I. The Strategic Plan, 2018-2021 results architecture

1. The Strategic Plan describes the results to be achieved by UNICEF by 2021 in the

context of the 2030 Agenda (the WHAT). It also describes the groups of children who will

be reached in diverse contexts (the WHO); the change strategies necessary for the

achievement of results (the HOW); and the internal factors that support the change strategies

and the achievement of results (the ENABLERS). See the figure below.

2. In accordance with the road map guiding the preparation of the Strategic Plan, the

complete set of data on baselines, milestones and targets will be presented for consideration

by the Executive Board at the 2017 Second Regular Session. The partial presentation of data

on baselines, milestones and targets in this draft document is due to ongoing data-collection

processes at the country level.

II. Features of the results framework

3. Several factors have shaped the development of the results framework. These include

the following:

1. UNICEF contribution to the 2030 Agenda for Sustainable

Development

4. The UNICEF vision of realizing the rights of every child, especially the most

disadvantaged, and its accountability for results, are articulated through 25 results areas and

five Goal Areas that contribute to the Sustainable Development Goals.

5. The draft results framework of the UNICEF Strategic Plan, 2018-2021 is harmonized

with those of other United Nations funds and programmes and uses the standard United

Nations Development Group results-based management terminology of impact, outcome and

output to categorize results and indicators.

6. The relevant targets and related indicators of the Sustainable Development Goals to

which UNICEF will contribute are categorized as impact and outcome indicators depending

on whether they relate to the ultimate change in a child’s life (e.g. impact indicators such as

the under-five mortality rate), or whether they reflect equitable changes in services for

children at the national level (outcome indicators). In reporting on the implementation of the

Strategic Plan, UNICEF will focus on Sustainable Development Goal-related indicators only

for the countries where it is making a significant contribution through country programmes,

in support of national priorities. For example, baseline and target data on improving the

school attendance rate for girls and boys relate only to countries where UNICEF is engaged

in education programmes. The full global picture of progress towards the Sustainable

Development Goals and related indicators is presented in The State of the World’s Children

report, not the results framework of the Strategic Plan. Achievement of results at the level of

the Sustainable Development Goals will be due to the combined efforts of Governments, the

private sector, civil society, the United Nations and all other partners.

7. In order to ensure clarity with regard to UNICEF accountability for results in the

Strategic Plan, the organization has formulated its outputs and corresponding indicators based

on whether changes in its theories of change could be attributable to UNICEF. Hence outputs

relate to whether UNICEF could hold itself accountable for delivery of the related results.

8. The consequence of this approach is that the results framework represents a delineation

of results for which UNICEF will be accountable for delivering (outputs) and those to which

it will be making a contribution (outcomes). The approach also allows the output-level results

and indicators to capture the full range of support that UNICEF provides in various country

contexts (including in humanitarian situations), such as direct service provision, capacity

support for systems strengthening, policy processes and normative work, including in support

of child rights monitoring and advocacy, and various types of support related to changes in

social norms. Thus, direct assistance provided by UNICEF that enables millions of out-of-

school children to go to school, though it could be placed at the outcome level, is treated as

an output – that contributes to the outcome indicator on the net school attendance rate and

the impact indicator on the school completion rate.

9. This approach to output formulation is based on a lesson learned from the Strategic Plan,

2014-2017, where it was not always easy to track the various types of contributions that

UNICEF made. The approach also responds to a recommendation of the Evaluability

Assessment of the Strategic Plan on strengthening the design and application of the plan as a

framework that guides the development and implementation of nationally-owned country

programmes, rather than a strict log frame.

10. The criteria applied for the identification of results related to the output level include: a

focus on the UNICEF direct contribution in support of Sustainable Development Goal targets

and indicators, adequate representation of UNICEF value-added in a complex landscape;

adequate level of ambition in the Sustainable Development Goal era; and addressing cross-

cutting themes, including gender equality and humanitarian action.

11. Targets for impact and output indicators are set for 2021 (the end date of the Strategic

Plan) and 2030 (in accordance with the Sustainable Development Goals). The 2030 targets

are derived from the Sustainable Development Goals or related global strategies. The 2021

targets/milestones were derived on the basis of the annual rate of progress required to meet

the global target by 2030, where such numeric targets exist. For indicators with non-numeric

targets, targets were set on the basis of observed achievable increase from available trend

data.

2. Monitoring the implementation of the change strategies

12. The results framework further outlines the change strategies (the HOW) for the

achievement of results under the five Goal Areas. The change strategies are guided by the

quadrennial comprehensive policy review of operational activities for development of the

United Nations system (QCPR). UNICEF delivers change by combining high-quality

programmes at scale, harnessing innovation and collecting evidence, in partnership with

Governments, other United Nations partners, civil society, the private sector, communities

and children. It uses these to leverage wider change nationally and globally through advocacy,

communications and campaigning. UNICEF also builds public support around the world to

volunteer, advocate and mobilize resources for the cause of children, and works with partners

to achieve an even greater impact. Key performance indicators (KPIs) are proposed for

tracking the implementation of the change strategies.

