Date & Location: 30 November 2012, 9.00 – 15.00, eseia Office Brussels 1. Welcome and establishment of Quorum (ANNEX 1)

The eseia Vice‐President Brian Norton from DIT welcomed to the General Assembly and established the quorum. It was announced that eseia Treasurer Sjoerd van Tongeren, University of Twente, would chair the afternoon session. No further changes to the agenda were made. eseia Vice‐President Brian Norton reported on the GC meeting the previous day. He stated that it was of great importance to position eseia for Horizon 2020. eseia would need to acquire intelligence ahead of time. 2. Report on eseia Programmes and Projects (ANNEX 2) The eseia Director gave an introduction to the three newly launched eseia Working Groups, on Bioresources (led by M. Narodoslawsky, TU Graz and M. Artensen, U of Twente), Smart Cities and Regions (led by Teresa Ponce de Leao, LNEG and Anca Duta, U of Brasov) and Education and Training (led by Luigi Crema, FBK and Aidan Duffy, DIT). The eseia Working Groups were built of a total of 100 experts from the eseia membership. The eseia Secretariat was collecting expressions of interest for joining these working groups. Members were invited to confirm their participation and to forward the request to suitable colleagues. These eseia Working Groups were running a number of funded projects, namely the EC SET Plan Education and Training Initiative, the Smart Cities project I‐Energy Weiz‐Gleisdorf and CEP‐REC, the introduction of Regional Energy Concepts in the framework of the Central Europe Programme. eseia WG Coordinator Luigi Crema presented his Working Group on Education and Training and gave a short summary of the Workshop on the eseia Education and Training Programme which was held the previous day. The newly launched eseia Education and Training Programme had already made much progress with four courses planned in 2013. To make their work even more efficient, the group decided to define a core‐group in Education and Training by January 2013. The eseia Working groups were currently preparing a series of project proposals. 3. Update on EU Funding Opportunities

Lidia Borrell‐Damian, Senior Programme Manager, Research and Innovation, EUA, on the ‘European Platform of Universities Engaged in Energy Research (EPUE), Education and Training and relations with eseia’ The EPUE was working in the field of energy policy since 2009. EPUE saw itself as

the voice of European universities, aiming at providing policy advice to the EU and trying to involve universities in Horizon 2020. EUA was preparing a proposal for FP7‐ENERGY‐2013‐IRP Call ‘Mobilising the research, innovation and educational capacities of Europe’s universities‘. eseia was invited cooperate with EPUE alongside other European networks. Six eseia member universities were part of EPUE, namely DIT, TU Graz, TU Vienna, UCD, University of Naples, and University of Graz. eseia member universities who wished to participate in EPUE were welcome to signal their interest to the eseia Secretariat.

Timo Makela, Director International Affairs, LIFE & Eco‐innovation of DG Environment on ‘EU Level Actions to Stimulate Eco‐Innovations’.

Timo Makela gave an overview of the EU eco‐innovation action plan. Among the actions mentioned were environmental policies and regulations, demonstration projects, standards and performance targets, finance and support services for SMEs, international cooperation, new skills and jobs and European Innovation Partnerships (EIP). The EIP on water had recently been launched. Currently the DG Environment was working hard on developing the next LIVE programme and the run‐up to the European Year of Air 2013.

4. eseia Membership Update (Annex 3) In 2012 eseia had 26 fee‐paying member organisations from 10 countries. The majority of eseia members were from research and education, of which 17 were universities und 6 research organisations. Furthermore there were 3 members from businesses, one of which was an umbrella of 150 business organisations.

Three new members joined eseia in 2012, namely: 1. Bergischer Abfallwirtschaftsverband (BAV), Engelskirchen, Germany 2. University of Hamburg, Hamburg, Germany 3. Energy Institute at Johannes‐Kepler University, Linz, Austria

The three new member organisations presented themselves in the meeting.

DECISION: The General Assembly admitted BAV, University of Hamburg and Energy Institute at Johannes‐Kepler Universtiy as new members of eseia by unanimous vote according to the statutes Article 5.

Sjoerd van Tongeren stated that looking ahead to Horizon 2020 it would be of great importance to form eseia membership according to regional clusters. eseia members were invited to recruit new business members from their regional partnerships. 5. Re‐election of the eseia Record Keeper (Annex 4)

Ion Visa was founding eseia Vice‐President and ardent supporter of eseia. He was in his second term as Vice‐President of eseia and had agreed to continue serving as Record Keeper according to the Austrian law for another term. The eseia Vice‐President Brian Norton thanked Ion Visa for taking on this important role in eseia.

