To improve digital literacy and impart skills among educated youth, ChiefMinister Chandrababu Naidu has embarked upon an innovative ideacalled ‘Naipunya Ratham’, a multi-utility vehicle, which aims at enhanc-ing job skills among youth living in the remote corners of the State. The vehi-cle, which is part of ‘Keen Village - Smart Ward Programme’, was flagged off atSecretariat on March 22. With a budget of Rs 300 crore, this programme is de-signed to improve the experience and expertise of around 10 lakh individualsacross the state in a span of two years. As many as 1000 aptitudeadvancement focus centres will be set-up very soon. “The Government isplanning to roll out 12 more Naipunya Rathams by the end of May 2018, andthe first phase of the launch would cover 28 smart villages in 13 districts incollaboration, the CM disclosed. World on Wheels (WoW) Project is an innova-tive initiative of HP Inc. India deploying self-contained internet-enabled digitallab aimed at driving digital literacy, education programming, entrepreneurshiptraining and other community services in underserved areas. The vehicle is a20-seater high tech Bus with enabled digital inclusion and learning labequipped with smart technology gadgets on computing and printingequipment, as well as software suites and e-learning tools, like HP ClassroomManager, HP Video Book and HP Life. The Lab will allow individuals to gainaccess to IT literacy and connect to different government programmes.

Andhra Pradesh has been shortchanged. Not by one, but two nationalparties. The Congress Government did a terrible job of the bifurcation,causing enormous damage to the State’s present and future. The

residual AP saw light at the end of the tunnel when NDA led by BJP tookcharge in Delhi. As the ruling TDP was part of the NDA, it was widely hopedthat the State would receive the attention it badly needed from the Centre.

However, the reality has been sobering than anyone had expected. Forinexplicable reasons, the Centre went back on bestowing Special CategoryStatus on AP, hiding under the 14the Finance Commission Report. AndhraPradesh led by Chief Minister Chandrababu Naidu chose to be realistic, andreluctantly accepted the Special Package offered by the Centre in the fondhope that Delhi would be sympathetic to the development needs of theState.

The CM had to pay significant political price for endorsing the SpecialPackage. He took pains to reason with people that so long as we got thesame benefits, it might be wise to accept them. However, it became painfullyevident over a period of time that the Centre’s attitude has been one ofdisregard towards the State’s situation. The more the CM tried to extractthe promised benefits, the more apathetic was Delhi’s response.

The failure to provide legal status to the package, the lack of initiative infulfilling the provisions of AP Reorganisation Act, and the rather uncharitablecomments (‘the Centre does not have free floating funds’) against the Stateproved to be the last straw, leading the Chief Minister, who is also the rulingTDP chief, to walk out of the NDA.

It is easy for those sitting in glass houses to question the timing, or why theCM hadn’t broken up earlier. The issue is not the prestige of one leader orindividual, but the long-term interests of the state. The need to deal withsuch matters with sensitivity cannot be overemphasised. Before walking out,the CM walked the extra mile with the NDA in good faith. The gesture,unfortunately, was not reciprocated.

When it was crystal clear that Andhra Pradesh was being tricked intonothing, the CM lost no time in coming out openly, taking strong exceptionto the callous and indifferent posture adapted by the Centre.

As the CM pointed out, “This is about the rights of our people”. The fight forjustice might be long and hard, but we need to take it to its logical end.

The Hero is here. Hero MotoCorp, the coun-try's largest two-wheeler manufacturer, issetting up its plant in AP. Chief MinisterChandrababu Naidu laid the foundationstone for Hero MotoCorp (HMCL) two wheeler fac-tory, the first in South India, at Madannapalem nearSri City’s Special Economic Zone in Satyavedu, about100 km from Chittoor, on March 23. More than over ayear and a half after signing the MoUs with the autogaint, the foundation stone laying ceremony tookplace. Speaking on the occasion, Naidu said that theCompany would invest about Rs 1,600 crore in thefirst phase for making improved and latest versionsof bikes. The two wheeler giant would also invest an-other Rs 1,600 crore for development of ancillaryunits. The plant, to come up on 636 acres of land,would be the company’s first facility in South India,he added. The Chief Minister asked managers of thefacility to complete construction and begin produc-tion by March 2019. Asserted that his Governmentwas very much committed to extend required sup-port to the company and added that they should alsolook into the aspect of manufacturing electric bikes.The State Government had so far inked many MOUswith auto giants in India to set up facilities in the bi-furcated Andhra Pradesh, and Rs 35,000 crore wasgoing to be invested in the automobile sector alone,said CM.Hero MotoCorp CMD and CEO Pawan Munjal said the

