- Georgian IT market has justified our expectations,

trust has appeared and despite a short time we'vemanaged to implement several serious products.- The company has not limited with Tbilisi and

organizations operating there. We expanded thescope of activities. This year we are going to introducemodern information technologies in Georgia's bigcities. DPA plans toimport Biometric Product of U.S. made- L-1Identity Solutions in Georgia.L-1 Identity Solutions is the largest contractor ofU.S. defence ministry whose products havebeen successfully used by the federal bureau(FBI). This service is now available for Georgianusers which provides for a full humanidentification.

- Which products are of the most interest inGeorgia? What direction are you planning todevelop and which IT sector has morepotential in our country?

- The main demand is for finished products inGeorgian market. The most important thing forGeorgian consumer is fast and qualitativeservice, although we are trying to eradicate thisstereotype. To have a successful IT project, it isnecessary to provide consulting, analysis andaudit phases. But we must acknowledge that

Georgian IT market has justified ourexpectations. Within a short time we have donea couple of major projects. We would like todevelop software direction and to offercompanies prepared software or develop a new,according to their needs. Besides the fact that software is an intellectual property and islaw protected, there are lots of benefits that come withlicense. Users must understand and see additional value; Forexample when purchasing the license, user gets technicalsupport, latest updates, legal software operates faster by30%, is secure and protected from malware and spyware thatusually comes with pirate software. It's even more importantfor corporate users. Companies can cut operational andadministrative cost; relocate IT human resources on moreimportant projects than re-installment and maintenance of

pirate software and furthermore raise system security level assystems build on pirate software are far more vulnerable andfatal results may occur.

Information campaigns and educational activities is a smartway for vendors to protect their intellectual property rights.Through intensive supply of information, vendors can raiseawareness and prepare society for further cooperation.- Not many vendors have representation in Georgiaand very often users are not aware of sales points. Does thisalso counts, what do you think?- As world practice shows, soft and computers areequally distributed by retail pc store. In Georgia, when a useris about to purchase a pc, it is perceived that soft will beinstalled on that machine, but nobody is interested in

licenses. Very rarely, one can find soft on the shelves instores. Soft and hard must be of equal interest for customer;retailers have to promote this and must not sell PCs withillegal software,- What are governmental measures concerning thisissue?- In Georgia, there's a law protecting intel lectualproperty; however no agency monitors the enforcement. Ihope government will have this initiative soon and intellectualproperty violation will be deprived gradually. On the otherhand, users must accept the fact that using illegal softwaremeans breaking the law. IPR protection is number onerequirement for integration with Europe, without thesestandards Georgia can't develop. The legalization processhas already started in few companies and governmentalagencies and situation on retail market will be improving.

Baltics and Black See IT Security Excellence Center

Latvian company DPA initiates a new project Baltics and Black SeeIT Security Excellence Center. Under the project to coordinatingcenter will be launched, one in Riga and the other in Tbilisi that willdevelop the strategy to improve IT security standards and systeminsufficiencies.

As been reported world giants Microsoft and Deloitte will participatein the project. The details of the project will become clear duringpreparatory process. The draft project will be presented to thepresident of Georgia, Mikheil Saakashvili during his official visit toLatvia in May.

A:The bank took interest in our service, mostly the

introduction of the complex system of functional monitoring ofIT infrastructure. This will enable us to unite all the networkmachinery, programs and services into one system and createa unified picture of the operational infrastructure.

Other large companies in Georgia are interested in similarprojects as well. They also need qualified and complexsystems of evaluation and monitoring. At this stage Georgiancompanies are using only basic systems of monitoring.

You will agree that the installation of software and theintroduction of the network system is not enough for a well-operational IT infrastructure of a company. It is necessary toanalyse what processes take place between the parts any timeof any day.

For business it is very important to know precisely what is

happening with regards to their software, services andnetworks. Monitoring of the system and the audit of informationtechnologies is very useful, as through this it is possible todetect weak points; and by removing the faults and problems,it saves the time of the personnel.

Q: Which direction of IT solutions are Georgian companiesinterested in?

A:The demand is diverse and differs with the quality of difficulty.DPA is offering complex IT services to the local market. Ourcompany has a lot of experience working on complicatedinfrastructure projects. It also helps that we are working on themarkets of Belarus and Ukraine and in 2011 we establishedourselves with similar projects on the Georgian market. The mostdemanded product on this stage is the IT audit.

Q: What does the IT audit comprise?

A:The service differs from company to company. Specifics andprocedures of audit are selected in accordance with theauthorities of the company and the company's needs. We areworking according to ISO standards and we take intoconsideration recommendations of leading IT companies,including Microsoft.

The services include security and IT infrastructure audits as well.The aim of the security audit is to estimate security riskspotentially threatening any business.

Our experts are making the processes work. The audit processalso includes interviews with key personnel, the evaluation ofweaknesses, the identification of the current security policy and

the management and expertise of IT activities. Our specialistsoften rely on technological instruments of the audit. Generally,the security audit is directed at ensuring unhindered operation ofprotection systems.

In order to define the best products for implementing securityassurance procedures for the customers, it is necessary toconduct consistent analysis of the current situation. Theinfrastructure audit is mostly a consultation. It is necessary toevaluate the security and lawfulness of technologies andproducts in the company before they purchase new informationtechnologies. Only after going through the procedures, are weready to develop the IT strategy for any organization and provideconsultations on all software related issues.

Q: You are working on the markets of several Europeancountries? What are the differences between the markets?

A: The differences on the markets are mostly at the initialstages. Afterwards, the markets develop more or less equally. Atfirst, the major demand of the Georgian market was readyproducts. However, the approach is changing gradually, similarto international practice. In order for an IT project to besuccessful, it should take into consideration phases of the audit,analysis and development.

Q: How important is the development of university education inthe IT sphere in Georgia and what is the situation in Latvia in thisregard?

A: In Georgia the IT sphere is on quite a high level. It isparticularly noticed in the banking sector. However, generallythere is a deficit of qualified personnel. Belarus and Ukrainehave the same problem, even Latvia.

This is why the process of developing qualified personnel shouldstart from university. Only courses and seminars are not enough.Specialists should have basic knowledge. And the mostimportant for this is the involvement of the government andprivate businesses in order to support the establishment of

specialized technological universities and departments.We have a good example of Latvia where university students ofinformation technologies have decent stipends from the privatesector. The DPA is funding several successful students annually.

After graduating the university, the students have internships inthe companies; they have basic knowledge and needexperience. I think a similar approach will work in Georgia aswell.

Q: To what extent did your prognosis prove right after youentered the Georgian IT market?

A: We were aware of the attractiveness of the Georgian ITmarket and we had enough information on the processes and

potential rivals. The competition here is quite high, which makesthe work of DPA very interesting. Moreover, the market ofinformation technologies is quite developed compared to othercountries. The IT direction in Georgia is on quite a high level;therefore, we are happy with our work in Georgia.
