Dr. Almansouri is a Saudi Architect/Engineer with PhD in Urban Design/Planning,
Master and Bachelor degrees in Architecture; all from the USA. He has more than 25
years’ experience in developing large projects in Saudi Arabia, United Arab Emirates

Job description: As the CEO of KDC (51% owned by DAAR), Dr. Almansouri was
managing a SAR 10 Billion “Qasr Khozam” project (largest regeneration
subdivision in Saudi Arabia) transforming the 4 km2 devastated area into a
modern subdivision with business opportunities for investors. As the Western
Region Manager of DAAR (the largest Real-estate firm in Saudi Arabia) he
managed Shams AlArous (2.8 km2) subdivision to build various destinations of
Apartments, shops, offices and other offerings.

liability of KDC to execute the project infrastructure (SAR 2 billions).

Job description: Responsible for making Jeddah’s city center a major factor in its tourism
economy preserving the Historical Environment and redeveloping the depressed
areas. The idea was to make economic offering for the inhabitance themselves
& outside investors to execute. The model worked as collaboration of three
entities: Private (Investment), Public (infra-Structure) & Non-Governmental
Organization-NGO (sustaining & managing after completion). The project was
UNESCO nominated as World Heritage Site in 2011. The total construction &
acquisition cost of this project is in access of SAR 5 Billion.
Contributions:
1. Technically developed schemes (adaptive reuse) for Historical and non-
Historical buildings introducing new attractive projects such as Boutique hotels,
F&B, museums, academies, Bazaars, and a meetings/convention centers.
2. Worked with SMG/FTI, New York to develop the project feasibility including
phasing and the start of the low-hanging-fruits projects (Quick-Win
opportunities).
3. Defined Business opportunities and pitched them to Investors through a
marketing Road-Show with the Chairman.
4. Handled Technical requirement for the project infrastructure as well as the

Job description: Responsible for the development of six major projects in the United
Arab Emirates with a total construction cost exceeding 11 Billion Dirham. These
include Ajman Marina project, a mixed-use 22 towers residential and
commercial waterfront development in the city of Ajman designed by HOK-
London. The Living legends (LL), 500 (7-type) villas, 2,168 Apartments in 12
buildings, and 3 office blocks, located in the DubaiLand amusement Parks area
(Universal-Studios, DreamWorks, Six Flags). A Two Skyscraper towers (86 &
66 storey high) at DIFC (Dubai International Financial Center), designed by
Perkins & Will-Canada. Other Projects can be seen at the attached Appendix.
Contributions:

1. Developed the feasibilities of projects, selecting the right sites, deciding on the
Mix-Use, managing the cash flow and getting approvals from the investors on
the Returns (ROI, ROE & IRR). Financial models were developed in-house then
subcontracted to financial power-houses for details and verifications.
2. As a Development Officer, he contributed in technically designing and
constructing these projects by sub-contacting these tasks to competent designers
and contractors (local, Western & Chinese).
3. Value-Engineer projects reducing its construction cost (about AED 300 million
for LL and AED 50 million for Business bay projects) by proper and efficient
design and the right section of material, products and methods of constructions.
4. Decided on major issues regarding Marketing, Advertising for the company and
the projects.

Job description: Innovators was one of Shk. MH Al-Amoudi (65th

2013 according to Forbes) partners’ firms handling his real-estate and
construction investment in Saudi Arabia and the region. Dr. Almansouri worked

projects in Saudi Arabia, Ethiopia, Morocco and Yemen. He was responsible for

Appendix
Development Experience Projects List:
Dr. Almansouri was the principle developer of the following projects. He acted as the
design project manager participating in the development of its architecture and
engineering. The project total cost and value engineering were carried out to make sure
that the investor target budget was met. Once this was achieved, Tender construction
drawings were produced under his supervision.
Inviting contractors and bids evaluations were done under his approval before seeking the
client consent. Some of these projects were executed under his close supervision. Others
were supervised by other individuals under his leadership as the client representative.
The next pages show examples of these projects:
I. Urban (City) & Housing:

Qasr Khozam Development Project, 2012:
Qasr Khozam is the largest regeneration project in Saudi Arabia.
Its objective is to bring the 4.29 Hectare (4,290,000 m2) existing
devastated area to a new socially and economically modern one.
The project has been approved from the highest Kingdom
authorities allowing Public Investment Fund (PIF) to commit to
SAR 4 Billion in 2012 as part of SAR 10 billion projects cost.
The project is located in the heart of Jeddah and is undertaking by
both Dar AlArkan (DAAR), 51% and Jeddah Development and
Urban Regeneration Company (JDURC), 49%. Once completed,
the whole area will represent a new benchmark of successful
renovations, with high-rise commercial and residential buildings
marking Jeddah’s new future. First-class infrastructure will be
developed along with services such as schools, clinics, public
parks, etc. The idea is to host Islamic & international events (IDB
& OIC are already in the site), exhibitions and conferences to a
new business landscape. The Project Master Plan is divided into 5
phases to be constructed in 7 to 10 years, then enjoying
concession for 25 years.
The site is 4 km by 1 km with 6,000 properties. These plots will
be grouped into 300 mixed-use plots. The Floor Area Ratio will
increase to 6:1 allowing for investors to come-in. Public and open
spaces represent around 55% of total area and the new
infrastructure will support 25 million sqm built-up area.
Status: Under Development.
Role: The Sole Developer for the project and produce business
models for investors.

2
Jeddah Historical Development Project, 2011:
The project is a redevelopment of the whole Central District
(more than 1,000,000 m2) of mixed-use residential, Retail,
offices, restaurants, hotels, education, government, industrial &
Mosques on spines and nodes done in phases. The objective was
to attract businesses into this area by doing feasible financial
models (done with FTI/SMG Consulting, New York and E&Y
Saudi) for building owners and out-of-the-area investors. The
uniqueness of this project is to adhere to UNESCO standards of
World Heritage Sites, while making these projects worthwhile for
the investors. Physical as well as financial models were done to
develop and adaptive reuse the Historical and non-Historical
buildings and introducing new attractive projects such as boutique
hotels, F&B, museums, Bazaars, handcrafts academies,
convention & exhibitions center. There are more than 1,500
buildings to be preserved and introducing few more with
UNESCO Standards. Total construction and acquisition cost is
SAR 5 Billion.
Status: Under Development.
Role: The Sole Developer for the project while coordinating with
the Public & NGO sectors.

Ajman Marina project, Ajman, United Arab Emirates, 2009:
The project is a mixed-use residential and commercial waterfront
development in the city of Ajman (25 Kilometers North-East of
Dubai). The project consists of 22 towers 20 to 58 storey high and
8-nine storey apartment buildings overlooking the marina. The
towers are: residential, offices, five-star hotel. Shopping mall.
Retail and leisure facilities are located on water promenade. The
project generates its own power, water, and has sewerage, district
cooling and cooking gas facilities. The Project is to house 40,000
residents. The total built up area is 1.6 million m2 on a 250,000
m2 site (200,000 m
2 land and 50,000 m
2 reclaimed). It is estimated
cost of $1.7 billion. Infrastructure Construction has started in
early 2009. HOK-London is the designer; Ajman government is a
partner with Tanmiyat. Status: Under construction.
Role: overseeing its development as the client (Tanmiyat).

