There is no pre/post test for this Study Period. There are a couple of exercises within the session. (The instructor may choose whether he/she wants to allow use of the student handbook to answer the questions.)

The following charts and notes are for use in presenting the study period.

Exercises and answers are located at the end of the presentation.

These pages can be reproduced to pass out for individual review and for 10-15 minute group sessions.

If you break into groups, since all the replies should be the same, you may want one answer from each group.

The same applies to the individual exercise.

SIGNIFICANT POINTS

• ICS forwards follow-ups to generating activities based on time frames established by

DoD 4000.25-1-M, MILSTRIP Manual

• Suspense records are maintained on a computer located in Columbus, OH for one year then be moved to a history file for 2 years

• The ICS processes a quarterly In-transit Report which is available to the service/agency MILSTRIP focal points and the DoD MILSTRIP system administrator

• Special extract reports are available upon request

• The programming for ICS is separate from DAISY, but the Notice of Receipt Refusal or Clear (CLR) transaction is input through DAISY

• As part of the In-transit program DRMOs are required to input a “CLR” transaction when the turn-in of usable property, excluding Military Assistance Property (MAP), is refused

• DRMOs should prepare a DRMS Form 917, Property Disposal Reject/Advice, in

two copies. The first copy of the DRMS Form 917 goes to the generator,

the second copy becomes the source document for input of a CLR transaction

CURRENT STATUS

• DOD

– HAS INTERAGENCY PROCESS ACTION TEAM (IPT) LOOKING AT OVERALL INTRANSIT TRACKING PROGRAM

• DRMS

– STRESSED THAT PILFERABLE/SENSITIVE ITEMS MAY NOT BE PLACED IN BATCHLOTS - OCT AND DEC 98

• ADDED AS REVIEW ITEM ON COMPLIANCE ASSISTANCE VISITS

– SUBSEQUENTLY RECEIVED WAIVER AND PUBLISHED GUIDANCE TO ALLOW DRMO DETERMINATION OF PILFERABILITY BASED ON CONDITION/AGE/COST -JAN 99

– PROVIDES CUSTOMER ASSISTANCE AS NEEDED

Page 11: DRMS STUDY PERIOD #13 INTRANSIT CONTROL SYSTEM

INITIATIVES• SHORT TERM FIX - ICS EDITS

– Change edits so that the comparisons are done on the FSC vs the NSN, thus eliminating the LSN mismatches

– Change follow-up time frames to allow more processing time for backlogs; i.e. first follow-up after 90 days; second follow-up 30 days

– Change edit to generate first follow-up with code 36 (receipt with no AS3), closes transaction with no further processing required

– Edit for quantity discrepancies between receipts and AS3 will be deleted

• SHORT TERM FIX - DAASC EDITS– Reject for

• DoDAAC is invalid• Invalid FSCs• Quantities of zero or blank• Unit price if LSN or blank (get unit price from FLIS for NSN if available)

• LONG TERM FIX– Implement electronic transfer across the board– Utilize tracking system similar to UPS/FEDEX for property movement

Page 12: DRMS STUDY PERIOD #13 INTRANSIT CONTROL SYSTEM

SUMMARY

• RCP AND FUTURE WWW INTERACTIVE CAPABILITIES REPLACE DISPOSAL PORTION OF INTRANSIT CONTROL

• DOD POLICY CHANGED TO ALLOW DRMOs TO DETERMINE PILFERABILITY OF COMMON USE ITEMS FOR BATCHLOTTING PURPOSES

• PURSUE GENERATING ACTIVITY COMPLIANCE

• CONTINUE DRMS EMPHASIS ON PROCEDURAL COMPLIANCE

EXERCISES

EXERCISE 1 (For work groups)

USING: Intransit process, current system

1. List 3 to 5 ways DRMOs can assist in maintainingthe intransit control system.

2. List the reasons no matches occur when the DRMOreceives an item via an XR1/XR3 transaction .

3. What are some reasons a DRMO might not receivean item that has been placed in the in-transit system?

Page 14: DRMS STUDY PERIOD #13 INTRANSIT CONTROL SYSTEM

ANSWERS

Exercise 1 (For work groups)

1. How can each DRMO assist in maintaining the intransit controlsystem?

ANSWER: DRMOs can assist by processing property as timely as possibleand be thorough in completing clear transactions (CLR) input through DAISYto remove items from the intransit system when they are rejected with DRMSForm 917.

