GENERAL STATEMENT
The Saint Lucia Bureau of Standards was established under the Standards Act (No. 14 of
1990) and started operations on 01 April 1991. A broad-based 15-member Standards Council
directs the affairs of the Bureau.
The Standards Act gives the Bureau the responsibility to develop and promote standards and
codes of practice for products and services for the protection of the health and safety of
consumers and the environment as well as for industrial development in order to promote the
enhancement of the economy of Saint Lucia. The Bureau develops standards through
consultations with relevant interest groups. In accordance with the provisions of the
Standards Act, public comment is invited on all draft standards before they are declared as
Saint Lucia National Standards.
The Bureau also administers the Metrology Act No. 17 of 2000. This legislation gives the
Bureau the responsibility to regulate all weights and measures and to manage and co-ordinate
the metrication of Saint Lucia.
The Bureau operates a Product Certification Scheme applicable to all products for which
national standards exist. If a product satisfies all the requirements for certification, a licence
to carry the Saint Lucia Standard Mark is issued to the manufacturer of the product. The
presence of the mark on a product indicates that the product conforms to all the requirements
of a specific national standard and assures consistent quality (of the product) to the consumer.
The Bureau is a member body of the International Organisation for Standardisation (ISO), an
affiliate member of the International Electrochemical Commission (IEC) and a member of the
CARICOM Regional Organisation for Standards and Quality (CROSQ) and the Pan
American Standards Commission (COPANT). The Bureau is the local agent for several
foreign standards bodies such as the British Standards Institution (BSI) and the ASTM
International (formerly known as the American Society for Testing and Materials). The
Bureau serves as the enquiry point for the World Trade Organisation (WTO) on matters
pertaining to the Technical Barriers to Trade (TBT) Agreement. The Bureau also serves as
the National CODEX Alimentarius enquiry point with responsibility for coordinating national
positions on CODEX matters.
In accordance with good practice for the adoption and application of standards, Saint Lucia
National Standards are subject to review every five years. Suggestions for improvements are
always welcomed at any time after publication of the standard.

National foreword
This National Standard is an identical adoption of ISO 21500: 2012. This is a newly adopted
national specification adopted by the Standards Council on.....
This National Standard can help individuals involved in projects to improve the success of a
wide variety of project types. The standard can be used by public, private or community
organizations to increase efficiency and maximize the effect of investments.
This National Standard provides guidance on concepts and processes of project management
that are important for, and have impact on, the performance of projects.
The target readership for this National Standard is the following:
a) senior managers and project sponsors, in order to provide them with a better
understanding of the principles and practice of project management and to help them
give appropriate support and guidance to their project managers, project management
teams and project teams;
b) project managers, project management teams and project team members, so that they
have a common basis upon which to compare their project standards and practices
with those of others;
c) developers of national or organizational standards, for use in developing project
management standards, which are consistent at a core level with those of others.
Within the text of this National Standard, the following editorial changes have been made:
a) the term "International Standard" is replaced with "National Standard";
b) a national informative annex has been included giving guidance.
Annex A and B are informative annexes that provide further clarification of text within
standard and does not form part of standard requirements.

1 Scope
This national standard provides guidance for project management and can be used by any
type of organization, including public, private or community organizations, and for any type
of project, irrespective of complexity, size or duration.
This national standard provides high-level description of concepts and processes that are
considered to form good practice in project management. Projects are placed in the context of
programmes and project portfolios; however, this national standard does not provide detailed

guidance on the management of programmes and project portfolios. Topics pertaining to
general management are addressed only within the context of project management.
2 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
2.1 activity
identified component of work within a schedule that is required to be undertaken to complete
a project
2.2 application area
category of projects that generally have a common focus related to a product, customer or
sector
2.3 baseline
reference basis for comparison against which project performance is monitored and
controlled
2.4 change request
documentation that defines a proposed alteration to the project
2.5 configuration management
application of procedures to control, correlate and maintain documentation, specifications and
physical attributes
2.6 control
comparison of actual performance with planned performance, analyzing variances and taking
appropriate corrective and preventive action as needed
2.7 corrective action
direction and activity for modifying the performance of work to bring performance in line
with the plan
2.8 critical path
sequence of activities that determine the earliest possible completion date for the project or
phase
2.9 lag
attribute applied to a logical relationship to delay the start or end of an activity
2.10 lead
attribute applied to a logical relationship to advance the start or end of an activity
2.11 preventive action
direction and activity for modifying the work, in order to avoid or reduce potential deviations
in performance from the plan
2.12 project life cycle
defined set of phases from the start to the end of the project

2.13 risk register
record of identified risks, including results of analysis and planned responses
2.14 stakeholder
person, group or organization that has interests in, or can affect, be affected by, or perceive
itself to be affected by, any aspect of the project
2.15 tender
document in the form of an offer or statement of bid to supply a product, service or result,
usually in response to an invitation or request
2.16 work breakdown structure dictionary
document that describes each component in the work breakdown structure
