1. Introduction

Drugs Prevention and Management Policy

The Senior Leadership Team (SLT) is committed to ensuring that Hillcrest Secondary School is a healthy

school, free from the misuse of drugs and other substances. Illegal drugs should never be in school. The

School is a smoke-free area and smoking, therefore, is not permitted on the School grounds. Legal drugs

are only allowed when they are medicines agreed by the Head Teacher in consultation if required with

the School Nurse for use in school under the Administration of Medicines Policy.

Hillcrest is also committed to the development of every child and will deal with all matters related to

drugs with the overall purpose of protecting the children directly involved as well as their colleagues and

teachers indirectly involved. Therefore, though non-compliance will be dealt with the severity it

deserves, each case will be dealt with on its own merits to mitigate any unnecessary negative

consequences to those concerned.

2. AimThis policy aims to make clear the school’s approach to the problem of drugs. It sets out the policy on

drugs education and makes clear the procedures that should be followed in responding to drug-related

incidents.

1. Responsibilities

1. The Head Teacher

The Head Teacher has overall responsibility for the implementation of the policy and guidelines; for

liaison with staff and parents and external agencies as appropriate and for the training and support of

staff. The Head Teacher must ensure that all pupils, their parents/guardians and staff members are

aware of the policy and its implications. The Head Teacher is responsible for liaison with the media or

informing the police when necessary and seek any relevant support and advice.

2. The Deputy Head

The Deputy Head oversees the 3 Heads of Year (and their respective tutor teams) for the management

of the students’ behavior and therefore the effective implementation of this policy and the guidelines

therein. The Deputy Head will report to the Head Teacher and liaise with teaching staff. He/she will

attend relevant meetings concerning the schools drugs policy and will also liaise with Senior Leadership

Team and the Student Life Coach/School Counsellor. The Deputy Head is also the lead for the School’s

PSHE programme and co-ordinates/implements the detail of the school’s drugs education programme

within the PSHE schedule to ensure that the PSHE team have the relevant skills and materials.

3. All Staff

All members of staff must know the school’s policy and to seek to obtain the relevant skills and

knowledge to support the policy and report any concerns relating to this policy and the guidelines therein

to members of the Pastoral Team immediately.

4. Definitions

Legal drugs that should not normally be in school include common drugs such as:

Alcohol

Tobacco

Solvents

Over the counter drugs

Drugs prescribed to a student (except those agreed by the Head Teacher under the

Administration of Medicines policy)

1. Illegal drugs, which must never be in school, include the following (though not exclusively):

Cannabis

Ecstasy

Heroin

Crack/cocaine

LSD

A full and comprehensive list is attached in Appendix 1.

5. Drugs Prevention and Education

The Head Teacher, in conjunction with the Deputy Head will ensure that there is a planned drugs

education programme as part of the PSHE programme; Tutor time; dedicated weeks; visiting speakers;

during school assemblies (and other appropriate areas of the curriculum e.g. Science/P.E./Food and

Nutrition etc.).

The programme must:

Inform pupils about drugs and their effects

Promote a positive attitude towards a healthy lifestyle

Increase pupils’ understanding of the health and social implications of the use and misuse of drugs

Inform pupils about course of action open to them if they or people they know become, or might

become, involved in drugs activity

Inform pupils about support and resources available in school and outside school

The programme will be coordinated by the Deputy Head in consultation with the Heads of Year, the Head

Teacher and relevant staff.

Occasionally, and at the discretion of the Head Teacher and relevant members of staff and the Heads of

Year, random comprehensive searches (sometimes using sniffer dogs) will be carried out throughout

the school compound.

Students behaving suspiciously, as if they are under the influence of some kind of substance, may also

be taken for testing and the parents will be informed.

6. Action to be taken in Incidents Involving Misuse of Drugs

Procedures

However, the SLT It is vitally important the staff, pupils and parents should be clear about the action

that will be taken in any drug related incident.

Staff should ensure that all cases of misuse of drugs, or suspected misuse, are reported to the

Head Teacher or another member of the Senior Leadership Team (SLT) as normal in the school’s

procedures or one of the Heads of Year.

In all instances involving substance misuse or supply on the school’s premises, parents will be

informed, and their co-operation sought.

The school will consider each drug incident separately and consider the appropriate response,

bearing in mind the circumstances of the case, and the need to balance the interests of the pupil,

other members of the school and the wider community.

The school believes that it essential that parents and pupils are clear about the normal sanction

that will be applied in particular instances, as follows:

ILLEGAL DRUGS

A. A pupil who supplies any drugs or other solvents (whether legal or illegal, and regardless of the seriousness of the use) on the school premises will be permanently excluded FOR A FIRST OFFENCE. ‘Supply’ includes retailing drugs on the premises, communicating with a drug dealer on behalf of another pupil of the school, introducing fellow pupils to a drug dealer, and any other instance of procuring legal or illegal drugs for him/herself or other pupils. ‘Supply’ includes supplying for money or free-of-charge. In the case of the supply of a drug, which is legal (including over-the-

counter drugs) not on the school premises the Head Teacher will assess the seriousness of the incident before deciding whether to exclude permanently or for a fixed period. Before making a decision on exclusion the Head Teacher will ensure that satisfactory investigations have been carried out.

B. A pupil who has any illegal drug in his/her possession will be excluded FOR A FIRST OFFENCE.

The Head Teacher will also determine what counselling needs to be provided and/or other action

needs to be taken after the exclusion.

C. Students who have been tested positively for substance abuse will be temporarily excluded

FOR A FIRST OFFENSE. The Head Teacher will also determine what counselling needs to be

provided and/or other action needs to be taken after the exclusion.

LEGAL DRUGS

a. A pupil who has any legal drug in his/her possession will normally be excluded for a fixed period

FOR A FIRST OFFENCE, to be determined by the Head Teacher after considering all the circumstances

of the case. The Head Teacher will also determine what counselling needs to be provided and/or

other action needs to be taken during or after the exclusion. For a SECOND OFFENCE the Head

Teacher will determine whether a further fixed term exclusion is appropriate, or whether it is

appropriate to exclude permanently. In coming to a decision the Head Teacher will take into account

any medical/police/social service/ drug adviser reports that may be available, and consider whether

further counselling is appropriate.

Where the Head Teacher is contemplating exclusion for a drug-related offence he/she will consult

the school’s SLT, and take any other advice he/she deems appropriate.

Offences outside the School

a. If a pupil is involved in a drug-related incident outside the school whilst on a ‘School Trip (sports fixtures and tournaments; educational visits; School related functions etc.), the rules and procedures above apply. b. When the student is not participating in or associated with a School based activity, the Head Teacher will listen to and investigate any information shared or provided from any member of the community concerning a student involved in an incidence of substance abuse and consider the most appropriate course of action in line with the School’s interest and legal standing as well as the welfare of the student(s) concerned.

7.Staff Training

The Head Teacher will ensure through the SLT that staff (teaching and support staff) will receive

appropriate training in drug education and the handling of incidents that they might come across.

8.Monitoring and Review

The SLT will review the policy annually and will assess its effectiveness and whether any changes

are necessary. Any changes will be notified to the staff and parents.