2. List the reasons no matches occur when the DRMO receives an itemvia an XR1/XR3) transaction .

ANSWER: Quantity change, alpha character in NCBC location, duplicateDTID, non-usage of the in-transit system, batchlotting , backlogs, no causativeresearch

Page 15: DRMS STUDY PERIOD #13 INTRANSIT CONTROL SYSTEM

3. What are some reasons a DRMO might not receive an item that has beenplaced in the in-transit system?

ANSWER: Batchlotting, changing NSNs to LSNs, and diverting property toother DRMOs.

EXERCISE 2(Preferably done by Individuals)

Using:

Intransit process

1. Where are the policies and procedures for the intransit control system found?

2. Who is responsible for maintaining the intransit control system?

3. What DRMS automation initiative does not use intransit tracking?

4. Is the in-transit system cleared when the DRMO batchlots items?

Page 17: DRMS STUDY PERIOD #13 INTRANSIT CONTROL SYSTEM

5. What DIC transaction transmits excess information to HQ DRMS?

6. What is the name of the DRMO suspense file that contains excessitems generated by the in-transit system?

7. What happens when there is no match between the DRMO receipt(XR1/XR3) and items in the in-transit system?

8. What happens when the generator initiates an excess item fordisposal in the in-transit system and the DRMO does not receive asan XR1/XR3?

Page 18: DRMS STUDY PERIOD #13 INTRANSIT CONTROL SYSTEM

ANSWERS

Exercise 2 (Preferably done by Individuals)

1. Where are the policies and procedures for the in-transit control systemfound?

ANSWER: DoD 4000.25-1-M, MILSTRIP

2. Who is responsible for maintaining the in-transit control system?

ANSWER: DRMS is responsible for maintaining the system, assisting generatorsif manual inputs are required, interrogating the system and providing reports, asrequested, and providing assistance on how to use the system, as needed.

3. What DRMS automation initiative does not use in-transit tracking?

ANSWER: Recycling Control Point (RCP)

Page 19: DRMS STUDY PERIOD #13 INTRANSIT CONTROL SYSTEM

4. Is the in-transit system cleared when the DRMO batchlots items?

ANSWER: NO since batchlot items lose their DTID and NSN visibility asoriginally input by generator.

5. What DIC transaction transmits excess information to HQ DRMS?

ANSWER: DIC AS3

6. What is the name of the DRMO suspense file that contains excess itemsgenerated by the in-transit system?

ANSWER: Pre-positioned Material Receipt (PMR) file on the DRMO’s HP

Page 20: DRMS STUDY PERIOD #13 INTRANSIT CONTROL SYSTEM

7. What happens when there is no match between the DRMO receipt(XR1/XR3) and items in the in-transit system?

ANSWER: If a DRMO receives as an XR1/XR3 and no generatordocumentation is received within 21 days, DRMS will automatically forward afollow-up through the Defense Automated Addressing System (DAAS) to theactivity that turned in the property. If no response to the first follow-up isreceived within 20 days, DRMS will forward a second follow-up. The intransitsystem will also generate follow-ups when there is a quantity variance in theDRMO receipt (XR1/XR3) and the generator documentation (AS3).

8. What happens when the generator initiates an excess item for disposal in theintransit system and the DRMO does not receive as an XR1/XR3?

ANSWER: Within 60 days CONUS and 90 days Overseas, DRMS willautomatically forward a follow-up through DAAS to the activity that turned inthe property. If response to the first follow-up is not received within 20 days,DRMS will forward a second follow-up.
