Data Management Planning Procedural Directive– Directs managers of all data production projects and systems

to write data management plans• Includes observing systems, projects, programs, surveys,

collections, interviews, investigations, studies, and research.• Plan is to be written before starting data acquisition.• Plan is to be followed and maintained throughout data

lifecycle.– Contains a template with questions to be addressed by data

production projects• Template will be available as Google Form on NOAA UMS.• NOAA UMS will serve as repository for DM Plans.• Existing plans can be referenced & summarized.• Large investments will have DM Plan reviewed by NOAA IT

Review Board.

Procedure for Scientific Records Appraisal and Archive Approval

– Defines process used to identify and appraise scientific records for NOAA archiving.

– Applies to accepting, rejecting , retaining or disposing of scientific records.

– Covers observations, derived products, and environmental forecasts, warnings and advisories.

– Provides guidance regarding relevant attributes of data, formal approvals, external review, and public comment.

– Defines relevant terms.

Data Documentation Procedural Directive– Requires documentation of:

• All NOAA data collections, and products derived from these data

• Services that provide NOAA data and products• Data collections and derived products funded by NOAA• All active and planned data collection or product generation

programs– Establishes metadata content standard (ISO 19115) and

representation standard (ISO 19139 XML).– Explains types and uses of metadata and other documentation– Defines roles & responsibilities

Data Sharing Policy for NOAA Grants– Requires that data collected or created under a NOAA Grant or

Cooperative Agreement be made available to the public• in a timely manner, and within 2 years• exceptions for legal, policy or security reasons• flexibility for funding program manager to adjust or

negotiate– Grant proposals must include data sharing plan.– Plan will be made public upon awarding of grant.– Failure to share data will be considered in future proposal

evaluations.