new unit is expected to offer employment opportuni-ties for about 12,000 people of the State. By 2020 thetotal annual production of Hero MotoCorp wouldcross the 10 million mark, he said. HMCL will providedirect employment to 1,500 people in the first phaseand another 3,500 in the subsequent phases.According to the plan, the two-wheeler giant willcommence production of five lakh units (per annum)in the first phase by December 2018 with an invest-ment of Rs 800 crore. It will add another 5 lakh unitsto its production capacity in the second phase byDecember 2020, and an additional 8 lakh units in thethird phase by December 2023 with an investment ofRs 800 crore for both the phases, State's IndustriesSecretary M Girija Shankar was quoted saying. Thiswas the first major project in the manufacturingsector that the Chandrababu Naidu Governmentsucceeded in attracting to the state post bifurcation.“In addition to building a state-of-the-art facility, weare committed to creating a world-class manufactur-ing eco-system in the region, with a base of globallybenchmarked vendors and suppliers, which willtogether generate over 12,000 new jobs, therebyaccelerating the socio-economic progress in thestate,” said Pawan Munjal.HMCL also promised an investment of another Rs1,600 crore for development of ancillary units thatcould create direct and indirect employment for15,000 people. In addition to this, employment for2,000 people would be created by the supply chainpartners in Phase-I and would go up to 6,500 at thefinal stage of expansion. The State Government alsoagreed to allocate another 200 acres of land within aradius of 25-35 km of the mother plant for the pro-posed ancillary units that are expected to commenceproduction in the first phase by December 2019 withan investment of Rs 400 crore. Another Rs 600 croreeach would be invested for the next two phases byDecember 2021 and 2024, respectively..The State Government accepted the request of HMCLto permit it to diversify its manufacturing activityinto three-wheelers, electrical vehicles, aerospaceand defence and technology relating to green-techthrough joint ventures and business associates.

Finance Minister YanamalaRamakrishnudu proposed arevenue surplus budget forAndhra Pradesh for the year2018-19 anticipating that the Gov-ernment of India would release allthe dues as per the AP Reorganisa-tion Act, 2014 at least this year. “I amtaking a leap of faith and devoting asignificant portion of the budgetaryallocation for 2018- 19 to variouswelfare measures,” the Ministerdeclared.Chandrababu government presenteda Rs 1.91-lakh-crore budget, with aprojected revenue surplus of Rs

5,235 crore, for financial year 2018-19, vowing to make "every citizen inthis state a happy person". Thebudget estimates entail an overall in-crease of around 21.69 per cent overRs 1.56 lakh crore in 2017-18. Presenting his last full budget in theelection year, the Finance Minister

said the state's fiscal deficit was ex-pected to touch Rs 24,205 crore,which would be over Rs 3,000 croreless than of last year. He also said that the per capitaincome of the state rose to Rs1,42,054 in 2017-18, from Rs1,23,664 in 2016-17, registering ajump of 14.87 per cent. General education got the lion'sshare in the latest budget with anallocation of Rs 24,185 crore, fol-lowed by rural development with Rs20,815 crore. While a total of Rs 13,722 crore has

been earmarked for welfareschemes, an increase of 20.78 percent, irrigation got Rs 16,978 croreand agriculture and allied serviceswere allotted Rs 12,355 crore. Sub-stantial increases were made in allo-cations to different departments and

specific schemes. "In 2018-19, I propose a revenue ex-penditure of Rs 1.50 lakh crore (in-crease of 19.35 per cent) and acapital expenditure of Rs 28,678crore (increase of 30.60 per cent), in-cluding Rs 9,351 crore towards prin-cipal repayment of public debt," theFinance Minister said. "We are at thecrossroads of development anddeficit, perpetuated by the increasingindifference of the Central govern-ment in extending our entitlementsas per the AP Reorganisation Act,2014 and the assurances made bythe then Prime Minister on the floorof Rajya Sabha (in February 2014),he added. BC WelfareThe budget proposed Rs. 2,165 crorein 2018-19, as against previousyear’s Rs. 1,732 crore, an increase of25%, for Pre and post metric schol-arships, reimbursement of tuitionfees (RTF), NTR Vidhyonnathi, NTRVidesi Vidyaadarana, hostels, resi-dential schools and colleges and BCstudy circles assisting about 16 lakhstudents. For assisting the studentsfrom the Kapu community an alloca-tion of Rs. 400 crore is proposed. Forthe Economically Backward Classesan amount of Rs. 700 crore is pro-

