assuring provision of education
Umalusi Replaces former SAFCERT To quality assure the GET and
FET assessment processes for certification
To ensure same standard of assessment across different examining bodies
Moderation policy for WCED Province has to quality assure
assessment of learners for progression, promotion or qualifications
Main functions of moderation system Verify that assessment is: Fair Valid Reliable Consistent Practicable
To ensure that learners within same LA/Subject are treated equitably
Validate authenticity of learners work
To identify the need to redesign the assessment
To provide for an appeal procedure for learners
To provide support, advice and guidance to assessors

Types of moderation
INTERNAL To ensure school based
assessment is consistent, accurate and well designed
EXTERNAL To validate school based
assessment
Functions of Internal moderation Verify assessment is fair Ensure learners in same subject in
different classes are treated equitably
Validate authenticity Ensure school-based assessment
is continuous
Criteria for internal moderation Assessment and moderation
criteria for each subject All educators in subject are
involved
Functions of external moderation To verify assessment is fair across

but in different schools are treated equitably

Moderation sample
Generally a 10% sample (Up to 15%)
Cluster moderation
Educators come together with Educator- and Learner assessment Evidence files
Moderation is based on group evaluation and discussion
On a consensus basis or a weighted system of scoring
Cluster meetings conducted by senior education specialist
Head Office will set official clusters Regular meeting during year to
discuss details regarding procedures in the subject
External face moderation Practical work All candidates in Dramatic Arts
Adjustment of marks
After scrutiny and discussion: If average difference between
marks allocated by the school and by the moderation panel is greater than 10% Then:
the marks of all candidates are adjusted up or down according to the average difference
Irregularities
Candidates who fail to hand in work
School to inform parents Work still not submitted give
‘incomplete’ - indicate that follow up action was taken
Keep record of interventions in Educator File
If candidate does not hand in any SBA give “incomplete”
Candidate can re-enter the following year
If learner hands in work not worth marks give ZERO
No SBA, for medical reasons, mark absent,SBA calculated out of lower mark
SBA appeal

Internal and developmental moderation should have ensured a degree of standardisation
Head Office must provide dates & venues for Dramatic Arts
At least one educator per school 15% of schools total sample (5% if
there are queries) If there are less than 12 learners per
school, then ALL the files
Full set of educator files Mark schedules Group assessment takes place Consensus decision about marks Each educator file to be studied by
at least three educators
