• Up to 50% of State Capital Assistance Scheme funding will be allocated across the financial years of 12/13, 13/14 and 14/15.

sector for eligible secondary only schools. • Under the LNP 2012 election commitment, funds remain

(BOFS) for the non-government sector

Local Government Development Approval Exemptions

• Exemption from planning scheme assessment- compliance checklist , Criteria (a)
o WAS- ‘at least 50% of the total funding for the development is provided under the relevant program’.
o NOW- ‘Fifty percent or more of the gross floor area of all buildings of the development is under the relevant program’.

Infrastructure Charges Exemption
• Refer ISQ Memo 2013/132
• State Planning Regulatory Provision (Adopted Charges) 2012 (SPRP), commencing 2nd August 2013.
• All development that is intended for, or will facilitate, program delivery is exempt from adopted infrastructure charges.
o WAS- ‘Essential Development for the Flying Start For Qld Children
program is the development of classrooms and toilet facilities’. o NOW- ‘Educational establishment for the Flying Start For Qld Children
program means any educational establishment or part of an educational establishment that is for, or will facilitate, the Flying Start

When is a school eligible for External Infrastructure Subsidy (EIS)?
• When Local Government Authority has imposed requirements on a school in response to a Capital Development Application.
What type of work is eligible?
• External to the school site – i.e. Road widening, traffic lights, street lights, landscaping, noise barriers, bus shelters, parking and pick up and set down areas
• Inside the school site –pick up and set down areas ONLY • Trunk charges for sewerage, water and transport
When can a school apply?
• Between 1 January and 1 August each year • After notification from Local Government Authority about Trunk Charges or External

• Trunk charges are now based on Gross Floor Area (GFA) of construction.

For those who are involved in the assessment of your application, this section provides a significant level of understanding of your school’s educational need and your proposal for the facilities that will address that need. To assist you to write the justification, the following topics should be used as a reference: a) Current situation that has prompted the need for the requested facilities, b) The educational need that determined the proposed design, room sizes and usage, c) Any specific site issues that must be considered, d) If appropriate, use of old facilities that the new one may replace, e) Other issues specific to your project. If applying for an Australian Government grant you are required to identify (TICK) which of the following Australian Government Objectives, as outlined in the Australian Education Act 2013, will be met by the proposed project/s.