posed towards RTF.The Aadarana Scheme will be imple-mented throughout the State cover-ing 2,55,000 beneficiaries with aproposed outlay of Rs. 750 crore.The budget proposed to provide Rs.30 crore for welfare of Vysyas,Rs.1000 crore for welfare of Kapus.The allocations for livelihood sup-port for various backward classeshave been enhanced substantially asfollows: • Toddy tappers: From Rs. 35 croreto Rs. 70 crore • Valmiki/Boya: From Rs. 25 crore toRs. 50 crore • Vaddera: From Rs. 25 crore to Rs.50 crore • Viswa Brahmins: From Rs. 30 croreto Rs. 50 crore • Salivahanas: From Rs. 30 crore toRs. 50 crore • Sagaras/Uppara: From Rs. 25 croreto Rs. 40 crore • Medaras: From Rs. 20 crore to Rs.30 crore • Krishna Balija/Pusala: From Rs. 20crore to Rs. 25 croreSocial WelfareAllocation has been increased for

Andhra Pradesh Social Welfare Resi-dential Educational Institutions Soci-ety (APSWREIS) from Rs. 749 croreto Rs.1,050 crore, an increase of40%. It is proposed to provide anamount of Rs. 901 crore as subsidycomponent for Economic SupportSchemes assistance to VulnerableGroups. The overall SC Component isincreased to Rs. 11,228 crore, an in-crease of 14%. Likewise, Rs 60 croreto provide modern workshops tocobblers, Rs 40 crore to LIDCAP tosupport the small scale leather in-dustries and Rs 12 crore for Dappuartists was allocated.In 2017-18, Rs 9,847 crore wereallocated to 22 departments for theSchedule Caste Component. This isenhanced to Rs 11,228 crore now.Tribal WelfareAs many as 44,365 ST students arestudying in 184 Gurukulams fromClass I to Intermediate. The govern-ment has also converted 179 hostelsinto 80 residential schools and 30ashram schools, and 14,923 ST stu-dents have been brought under theResidential Education Mode. The Fi-nance Minister proposed to increasethe allocation from Rs 100 crore toRs 250 crore for the construction of

