The SPF measures many important aspects of what we know makes a great school – like how satisfied students and parents are, how much students have improved their scores on state tests from year to year, and how well the school serves and challenges all of its students. This lets us know where a school is making progress and where we need to focus on improving. Our SPF puts special emphasis on student academic growth, or how much progress students have made from one year to the next. In DPS, we believe what is most important is not where kids start, but how much they grow. �

We are especially concerned about closing opportunity gaps for our students who have been historically underserved in our nation’s public schools, including students of color, students in poverty, English language learners and students with special needs. Ensuring our schools are serving all students well is an important area of focus on the School Performance Framework (SPF), which is why each school will receive an Academic Gaps rating that directly affects their overall SPF rating. Beginning this year, a school will only be eligible to receive our highest ratings of Distinguished (blue) or Meets Expectations (green) if it earns a blue or green rating on Academic Gaps. If a school receives our lower ratings of Accredited on Probation (red), Accredited on Priority Watch (orange) or Accredited on Watch (yellow) on Academic Gaps, it will not be eligible for an overall rating of blue or green on the SPF. We have committed to this change because we believe that it will improve how we serve and support all our students, and improve the quality of all our schools. Academic Gaps ratings will help school leaders and teachers understand exactly where improvements are needed to help every student reach his or her full potential. Addressing academic gaps will take the hard work and dedication of outstanding educators and leaders who are committed to Equity, which is why DPS will provide additional support to schools as they seek to improve opportunities for all students. By highlighting the academic growth and performance of specific student groups, our community will gain an even deeper understanding of the opportunities we have to help each student reach his or her full potential, and to ensure that Every Child Succeeds. IF ASKED about the Equity Indicator: On the 2016 SPF, we created the Equity Indicator. For the 2017 SPF, we selected a new name for this indicator: Academic Gaps. We selected this name in response to feedback from the African American Task Force, because it more accurately reflects the aspect of Equity that this indicator measures.

The schools with the highest needs receive the highest level of intensive support from DPS to help improve instruction, increase academic performance and provide professional development for teachers and school leaders.   The Tiered Support Framework helps DPS strengthen our district-run and innovation schools by investing the people, time and resources that all schools need to succeed. We want the process of prioritizing support to be consistent and transparent, so we base our levels of support – called tiers – on school performance data. The schools with the biggest challenges receive the most intensive support to help them meet their extraordinary needs. What supports are provided in each tier of the TSF? All schools receive the Universal level of support to ensure they have a strong foundation. Schools in the Strategic tier build on that foundation with specific approaches that are designed to help each school meet its improvement plan goals. In the Intensive tier, schools are given an additional layer of support and resources to help them make the dramatic changes their students need to succeed.    Identifying, Supporting and Monitoring Schools The district uses a three-step process to provide the right level of support to schools. By the end of September each year, we identify what level of supports schools need (Universal, Strategic or Intensive) based on their performance data and other information. Next, we provide a range of services and/or resources based on their level of need. Then, we monitor progress to see if the supports are helping the school work toward continuous improvement.
