    SERP has initiated PoP Strategy based on its learnings from 10 years of field

    experience that the Poorest of the Poor households still need intensive handholding and

    follow up support till they come out of poverty. The new strategy focuses on the PoP

    households bringing in a paradigm shift. To provide that kind of handholding and continuous

    support, community activists are positioned to work intensively for these households. Theexpected key outcomes from this strategy are 1. All target households earn a minimum of

    Rs. 1.00 lakh income per annum from multiple livelihood sources and 2. Significant

    improvement in human development indicators.

    In Phase-I, the SCSP/TSP component of the PoP strategy is implemented in select

    Gram Panchayats of 337 mandals across 22 districts where CMSA is operational during the

    year 2009-10. The list of mandals is enclosed in Annexure-1. During the Phase I, in firstround all SC/ST households except those employed in Govt. service, will be taken up and

    households belonging to themost vulnerable sections- will be taken up in second round.

    6,00,000 PoP households have been identified in these 337 mandals by respective VOs

    and Community Resource Persons.

    The strategy was widely discussed with various stakeholders during district, regional

    and state level workshops and taking the feedback into consideration, following guidelines

    are issued for implementation of the strategy in next one year.

    1. Six Lakh households in 337 PoP Mandals will be the focus group for next oneyear

    IKP will facilitate the CBOs to focus on the 6 lakh PoP households in 337 PoP Mandals

    for next one year to test the household-centric model and based on the learnings the

    strategy will be expanded to cover the entire state.

    2. All IKP components to converge for achieving the outcomesAll Livelihood and Human Development components of IKP as well as other schemes of

    Rural Development Department will converge and implement their interventions for the 6

    lakh households for achieving the two key outcomes. For the envisaged household income

    enhancement to Rs. 1.00 lakh, following is the arrangement.

    3. Implementation Plan3.1 Institutional Arrangement3.1.1 There will be a State PoP Cell at SPMU with representation from all key components

    primarily to impart training and monitoring of the implementation in the field. In

    addition, they will give the timely feedback to the CEO / SPMU at state level and PDsat district level. The PoP cell shall convene weekly to discuss the issues pertaining to

    PoP strategy and track progress made by the PoP households in their respective

    components.

    3.1.2 The Project Director, DRDA will have overall responsibility of implementation of thestrategy and they are accountable for achieving the two key outcomes for the PoPhouseholds in their districts. They shall ensure seamless fund flow for

    implementation of the strategy.

    3.1.3 The APDs nominated by the PDs will look after day-to-day activities and provide allrequired support to PoP Staff. The APDs will coordinate with other Line Departments

    to ensure that the PoP households access all their entitlements from other govt.

    programmes.3.1.4 The APMs, EGS are hereby re-designated as District PoP Co-ordinators. They will

    assist the APDs in monitoring the implementation. They will also convene the District

    PoP Cell meetings once a week to review the implementation and also plan further

    activities.

    3.1.5 There will be a PoP Cell at the district level comprising of representatives from all thefunctional units which will meet once a week.

    3.1.6 There will be at least one PoP CC in every PoP Mandal who is primarily responsiblefor achieving the outcomes for his/her households.

    3.1.7 There will be one PoP Community Activist for every 100 households, who will befrom among the 100 households only, to intensively handhold and support the

    households in their journey towards povertylessness.

    3.2 Tracking of the Household progress through Decision Support System (DSS)3.2.1 As the focus here is on the household, the progress every household is making will

    be tracked by using DSS application.3.2.2 A detailed baseline information with 162 data fields will be collected for each

    household by the PoP CA which will have all the details pertaining to that householdin terms of outreach of both Government and IKP programmes, credit linkages, asset

    base, other social and human development indicators etc. This will be computerized

    and the report will be made available on web.

    3.2.3 Keeping the base line data as the back drop, the CAs will continue to update eachhousehold status in every aspect periodically.