The Living legends, Dubai, United Arab Emirates, 2009
The project is a mixed-use residential, offices, shopping & leisure
located in the DubaiLand amusement Parks area (Universal-
Studios, DreamWorks, Six Flags). The site is 1,340,000 m2
adjacent to Six Flags. The project consists of 500 (7-type) villas,
2,168 Apartments in 12 buildings (13-21 storey), and 3 office
blocks (9-15 storey). The project also includes 9-holes golf
course, shopping mall, schools, community and other services.
The total built up area is 780,000 m2. It is estimated cost of $800
million. Construction started in 2008 and is to finish in 2012. Status: Under construction.
Role: overseeing its development as the client (Tanmiyat)

Sarah Residential Development, Addis Ababa, Ethiopia, 2007:
This residential project is located on 313,000 m2 land area
opposite to the $280 million Sheraton Hotel in Addis Ababa. The
Project consists of 161 apartment blocks six storey high each. The
total number of apartments is 8,050. The project also includes
club house, Mosque, other amenities and infrastructure. The total
built up area is 775,000 m2. Construction cost estimated at $260
million and is to start in 2008.
Status: All Design disciplined finished.
Role: Development of Tender documents.

Lideta Garden City development, Addis Ababa, Ethiopia, 2003:
This is a two phase project which started on year 2000 joint
venture with Skidmore Owings & Merrill (SOM)-USA. The first
phase is developing the Master plan of the 2,000,000 m2 site
which consists of 180 buildings (14,700 Apartment), 780 Villas,
550 townhouses; for a total of 100,000 residents. Construction
was estimated at $750 million. The second phase was the
development of the detail design for one quarter of the site.
Construction of the second phase was to start soon.
Status: Detailed design of phase One finished.
Role: Development of Tender documents.
7 Live-Stock Market, Riyadh, Saudi Arabia, 2002:
The project was to be the new live stock market of camels &
sheep in Riyadh. The site is more than 1,000,000 m2 located 25
km North-East of Riyadh. It consists of 780 stalls for animals
along with government offices, clinics, mosque, gas station and
storage hangers. The total built up area exceeds 410,000 m2.
Construction started in year 2000 and was interrupted in 2002. It
was supposed to cost $34 million.
Status: Part of design & infrastructure construction finished
Role: Design development; Site supervision.

Khandama Development project, Makkah Saudi Arabia, 2002:
The project was designed as residential neighborhood on 160,000
m2 site on top of Khandama Mountain overlooking the grand
mosque (AlHaram AlMakki). It is made up of more than 80 hotel
and apartments’ towers, shopping malls, restaurants, prayer areas
with other services. Construction cost estimated to be $800
million USD. Innovators got first place for the design competition
of this project.
Status: Concept design finished.
Role: Concept design Studio Master.
9 Rawdah Elite 2, 3, 4 Compounds, Jeddah, Saudi Arabia, 2001-
2004:
This is a series of three consecutive compounds for the same
client. The sites are 10,000 m2 each. These projects are: 41 town
houses (Elite2); 22 individual villa (Elite3) and 56 apartments
(Elite4). Construction for Elite 2 & 3 has finished. Elite4 started
and then the land was sold.
Status: Project finished.

10 Government Staff Housing, Addis Ababa, Ethiopia, 1999 :
This is an eleven sites project in Ethiopia. The project has a total
of 123 Apartment blocks (3000 Apartments and 8 VIP villas).
The total built up area is 182,000 m2. Total construction cost is
$100 million. Construction of some of these sites has finished.
Others are under construction.
Status: All Design disciplined finished, Construction started.
Role: Development of Tender documents.
11 Shk. Mohammed Hussein Palace, Jeddah, Saudi Arabia, 2003 :
On a 157,000 m2 site, this project is estimated to cost $90 million.
It was to be a luxurious palace compound in Jeddah. It consisted
of the main palace, 11 daughters, son & guest’s villas, men
reception quarter (Diwanyah), Women reception quarter, personal
office block and 2,000 persons’ mosque. The open spaces
included services and amentias such as theme gardens, parks,
lakes, birds and butterfly tents. Servants and staff
accommodations were also included in the premise.
Status: Concept design finished.
Role: Concept design Studio Master.
II. Multi-Use Centers:
1 City Center Development, Addis Ababa, Ethiopia, 2006 :
The project is designed to be the tallest building (30 storey) in
Addis Ababa. The site is 35,000 m2 located in the center of the
city. It consists of a podium and a tower. The Podium has:
parking for 640 cars underground, three shopping floors, five
movie theaters and a food court. The fourth floor houses the 2,500
seats Multipurpose Hall with its own entrance foyer, kitchen and
services. The Tower has 4 basements, a ground floor and 25
typical floors. The total project built up area is 180,000 m2.
Construction started in 2007 with construction cost of $120
million.
Status: All Design finished; Under construction
Role: Design development; Site Administration.
2 National Motors Headquarter (Loli Building), Addis Ababa,
Ethiopia, 1998:
On a site of 3,600 m2, this project consist of two 6 storey towers
(one residential and one offices) on top of a three storey podium
all capped by the owner private villa. The building houses 50
apartments and 50 offices. The total built up area is 26,000m2
with a construction cost of $19 million. This building is under
construction.
Status: All Design finished; Under construction
Role: Design development; Site Administration.