DECISION: The General Assembly re‐elected Ion Visa as Treasurer of eseia by unanimous vote according to the statutes Article 16a for another period of three years starting 24.03.2013 and running until 23.03.2016.

The eseia President thanked the eseia General Assembly members and invited them to continue their mandates in an active way to contribute to the development of eseia. eseia Treasurer Sjoerd van Tongeren took over as Chair of the GA Meeting 6. Update on eseia Finances 2012 by the eseia Treasurer (Annex 5)

In total the eseia Finances 2012 showed a healthy development. The balance would be positive at the end of the year with a financial reserve for projects carried over for the next year. The Treasurer reminded the eseia General Assembly that the eseia Membership Fee Invoices had been sent to members shortly before the meeting and the members were reminded to process payments as soon as possible for planning purposes. The deadline for payments was 31 January 2013.

7. Adoption of the eseia Work Programme and Budget 2013 (Annex 6) The eseia Director presented the eseia Work Programme and Budget 2013 which concentrated on projects, for which funding had already been secured and for which members had committed own resources. The eseia Work Programme and Budget had been discussed by the Governing Council in a telephone conference 7 November 2012. The revised draft had been sent to members in advance of the GA Meeting. The present document included a section on accomplishments in 2012, an overview of funded eseia activities for 2013, a list of eseia project proposals for 2013 as known to date and measures to improve the visibility of eseia as an organisation. The eseia Treasurer pointed out that because of the growing effectiveness of the organisation going into its fourth year, eseia expected to receive a greater share of its income (target 50%) from external funds for projects and services. The income from membership fees would be used to finance visibility measures and basis secretarial running cost. The success of eseia depended on the inputs from eseia member organisations not so much in terms of membership fees but rather in terms of their contributions to the eseia WP and Budget Concerning the Budget 2013 the total income would be the same like the total expenditure.

DECISION: The Work Programme and Budget 2013 was adopted by the General Assembly by unanimous vote according to the eseia Statutes, Art. 9.1

Re‐Election of Record‐Keeper

According to the eseia Statues, Article 16 a, the Record‐Keeper is elected by the General Assembly. The mandate of Prof. Ion Visa, eseia Vice President, Transilvania University of Brasov, Romania, expires on 23 March 2013. This mandate is renewable once. The Proposal is for the GA to relect Ion Visa in this function as eseia Record‐Keeper for another three year period starting 24.03.2013 ‐ 23.03.2016.

ANNEX 4 Accomplishments 2012

New Membership in eseia The eseia membership base has grown to twenty-six fee-paying member organizations in ten countries of which there are seventeen universities, six research organisations, two individual companies and an organisational cluster of one hundred and fifty companies. Three new organisations joined eseia as members in 2012:

eseia Working Groups and Networking eseia set up three Working Groups for each of the prioritised focus areas (bio-resources, smart cities and regions, and education and training). The three eseia Working Groups worked on a total of eight funding proposals including a total of 100 experts across the eseia membership. In addition to a series of telephone conferences, a total of five physical WG meetings were held in 2012:

1. WG 1: Bioresources (Coordinator: Michael Narodoslawsky, TU Graz, Co-Coordinator: Maarten Arentsen, University of Twente): Bioresources Workshop in Brussels, 29 November 2012: Consortium meeting for FP7 proposals in the field of bioenergy - ‘Think Tank’, ‘Bioeconomy and Bioregions’.

2. WG 2: Smart Cities and Regions (Coordinator: Teresa Ponce de Leão, LNEG, Co-Coordinator: Anca Duta, University of Brasov): Smart Cities and Regions Workshop in Brussels, 19 June 2012, EUSEW Workshop on 'Smart Energy Regions of Tomorrow' in Brussels, 20 June 2012.

3. WG 3: Education and Training (Coordinator: Luigi Crema, FBK, Co-Coordinator: Aidan Duffy,

DIT): eseia Education and Training Workshops in Gunskirchen, 28-29 September and Workshop in Brussels, 29 Nov 2012.

