than self

• If enabled, workers will be able to access DSS submissions for other users in the database.

• By default users are restricted to only be able to access their own DSS submissions.

Hide DSS Reports • If enabled, workers will not be able to view or access any reports in the DSS Reports section on the View All Reports page.

DSS Error Detail Report • If enabled, workers will have access to the agency wide DSS Error Detail Report.

• This report lists out all records in error status along with details about the record in error status.

My DSS Error Detail Report

• If enabled, workers will have access to a restricted version of the DSS Error Detail Report that is limited to only their own records.

• This report displays a list of DSS error details for submissions for records assigned to the worker running the report.

DSS Client Demographic Report

• If enabled, workers will have access to the DSS Client Demographic Report

• This report displays a count of all individuals with at least one DSS-based Event where the attendance has been recorded as show within the defined time period. The count of individuals can be broken down by DSS demographics.

DSS Client Submission Report

• If enabled, workers will have access to the DSS Client Submission Report

• This report displays a list of all individuals with DSS information in Penelope that a first successful add or update submission to DSS for a specified timeframe (where the timeframe is the date of the first successful add or update in DSS). A total count of individuals is also displayed. Report details include the individual name, Case, DSS Client ID, Site, Date added to DEX, and date updated with DEX.

DSS Case Submission Report

• If enabled, workers will have access to the DSS Case Submission Report

• This report displays a list of all individuals DSS Cases in Penelope that have a successful add or update submission to DSS for a specified timeframe (where the timeframe is the date of the first successful add or update in DSS). A total count of Cases is also displayed. Report details include the Service File

ID, DSS Case ID, Outlet, Activity, Primary Worker, Date added to DEX, and date updated with DEX.

DSS Session Submission Report

• If enabled, workers will have access to DSS Session Submission Report

• This report displays a list of all Events in Penelope that have a successful add or update submission to DSS for a specified timeframe (where the timeframe is the date of the first successful add or update in DSS). Details include Event ID, Event Date, Outlet, Service Type, total fees, duration, number of unregistered clients, number of clients, and number of supports. A sum of total fees, duration, number of unregistered clients, number of clients, and number of supports is also displayed.

DSS Score Assessment Report

• If enabled, workers will have access to the DSS Score Assessment Report

• This report displays a list of completed DSS Score Assessments in Events by Service File and Individual. For each Event listed, the Phase, Score Type, Score, and Score Value are displayed.

My DSS Score Assessment Report

• If enabled, workers will have access to a restricted version of the DSS Score Assessment Report that is limited to only their own records.

• This report displays a list of completed DSS Score Assessments in Events by Service File and Individual. For each Event listed, the Phase, Score Type, Score, and Score Value are displayed.

DSS Incomplete Individual Record Report

• If enabled, workers will have access to the DSS Incomplete Individual Record Report

• This report displays a list of individuals with missing mandatory information for DSS in their Individual Profile. An individual is included in this report if they are missing one or more of the following criteria: Address (Suburb, State or Postcode), Country of Birth, Origin, and/or Language.

DSS Incomplete Case Record Report

• If enabled, workers will have access to the DSS Incomplete Case Record Report

• This report displays a list of Service Files with missing mandatory information for DSS for any member in the DSS tab of the Service File. A Service File is included in this report if it is missing one or more of the following criteria: Outlet, Member Primary Reason for Assistance, and/or Member Participant Type.

DSS Incomplete Session Record Report

• If enabled, workers will have access to DSS Incomplete Session Record Report

• This report displays a list of Events with missing mandatory information for DSS in the DSS tab of the Event. An Event is included in this report if it is missing one or more of the following

criteria: Outlet, Service Type, and/or Event Status. Note that this report excludes events marked not for submission.

Step 6: Configure your Case Services to include DSS Activity Types You must configure which Case Services have DSS programming. If you do not specify a DSS Activity for a Case Service, the DSS tab will not be available for Service Files or Service Events of the Case Service type. Further, you may not be able to record Partnership Approach-based data for clients enrolled in a non-DSS Case Service (an exception would be if they are enrolled in another DSS-based Case Service). These instructions assume that you have already set up your Case Services in Penelope. For more information about setting up new Case Services, see: penelopehelp.wordpress.com/2012/10/02/how-do-i-set-up-case-services Prerequisite: You must be logged in to Penelope using either an Intake-Mgmt or Admin Exec account that has access to the Setup sidebar.

