1 EXECUTIVE SUMMARY

The ENV Consulting Engineers (ENV) has been commissioned by Santon Group

Developments Ltd to provide a Drainage Assessment on the site at the site at Davidsons

Mains, Edinburgh. The site-specific address is the land at 43 Main Street, to the west of 45

and 45A Main Street, to the rear of 45a MainStreet, and the rear of Tesco Metro at 36 Cramond

Road South. The site covers some 0.448ha.

The report is in relation to proposed residential development consisting of three blocks of flats

and a cottage with associated infrastructure and car parking.

This document acts as factual information on the findings of site survey works and aims to

collect and review available records. This document also aims to comment or otherwise on

the possible accuracy. It is the basis for background information to support the detailed design

and appraisal report which is presented under separate cover.

Records indicate that two sewers are located across the site, a 750mm concrete culvert for

stormwater and a 300mm cast iron foul water line. Both start roughly south-west of the site

near the roundabout connect Cramond Road and Main Street. The lines enter the site from

the west boundary, turn and exit out of the site’s northern boundary before crossing the old

railway line and into the Silverknowes residential area.

A CCTV survey was attempted to check historic records and coordinated services in line with

the topographical survey. This proved to be relatively unsuccessful given the unknown

features that could not be located at ground surface. However, the CCTV did confirm the

presence and condition of the noted foul and surface lines.

In trying to correlate the on-site information and existing records this has identified some

discrepancies that will require further work to confirm.

For the purposes of the PPP and initial appraisal the published information is recommended

for use until such times as the coordination can be completed.

The Executive Summary contains an overview of key findings and conclusions. However, no

reliance should be placed on the Executive Summary until the whole of the report has been

read. Other sections of the report may contain information which put into context the findings

noted within the Executive Summary.

2 INTRODUCTION

2.1 Brief

The ENV Consulting Engineers (ENV) have been commissioned by Santon Group

Developments Ltd to produce Drainage Assessment. Santon Group Developments Ltd

propose to develop the site as a residential development comprising of three blocks of

flats, a cottage flat design and associate infrastructure. The report is required to assist

with the drainage design and provide base information for the overall Drainage strategy

report, under separate cover.

A site development plan is included in Appendix B, Notably Architects drawing S4715-

PL-002.

2.2 Report Objectives

The objectives of this report are to:

• Review available information and determine their accuracy with comparison of

onsite findings.

• Produce an updated existing drainage drawing.

• Provide recommendations for further works if necessary.

2.3 Previous Reports

The following sources of information were used during the preparation of this report. A

A walkover was undertaken by ENV on 17/01/2020. The site walkover was carried out

to survey existing visible manholes and pipes. Two other visits were undertaken to open

manholes and dip invert levels, these are discussed later in the report.

3 SITE CONTEXT

3.1 Site Description

3.1.1 Site Location

The site comprises of land at 43 Main Street, to the west of 45 & 45A Main Street, to the

rear of 45a Main Street, and the rear of Tesco Metro at 36 Crammond Road South in

the Davidson Mains Area of Edinburgh. A site location plan is included in Appendix A.

3.1.2 Site Features

Historically the site has been used as a car repair garage, a public house and more

recently an existing section of the Tesco Metro’s car park.

The site is bound to the north by open space, which is a disused railway line linking

Cramond Road South to Silverknowes with existing residential dwelling further beyond

it. To the east exists a mix of uses including residential homes and a public house with

other facilities beyond. On the site’s southern boundary exists Main Street with a mix of

residential and commercial units. To the west, the site is bound by a derelict building

and associated car parking which was previously the Clydesdale Bank, with residential

homes and a public house beyond.

3.1.3 Services

Surface water and foul water drainage will be the focus. Other services have not been

considered as part of this report.

3.1.4 Proposed Development.

The proposals for the site comprise flatted residential properties, circa 36 nos. A site

plan is shown in Appendix B.

4 DRAINAGE RECORDS

4.1 Scottish Water Records

Scottish Water Records indicate two distinct lines running through the site. The Scottish

Water record can be seen in Appendix C.

