1.0 INTRODUCTION & PROJECT DESCRIPTION:
The site is located at Plot bearing CTS No. 19/2, 19/3(pt.), 19/4, 19/5(pt.), 19/6, 19/8(pt.), 19/10 & 19/11, 3/B,
3B-1, 3/C, 3/D, 3/E & 3/F of Village Mulund, Near Veena Nagar, Off L.B.S. Marg, Mulund(West), Mumbai–
400 080.
The site under reference falls within the limits of Municipal Corporation of Greater Mumbai. The project
under reference is proposed under DCR 33(14). The proposed development comprises of residential
development with amenities like School. The region has mixed land use pattern comprising of mixed use
development.
This project has received prior environmental clearance from MoEF, New Delhi dated 8th June 2006. As there
is certain amendment in planning; proponents have reapplied for revalidation and amendment in
environmental clearance.
As per the Environment Impact Assessment (EIA) Notification dated 14th September 2006 as amended, the
proposed project falls under 'Category B1' with activity number '8', which require preparation of EIA
Report.
The EIA Report addresses the environmental impacts of the project and proposes the mitigation measures for
the same. The EIA Report is prepared based on the model Terms of References (TOR) given in
Environmental Impact Assessment Guidance Manual for building construction, townships and area development projects by Ministry of Environment and Forest for construction projects.

As this project has already received environmental clearance while preparation of EIA report we have taken a
review of the conditions mentioned in the same which are stipulated during construction phase.
Description of the project site, geology, topography, climate, transport and connectivity, demographic aspects,
socio-economic aspects shall be detailed out.

• Project details (Previous and amended)
• Site planning
• Water Requirement and its source, waste water generation, solid waste generation, debris and
excavation soil management, power requirement, other utilities for amended proposal shall be detailed
out
• Status of environmental amenities
• Submission of six monthly reports to Regional office, MoEF for compliance of conditions in
Environmental Clearance
Environmental liabilities like energy conservation, green belt development, indoor air environment, waste
water treatment and reuse, rain water harvesting, solid and hazardous waste management, energy conservation,
drainage pattern of the surrounding area shall be explained, runoff from the project site shall be calculated and
capacities of the internal and external municipal storm water drains shall be studied. Municipal sewer line in
the surrounding area of the project site shall be ascertained with respect to their capacities to take the load of
excess treated sewage from the amended project.
Conceptual Planning:
• Contour map and drainage pattern of project site and surrounding area shall be studied
• Description of the project site, geology, topography, climate, transport and connectivity, demographic
aspects, socio, cultural and economic aspects shall be detailed out
• Water Requirement for the project and its source, waste water generation, solid waste generation, power
requirement, other utilities, type of building material to be used shall be detailed out
• Detailed layout plan of project development, communication facilities, access/approach roads,
landscape, sewage disposal facilities, solid waste segregation and treatment facilities etc. shall be
studied
Essential Top sheets / Maps:
A map of the study area 500 meters from the boundary of the project area, delineating the major topographical
features such as land use, drainage and locations of habitats, major constructions including roads, railways,
pipelines, metro railway and industries if any in the area shall be reported in EIA.
Land use map of the study area of radius 15 km using Remote Sensing and GIS shall be mentioned in EIA
2.0 DESCRIPTION OF THE ENVIRONMENT:
In order to get an idea about the existing state of the environment, various environmental attributes such as
meteorology, air quality, soil quality, noise level, ecology and socio -economic environment shall be studied
/monitored.
The methodology for conducting the baseline environmental survey considered shall be as per the guidelines
given in the Environmental Impact Assessment Guidance Manual for building construction projects. Baseline
data with respect to air quality, noise level and soil quality in the study area shall be collected by conducting
primary sampling / field studies shall be studied and incorporated in EIA. During environmental monitoring of
the project site and surrounding area surface water bodies were identified.

Study Area: The study shall include detailed characterization of existing status of environment in an area of 15 km radius
around the project site while Environmental monitoring especially for ambient air quality shall be monitored
within 500 mt. radius as this is a construction project.
Map of the study area clearly delineating the location of various monitoring stations (air/water/soil and noise)
superimposed with location of habitats shall be shown. Primary data shall be collected for one season except
rainy season. Monitoring of the parameters shall be carried out within the study area.