3 Sarah Complex Development, Addis Ababa, Ethiopia, 2007:
This project is located opposite of Addis Ababa Luxury
Collection Sheraton. The owner for both projects is the same.
This project is to compliment the services of the Sheraton and
bring business to it. The site is 66,000 m2
with a street front of
500 meters. The project Podium has a parking floor for 1,400
cars, three shopping floors, multipurpose hall, 4 cinemas and an I-
max theater at the last two floors. Six office Towers - six to eight
floors high, and 250 rooms Four-Star hotel on top of the podium.
The total built up area is 385,000 m2
with an estimated
construction cost of $250 million. The project will be one of the
biggest malls & towers in Addis Ababa. Construction is to start in
2008.
Status: All Design disciplined finished.
Role: Development of Tender documents.
4 Nasser Commercial Center, Sana’a, Yemen, 2007:
The project is 15 storeys high; 3 ten storey towers on top of a five
storey podium with two levels underground 350 cars parking. The
Podium has the Hotel lobby, 8000 m2 Hypermarket, multipurpose
hall, shopping mall, leisure and food court, function halls and
swimming pool/health club. On top of the podium are the 10
stories 4-star 180 guests’ hotel and the two 10 stories office
buildings towers. The total project built up area is 90,000 m2.
Construction cost estimated to be $32 million.
Status: Concept design finished.
Role: Concept design Studio Master.
5 Ten Wedding Halls, Addis Ababa, Ethiopia, 2005:
7 British specialists in: food, theater design, acoustics, movable
partitions, furniture, firefighting, and structures helped in the
design of this unique project. This project was to house ten
separate weddings at the same time with the possibilities of
having one wedding in the ten halls combined. The project was so
flexible that two or more halls can join together to make bigger
space for more people. Each hall was capable of seating 1,000
persons with a separate lounge and separate dining area. When all

auditorium, exhibition hall, library and Museum. The total project
built up area is 18,500 m2. Construction cost estimated to be $12
million and should be completed in 2009.

The project consists of a multipurpose hall for Prince Naif

events. The total project built up area is 3,500 m2 on an 8,700 m

1 SalaM Hospital development, Addis Ababa, Ethiopia, 1999 :
This is a 130 beds hospital with inpatients and outpatients’
clinics, 6 operating theaters, 8 ICUs, delivery, recovery,
emergency, physiotherapy, laboratories, x-rays, ultra-sound
imaging, CT scan, MRI, sterilization and other auxiliary services.
The total built up area is 13,000 m2. Construction cost is $27
million excluding furniture and medical equipment. This hospital
is under construction.

2 King Fahad General Hospital Extension, Jeddah, Saudi Arabia,
2006 :
The project consists of 7 storey building for the existing hospital.
Emergency department will move to the ground floor of this new
extension. Ten operating theater are in the first floor and two in
the outpatients department. The five floors are dedicated to 117
inpatients rooms. This new extension is connected to the existing
hospital through a bridge crossing the street. The site is 4,000 m2
and the total built up area is 21,000 m2. The project is under
construction with is $21 million cost excluding medical
equipment.