4.1.1 750mm Culvert

Records indicate a 750mm surface water culvert starts behind the bank (currently a

Costa Coffee and outwith the site) and runs from south-west. It then enters through the

middle of the site, deviates north and exits through the site’s northern boundary. The

records indicate this follows the wall of the existing Tesco Metro’s car park.

4.1.2 300mm Foul Water Line

The second line – a 300mm diameter pipe running from the south-west cutting across

the site into the garden of an existing residential dwelling before turning north and cutting

through the site again. No manholes are recorded as being within the site boundary –

however, two are noted as being just outside the boundary.

4.2 City of Edinburgh Council Records

The City of Edinburgh Council municipal records reviewed, dated the late 1930s to the

late 1950s, feature the 300mm server line. The City of Edinburgh municipal records can

be found in Appendix C.

4.2.1 750mm Culvert

The 750mm culvert is not found on the municipal records review. However, record for

the past construction of the store note surface water discharging into a nearby

watercourse.

4.2.2 300mm Foul Water Line

The 300mm foul line is seen entering the back-garden area of residential homes on ‘The

Green’. One manhole is recorded within the garden area. The line continues north

across the site area, across the old railway and joins onto a manhole just off

Silverknowes Terrace.

5 Site Works

To assess site conditions a CCTV survey was commissioned with the intention to tie in

with a walkover and intrusive survey. The aim was to link published data with CCTV and

actual positioning per the topographical survey.

5.1 Site Inspection

An ENV Engineer completed an initial site walkover on Friday 17th January 2020. After

a lengthy review, a CCTV survey was undertaken during late February to early March

2020 in conjunction with another intrusive survey.

Appendix C contains the condition report and the mark up drawing on the Scottish Water

records.

5.1.1 650mm/750mm Culvert

Two of a recorded five manholes were located with only one of these being located

within the site boundary. MH1A to MH3 were noted on the drainage overview drawing,

albeit MH1, MH3 and MH6 could not be physically located. These were suspected of

being developed over with soft landscaping. See Appendix C for the drainage overview

drawing.

It was recorded the pipe section changed along the line. MH1A to 2, the section was

650 concrete pipe and from MH2 downstream the section was a 750mm rectangular

concrete section.

Condition was noted as reasonable.

5.1.2 300mm Foul Water MH1A

Records show three manholes along the section of sewer. As the line enters and then

exits the site before entering and exiting again. None of the manholes are within the site

area. MH4 and MH5 could not be located but MH6 on Silverknowes Terrace was located.

In addition to this, an unrecorded manhole was found just outside the site’s southwestern

boundary. The pipe was 300mm in diameter and located on the recorded foul water lines

route.

Condition was noted as reasonable.

5.2 Manhole Examination

During the manhole survey, an ENV engineer attempted to open and measure the invert

level of each position. Some of the manholes either couldn’t be located or open due to

damage.

5.2.1 Manhole 1

Manhole 1 was not recorded on any of the records but was visually located during a

CCTV survey undertaken by others. Situated just outside the site boundary within the

car park area of Tesco Metro.

The manhole could not be located on the surface and is suspected of being below an

existing soft landscaped area. Attempts to unearth it were made but were unproductive.

5.2.2 Manhole 1A

Manhole 1A was indicated on the Scottish Water recorded as being the start of the

750mm diameter culvert location behind a bank (currently a Costa Coffee) just off

Cramond Road. The manhole was located as per the records.

The 750mm culvert was located below the manhole with an invert level of 2.45m from

ground level. The flow of water was also confirmed to be roughly south-west to north-

east.

5.2.3 Manhole 2

Manhole 2 is suggested within the centre of the development site area and possibly to be

the most northernly manhole of the group of three. This is currently part of the Tesco

Metro’s car park. CCTV survey works carried out by others indicated the invert level of

this being 2.80m below existing ground level. ENV was unable to open the manhole to

confirm independently. This was likely due to damage to the manhole from repeat vehicle

traffic.