1. On your Home Page, in the Setup sidebar, click Services List. 2. Click the Case Service that you want to update for DSS. 3. On the DSS tab, click Add.

5. In the Activity Type drop-down list, select the applicable Activity Type. Note: The Activity Types drop-down list is populated when you update your Outlet Activities (as shown in Step 4: Update Outlet Activities, Reference Tables, Domains, and Scores). The list of available values is determined by your agency’s contract with DSS. We recommend creating a key for your workers to help them choose the correct outlets when completing DSS information at the Service File and Service Event levels.

6. In the As of Date field, select the effective date of the DSS funding. 7. To indicate that the Case Service uses the Partnership Approach, click the In Partnership Approach option.

8. Click Save. Once saved, Penelope will display your eligible Outlets for the Activity as well as valid from and to dates.

Updating DSS configuration settings

Case Service settings

Add a new DSS Activity Type to a Case Service One DSS Program is active at a time. If more than one DSS Program is available for a Case Service, the active program is determined by the date effective. Prerequisite: You must be logged in to Penelope using either an Intake-Mgmt or Admin Exec account that has access to the Setup sidebar.

1. On your Home Page, in the Setup sidebar, click Services List. 2. Click the Case Service that you want to update for DSS. 3. Click the DSS tab. 4. Click Add. 5. In the Activity Type drop-down list, select the applicable Activity Type. 6. In the As of Date field, select the effective date of the DSS funding. 7. To indicate that the Case Service uses the Partnership Approach, click the In Partnership Approach option. 8. Click Save.

Once saved, Penelope will display your eligible Outlets for the Activity as well as valid from and to dates.

Remove a DSS Activity from a Case Service Prerequisite: You must be logged in to Penelope using either an Intake-Mgmt or Admin-Exec account that has access to the Setup sidebar.

1. On your Home Page, in the Setup sidebar, click Services List. 2. Click the Case Service that you want to update for DSS. 3. Click the DSS tab. 4. Next to the applicable DSS Program, click Remove. 5. When prompted to confirm that you would like to remove the activity type, click Okay.

Modify a DSS Activity on a Case Service Prerequisite: You must be logged in to Penelope using either an Intake-Mgmt or Admin-Exec account that has access to the Setup sidebar.

1. On your Home Page, in the Setup sidebar, click Services List. 2. Click the Case Service that you want to update for DSS. 3. Click the DSS tab. 4. Next to the applicable DSS Program, click Edit. 5. Modify the As of Date or In Partnership Approach options as needed.

6. Click Save.

System Administration settings

Enable or disable automatic synchronisation to DSS Synchronising Penelope with DSS allows you to submit DSS information to the DSS Web Services as well as update Outlet Activities, Reference Tables, Domains, and Scores. You can choose to enable automatic synchronisation, or you can manually synchronise Penelope with DSS. Manual synchronisation is typically recommended only if there is a disruption to the submissions or if Synchronization Enabled is not enabled. Prerequisite: You must be logged in to Penelope using a System Administrator account.

1. In the System Setup section, click DSS. 2. Click Edit. 3. Complete one of the following options:

a. To enable synchronisation to the DSS database, click the Synchronization Enabled option. b. To disable synchronisation to the DSS database, clear the Synchronization Enabled option.

4. Click Save.

Complete a one-time synchronisation to DSS The Sync option in the Communication Details box allows you to do a one-time push of all records in the submission queue to DSS. As records will automatically submit to DSS when the Synchronization Enabled option is selected, you will not typically need to click the Sync option. If there is a disruption to the submissions or if enable submissions is turned off, you can use this option to complete a one-time push of data. The date and time of the last successful synchronisation (including automated syncs) will be recorded in the Last Connection column, if applicable. Prerequisite: You must be logged in to Penelope using a System Administrator account.

1. In the System Setup section, click DSS. 2. In the Communication Details section, next to Sync, click Synchronize.

Modify the search client first option Prerequisite: You must be logged in to Penelope using a System Administrator account.

