    PROJECT EXPERIENCE

    DOWNTOWN CARROLL STREETSCAPE | CARROLL, IOWAClient: City o Carroll, Iowa

    Conuence was retained to prepare the Carroll Corridor o Commerce Master Plan. The corridor

    includes fve miles o Highway 30 which runs through the community and bisects the downtown

    area. Highway 30, also known as the Lincoln Highway, was the frst transcontinental hard

    suraced road in the US and is identifed as part o the National Highway System.

    In an eort to achieve consensus among the community, the planning process was built

    upon citizen and stakeholder input. Based upon this input, the ocuses o the Master Planwere the Gateways and Downtown areas. The plan recommended introducing elements and

    treatments starting at the gateway edges and building to the Downtown core. A palette o

    complimentary materials, urnishings and lighting options was developed which allow portions

    o the corridor to reect individual character and specifc needs, while still relating visually to

    the corridor as a whole. Pedestrian and vehicular circulation within downtown was reviewed and

    recommendations including conversion o one-way streets to two-way trafc were made. The

    fnal design was intended to reect the inherent sense o place and pride that the community

    o Carroll embodies.

    Following the completion o the plan, the City initiated implementation o Phase I to include

    the revitalization o fve blocks within the Downtown shopping district. Conuences scope

    included additional public involvement, streetscape design, design development drawings, cost

    estimation, construction documents and construction observation.

    Existing steel canopy structures were removed to reveal store ront windows and architecture

    details. Pedestrian scale light fxtures with integrated tenant signs increased store visibility,

    created excitement and added color to the downtown. Parking stalls were reconfgured, almost

    doubling the parking available along the main corridor o the shopping district. Kiosks located at

    the intersections with Highway 30 draw interest to the shopping district. Providing a map o the

    downtown shopping district, tenant listings and history o the Lincoln Highway, these kiosk signs

    can easily be modifed and updated or seasonal city events. Curvilinear seat walls, decorative

    pavers, planter pots and landscaping defne the downtown experience.

    Citizens are excited by the results o the project and the positive reactions rom neighboring

    cities. Store owners have begun to invest money in acade renovations and colorul awnings.

    The City has contracted with Conuence or additional phases o design implementation.