Caution is noted in respect of these comments as this could be an interceptor feature

which could not be confirmed.

5.2.4 Manhole 3

Manhole 3 is recorded as being located north of the site in between the old railway track

and the fence line of the existing residential dwelling. An ENV engineer managed to

secure access through the residential home but could not locate the manhole due to

heavily overgrown and wooden area. Clearance works would be required to locate the

manhole.

5.2.5 Manhole 4

Manhole 4 is recorded as being located within the back-garden area of a residential home

of “The Green” just outside the site area. It is part of the 300mm diameter foul line. Access

to the back garden was secure by an ENV engineer but the manhole could not be located.

5.2.6 Manhole 4A

There was no record of manhole 4A, however, it was noticed during the initial site

walkover. Located at the back car-parking area of the old Clydesdale bank off Main Street,

it is located on top of the 300mm foul line’s route. The manhole was lifted and a 300mm

pipe located. The invert level was recorded as being 1.80m from existing ground level.

However, the orientation of the pipe was a south-west to north-east direction and may

indicate that this is an offshoot pipe connecting the bank to the foul line. Water within the

pipe indicated a south-east to north-west flow.

5.2.7 Manhole 5

Manhole 5 is recorded as being located adjacent to manhole 3 with the overgrown area

north of the site. The manhole could not be located.

5.2.8 Manhole 6

Manhole 6 was located at the east end of Silverknowes Terrace with a soft landscape

area that joins to Silverknowes Drive. The cover confirms that it was a foul water line but

could not be opened by the ENV Engineer.

6 CONCLUSIONS AND FURTHER WORK

6.1 Conclusions

Records indicate that two sewers are located across the site, a 750mm culvert for stormwater

and a 300mm foul water line. Both start roughly south-west of the site near the roundabout

connecting Cramond Road and Main Street. The lines enter the site from the west boundary,

turn and exit out of the site’s northern boundary before crossing the old railway line and into

the Silverknowes residential area.

Private drainage systems are also known to some degree to exist within the site. However,

these are mainly considered local to the carpark area.

6.1.1 650/750mm Culvert

Two manholes were located and inspected where possible. Two further manholes could not

be located but are believed to exist below soft landscaping and an overgrown area. It is

possible that manhole 1 used to exist but was developed over. This would explain its absence

from the Scottish Water records. The route of the line is believed to be in line with the Scottish

Water records, flowing from south-west to north east.

6.1.2 300mm Foul Water Line

Only one of the recorded manholes could be located, MH6. This was confirmed to be in the

correct location. MH4 could not be located and an unrecorded MH4A was located behind the

old Clydesdale bank. This could be a newer manhole that was built after the Scottish Water

records were last updated or perhaps more likely, an offshoot from the bank to the foul water

line.

6.2 Further Work

The findings of the site work have not conclusively proved the location of the existing lines and

are to some degree in contradiction with available records. Further works will be needed to

accurately conclude this exercise. These will take the form of isotope and more extensive

CCTV surveys as well as surface tracking. This should be undertaken to confirm the routes of

both pipes.

Considering the development layout, the existing sewer lines are seen to clash with proposed

structures. These will need diversions designs.

All the manholes noted on the topographic survey should be opened and examined via CCTV.

STUDY LIMITATIONS

1. The study conducted, and this report has been prepared for the sole use and reliance of the

client and their advisors. The report shall not be relied upon or transferred to any other parties without written authorisation from ENV Consulting Engineers. If any unauthorised third party comes into possession of this report, they rely upon it at their own risk and the authors owe them no duty of care and skill.

2. The opinions and advice set out in this report relates specifically to the dated site and proposed

development as detailed herein at that time. They should not be transferred to other sites or to alternative schemes without prior consultation with ENV Consulting Engineers.

3. The findings and opinions conveyed herein are based on information obtained from external

sources as detailed in the report and which ENV Consulting Engineers believes are reliable. Nevertheless, ENV Consulting Engineers cannot guarantee the reliability of such information.