    3.2.4 The strategy is supported by web-based Decision Support System (DSS) softwareenabling all functionaries to take right decisions in time. Systemic alerts will begenerated and sent to the PoP CA and other functionaries for necessary action and if

    not carried out, the same will be escalated to higher levels for redressal.

    3.3 Household Project3.3.1 Based on the information gathered from baseline survey, each and every PoP

    household will be positioned under any of the categories. These categories are

    developed keeping in view the family profile, assets owned, skill sets and

    vulnerability aspects. Some of the categories are destitute households, landless

    households, dry land owning households etc. This positioning in a certain category

    will throw up appropriate livelihood options available to the household along with

    other entitlements which will have to be accessed by the household. This entire

    process will be done through the software.

    3.3.2 The Household Plan thus generated from the software data will be further vetted bythe PoP CA in consultation with the household. Household priorities, their interest in

    taking up certain livelihood activities for income enhancement will be captured.

    3.3.3 Once the households exercise their options, timelines for grounding the optionsalong with the investment sources, expected incomes etc. will be fixed and it will

    become the Household Project.3.3.4 Every household will have a Household Project and 6,00,000 Household Projects will

    emerge in these 337 mandals and the implementation of which will be monitored by

    both the PoP staff and the CBOs.3.3.5 The Household Project will also have other entitlements the household needs to

    access, entitlements both from the IKP and also from other programmes of theGovernment.

    3.3.6 All Components of IKP which have the responsibility of facilitating the incomeenhancement will plan their interventions based on the Household Projects.

    3.3.7 The household Project will also contain its own Human Development plan,consisting of various interventions required by the household in the areas of health,

    nutrition, education, disability etc.

    3.3.8 Based on this Plan, the Human Development components of IKP will plan for theiractivities such as setting up of NDCCs, ECE Centres, support for higher education,

    support to persons with disabilities, facilitating social agenda to bring about

    behavioural change etc.

    3.3.9

    All IKP functionaries will focus on implementation of these household projects fornext one year.

    3.4 Fund Flow3.4.1 All the available programme funds at the Project level i.e. the recycled CIF, SGSY, PoP

    Fund etc. will be provided only to the PoP households for enabling them to go for

    income generating activities.

    3.4.2 Separate Guidelines will be issued on utilization of PoP fund.

    3.4.3 In addition, PDs, DRDA should make efforts to tap the funds/schemes of various LineDepartments.

    4. Role of Key facilitators4.1 PoP Community ActivistsCommunity Activist belongs to one of the 100 PoP families with a willingness to help theother PoP households in her village/habitation to come out of poverty.

    4.1.1 Selection Criteria for PoP CAsy The CA shall be a woman SHG member onlyy Must be a resident of that particular village/habitation and a member of one of

    the identified PoP family

    y Should be in the age group of 25 to 45 yearsy Preferably SSC qualified or equivalenty Accessing wage employment under NREGSy Priority to single women/having experience in SHG book keepingy Shall not be in the VO-EC/OBy Shall not hold any responsibility in any other component of IKP or NREGA or any

    other agencies of Government

    y Shall not be a public representative ex., Sarpanch, MPTC, ward member or anyother posts

    4.1.2 Roles andResponsibilities of PoP CAs1.

    Bringing all the PoP households, for whom they are responsible, into SHG fold ifthey are not members of SHGs

    2. Carrying out base line survey3. Ensuring maintenance of Pancha Sutras in all the SHGs(regular weekly meetings,

    regular Savings, lending, regular repayments and maintenance of books ofaccounts)

    4. Ensuring that the PoP SHGs improve on the grading scale regularly5. Attending all the training programmes conducted by the Project6. Providing hand holding support to all the POP families in identifying new

    livelihood interventions or value additions

    7. Preparation of Household Projects8. Updating of household progress periodically9. Attending VO meeting and briefing the VO about their work10.Attending all the review meetings conducted at cluster/mandal/district level11.Any other responsibility assigned by the concerned PoP CC

