– Need to disperse employees throughout RPP district • Microzones

– No consensus on limiting total employee permits • Maintain % distribution based on parking availability

– Improved communications to residential and business communities
– Allocate additional resources to RPP rollout

Option 1: Concentric Zones Structure
– 3 zones forming rings around Downtown
Employee Permit Distribution – Capped within each zone to maintain an average occupancy rate
based on total on-street parking available
Pros – Can effectively manage distribution
– Easily expanded
– Pricing option available
Cons – Commuters likely to park on inner edge of zone
– Pricing may encourage parking in outer zone

Option 2: Large Neighborhood Zones
Structure – Based on established neighborhood boundaries
Employee Permit Distribution – Capped within each neighborhood to maintain an average occupancy
rate based on total on-street parking available
Pros – Easily defined based on neighborhood
– Clear and easily communicated zones
Cons – Some neighborhoods are not clearly defined
– Employees will continue to park in portions of zones nearest to Downtown
– Large zones more difficult to manage distribution

Option 3: Microzones
Structure – Based on established neighborhood boundaries
Employee Permit Distribution – Capped within each zone to maintain an average occupancy rate based
on total on-street parking and existing occupancy
Pros – Small zones allow for more precise management of occupancy
– Adaptable and easily expanded
Cons – More complex management and permit distribution
– Less clear communications with more small zones