Environmental data shall be considered for:

• Biological Environment (Flora & Fauna)
• Socio-economic environment (Demographic profile, Occupational structure, Educational
facilities, Health care facilities, literacy status, etc.)
• Traffic Survey and Impacts
2.1 Land Environment
The first feature which influences the development of a new project is the existing land use pattern of the
neighborhood of the project. Study of land use pattern employing remote sensing techniques and ground truth
and also through secondary data sources shall be studied. Soil analysis of the selected locations in the study
area shall be carried out.
Solid wastes generation & management shall be categorized into two phases i.e. during construction & during
operation phases. Details for the following types of wastes shall be given:

• Debris and Construction waste
• Municipal waste, i.e., biodegradable and non- biodegradable waste
• Hazardous waste (Mainly during construction phase)
• E-waste
• STP sludge
2.2 Water Environment
• No source of surface water was observed within the project site boundary and within 500 m radius from
project site
• Water requirement during construction and operation phase shall be quantified and their source shall be
identified
• Scheme for rainwater harvesting shall be prepared as per the hydro-geological report of the project site
• Water saving practices shall be suggested to reduce the fresh water demand
• Quantity of sewage shall be estimated. Treatment scheme for sewage shall be framed and maximum reuse
of treated sewage shall be suggested.
2.3 Air Environment
Climatological data shall be obtained from India Meteorological Department (IMD) station i.e. Mumbai for
one year. Micro meteorological data consisting of wind speed, wind direction, temperature, humidity, rainfall
(peak and average daily rainfall) and wind rose patterns shall be reported in EIA.
One season baseline data for ambient air parameters namely PM10, PM2.5, Oxides of Sulphur, Oxides of
Nitrogen and CO at project site and in an area extending 500 meters radius from the boundary of project site
shall be reported in EIA.
Baseline data of noise at the project site and the areas extending 500 meters radius from the boundary of
project site shall be ascertained. Hourly reading for 24 hours at each location shall be monitored. Equivalent
Noise levels in dB (A) for day and night time shall be reported in EIA.
2.4 Biological Environment
As per guidelines of MoEF for Environmental Impact Assessment, pertaining to construction projects, total
study area shall be up to 15 km radius from the project site, of which primary data shall be collected from the
area up to 500 m radius and remaining area up to 14.5 km shall be represented by secondary data. The data up
to 500 m radius will be generated with reference to topography, land use, vegetation pattern, flora, fauna etc.
2.5 Socio Economic Environment
Demographic details of Mumbai as per Census shall be reported in the EIA. Following attributes for baseline
socio-economic status of the study area shall be studied and reported in EIA.
• Demographic Features and Infrastructure
• Decadal Growth Rate
• Settlement Pattern and Growth of Mumbai
• Population
• Literacy
• Education Facilities
• Historical, religious and tourist centers
2.6 Traffic Survey and Impacts
Detailed site plan showing buildings, roads, and open spaces, confirming the hierarchy of roads shall be
reported in EIA. Impact of increased vehicle traffic and requirements for access improvements on roads in the
site development area as a result of the development, considering other existing and planned developments