    4.1.3 Terms and Conditionsy There will be rotation of PoP CAs every 3 years from among the 100 households

    only.

    y The minimum number of households per CA should not be less than 20.Wherever there are habitations with identified PoP households less than 20, the

    APM (MS Coordination) shall facilitate implementation of activities under PoP

    Strategy to these households.

    y The PoP CAs will receive an honorarium of Rs.1000 for a minimum of 20households. Depending on the number of households she is handholding, she willget a variable pay @ Rs.10 per every additional household, subject to a maximum

    limit of Rs.2,000 per month.

    y In addition, they will also be paid performance based incentives upto a maximumof Rs.1000 per month operationalized through VOs. Separate guidelines will be

    issued in this regard.

    y The honorarium will be paid by the VOs after a thorough review of theirperformance.

    y If the performance of CA is not found satisfactory, replacing her with another CAis the responsibility of those PoP households under her charge only.

    4.2 PoP CCsThere will be at least one PoP Community Coordinator in each of the 337 mandals

    4.2.1 Roles andResponsibilities of CCs1. Ensure proper selection of CAs for every 100 PoP household or for a remote

    habitation.

    2. Providing training to CAs and reviewing them every fortnight and ensuringpayment of their honorarium

    3. Ensure completion of base line survey of all the PoP families in the mandalthrough PoP CAs

    4. Incorporate all the data pertaining to PoP households in the web site andmaintain data in the mandal as well as at VO level

    5. Facilitating discussions regarding issues and resolving of the identified issueshappen at the PoP SHG through agenda

    6. Provide hand holding support to all the CAs in identifying new livelihoodinterventions or value additions during the Preparation of Household Projects

    for all the PoP households

    7. Linking of credit for PoP SHGs through PoP fund, CIF, own funds of VO/MMS etc.8. Coordinating with APM (MS coordinator) for ensuring that bank linkages reach

    PoP SHGs according to their eligibility

    9. Periodical updating of PoP HH database and tracking progress made by eachhousehold and ensure that each of them come out of poverty

    10.Coordinating with other IKP components, Governments agencies, and NGOs so asto enlighten the PoP HH on their rights and entitlements

    11.Attend all the training programmes and review meetings at district/region/statelevel

    12.Submit all the necessary reports to the district and state office4.3 District PoP CoordinatorsThere will be a PoP Coordinator working at district level with the following responsibilities

    1. Conduct of PoP CCs Review meetings Monthly2. Convening PoP Cell meetings weekly and reporting to SPMU PoP cell3. Movement of exclusive PoP related budget files4. Monitoring of PoP Database Entry/ updating including addition/deletion of PoP

    CAs

    5. Ensuring trainings (Baseline/Rights & Entitlements) to PoP CC/CA6.

    Ensuring that review of PoP CAs happen at Mandal level

    7. Reporting to APD General at district level and SPM PoP, RPD Land at State Level8. Submitting monthly reports to Zilla Samakhya

    5. Role of CBOs5.1 The SHGs/VOs/MSs/ZSs play a very critical role in sustaining the programme

    over a period of time.

    5.2 All the Office Bearers of Zilla Samakhyas, Mandal Samakhyas and VillageOrganizations will be oriented towards upliftment of PoP households through

    separate PoP sub-committees formed at each tier.

    5.3 To start with, the CBOs will be facilitated to have PoP members only as their ECmembers and Office Bearers.

    5.4 The CBOs will monitor the progress made by each of their PoP households indifferent aspects with the available systems put in place. They should be ready totake any corrective measures required in order to get a family out of poverty.

