Dr. Maket then moved abroad, first serving in Accra, Ghana as a senior technical advisor as part of World Vision’s senior management team overseeing $ 5 million per year in HIV/AIDS, MNCH, nutrition, and malaria programs and approaches in eight countries of West Africa; then managing $20 million in World Vision’s integrated HIV/AIDS and MNCH programs in nine countries of Southern Africa, and finally managing the $7 million Malaria Control Evaluation Partnership for PATH in Lusaka, Zambia. As the Deputy Director for Regional Programs, Dr Maket led the establishment of PATH/MACEPA country presence in Zambia, Tanzania, Mozambique, Malawi and Ethiopia through strategic negotiations and development of MOUs with respective governments. As director-level staff on each of these public health programs Dr. Maket led complex multi-country monitoring and evaluation efforts and capacity building for program and host-country government staff, and earned a reputation for maintaining a culture of excellence, honesty, independence, and trust among his staff. Upon returning to Kenya, Dr. Maket deepened his experience managing USAID programs through serving as Deputy Country Director for Jhpiego and lead for the USAID/Kenya APHIA Plus Western/Nyanza program, overseeing Jhpiego’ s RH, MNCH, FP, HTC, TB, and VMMC technical portfolio, and providing financial and administrative management for Jhpiego’ s $17 million APHIA Plus sub- award. Dr Maket also provided leadership to Jhpiego’ s CDC funded SAIDIA that focused on HIV/TB care and treatment, HIV Testing and counselling, OVCs, abstinence and behavior change, involvement of men in PMTCT and development of national palliative care and support guidelines While Dr. Maket has deep technical expertise, he also has strong administrative and financial management experience to ensure programs are well-implemented on time, within budget, and in compliance with donor and host government rules and regulations. While country director of HACI Dr. Maket helped set up the HACI country program from scratch, developing administrative and financial systems, scopes of work, and awards with sub- grantees; of the 10 initial HACI countries his office was the first to establish systems and disburse grants to CBOs within the first year of project inception. Dr. Maket provided strategic leadership and management of the HACI Kenya Country program through development and management of a comprehensive work plan, sound financial management and budget control, staff recruitment and supervision. As the deputy director, regional programs, for four years with PATH’s MACEPA program in Zambia Dr. Maket supervised all financial and administrative operations, including a team of seven staff that included technical experts, accountants, and administrative personnel responsible for project administration. Strategic Management and Leadership- Served in senior leadership positions at Danya International, Jhpiego, PATH, World Vision International and Government of Kenya providing strategic and organizational leadership, ensuring alignment of programs with organizational strategic plan.

Program Development and Implementation- Designed and managed large and complex programs that include HIV/AIDS prevention, care and treatment; Maternal, Newborn and Child Health (MNCH); youth and adolescent reproductive health; nutrition and food security, girl-child empowerment and economic resilience among others in East, West and Southern Africa. Significantly I have contributed to strengthening of health systems in a number of countries including Kenya, Tanzania, Zambia, Zimbabwe, Mozambique, Swaziland and Malawi.

External and donor relations- As a senior manager in his previous capacities, Dr. Maket had the responsibility for initiating new partnerships for program development and strategic engagement for national and regional programs. I have engaged with senior government officials in East and Southern Africa for initiatives that help strengthen national health systems. In addition I have hands on experienced in donor relations management.

Business Development and Resource Mobilization- Dr. Maket has a demonstrable record of successful business development through proposal writing for donor and private funding. The donors with whom I have had successful business development with USAID, CDC, Bill and Melinda Gates Foundation, EU, DFID and private donors.

USAID Experience- At Jhpiego Dr. Maket managed a USD 17 million dollar APHIA plus Western/Nyanza project. Jhpiego’s portfolio included HIV testing and counseling, RH/FP, Maternal newborn and child health, Voluntary Medical Male Circumcision, TB and Cervical cancer screening. At World Vision International I helped design and implement child survival project in Kenya, an OVC project in Zambia, HIV/AIDS prevention, care and treatment in Eastern and Southern Africa countries.

Budgeting and Financial Management- Dr. Maket has a proven track record of prudent financial management ensuring that project activities are implemented within budget and that controls and risk management plans are in place.

Advanced Communication and Documentation- Documented comprehensive donor reports and published research findings for presentation at international conferences. Dr. Maket has also co-authored articles that have been published in peer-reviewed journals.

Responsibilities:

Lead Danya International portfolio of programs in Africa that include a CDC funded strategic information project (SSI) in partnership with Amref Kenya that supports the MOH’s HIV/AIDS program, a USAID funded Institutional Capacity Building project (FANIKISHA) in partnership with MSH Kenya, a CDC funded Pre-service HIV/AIDS E-Learning project in partnership with Jhpiego for Government and Faith-based medical training colleges in Kenya, CDC funded HIV/AIDS/TB/ public health Communication project (Public Affairs) in Ethiopia, Feed the Future projects in partnership with ACDI/VOCA in Ethiopia (AMDE), Tanzania (NAFAKA) and Zambia (Profit plus) and other new initiatives within East and Southern Africa region.

Strategic Management and Leadership- Contributed to Danya International’s organization Vision and Mission of catalyzing change for social impact through leadership of the organizational strategic plan and programs in Kenya, Ethiopia, Zambia and Tanzania and initiatives with private sector.