3 Debre Zeit Hospital, Debre Zeit, Ethiopia, 2002:
The site is 120,000 m2 and is 40 Km south of Addis Ababa. The
hospital capacity is 400 beds with 6 operating theaters, in-patients
and out-patients, specialty clinics and emergency ward. The cost
of construction is estimated at $50 million. The project was under
construction and then stopped.

Two Skyscraper towers at DIFC (Dubai International Financial
Center), Dubai, United Arab Emirates, 2009:
The site is 21,350 m2
located Dubai International Financial
district. It is twin special shaped towers connected with 4 bridges
where wind turbine to be located. It is designed by Perkins &
Will-Canada. The towers are 86 and 66 storey high respectively.
The floor area for both towers is 162,000 m2: 88% of which are
offices, 7% residential and 5% retail at the podium. Parking is
located in 5 basements with some at the podium for 3,770 cars.
The total built up area is 320,000 m2. Construction to start in 2010
with a cost of $480 million. DIFC Authority is a partner with
Tanmiyat. Status: Under design.

2008:
A. The Exchange: The site is 6,000 m2
located Dubai
Business Bay Area (One of the most prestige business
park for offices). The tower is 28 office floors above a
three floors retail podium. Parking is located in 3
basements accommodating 927 cars. The total built up
area for the project is 72,000 m2. The enabling works
(shoring and piling) is complete, construction of the super
structure to start soon. Total construction cost is $70
million.
B. The Court: The site is 5,100 m2
located Dubai Business
Bay Area. The tower is 29 floors (offices) above a three
floors retail podium. Parking is located in 5 basements
accommodating 991 cars. The total built up area for the
project is 75,000 m2. The enabling works (shoring and
piling) is complete, construction of the super structure to
start soon. Total construction cost is $76 million.
C. The Forum: The site is 4,900 m2
located Dubai Business
Bay Area. The tower is 31 floors (offices) above a three
floors retail podium. Parking is located in 5 basements

piling) is under construction which will be followed by
the construction of the superstructure. Total construction

2007 :
The site is 1,280 m2
located at Jeddah’s city center, east of 32
storey high National Commercial Bank Head Office. It is ideally
situated at the entrance of downtown Jeddah. The project is a 22
storey tower. It has 3 basements. Ground, mezzanine and first
floors are shopping and recreation. 19 typical floors are offices. A
restaurant is located on top at the penthouse. The total built up
area is 17,000 m2. The project is under construction with a total
cost of $21 million.

4 MIDROC Corporate Office (MCO), Addis Ababa, Ethiopia,
1999:
This is a high rise 20 storey building on a 2,600 m2 site. The
project basement is developed as car showroom. The ground
(partly), first, second and third floors are a large department store.

5 Samir (Moroccan Company for Refinery Industry) Headquarters,
Mohammediah, Morocco, 2001:
This was a design competition among four Moroccan
Architectural firms and one Saudi firm. Innovators (Saudi) got the
first place and were awarded the contract development of its
conceptual design. The site is 19,600 m2. It is a four stories
project to house the refinery offices with a total built area of
9,200 m2. Construction cost is estimated to be $8 million.

6 Government Headquarters, Addis Ababa, Ethiopia, 1999:
On a 96,000m2
site, this is a four blocks project (6 stories each)
capped with the VIP offices penthouse. The site also houses a

area is 77,000 m2 with estimated construction cost of $67 million.

basements. The cost of construction was $32 million. Building
was completed in 1998.

This project is in the southern city of Khamis Mushit. The mall is
two storey high with partial basement. It is made up of individual

hotel (42 Apartments) is designed on top of this mall. The total
built up area is 21,000 m2
on a 71,000 m2

This is a design competition with six international firms for a

10 The Garden Mall (Manee), Jeddah, Saudi Arabia, 2002-2003:
This project is located opposite of King Abdul-Aziz University.
The site is 18,000 m2. The project is two storey high with 150
shopping stalls. Anchoring stores such as super market, bookstore
and restaurant were added. The total built up area is 21,000 m2.
Construction cost was $8.5 million which started in 2003.

