FOREWORD
Crop protection equipment- Hand operated Knapsack Sprayer -piston type is used for
spraying pesticides on the agriculture crops. In view of the harmful effect of pesticides
safety of operator has been considered by providing instruction manual and safety goggles
and gloves with the sprayer.
In the formulation of IS 3906, considerable assistance has been derived from the pest control
equipment industry and the testing authorities.
This product is manufactured all across the country, however maximum concentration of
this Industry is in the states of Uttar Pradesh & Punjab.
This Product Manual is intended to cover all elements needed for grant of a product
certification licence and its continued operation providing reference material that can be
used in all Regional / Branch Offices and by various applicants / licensees to ensure
coherence of practice and transparency.

PRODUCT DESCRIPTION
SECTION 1.1 DESCRIPTION OF PRODUCT
IS 3906 prescribes material, performance, constructional and other requirements of hand -
operated knapsack sprayer, piston type used for spraying pesticides.
Hand - operated knapsack sprayer, piston type is normally used with an average working
pressure 300 kPa and as per IS 3906 tank capacity of these sprayer are 10, 13 or 16 litre
and tank material is plastic or brass.

SCHEME OF TESTING AND INSPECTION
FOR CERTIFICATION OF
CROP PROTECTION EQUIPMENT-HAND
OPERATED KNAPSACK SPRAYER, PISTON TYPE
ACCORDING TO IS:3906:1995
1.0 LABORATORY – A laboratry shall be maintained which shall be suitably equpped and staffed,
where different tests given in the specification shall be carried out in accordance with the methods
given in the speciifcation.
1.1.All testig apparatus shall be periodically shecked and calibrated and records of such
checks/calibration shall be maintained.
1.0 TEST RECORDS –All records of tests and inspection shall be kept in suitable forms approved by the
Bureau.
2.1 Copies of any records and other connected papers that may be required by the Bureau shall be made
available at any time on request.
2.0 QUALITY CONTROL- It is recommended that as far as possible statistical Quality Control (SQC)
methods may be used for controlling the quaity of the product during production as envisaged in this
Scheme [See IS 397(Part I):1972. IS 397(Part 2):1985 and IS 397(Part 3):1980].
3.1In addition, effort should be made to gradually introduce a Quality Management System in accordance
with the Quality System Modules as per IS/ISO 9001 or IS/ISO 9002 or IS/ISO 9003 as appropriate to
the activities of the organization.
3.0 STANDARD MARK- The Standard Mark as given in Column (1) of the First Schedule of licence
shall be stamped on each sprayer, provided always that each sprayer unit so maked conforms to all the
requirement of the specification.
4.0 MARKING- In addition each Knapsack Sprayer shall carry the following information:
a) Name of he Manufacturer or his recognized trade mark,

c) Batch or serial number which will enable to trace back the date of production from the factory
records; and
d) Licence Number (CM/L…………….)

6.0 PACKING- The material shall be packed as per cl.9.3 of IS 3906:1995.

6.1 A manual givig complete specifcation as per Annex A of IS 3906: 1995 of material of
construction of diferent componants, operational and mintenance instructions, list of the parts and safety
precautions shall be provided with each Knapsack Sprayer.
7.0 CONTROL UNIT- For the purpose of this Scheme. The entire quantity of Hand Operated Kapsack
Sprayers of same tank capacity and same component mayerials produced in one day shall constitute one
control unit.
8.0 LEVELS OF CONTROLS- The anaylsis and tests, as indicated in Table I and at the levels of
control specified therein, shall be carried out on the whole production of the factory which is covered by
this scheme and appropriate records and charts maintained according with paragraph 2 above. All the
production which conforms to the Indian Standards and covered by this licence shall be marked with
Standard Mark.
8.1 Test on individual components shall be carried out at the levels of control specified in Tables
attaced. The components/parts which do not conform to the specification shall not be used for the
assembling of Knapsack Sprayer that will be stamped with the BIS Certification Mark.
9.0 In respect of all other Clauses of t he specification and at all stages fo manufacture, the factory
shall maintain appropriate controls and checks to ensure that their product conforms to the various
requirements of those Causes.
10.0 Raw material Each consignment of raw material for any component part should be accompanied
by 4 test certificate guaranteeing its conformity to clause 4.1 to 4.3 and table 1 of IS 3906:1995.
Alternatively, the manufacturer shall make necessary arrangement for getting samples tested from each
consignment of the raw material received and use it, if found conforming to the above requirement.
10.1 All metallic parts coming to contact with the pesticides should preferably be of the same material
to minimize electrolytic corrosion.
11.0 REJECTIONS- A separate record shall be maintained giving information relating to the rejection of
production not conforming to the requirements of the specification and the method of its disposal.
Rejected material shall in no case be stored together with that conforming to the specification ion.

12.0 SAMPLES- Te licensee shall supply, free of charge, the samples required in accordance with the
Bureau of Indian Standards(Certification) Regulations, 1988, as subsequently amended, from the
factory of godowns. The Bureau shall pay for the samples taken by it from the open market.
13.0 REPLACEMENT-Whenever a complaint is received soon after the goods with Standard Marks
have been purchased and used, and if there is adequate evidence that the goods have not been
misused, defective goods or their components are replaced or repaired free of cost by the licensee
in case the complaint is proved to be genuine and the warranty period(where applicable) has not
expired. The final authority to judge the conformity of the product to the Indian Standard shall be
with the Bureau.
14.0 STOP MARKING- The marking of the product shall be stopped under intimation to the Bureau if,
at any time, there is some difficulty in maintaining the conformity of their product to the
specification, or the testing equipment goes out of order. The marking may be resumed as soon as
t he defects are removed under intimation to Bureau.
The marking of the product shall be stopped immediately if directed to do so by Bureau for any
reason. T he marking may then be resumed only after permission by the Bureau. T he information
regarding resumption of markings shall also be sent to the Bureau.
15.0 PRODUCTION DATA- The licensee shall maintain production data as per enclosed proforma-,
which may be authenticated by a Charted Accountant or by the licensee by giving affidavit(which
may be required alongwith renewal application). The licensee shall sent to the Bureau as
produced, marked and exported by him and the trade value thereof during the half year ending 30
June and 31 December. This statement is required to be forwarded to the Bureau on or before 31st
days of July and January for the preceding held year.
