Marijuana Packaging Guidelines

All cannabis products must be packaged:

• Clearly with the words “KEEP OUT OF REACH OF CHILDREN” and “THIS IS A MARIJUANAPRODUCT” in bold type identifying that the product contains marijuana.

• In a manner which is not modeled after a brand of products primarily consumed by or marketedto children.

• In child-resistant containers that maintain effectiveness. Except as otherwise provided,marijuana products in solid or liquid form must be packaged in plastic which is 4 mils or more inthickness.

• In containers that clearly demark each serving of marijuana in a way that enables a reasonableperson to determine how much of the product constitutes a single serving of active THC.

A cannabis establishment shall:

• It will contain no reference to, or perception of, being high (consumption).• If designated medical, keep overall design of any submission medically-focused. The appearancemust be “medical” or “pharmaceutical” and should contain no reference to, or perception of,being fun or recreational in nature.

Additional review information:

Staff may require up to 30 days for approval. A cannabis establishment shall not use packaging that has not been approved. Cannabis establishment owners with conditional licenses must submit electronic files of proposed packaging on a form prescribed by the CCB to be considered as part of their pre-opening inspection findings, and/or whenever new designs are created. The submitted artwork will be reviewed by staff to evaluate compliance with the packaging guidelines. The CCB will supply a form to the establishment indicating approval or denial of the proposed artwork. If the proposed artwork is denied, the reason for the denial of any portion of the submission will be indicated on the form including feedback and reasons for the decision. The CCB has final say regarding packaging approvals and denials.