residential school complexes andfrom Rs 524 crore to 670 crore forTribal Welfare Residential Schools.Rs 262 crore will be allocated toprovide economic support schemesand skill development programmesto the ST community.Minority WelfareFor the Overseas Education Scheme,the allocation is proposed to in-crease from Rs 5 crore to Rs 30crore. Other allocations include: Rs80 crore for the Dulhan Scheme, Rs75 crore as incentives to Imams andMouzams, from Rs 24 crore, Rs 150crore for Bank-linked Income Gener-ated Schemes and Rs 75 crore forChristian Minorities, from Rs 35crore. The overall allocated amountfor Minority Welfare in 2018-19 is Rs1,102 crore.In an effort to give increased focus toaddress malnutrition amongstwomen and children, the Ministerproposed to allocate Rs 383 crore fora new scheme, Special Nutrition forMalnourished Children and Mothers.Implementation of Anna AmruthaHastham has been expanded from107 to all 257 ICDS projects in thestate to reduce Infant Mortality Rate(IMR) and Maternal Mortality Rate(MMR). Rs 1,016 crore for the Nutri-tion Programme is proposed, whichis almost doubling last year’s alloca-tion.The other allocations are Rs 100crore for provide sanitary napkins toadolescent girls and SHG women, Rs35 crore for the Prosthetics AidsProgramme and Rs 30 crore foreconomic rehabilitation for thedifferently abled, The overall allocation for the differ-ently abled is proposed to be Rs 121crore. Rs 20 crore is proposed to beallocated for the upliftment of thetransgender community, to imple-ment the newly formulated Trans-gender Policy. differently Abled, Transgender and Senior Citi-zens department, which is 70% more than thelast financial year.Youth AdvancementRs 1,000 crore is proposed to be allocated forthe Youth Policy, which is in alignment withSunrise Andhra Pradesh Vision 2029. Rs 305crore for the implementation Youth WelfareSchemes. The overall allocation is Rs 1,305crore, which is 68% higher than the last fiscalyear.Housing“Government of Andhra Pradesh is committedto provide housing for all by 2022”, said Yana-mala Ramakrishnudu. 2,70,000 houses havebeen completed up to the end of February2018. Under NTR Urban Housing (BLC),1,25,000 houses are under construction withthe BLC Component of PMAY. Another4,50,000 houses are under various stages ofconstruction under NTR Rural Housing.The government intends to provide puccahousing for every poor person in urban areasby 2022, and has taken up construction of 9lakh houses. Rs 1,000 crore has been proposedto be granted to the implementing agency, AP-TIDCO, for the repayment of loans and Rs 575crore for distribution of house sites to theneedy.An overall allocation of Rs 4,752 crore is pro-posed for Housing, which is more than threetimes the allocated amount of last year.Under various poverty allieviation schemes,the government has allocated Rs 5,000 crorefor NTR Pension Scheme, Rs 1,463 crore forVaddileni Runalu, Rs 1,700 crore towards capi-tal infusion for SHG women and Rs 100 crorefor Streenidhi. So far, 2,398 SHG entrepreneurshave been trained and provided with financialsupport of Rs 9.15 crore.HealthcareIn view of the high incidence of kidney ail-ments in Srikakulam, 14 dialysis centres willbe established in the district to provide relief.An overall allocation of Rs 8,463 crore is pro-posed for the Health sector, which is 21%more than the last year.Human Resource DevelopmentRs 160 crore has been proposed for the

Badikosta programme for providing bicycle to girls study-ing in 8th and 9th class. Rs 117 crore has been proposedunder Digital Classrooms scheme to cover schools andcolleges, Rs 100 crore to maintain hygienic toilets inschools, Rs 377 crore to run Model Schools, Rs 266 crorefor increasing number of eggs served in Mid-day meals,Rs 23 crore to extend the Mid-day meals to Intermediate,Rs 21,612 crore for secondary education, as against Rs17,952 crore in 2017-18 and an overall allocation of Rs2,835 crore to higher education.Budget Highlights▪ The Gross State Domestic Product of Andhra Pradeshfor 2018-19 (at current prices) is approximately Rs8,70,326 crore. This is 10% higher than the revised es-timate for 2017-18. ▪ Total expenditure for 2018-19 is estimated to be Rs1,91,064 crore, a 19.5% increase over the revised esti-mates of 2017-18. In 2017-18, there was an increase ofRs 2,823 crore (1.8%) in expenditure over the budgetestimates. ▪ Total receipts (excluding borrowings) for 2018-19 areestimated to be Rs 1,57,599 crore, an increase of 25.4%as compared to the revised estimates of 2017-18. In2017-18, total receipts (excluding borrowings) fellshort of the budgeted estimate by Rs 1,328 crore. ▪ Revenue surplus for the next financial year is targetedat Rs 5,235 crore, or 0.6% of the Gross State DomesticProduct (GSDP). Fiscal deficit is targeted at Rs 24,205crore (2.8% of GSDP).▪ The departments of education, municipal administra-tion and urban development, health, medical and familywelfare are estimated to witness the highest increase inallocations over the previous year.AP Economy in a Nutshell▪ Economy: The growth in GSDP of Andhra Pradesh hasbeen increasing from 7% in 2013-14 to 11.2% in 2017-18. ▪ Services sector: With a share of 44%, in the GSDPgrew by 9.1% in 2017-18 over the previous year.▪ Agriculture: Contributes to 34% of the GSDP, it grewby 17.8% in 2017-18.▪ Industries: With a share of 22%, the sector grew by8.5% in 2017-18. ▪ Per capita income: The per capita income of AndhraPradesh in 2017-18 (at current prices) is Rs 1,42,054.This is more than the average national per capitaincome of Rs 1,12,764 in 2017-18.Expenditure in 2018-19 ▪ Capital expenditure for 2018-19 is proposed to be

