IntroductionDrones are also known as UAV(Unmanned Ariel vehicles). The drones are a type of crafts which can fly without a pilot. The drones are controlled from a GCS(Ground Control Station) by a person or by the computers inside the craft. The person controlling the drone from GSC sees an image of target on computer through satellite. The image of target is shown through a camera, it also uses infrared camera and a radar to show image of target at night and haze, clouds and smoke. The drone technology largely depends on satellite because many times there may not be a direct control link between and ground control station. An operators command takes 1.2 seconds to reach the drone through satellite link. According to size the drones can be classified as following:Small Drone Craft Aero vironment rq-11 raven

It is the small drone. Its length is 36inch, weight 4.2lbs. Its speed is 28 to 60MPH. It is currently being used for aerial intelligence, surveillance etc. Large Drone CraftRQ-4GLOBAL HAWK It is a large drone craft specially made for surveillance purposes. These drones are being used for different purposes like for intelligence, killing terrorists etc. It has large range of disadvantages as it can damage the privacy of anybody, its target may be a terrorist but in it other innocent people also die.Drone Attacks Under International And Pakistani LawsIllegal Under International LawsDrone attacks were started after the 9/11 it is the part of war in NORTH WAZIRASTAN and WAR IN AFGHANISTAN.US Govt. has made hundreds of attacks in Pakistans tribal areas. These strikes began during George W.Bush administration and have increased in the administration of Barack Obama. The drone strikes are considered as illegal and war crime by United Nations Human Rights Council(UNHRC). On 3 June 2009, UNHRC delivered a report asserted that US Govt. has failed to keep track of civilian causalities of its military operations, including drones. After this the US Govt. rejected the report. On 7 June 2012 UNHRC Commissioner Navi Pillay after four day visit to Pakistan called for new investigation into US drone strikes in Pakistan, repeatedly referring to the attacks as indiscriminate and said that the attacks constitute human rights violation. UNHRC has declared the drone attacks illegal because the US Govt. has failed to justify the attacks rather than capturing the TLIBAN. In the view of much of the international law community, a targeted killing canonly be something other than an extrajudicial executionthat is, a murderif It takes place in an armed conflict; The armed conflict is an act of self-defense within the meaning of the UNCharter, and It is also an armed conflict within the meaning of IHL; and finally, Even if it is an armed conflict under IHL, the circumstances must not permitapplication of international human rights law, which would require an attempt toarrest rather than targeting to kill.15The U.S.s use of drones in many cases does not meet these criteria.

Illegal Under Pakistani Laws

Drone attacks are illegal under Pakistani laws because these attacks are against sovereignty of Pakistan. Tow member bench of Peshawar High court consisting upon Chief justice Dost Muhammad Khan and justice Ms Musarat Hilali on may 9 ruled in clear terms that The drone strikes, carried out in tribal areas(FATA) particularly North and South Waziristan by CIA and US authorities , are blatant violation of basic human rights and are against the UN charter, The UN assembly resolution , adopted unanimously, the provision of Geneva conventions thus, it is held to be a war crime, cognisable by international court of justice or special tribunal for war crimes, constituted or to be constituted for this purpose.The KPK assembly has passed a resolution against the drone attacks.This house demands of the federal govt. that drone attacks that are affecting the countrys integrity and safety and are killing innocent citizens should be stopped at once by taking serious and necessary steps in this regard so that it might be a source of solace for the people of Pakistan.[footnoteRef:2] [2: The Express Tribune august 29th 2012.]

Summary This report highlights the usage of drone technology for different purposes. The report is also showing that how the usage of drone technology is illegal under the resolutions passed by the United Nations Human Rights Council (UNHRC). The Pakistani provincial parliaments have also declared it illegal.