On a site located near the Prophet Mosque, this project is 14

3 Sheraton Addis extensions, Addis Ababa, 2003:
This is a two parts project for the $280 million luxury-collection
Sheraton Addis. The first part is extended-stay luxury apartments.
It is a 9 Storey building on a 15,000 m2 site west of the hotel. The
project consists of retails, hourly rentable offices in addition to
the furnished apartment. The built up area is 25,000 m2 with
estimated construction cost of $25 million.
The other project is east of the hotel. It is made up of four main
parts: luxury health club, bungalows, row houses, 4 VIP villas,
Olympic size and other swimming pools and tennis courts. The
built up area is 32,000 m2. Construction cost estimated to be $17
million.

1 Al-Muwakabah Textile Plant, Jeddah, Saudi Arabia, 2006 :
It is an integrated polyester textile plant that comprises twisting,
weaving sizing, dying, finishing and printing. It also has
inspecting sections, water and waste treatment plants, workshops,
storage area of raw and finished goods, power generation and
administration facilities. The project is located at the industrial
city (phase 5) in Jeddah on 48,500 m2 site. The built up area is
38,000 m2
with a construction cost of $22 million. Construction is
ongoing.

2 Yanbu Sandblasting & Paint Shop, Yanbu, Saudi Arabia, 1997:

of Haramain ring road. The site is 400,000 m2 with a built up area
of 93,000 m2. It consists of 6 unloading docks for vegetable
wholesale and 6 cold stores buildings, 35,000 m2 for retail sales,
shops for meat, poultry, and fish sales, packing facilities &
storages, a building for shops and offices. Other services include:
firefighting, municipality, police, and investment building along
with two mosques. The total project built up area is 90,000 m2.
Construction started in 2007 and should cost $53 million.

2 Al-Rajhi Madinah Hotel, Al-Madinah, Saudi Arabia, 2007 :
Located in the central area near the Prophet Mosque, this is a

rooms Crowne Plaza hotel. The project is under construction with
a total cost of $22 million. Close coordination between the client,
Canadian Project management firm, French interior designer, the
Intercontinental Hotel Group and the main contractor was
administered with lots of prerequisites from each party.

3 Tahliya Shopping Mall (Nojood Center), Jeddah, Saudi Arabia,
2005:
The project consists of 36 extra-large individual shops in ground
floor and mezzanine on 20,500 m2 site. Two floors on top are

technical assistance to the various contractors were provided
during the 18 month supervision of this project. Status: Project finished.

4 Mekele Hospital development, Mekele, Ethiopia, 2001 :
With limited site visits, this project (300 Beds hospital) was
supervised in terms of functional efficiency. During site visits
with the US Medical Planner (Health Services International HSI
& Payette Architects, Boston), changes on the plans and electro-
mechanical issues especially Medical gasses were recommended
and implemented at the site.

5 Al-Basateen Residential Compound, Jeddah, Saudi Arabia, 2001:
On this 188 Villas on an 82,000 m2 site project, Dr. Almansouri
was appointed by the owner & the contractor as an individual
consultant to supervise the site, monitor its progress, and solve all
arising issue between the client’s representatives at the site and
the contractor. He also helped in site supervising activities such as
payments certificate, material selection and approvals, drawings
interpretation, quality issues.

6 International Economic Tower, Jeddah, Saudi Arabia, 1998:
This tower had three VIP floors for the owner. The experience
here was the interior articulation of these floors. All material

designer Paolo Leofreddi.

7 Central Illinois Mosque & Islamic Center (CIMIC), Champaign,
IL USA, 1988:
During his PhD study in Illinois, Dr. Almansouri was supervising
this 3000 ft2 mosque from the client side as the site resident
Project Manager. This mosque was designed by a US architect
and built by a US contractor. The duration of the project was one
year. During that period approval of payments certificate,
variation orders, material selection, cost control, reports and
quality control was handled by the client PM.