Rs 40,792 crore, which is an increase of 25.3% over therevised estimates of 2017-18. This includes expendi-ture which affects the assets and liabilities of the state,and leads to creation of assets (such as bridges andhospitals), and repayment of loans, among others. ▪ Revenue expenditure for 2018-19 is proposed to be Rs1,50,272 crore, which is an increase of 18.1% over re-vised estimates of 2017-18. This expenditure includespayment of salaries, maintenance, etc. ▪ In 2018-19, Andhra Pradesh is expected to spend Rs25,928 crore on servicing its debt (i.e., Rs 10,851 croreon repaying loans, and Rs 15,077 crore on interest pay-ments. This is 11.4% higher than the revised estimatesof 2017-18▪ In 2018-19, Andhra Pradesh estimates to spend Rs25,836 crore on centrally sponsored schemes. This is32% more than the revised estimate in 2017-18.Receipts in 2018-19 ▪ The total revenue receipts for 2018-19 are estimated tobe Rs 1,55,507 crore, an increase of 26.2% over the re-vised estimates of 2017-18. the state's interests, the CM said thathis party pulled out of governmentand exited the alliance as it had failedto deliver on the promises made tothe state. "They are now saying they will wage awar against me. War for what? Did Idemand anything unjust? I only askedabout the commitments made inAndhra Pradesh Reorganization Actand the promises made in RajyaSabha (during bifurcation of AndhraPradesh)," said the CM. FinanceMinisterYana-mala Ra-makrishnuduexpressed con-cerns over devo-lution of fundsby the Centre.Participating ina discussion onthe 2018-19Budget Appro-priation Bill in the Assembly, Ramakrishnudu said attempts to demolishthe federal system were evident from the “imprudent manner” in whichfunds were devolved and the imposition of Centrally-sponsored schemeson the States. He alleged that NDA government was resorting to suppres-sive federalism in the place of cooperative federalism. Pointing out thatbias was creeping in the manner the Centre was treating the southernstates, the Minister said, “the Centre has given a total of Rs 1.41 lakh croreto southern states but almost the same amount was given to a single statein the north Uttar Pradesh”.He said his counterparts from the southern States would discuss theneed for the 15th Finance Commission to strike the right balance in devo-lution of funds at a meeting scheduled for April 10. The impact of the Cen-tral government’s retention of veto power in the GST Council, which isdominated by the Finance Ministers of the BJP-ruled States, and otherissues jeopardising the fiscal relations between the Central and the StateGovernments would be taken up at the meeting. Many States had been re-questing the Central government to take the 1971 Census as the bench-mark for devolution of funds by the 15th Finance Commission instead ofthe 2011 population but there had so far been no response, the Ministersaid. He observed that States like Andhra Pradesh which went for familyplanning would be at a disadvantage compared to those having higherrates of population growth. Pointing to the Centre’s refusal on AP’s claimover revenue deficit, he questioned what respect did the Central govern-ment have for the institutions of the Comptroller and Auditor General, theReserve Bank and the NITI Aayog which pegged AP’s revenue deficit atmore than Rs14,000 crore, which more or less tallied with the State’sclaim of Rs16,000 crore. The State was demanding its rightful share, andnot standing at the Central government’s doorstep with a begging bowl,he said.

"TDP is synonymous with develop-ment. Andhra Pradesh is the highestcontributor to CGST. Despite ourstrong efforts and better develop-ment in GDP, Andhra is still laggingbehind all the southern states in percapita income," the CM further said.While allaying the apprehensionsover possible harassment after sev-ering ties, Naidu said the Centrecannot deny its legitimate and right-ful share in the tax revenues. “Weare not begging the Centre and theCentre is not doing us any charity.We need to get our legitimate andrightful share of 42% of tax rev-enues and we will continue to fightour rights,” Naidu said in theAssembly.He wondered why the Prime Minister's Office is regularlyentertaining MPs with criminal cases in court. Dismissingthe charge that AP has not been submitting utilisation cer-tificates, the CM said it was the Centre that was runningaway and not responding to the challenge posed to it byTDP on the issue. "AP stands No.3 in the country when itcomes to submitting utilisation certificates. It's time otherpolitical parties also took a clear stand on the Centre. Theyhave to decide on supporting a central government that'signoring people of AP or the TDP which has been fightingfor the people of the state," he said.Addressing the AP assembly, the CM said, "TDP did notsnap ties with the BJP for political considerations. In fact,it was BJP that did so in Telangana by parting ways withTDP without informing us. We went to polls together inTelangana and AP, but Telangana BJP leaders unilaterallyannounced they will not tie up with the TDP for 2019polls. Did we say anything on that? Contrary to his claims,AP did not get anything new or more than other statesdespite facing a difficult situation after bifurcation. In fact,you were just giving back taxes paid by the people ofAndhra to us after taking your share."Failure to honour Bifurcation ActDespite the State Government's continued follow-up andpersistent demands, the Centre failed to honour several ofthe promises made in the AP Bifurcation Act during thelast four years. The BJP president Amit Shah's letter toAndhra Pradesh chief minister N Chandrababu Naidu isfilled with rhetoric and doesn't answer key questions suchas why the special status for the state has been denied and