and operations in the region including measures to reduce traffic and enhance vehicle safety on external roads
shall be studied.
3.0 ANTICIPATED ENVIRONMENTAL IMPACTS AND MITIGATION MEASURES:
The anticipated negative and positive impacts on the land, water, air, ecological and socioeconomic
environment during the construction and operation phase shall be predicted. Impact identification for this
project shall be done by using Delphi Technique. Mitigation measures shall be suggested to reduce adverse
impacts due to the development.
Best environmental practices, conservation of natural resources, environmental management plan,
environmental monitoring programme including budgeting for the expenditure proposed, corpus funding for
long term maintenance of environmental management facilities in future shall be suggested.
4.0 ENVIRONMENTAL MONITORING PROGRAM:
Environmental Monitoring Program shall include:
• Frequency, location, parameters of monitoring
• Summary matrix of environmental monitoring, during construction and operation stage
• Requirement of monitoring facilities
• Compilation and analysis of data and reporting system
5.0 ADDITIONAL STUDIES:
Risk Assessment Studies for the construction and operation phase, the safety precautions to be taken during
construction phase and the Disaster Management Plan and Emergency Preparedness Plan Onsite and Offsite
shall be studied and also be incorporated in EIA report.
6.0 PROJECT BENEFITS:
Details about the improvements in physical infrastructure, social infrastructure, employment potential and
other benefits that are accrued shall be incorporated. Employment potential of this project during construction
and operation phases shall be evaluated.
7.0 ENVIRONMENTAL MANAGEMENT PLAN:
Adequate environmental management measures will be incorporated during the entire planning, construction
and operating stages of the project to minimize any adverse environmental impact and assure sustainable
development of the area. The EMP’s shall include the following elements:
• Air Pollution Control and Management
• Noise Control and Management
• Water Conservation
• Sewage Treatment and Operation and Maintenance
• Storm water management
• Solid, Hazardous and E Waste Management
• Energy Conservation and use of Non conventional energy
• Traffic Management
• Plantation, Landscaping and Land Management
• Management of Social Issues Occupational, Safety and Health issues
• Environmental Monitoring
• Emergency Response Plans for emergency scenarios
• Environmental Management System
For the effective and consistent functioning, an Environmental Management System (EMS) will be established
at the site. The following components will be part of the EMS:
• Environmental Policy

• Emergency Planning
• Environmental Monitoring Program
• Operation and Maintenance of Environmental Management Facilities like STP, rain water
Harvesting, solar systems, landscape development, solid waste management system

• Submission of six monthly reports to Regional office, MoEF for compliance of conditions in
Environmental Clearance

1 LAND ENVIRONMENT [Attach panoramic view of the project site and the vicinity]
1.1 Will the existing land use get significantly altered from the project that is not consistent with the

Land Use Pattern:
The project is at plot bearing CTS. No. 19/2, 19/3(pt.), 19/4, 19/5(pt.), 19/6, 19/8(pt.), 19/10 & 19/11, 3/B, 3B-1, 3/C, 3/D, 3/E & 3/F of Village Mulund, Near Veena Nagar, Off L.B.S. Marg, Mulund(West),
Mumbai– 400 080. The nearest railway station is Mulund (central) Railway Station.
We have received the Environment Clearance from The Ministry of Environment and Forest (MoEF),
Government of India, under No. 21-65/2006-IA.III dated 8th June 2006. Accordingly we have started the
construction work on the said property and have sold the flats and created third party rights with respect
to the subject property.
Later on private forest issue come-up and project was held up. We therefore had filed a Writ Petition in
the Hon’ble Bombay High Court for the reliefs. But unfortunately, the outcome was not in our favour. We
therefore have approached to the Hon’ble Supreme Court of India for justice and case hearing was
continued between year 2008 to 2014. Fortunately on 30/01/2014, the Hon’ble Supreme Court has cleared
the private forest matter. Later on again the State Government of Maharashtra has filled the Review
Petition against the said Order. But recently as per the newspaper articles dated 11/09/2014, we
understand that the State Government has withdrawn the Review Petition considering the interest of
larger people and thus private forest issue is now finally close.
Total constructed work on site till date (FSI+ Non FSI): 67, 370.68 sq.mt.
Now we have reapplied for revalidation and amendment in environmental clearance.
Agriculture / Livestock: There is no agricultural activity in the vicinity of the proposed area.

The total quantities of solid waste that will be generated in the project will be 8308 kg/day. Out of which
2624 kg/day will be non-biodegradable and 5684 kg/day will be biodegradable.
The project proponents have proposed provision for segregation and collection of biodegradable & non-
biodegradable waste within the premises. Biodegradable waste will be treated by organic Waste
Composters (OWCs) and the non-biodegradable waste will be handed over to MCGM. Dried sludge from
STP will be used as manure within the premises for plants.

Power consumption shall be reduced by using energy saving practices. Impact on air quality shall be
reduced by plantation of trees on green cover area. This project will generate employment during
construction phase and there by shall have positive impact on socio economy.

