As a professor at the University of Washington, Dr. Miller has devoted his career to understanding the dynamics of human-

artifactual-natural systems (HANSs) associated with opportunities and problems in the world’s coastal zones. Dr. Miller’s

expertise broadly treats the topics concerning coastal and marine tourism, protected destination systems (PDSs composed of

protected areas and gateway regions), national parks, integrated coastal zone management, fisheries management and wildlife

management. Trained as a cultural anthropologist, Dr. Miller focuses on the human dimensions of sustainability issues and

agendas, especially as these concern livelihoods and quality of life, governance, and ecosystem well-being.

Dr. Miller received his education at the University of California, Irvine and the University of California, San Diego. Having

always lived along the coast, he is personally committed to enhancing the quality of life and the protection of ecosystems in the

world’s oceans.

Dr. Miller’s work concerns the interaction of humankind and nature and is attuned to the overarching ideal of sustainable

development and the realities of globalization. Accordingly, he evaluates and designs governmental policies, development

projects, and conservation campaigns with a practical sensitivity to the triple bottom line (“people, planet, prosperity”)

sustainability. His work—which gives equal attention to matters of impact, design, conservation, and development--

emphasizes the importance of cultural values, environmental education and outreach/engagement in marine and environmental

affairs. With expertise in ethnographic and interviewing techniques, Miller served for many years as Associate Editor of the

Sage Qualitative Research Methods Series resulting in the publication of 50 volumes.

Dr. Miller has collaborated with a great variety of international and domestic experts and leaders in government, industry, and

in nongovernmental organizations (NGOs). Projects (and lecture invitations) have taken him to the coasts of the United States,

Japan, Korea, Mexico, Costa Rica, Peru, Colombia, the Galapagos (Ecuador), Spain, South Africa, the Philippines, Australia,

New Zealand, the Hawaiian Islands, Guam, Palau (Micronesia), and the People’s Republic of China (PRC).

• Sustainable Coastal and Marine Tourism Governance: Professor Miller is a world expert on matters of marine leisure

exemplified in the sociocultural patterns of outdoor recreation, tourism, travel. sport, and play. In addition to many journal

articles, he has co-edited four proceedings (1991, 1998, 2002, 2007) of the International Congresses on Coastal and

Marine Tourism. He serves as the Research Commentary and Notes Editor of Tourism in Marine Environments and has

co-edited four Special Issues (2009, 2011, 2013, 2017) of the journal that highlighted papers from the CMT congresses.

Dr. Miller has also served as a Coordinating Editor for Annals of Tourism Research. Topical areas of special expertise

include: ecotourism, ethnic and cultural tourism, marine wildlife tourism, geotourism, nature tourism, luxury resort (and

residential enclave) tourism, island tourism, leisure port development, cruise ship tourism, surf tourism, and sportfishing

(and tournament) tourism. In 2015, Professor Miller received the Lifetime Contribution Award from the International

Coastal & Marine Tourism Society.

• National Park/Marine Protected Area Governance: Professor Miller has studied national parks and all types of marine

protected areas (MPAs) (e.g., marine reserves, marine sanctuaries, marine parks) throughout the world. He advocates the

use of zoning (as for example, exemplified in the Great Barrier Reef Marine Park Authority) as a conservation and

multiple-use tool. He is especially interested in iconic national parks and in fostering public sector and private sector-

sponsored marine protected destinations.

• Integrated Coastal Zone Governance: Professor Miller served as an Associate Editor of Coastal Management from 1983

until 1993. He continues to encourage those in government, NGOs, and the private sector to cooperate in shaping

integrated coastal zone plans and strategies. In particular, Professor Miller promotes plans and projects which address

tourism-fishery interactions.