1. In the System Setup section, click DSS. 2. Click Edit. 3. Complete one of the following options:

Modify the default Partnership Approach setting Prerequisite: You must be logged in to Penelope using a System Administrator account.

1. In the System Setup section, click DSS. 2. Click Edit. 3. Complete one of the following options:

a. To enable the Partnership Approach features, click the In Partnership Approach option. b. To disable the Partnership Approach features, clear the In Partnership Approach option.

4. Click Save.

Enable or disable displaying the home summary option Prerequisite: You must be logged in to Penelope using a System Administrator account.

1. In the System Setup section, click DSS. 2. Click Edit. 3. Complete one of the following options:

a. To enable the Home Summary option, click the Display Home Summary option. b. To disable the Home Summary option, clear the Display Home Summary option.

4. Click Save.

Modify who receives DSS alerts Prerequisite: You must be logged in to Penelope using a System Administrator account.

1. In the System Setup section, click DSS. 2. Click Edit. 3. To select which group of workers should receive notifications of DSS-related error messages, from the Send Alert

To drop-down, select a Worker Category. 4. Click Save.

Modify the default Origin Code (ATSI), Language, and/or Country of Birth values Prerequisite: You must be logged in to Penelope using a System Administrator account.

1. In the System Setup section, click DSS. 2. Click Edit. 3. To set a default for Origin Code (ATSI), Language, and Country of Birth fields, select the desired option(s)

from the appropriate drop-down. 4. Click Save.

Switch between the Production and Pre-Production DSS databases Prerequisite: You must be logged in to Penelope using a System Administrator account.

1. In the System Setup section, click DSS. 2. Click Edit. 3. In the System section, choose one of the following options:

a. To connect to the DSS test database, click Pre-Production. b. To connect to the DSS live database, click Production.

4. Click Save.

Update your DSS Web Service credentials Prerequisite: You must be logged in to Penelope using a System Administrator account.

1. In the System Setup section, click DSS. 2. Click Edit. 3. In the DSS Organization Name field, type your organisation name as provided by DSS. 4. In the User Name field, type your DSS Web Services user name. 5. Click the Change Password option. 6. In the New Password and Retype New Password fields, type your DSS Web Services password. 7. Click Save.

Update the Outlet Activities, Reference Tables, Domains, and Scores values Updating the Outlet Activities, Reference Tables, Domains, and Scores options will update the drop-down values associated with each option. Prerequisite: You must establish a successful ping prior to updating the Outlet Activities, Reference Tables, Domains, and Scores.

1. In the Communication Details section, click Update next to each of the following items as applicable: a. Outlet Activities b. Reference Tables c. Domains, Scores

Note: When you click Update, the DSS retrieval process begins in the background. This process can take a few minutes to complete and you may need to refresh the page. Once complete, an updated time will appear in the Last Connection column in the Communication Details section.

Troubleshooting

My license key is invalid Issue You receive the following error when attempting to save your license key:

This license key is not a legitimate key generated by Athena Software. Please ensure you are copying and pasting the correct key and highlighting the entire string. Please note the key is case-sensitive as well.

Possible solution Ensure that you have not entered a space or additional characters at the start or end of the license key. Copying the key and pasting the license key from a rich text source (like email) may cause additional characters to be pasted into the field. Try instead pasting the key into a plain text editor first (like Notepad or textEdit).

I received an error message when attempting a ping Error type Next steps Notes

Timeout Click Attempt Ping again. • Error appears if the DSS server connection takes longer than expected to respond or if there is an interruption.

Credentials Verify your DSS Web Services user name and password and retype the information as appropriate.

• Important: If you attempt to contact DSS with incorrect credentials five times, your account is automatically locked by DSS. Contacts are considered ping attempts, updating Outlet Activities, Reference Tables, Domains, or Scores, as well as submissions

o If you lock your DSS account, you must contact DSS directly to unlock it. For more information visit www.DSS.gov.au

• Penelope will automatically stop all submissions after one connection attempt fails due to incorrect Web Services credentials. After correcting the Web Services credentials, you must establish a successful ping. Once a successful ping has been established, Penelope will automatically restart submissions.