Design Basis of Treatment plant – RMBR (Rotating Media Bio Reactor)
� Introduction
• The system planned is an extremely compact modular one based on the Rotating Media Bioreactor
and a lamella settler followed by tertiary treatment. The RMBR due to low rotational speeds has an
extremely low wear and tear rate and requires negligible maintenance inputs.
� Description of Treatment Facility
• The treatment plant is based on the rotating media aerobic attached growth process i.e. The Rotating
Media Bioreactor (RMBR) which is the heart of the system.
• Screened wastewater is pumped to the Rotating Media Bioreactor (RMBR). The RMBR brings about
an intimate contact between the substrate in the wastewater and the active biomass in the presence of air. Here, organic matter in the wastewater comes into intimate contact with a very large area of
biofilm residing on polypropylene media placed in a drum. The media has a very high specific surface,
typically 500 sq. metres per cubic meter of drum volume.
• The pack of disks is gently rotated in a tank up to 40% submergence and at a very low speed, typically
2-3 rpm. Thus the biofilm comes into contact with the wastewater and the atmospheric oxygen
alternately thus ensuring a rich aerobic environment. As the film grows in thickness it sloughs off and
a new film takes its place.

• Substrate is biochemically oxidized to simple inorganic products like carbon dioxide and water. It may
be stated here that the RMBR is based on identical biochemistry as the activated sludge process and
the only differences being the method of supporting the microbes and the oxygen supply mechanism.
• As in case of the aeration tank, the microbial concentration (measured as Mixed Liquor Volatile
Suspended Solids or MLVSS) in the tank is limited to a range of 2000-3500 ppm, the aeration tank needs to have a large volume to accommodate the requisite microbial mass. Again, the entire contents
of the aeration tank need to be kept well mixed thereby requiring a high input of power, typically 20-
30 HP per 1000 cum of aeration tank volume.
• In case of the RMBR, the microbial mass adheres as a film (similar to the trickling filter process) to
the support media. As the area of the media is very large, a huge mass of microbial film can be
supported on the media. Thus, a significantly larger (5-10 times) of biomass can be supported per unit
volume of reactor compared to the activated sludge process.
• Further, in order to aerate the microbial film, all that is needed is a gentle rotation of the media at 40%
submergence so that 40% of the time of a single rotation provides a pickup of the effluent and 60% of
the time in a rotation is for diffusion of atmospheric oxygen through the thin film of effluent into the
biofilm. This requires far less energy in comparison with the conventional aeration system.
• The RMBR is thus an eco friendly process due to its lower energy consumption and complete absence
of contaminated aerosol generation. In a residential environment, the microbial contaminated aerosols
and foam generation by vigorous aeration is highly undesirable and hence the activated sludge process
is not suitable for maintaining a clean air environment. The RMBR is a far superior process as it is far
more eco friendly.
• Wastewater then flows into a secondary lamella settler in which the insoluble’s are separated from the
liquid. The lamella settler is based on the widely used principle of shallow depth sedimentation using
lamella modules inclined at 60 degrees with the horizontal. Extremely efficient sedimentation takes
place due to a shallow settling depth of the order of 60 mm. Sludge settles on the corrugated lamella
plates and slides down into the hopper below while the clarified liquid flows upwards. Sludge formed
in the lamella settler has a better solids consistency than that obtained in conventional sedimentation
tanks.
• Clear effluent flows into a chlorine contact chamber where chlorine is dosed in the form of Sodium
Hypochlorite for disinfection and trace organic destruction. Disinfected
• Ventilation will be provided as provided at 30ACPH.
Features of the design:
• Treated effluent quality : Treated effluent meets the most stringent of standards
• Compact and Elegant: The system is elegantly designed with particular emphasis on compactness,
aesthetics and ergonomics.
• Custom designed geometry: geometry of the unit has been tailored to suit the site geometry. The
system requires far less space than that earmarked for the plant.
• Odour-free environment: The system design ensures an odour-free environment unlike competing
systems.
• Low process power input: less than 30% of that for a conventional activated sludge system.
• Corrosion free materials: The plant is manufactured from Mild steel plates and structurals with resin
epoxy coating on all surfaces for superior protection against corrosion.
• Minimal moving parts: Geared motors, pumps and support bearings for the RMBR constitute the
moving parts requiring lubrication and servicing—the easy accessibility of these makes maintenance
very convenient.
• Modular design :as the design is modular, expandability of the plant is convenient
• Dismantling and relocation: The entire plant can be conveniently shifted to a new location in future.

10 Environment Management Plan
The Environment Management Plan would consist of all mitigation measures for each activity to be