One of the main achievements of WG 3 on Education and Training was the launch of the New Strategic eseia Education and Training Programme. Coordinated by the eseia Secretariat with projects managed by eseia partners, the objective is to establish eseia as premier provider of practical education and training in RES in Europe, with the Secretariat providing steering, funding administration, and branding, marketing and PR. eseia was also involved in a number of awareness-raising activities with the EC as well as two regional networking events of the Clean Tech Innovators' Club, an informal Styrian get-together of innovators from international science, business and education.


Growth: eseia is having increasing success with securing external project funding.

eseia Projects eseia carried out the following three projects in 2012:

1. Focus on Bioresources: Central Europe - Introduction of Regional Energy Concepts - CEP-REC. Coordinated by Environmental Centre Allgäu - eza and with a budget of €1,2M, the objective is to define Regional Energy Concepts in Central European countries.

2. Focus on Smart Cities and Regions: I Live Graz – smart

people create their smart city. Coordinated by the City of Graz with partners Energy Styria, Holding Graz, and TU Graz and a budget of €300,000, the project’s goal is to define a vision for 2050 for the sustainable development of the City of Graz. The eseia Secretariat provided assistance with international dissemination and FP7 project acquisition support.

3. Focus on Education and Training: EC SET Plan Education and Training Initiative. Coordinated

by the European Commission/DG Research and Innovation, the project defined European needs in education and training in RES for 2020. With a total budget of €200,000, eseia assisted the project with experts leading two WGs, and participating in a further six.

eseia Visibility eseia enhanced its visibility in 2012 through the following measures:

• eseia Brussels Office put to its best use with a series of European Commission staff attending eseia meetings and updating members on recent policy and programme trends;

• 19 articles published by Springer in eseia Open Access Journal ‘Energy, Sustainability and Society’;

• eseia Work Programme 2012 refocused; • New eseia membership competence matrix to identify new strengths developed; • New web section on eseia experts in three WGs established; • eseia Web presence improved; • New eseia presentation for use by eseia members developed; • Benefits from eseia membership outlined in a new membership portfolio; • Four editions of the eseia Newsletter published.


ANNEX 5

Update on eseia Finances 2012

In 2012 eseia expects a total income of € 65.000 including membership fees and project income. eseia expenditure will remain within these limits. Expenditure includes personnel cost and running cost for the eseia Secretariat. Furthermore, eseia expenditure includes eseia events and PR. In December 2012 a total of € 30.000 is budgeted as reimbursement to TU Graz to refund personnel costs and other costs related to the eseia Secretariat.

Introduction by the Director

eseia is proud to begin its fourth year of operation, and to look back on more than three years of growth and stability. The last three years have been a turbulent and challenging time for industry and research and for the sustainable energy sector as a whole, and the eseia Secretariat would like to extend its thanks to all of our members and associates for making eseia the success that it is today. As the organisation sees increasing economic and project activity and a rise in both income and members served, I feel we are reaching the end of the start‐up phase, and can continue the exciting work of making eseia one of the most effective organisations of its kind in the world. eseia has taken a big leap forward in integrating its cross‐sector membership with seventy experts in three focus areas, and joint programming activities have led to a valuable project basis that will be at the core of success of the organisation in future.

In accordance with eseia statutes, article 16b (2), the eseia Director hereby proposes the following Work Programme and Budget for 2013 which will guide organisational activity in its fourth year. This Work Programme and Budget 2013 was generated on the basis of the strategic guidance given by the eseia Governing Council in their meeting in Graz, 12 May 2012 and the expressions of interest received from eseia member organisations. The present Work Programme and Budget 2013 concentrates on projects, for which funding has already been secured and for which members have committed their own resources. This document includes accomplishments in 2012, an overview of funded eseia activities for 2013, a list of eseia project proposals for 2013 as known to date, and an overview of eseia experts across three eseia working groups. The present document is for discussion. The Governing Council had a first reading of the document 7 November during a telephone conference. Following the TC, a revised draft version was generated and subsequently sent to the eseia membership for comments. The final draft will be forwarded by the Governing Council to the General Assembly for adoption two weeks in advance of their meeting in Brussels, 30 November 2012.