how far the special package has really grounded. The de-fence is replete with generalities and accusations againstthe state government. While giving Centre's version ofissues, Shah fails to answer critical questions facing thegovernment.1. The Centre failed to compensate for the revenue deficitas assured in the Act. The revenue deficit was initially esti-mated at Rs 16,700 crore. The amount was later revisedby the Centre to Rs 7,500 crore and the central govern-ment only paid Rs 3,977 crore. While the State govern-ment reiterated that the revenue deficit to be paid by theCentre is Rs 12,500 crore, the Centre has been makingvague statements that the due in this regard is merely Rs138 crore.Finance Minister Arun Jaitley said several times in the pastthat the central officials were discussing the issue with thestate officials to arrive at a consensus on how muchshould be paid to the state in this regard. But nothing hadhappened. The State Government, meanwhile. has pro-posed that the Centre may appoint a committee headed bythe former IAS officer YV Reddy to settle the dispute.There has been no response on this proposal.2. The Centre has been making dubious assertions on whyit was not able to honour the commitment made by thethen Prime Minister Manmohan Singh to bestow the sta-tus of Special Category to the residual AP in view of theenormous losses the state would be forced to suffer in thewake of bifurcation. In fact, the BJP as opposition partydemadned special status for ten years. Despite the factthat senior BJP leaders like M Venkaiah Naidu and Jaitleywere the authors of special status, the Narendra Modi gov-

ernment has refused to grant special status to Andhra onthe pretext that the concept of special status ceases toexist with the new devolution formula proposed by the14th Finance Commission, though it was made clear laterthat the Commission never made such a recommendation.The central government promised special package in lieuof specials status. As per this, it was promised that theCentre would fund to the tune of 90 percent in regard tocentrally funded schemes. Thus the additional centralgrant is arrived at Rs 16,447 crore. The Centre proposed tocompensate this through higher central component in Ex-ternally Aided Projects (EAPs). But, the execution of suchprojects would take time. Therefore, the state preferred di-rect fiscal transfers. As half of the 14th Finance Commis-sion period was already over, the state governmentdesired 50 percent of payment. But the Centre has hardlypaid Rs 400 crore under this, and now insisting at the lastmoment that the State should float a special purpose vehi-cle for funds flow through Nabard.3. The State Reorganisation Act promised railway zone forVisakhapatnam. Though, the Centre has been dragging itsfeet on implementing the provisions of an act passed byParliament. Despite the pressure from the State govern-ment, the Centre has been apathetic on the issue, sendingconfusing signals - saying it was unviable now, and claim-ing Odisha was objecting the next.

4.The Reorganisation act has also promised to set up asteel plant in the backward Rayalaseema district ofKadapa. The state government has offered to give thesemines as captive mines for the proposed steel plant on freeof cost basis as the quality of the ore is low grade. Thisoffer of the state government would make the proposedsteel plant viable as raw material itself accounts for 50