    5.5 In addition, the VOs/MSs/ZSs perform the following functionsy Selection of CAs for a group of 100 households or a habitationy Periodical Review of CAs on progress made in implementation of the

    Household Projects

    y Payment of honorarium to working CAs and assessing their performancey Review of PoP CCs and District PoP Coordinators at MS and ZS levely Review component wise progress of the Household Projectsy Make field visits to get first hand feed back on the progress of the strategy

    6. Capacity Building Programmes6.1 PoP CAs

    y There will be continuous capacity building programmes for the PoP CAsenabling them to acquire the required skills to handhold the householdsunder their charge.

    y The CAs will be oriented on PoP Strategy and trainings on baseline datacapturing, Household Projects, DSS alerts, SHG concept, CBOs, IGA activities,

    rights and entitlements, Human Developmentaspects and financial literacy.

    y The training to the PoP CAs will be conducted by the PoP CCs.6.2 PoP CCs

    y A training calendar will be prepared for the PoP CCs for imparting training tothem on different components.

    y The respective functional units will organize the training programmes pertainingto their component as per the training calendar.

    6.3 PDs and APDs and other PoP Cell membersy All PDs, APDs, other District PoP Cell members and Area Coordinators shall go

    for immersion in one PoP village each to have an experiential learning and

    understand how the issues pertaining to PoP households are to be handled.

    y Every functionary at district level shall adopt all identified PoP families in a PoPGram panchayat to look after the implementation of PoP strategy

    y They should take personal responsibility for achieving the outcomes in thevillages adopted by them.

    y The experience gained from the above gram panchayats shall be utilized tostreamline the implementation of PoP strategy in their district

    7. Key Livelihood Components & Expected Outcomes7.1 Institution Building

    y All eligible PoP households are in SHG fold.y Dormant and defunct groups are revived.y All PoP SHGs practice Pragati Ki Padi Sutraaluy CBOs at all level will have PoP members as OB

    7.2 E-Book Keepingy Ebook keeping will be operationalised for all SHGs of 5126 VOs in 337 mandals

    where PoP strategy is implemented

    y Ebook keeping established at SHG level will soon be linked to VOs and theneventually to all 337 MMSs for having effective fund management systems by 31st

    March 2011

    7.3 MGNREGAy All wage seeking PoP households access 100 days under NREGAy Land Development of the lands of the PoP households identified through Land

    7.9 Jobsy Atleast one eligible youth of every PoP household is provided with a Job as an

    entitlement under EGMM

    7.10Non-Farm employmenty The skill set available in every PoP household is identified and provided specific

    training to enhance their skill set and enable them to access enhanced non farm

    livelihoods.

    y In other households, the possibility of extending the Non farm livelihoods will beexplored and facilitated to access atleast one non farm livelihood as a droughtproofing option

Performance of eachstaff involved in implementation of PoP strategy from Project Director, DRDAat Districtlevel to CommunityActivist at Village level will be measured through indicators using theinteractive Decision Support Systems on Institution Building, Income Enhancement andHuman Developmentaspects.

    10. Monitoring andReview10.1 At CBO level

    y Masa Nivedikas on actual implementation of Household Projects will besubmitted by SHGs/ VOs/MSs/ZSs based on which the VOs/MSs/ZSs will monitor

    and review the programme implementation respectively.

    y PoP Sub-Committees will be formed at VO/MS/ZS and strengthened to facilitateproper discussion and review on PoP Strategy

    y The VOs will review the performance of PoP CAs and the MSs will review theperformance of PoP CCs every month.

    10.2 At Project levely The PoP CCs will conduct review cum experience sharing sessions every

    fortnight with the PoP CAs

    y The PDs and APDs, DRDA will review the implementation of household projectswith the PoP CCs every month. This review shall be attended to by all the District

    PoP Cell members.y The reports required for the reviews at all levels will be generated from the PoP

    Software.

    y Special attention will be given to those VOs which are adopted by the districtfunctionaries at State level

    y An exclusive video conference will be organised on PoP strategy every month ona fixed date.

    Detailed guidelines on any of the above mentioned points will be further issued by theconcerned SPMU component.