2. New Governing Council ‐ New Strategy The eseia General Assembly Meeting held in Brussels, 12 March 2012 elected new members to the Governing Council according to Art. 12 (4) of the eseia Statutes. The following three persons were newly elected to the seven members Governing Council:

eseia Director Brigitte Hasewend Subsequently, the new eseia President invited the Governing Council to Graz informally for a strategic meeting on ‘Shaping eseia for Future Success’ in Graz, 12 May 2012. As proposed by the eseia Director, the eseia Governing Council agreed on three focus areas for eseia activities in 2012 and 2013: Bioresources (Thematic), Smart Cities and regions (Thematic), and Education and Training (Strategic). 1) Bioresources In this thematic area the main challenge is to provide a framework for contextualised and rational use of bioresources. These resources are the most contested input to renewable energy systems as the food sector, the energy sector, and, increasingly, the industrial sector all compete for these resources. Additionally, bioresources are uniquely bound to their geographical context. The eseia framework will have to engage actively with new technological developments (such as biorefineries) and unconventional bioresources such as harvest residues and biogenic wastes. 2) Smart Cities and Regions The challenge in this area is the integrated utilisation of efficiency technologies (e.g. energy efficient buildings), grid‐overarching optimisation of energy systems, and the societal challenges of implementing complex energy solutions utilising all available resources in the most rational manner. 3) Education and Training The eseia Education and Training Programme will follow the results of the EC SET Plan Education and Training Initiative and will search for innovative approaches for exploiting the full capacity of eseia members for linking practice and education and providing the best training opportunities for the brightest students. We will also search for new approaches to life‐long learning in prioritised fields.

eseia Working Groups and Networking eseia set up three Working Groups for each of the prioritised focus areas (bio‐resources, smart cities and regions, and education and training). The three eseia Working Groups worked on a total of eight funding proposals (see Section 4.5.) including a total of 100 experts across the eseia membership (ref. Annex). In addition to a series of telephone conferences, a total of five physical WG meetings were held in 2012:

One of the main achievements of WG 3 on Education and Training was the launch of the New Strategic eseia Education and Training Programme. Coordinated by the eseia Secretariat with projects managed by eseia partners, the objective is to establish eseia as premier provider of practical education and training in RES in Europe, with the Secretariat providing steering, funding administration, and branding, marketing and PR. eseia was also involved in a number of awareness‐raising activities with the EC as well as two regional networking events of the Clean Tech Innovators' Club, an informal Styrian get‐together of innovators from international science, business and education.


Growth: eseia is having increasing success with securing external project funding.

eseia Projects eseia carried out the following three projects in 2012:

1. Focus on Bioresources: Central Europe ‐ Introduction of Regional Energy Concepts ‐ CEP‐REC. Coordinated by Environmental Centre Allgäu ‐ eza and with a budget of €1,2M, the objective is to define Regional Energy Concepts in Central European countries.

2. Focus on Smart Cities and Regions: I Live Graz – smart

people create their smart city. Coordinated by the City of Graz with partners Energy Styria, Holding Graz, and TU Graz and a budget of €300,000, the project’s goal is to define a vision for 2050 for the sustainable development of the City of Graz. The eseia Secretariat provided assistance with international dissemination and FP7 project acquisition support.

3. Focus on Education and Training: EC SET Plan Education and Training Initiative. Coordinated by

the European Commission/DG Research and Innovation, the project defined European needs in education and training in RES for 2020. With a total budget of €200,000, eseia assisted the project with experts leading two WGs, and participating in a further six.

eseia Visibility eseia enhanced its visibility in 2012 through the following measures:

4. eseia Activities in 2013 eseia is striving to become the premier innovation alliance in Europe for renewable energies. The present Work Programme and Budget 2013 will equip us to make a big leap forward in eseia’s fourth year of existence. 4.1. eseia Strategy eseia’s strategy is based on principles of increasing relevance and sustainability of the organisation in terms of membership coverage, achievements for eseia as an organisation, and benefits for its membership. With a view to the upcoming EU Framework Programme ‘Horizon 2020’, which stresses excellence, industrial leadership, and societal challenges, eseia will continue developing the three prioritised eseia Focus Areas in 2013 (Bioresources, Smart Cities and Regions, Education and Training). These three areas not only respond to major thematic challenges but also address strategic European targets in educating and training human resources in RES as defined by H2020. Firstly, eseia will continue implementing its newly launched Education and Training Programme with three course modules organised by eseia Members in 2013 taking into account the gaps identified by eseia experts in the EC SET Plan Education and Training Initiative. Secondly, in order to ensure the best possible involvement of eseia members in the new framework programme, we will define new strategic approaches with the help of an eseia H2020 Strategy Team. This eseia team will also renew efforts for tapping into Regional Funding in cooperation with its membership. Thirdly, eseia aims to implement a new eseia Member Recruitment Strategy according to a proposal by the Treasurer and the Director following a request by the Governing Council in May 2012. This strategy will aim to involve major players and to strike a balance across sectors and countries. eseia will also strengthen ties among its current membership by fostering increased cooperation between member organisations. Finally, eseia will continue raising its international visibility with other major European and international groups according to the new EU approach for international cooperation in research and innovation (COM(2012) 497 final). For this purpose, eseia will actively seek cooperation with the European Commission and international sister organisations such as the EIT‐KICs, EERA and EUA‐EPUE in 2013. 4.2. eseia Working Groups and the H2020 Strategy Team eseia will continue expanding its active membership base by running six expert workshops relating to the three eseia focus areas:

Additionally, the eseia H2020 Strategy Team will meet regularly on a virtual basis and co‐located with WGs to discuss and steer engagement in ‘Horizon 2020’. 4.3. eseia Education and Training Programme: Pilot Implementation and Marketing Strategy The objective of the eseia Education and Training Programme is to establish eseia as a premier provider of practical education and training in RES in Europe. According to the eseia Education and Training Programme Concept, eseia will set up at least three pilot courses in 2013 on the basis of past experience with the STYRIAN ACADEMY. These pilots will be accompanied by a marketing strategy to raise awareness about eseia courses, and by helping members to successfully implement courses in three core formats: international summer schools, the ON SITE International Student Camp, and inter‐regional training workshops. Each course will be supported by the eseia Secretariat in terms of branding, marketing and funding proposal support for which there will be revenue generated of € 5.000 per course.

4.4. Funded eseia Projects eseia will be involved in at least four funded projects in 2013. Several project proposals are in the pipeline and may lead to additional funded projects (ref. Section 4.5.).

5. eseia Budget 2013 In 2013, because of the growing effectiveness of the organisation going into its fourth year, eseia is expected to receive a greater share of its income (target of 50%), from external funds for projects and services. The membership fee income, however, will most likely remain at the same level as in 2012.

Projected income in 2013 includes 24 membership fees at a membership fee level of €2,500 each and an equal amount of income from eseia projects and services. As outlined in section 4.4. of this Work Programme, the income from projects in 2013 has been secured for a total of €38,000 while it is expected that another €22,000 will be generated from the eseia Education and Training Programme (ref. Section 4.3.) and possibly successful funding proposals (ref. Section 4.5.).

The eseia budget 2013 reflects the intention of eseia to continue sharpening its profile and focus its activities on three focus areas (as in Chapter 2: New Governing Council – New Strategy):

1. Bergischer Abfallwirtschaftsverband (BAV), Engelskirchen, Germany (joined in May 2012) The BAV with headquarters in Engelskirchen is a public corporation within the North Rhine‐Westphalia of Germany and operator of the landfill Leppe. Established in the 1980s, the advanced filling stage of the area is regarded as an opportunity to redefine the use of the site, based on its core competences and uniqueness. BAV is working on creating a new image as a scientific centre of excellence for location related environmental technologies, a business location and a learning and experience centre for material conversion (metabolon). Within the Regionale2010 programme the BAV and the University of Applied Sciences Cologne developed the site into a centre of competences for renewable energies (Waste to Energy). In addition, the BAV cooperates in several projects with schools and the Cologne University of Applied Science. http://www.bavweb.de

2. University of Hamburg, Centre for Wood Science, Hamburg, Germany (joined in July 2012) The Institute of Wood Sciences of the University of Hamburg is closely linked to the Thünen‐Institut (vTI). Regarding Research, tuition, and premises the University of Hamburg and the VTI have a long lasting partnership agreement. JKU Energy Institute Linz, Austria (joined in October 2012) The Energy Institute at the Johannes Kepler University focuses on economic considerations of energy policy issues, current issues of the Austrian energy law, the promotion of energy efficiency and the optimized use of biogenic residues. The Energy Institute also looks at the conceptual design of smart energy systems representing the optimal combination of existing components in effective overall smart systems (smart grids and smart cities).
