Dr Richard Barber, MD, RiskIQ Global (Australia)

Dr Richard Barber spent 30 years in Defence logistics

and major projects, before completing his PhD into risk

management in complex projects. He is now regarded as a

leading practitioner of applied systems thinking methods for

ensuring high performance in complex organisations.

Deb Hein, CEO, International Centre for Complex Project Management

Deb has a background in commercial management,

contracting and procurement, project and program

management of capital acquisitions. Through her career, she

has worked on complex projects in the public sector. She is

involved in providing advice to government agencies and the

Cabinet on program implementation in Defence and National

Security.

Understanding Regulation through behavioural economics

While regulation has always been about influencing behaviour, the deliberate application of behavioural economics in this space is relatively new. Behavioural economics studies the effects of psychological, social, cognitive, and emotional factors on the choices made by individuals and organisations. This workshop is for policy professionals who are unfamiliar with behavioural economics and how to use it effectively in a public policy context. This workshop will:

Introduce you to the fundamental principles andtools of behavioural economics

Present policy case studies of how they have beenapplied in practice

Provide you with a new approach and tools toapproach regulatory reform

Show how these approaches and tools can makeregulation more effective and/or less costly

Give you an opportunity to work through pressingregulatory issues facing your agency

Dr Mike Pottenger, Senior Economist, Department of Competition & Efficiency Commission

Dr Mike Pottenger is a senior economist in the Department

of Competition & Efficiency Commission. Dr Pottenger has

a background in political science, economics, history and

finance, with a PhD examining the international political

economy of corruption and organised crime. Having

previously held a lecturing and teaching position at the

University of Melbourne, Mike is now a senior economist

within the Regulation Review team. This is an exclusive

workshop run by the Department of Competition & Efficiency Commission.