3. Monitoring organizational efficiency and effectiveness

13. Furthermore, guided by the QCPR, the results framework sets out a variety of measures

to improve the internal effectiveness and efficiency of UNICEF (the ENABLERS) as

necessary for the achievement of results related to the UNICEF contribution and the change

strategies. The KPIs in support of the enablers focus on four interconnected elements: (a)

internal governance, as UNICEF continues its transformation into a more transparent and

accountable organization; (b) management, focused on results, efficiency, effectiveness and

collaboration; (c) people, including a workforce that is versatile, diverse, empowered and

mobile across different contexts and sectors; and (d) knowledge and information systems that

contribute to programmatic results or organizational efficiency and effectiveness.

4. Equity

14. The results framework reflects the UNICEF commitment to realizing the rights of all

children, everywhere, and to achieving the vision of the 2030 Agenda, a world where no child

is left behind. Equity considerations are captured in the impact, outcome and output

statements of the results framework where baselines, milestones and targets involve tracking

of progress at disaggregated levels – by sex, age, disability, location (rural/urban, region) and

by countries with protracted crises, where possible, involving 100 per cent of the indicators.

In addition to presenting equity dimensions through disaggregated data, output-level

indicators also include specific results on the reach of UNICEF-supported programmes,

especially those focusing on the most disadvantaged children.

5. Gender equality

15. The results framework reflects the UNICEF result-oriented approach to gender equality,

as encapsulated in the Gender Action Plan, 2014-2017, and currently being consolidated and

amplified in next plan for 2018-2021. Gender equality is prioritized and mainstreamed across

the key elements of the results framework through gender-responsive programming and

results and sex-disaggregated data – to achieve gender-equitable life outcomes for girls and

boys, promote gender-responsive upbringing for boys and girls, and ensure gender-

responsive families, communities and systems.

16. Gender equality results are integrated in each of the five Goal Areas of the Strategic

Plan. They range from quality maternal care, menstrual hygiene management, and nutrition

of women and girls to equitable learning and skills for girls and boys, reducing child marriage,

and gender discriminatory roles and practices. There is also a strong emphasis on addressing

some of the persistent barriers to empowerment of adolescent girls at the community and

systems levels. Data for all child-level indicators are disaggregated by sex, as the data from

national systems allow.

17. Gender equality also features as a key change strategy and enabler. Proposed KPIs are

intended to capture the depth and quality of gender- equitable programming and capacity

development, especially at the country level.

6. Humanitarian action

18. The results framework reflects UNICEF humanitarian action as integrated across the

Goal Areas as well as through the change strategies and enablers. The approach of integrating

indicators specific to humanitarian action in the results framework is consistent with and

supports the UNICEF commitment to strengthening the nexus between humanitarian and

development programming. The impact and outcome indicators are disaggregated to allow a

proxy measure of the evolving situation of children and women affected by humanitarian

crises, and, for measurement reasons, focuses on protracted crises.1 Such disaggregation

would reflect the wider impacts of crises on children. For example, child marriage may

increase in protracted crises in response to insecurity and the loss of parental income. The

output indicators reflect disaggregation of results in humanitarian situations as relevant.

Finally, in some cases, due to challenges in data collection results in humanitarian action are

tracked by proxy indicators. Tracking of progress against change strategies and enablers

includes a few key interventions that are considered critical to the different operating contexts

and modalities for humanitarian action, and the strongest opportunities for linking

humanitarian and development programming.2Some 39.4 per cent of the indicators capture

UNICEF work in humanitarian crisis.

7. United Nations Working Together

19. The results framework includes common outcome indicators to track coordinated

actions by United Nations partners. The results framework also includes indicators on the

five areas of collaborative advantage that have been proposed in the strategic plans of

UNICEF, the United Nations Development Programme (UNDP), the United Nations

Population Fund (UNFPA) and the United Nations Entity for Gender Equality and the

Empowerment of Women (UN-Women): eradicating poverty, advancing gender equality,

addressing climate change, humanitarian-development integration, and strengthening data for

sustainable development.

20. The five areas have been selected based on their relevance to a changing environment,

positive multiplier effects across the Sustainable Development Goals, early experience with

implementation of the 2030 Agenda and shared prioritization across the entities.

21. The shared results will be pursued through United Nations Development Assistance

Frameworks (UNDAFs) or related instruments. The new generation of UNDAFs not only

aligns United Nations country programming to the 2030 Agenda, but also provides a catalyst

for collaboration through several common elements: core programming principles; country

assessment across the humanitarian-development nexus; theory of change with a

corresponding results matrix; outcomes that are captured in country programme documents

and workplans; resource mobilization strategies for joint initiatives; monitoring and

evaluation frameworks; and standard operating procedures.

22. In addition, the results framework includes KPIs (as part of the change strategies and

enablers) in response to the QCPR – ranging from UNICEF actions in relation to

humanitarian-development integration, results-based management, innovation, enhancing

system-wide coherence to diversity in the workplace and several more. Many of the KPIs are

drawn from the draft QCPR Monitoring and Reporting Framework, and are subject to review

when the framework is finalized. UNICEF shares 100 per cent of impact and outcome

indicators with United Nations entities, the World Bank and the International Monetary Fund,

and 38 per cent of the same (impact and outcome) indicators specifically with other funds

and programmes. Twelve indicators related to the change strategies and organizational

effectiveness and efficiency (enablers) are shared with other funds and programmes.