Program Development and implementation-

o Successfully led a team of ICT experts to develop and integrate ICT in the USAID funded NAFAKA Feed the Future project in Tanzania.

o Successfully led the design and application of innovative project management tools that include implementation tracking, risk management and training tools for Danya’s public health (HIV/AIDS/Nutrition) and food security projects in Kenya, Tanzania, Ethiopia and Zambia. The public communication project greatly increased the capacity of the Federal Ministry of Health of Ethiopia communication teams in the documentation and dissemination of best practices in HIV/AIDS care, treatment and prevention and TB control.

o Successfully managed a CDC funded HIV/AIDS project under Amref Health Africa-Kenya, during which period we developed the national HIV/AIDS M&E curriculum, tools and guides that are used at the National and County levels thus contributing to the strengthening of Kenya’s health system.

o Met all targets for the CDC funded public health communication and USAID funded Food Security projects in Ethiopia as well as nutrition and food security projects in Tanzania and Zambia.

o Successfully managed implementation of Danya’s scope of work under the USAID funded FANIKISHA project led by MSH and subsequently contributed to a peer-reviewed scientific paper on FANIKISHA’s model for CSO capacity building that was published in the Pan African Medical Journal.

o Successfully completed a Situational Analysis in Tanzania and Kenya for the development of the Aflatoxin Communication Strategy for East Africa Community funded by the International Institute for Tropical Agriculture (IITA).

Budgeting and Financial Management- Provided budgeting and financial oversight for all regional and country program budgets and ensured prudent financial management that adhere to strict financials controls including monthly forecasts and burn rate reviews.

Business Development and Resource Mobilization-

o Spearheaded the design and development of project proposals submitted to USAID and CDC in 2014/2015 in Kenya, Zambia, Tanzania and Uganda. Four proposals were submitted during this period with a combined budget of over USD 200 million. The OVC proposal for the coastal region of Kenya was successfully funded and it is currently in the first year of implementation led by Plan International.

o As Program lead for Danya’s resource mobilization team, initiated collaborative relationships with

strategic partners for new initiatives such as with IITA for the development of the Aflatoxin Communication strategic framework for the East African Community Secretariat.

o As the Senior Director of Programs and point person for donor engagement, successfully established and sustained cordial working relations with USAID and CDC, the government NGOs and community based organisations, resulting in seamless project implementation.

o Successfully initiated new partnerships for Danya International in Africa and maintained excellent communication with current and potential donors as well as implementing partners.

Health Systems Strengthening-

Responsibilities:

Working with the Country Director, lead the implementation and periodic review of Jhpiego’s country strategic plan in Kenya. Ensure that current and new program initiatives are aligned with Jhpiego’s national and global strategic focus.

Manage local project teams across multiple projects (APHIA plus Western/Nyanza; CDC HIV/AIDS Care and Treatment SAIDIA project; BMGF integrated health project in informal areas of the city; MSD Youth Sexual and Reproductive Health Project at two national university campuses) and provide effective supervision and management of direct reports to ensure high impact results. Mentor, support, supervise teams of technical staff

Working with the Monitoring, Evaluation, Research and Learning Director, ensure effective and efficient institutionalization of monitoring and evaluation system that among other outputs generates real time data for decision-making. Program Development and Implementation-

o As Jhpiego’s lead for the USAID funded APHIA plus Western/Nyanza project with a budget ceiling of approximately US $ 17 million, successfully met all the project component annual targets. The project components under my leadership included Reproductive Health, Maternal Newborn and Child Health (MNCH), Family Planning, HIV Testing and Counseling, TB Screening, Cervical Cancer Screening and Voluntary Medical Male Circumcision (VMMC). The project consistently surpassed the VMMC annual targets.

o Successfully initiated a life planning project for the University students in two Campuses of Jomo Kenyatta University and Kenyatta University. The project called the Brighter Future was funded by the Pharmaceutical giant, MSD, helped students acquire skills to plan their lives and make decisions on their reproductive health (www.brighterfuture.org)

o Successfully integrated the concept of Health Wagons into urban and peri-urban family planning project funded by Bill and Melinda Gates Foundation in the cities of Nairobi and Kisumu as well as the towns of Machakos and Kakamega. These wagons made integrated health services (MNCH/FP) accessible to families and communities in hard-to-reach informal settlements in the cities and towns of Kenya.

o As the project lead, successfully negotiated partnership between the BMGF funded Advance Family Planning (AFP) project and three county governments (Kakamega, Tharaka Nithi and Siaya) in Kenya for grass roots advocacy for Family Planning.

o Through effective project management, documentation and dissemination of best practices and skill and knowledge transfer, successfully contributed to the strengthening of Kenya’s health system.

Budgeting and Financial Management- Ensured effective financial management and accountability for the projects under my leadership including USAID funded APHIA plus Nyanza/Western project, CDC funded HIV/AIDS treatment, care and prevention (SAIDIA) project, MSD funded youth sexual and reproductive health project for university students and BMGF funded FP project. All the projects were implemented within budget and timelines.

Innovation and Conceptual Thinking-

o As the lead investigator, developed and presented an innovative concept at the annual Development Exchange Conference in DC, USA, titled “Reducing Maternal and Newborn Infection with an Energy-Generating Incinerator”.

o Developed the first concept paper on Non-Communicable Diseases (NCDs) for Jhpiego and set up a team to integrate NCDs in ongoing USAID funded APHIA plus projects.

o Led negotiations with Ministries of Health of Tanzania, Malawi, Mozambique and Zimbabwe resulting in the signing of MOUs with PATH/MACEPA in pursuit of their national malaria control and prevention goals that aimed at reducing Maternal, Newborn and Child (MNCH) morbidity and mortality as a result of malaria transmission.

o Led the development of the 2010-2014 SADC Malaria Advocacy and Communication Advocacy framework for malaria control and prevention and contributed to the regional malaria pre-elimination framework.