percent of cost of production. The Centre has been hidingunder feasibility study.5. As per the act, the Polavaram project will be taken up asthe national project and the Centre would bear the ex-penses. The Centre is yet to make its stand clear on the re-vised estimates of the project, which is pegged at Rs53,000 crore. Besides, due to inordinate delay in clearingthe bills, the state government is incurring an interest bur-den of Rs 300 crore.6. As per the reorganisation act, the centre has agreed toprovide funds for the development of necessary infra-structure in seven backward districts of Rayalaseema andNorth Coastal Andhra. So far only Rs 1,050 crore were re-leased at the rate of Rs 150 crore per district.7. The reorganisation act also mandates Centre to fund theconstruction of a green field capital at Amravati for thestate of Andhra Pradesh as the existing capital of Hyder-abad became the capital of Telangana. However, no specificresources were mentioned in the act. Taking advantage ofthis, the NDA government has granted only Rs 1,500 croreso far. The underground drainage works taken up in Vi-jayawada and Guntur were also included in this head bythe Centre on the pretext that these two cities also fall inthe capital region. This is when the PM promised to makeAmaravati a better city than New Delhi.8. The centre was mandated to set up DugarajapatnamPort in the Nellore district of Andhra Pradesh. Centreclaims the project was not feasible for a variety of reasons,and has been stonewalling on this pretext.9. Andhra Pradesh should also get a petroleum refineryand cracking unit as per the bifurcation package. But, theHPCL-GAIL consortium is reportedly seeking a viabilitygap funding of Rs 1,200 crore per year for a period of 15years from the state government. The Centre has not beengiving any clarity on this, though any such viability gapfunding should come from the centre itself.10. Centre has setup several educational institutions inthe state in fulfilment of AP Reorganisation Act. However,the flow of funds to them has been tardy, impacting thefunctionality of these institutions, as they are runningfrom rented premises with lack of amenities.Andhra feels that is has been let down. Neither the provi-sions of State Reorganisation Act nor the promises madetherein and thereafter have been fully implemented leav-ing no other option for the state but to protest.v

To safeguard the interests and rights ofwomen, especially for promoting genderequality, the 2018-19 Andhra Pradesh Budgetmade significant allocations to improve thelives of women in respect of all Human DevelopmentIndicators. There is whopping 70 per cent increase inthe funds allocation to the department, when com-pared to the last fiscal. Steps to strengthen schemessuch as ICDS, ICPS, SNP, AAH, Giri Gorumuddalu,SABALA are in place with no dearth of funds. Against Rs 1773 crore allocation during 2017-18, thisyear, the budget has gone upto Rs 3008 crore for thedepartment.Chief Minister Chandrababu Naidu said, “The statebudget 2018 reflects Andhra Pradesh government’sdedication towards the welfare of women & children.70% increase in allocation of budget for their welfareschemes, this year.”A new scheme Special Nutrition for Malnourished Chil-dren and Mothers scheme has been initiated and dele-gated a budget of Rs 383 crore. Keeping in view the welfare of adoles-cent girls from 11 to 18 years of age, (Sabala scheme),a budget of Rs 60 crore was put aside to promote lifemanagement skills, nutrition, education, and personalhygiene among girls. The scheme, which is now underimplementation in four districts of the State will beimplemented in Srikakulam, Vizianagaram, EastGodavari, Prakasam, Kurnool and Kadapa very soon. A budget of Rs 127 crore was allocated to provide sani-tary napkins to adolescent girls in secondary schoolsand colleges along with SHG Women. This initiativewill enable the young girls to take active participationin academic, extra-curricular activities and preventsthem from falling sick thus promoting personal hy-giene. The welfare of Differently- abled, Transgenderand Senior Citizens is also included in this budget. The government has formulated a policy for Transgen-ders and to refrain them from resorting to begging, asa means of livelihood, an allocation of Rs 20 crore hasbeen made. Similarly, the total allocation for the Differ-ently- abled has been increased from Rs 89 crore to Rs121 crore, marking an increase of 36 per cent. The al-location for the prosthetics aids programme has beenhiked from Rs 13 crore to Rs 35 crore. At the sametime, the allocation for economic rehabilitation hasbeen more than tripled from Rs 9 crore to Rs 30 crore. Measures to safeguard the interests and rights ofwomen, especially for promoting gender equality, dulyensuring that women and girls are neither subjected todiscrimination nor neglected in matters of economicdevelopment, security and human rights. “This International Womens Day, let's pledge to build abetter and a stronger society where women feel secureand are free to spread their horizons,” tweeted ChiefMinister Chandrababu Naidu on the very same day theState budget was presented.

In an endeavour to make Andhra Pradesh pollu-tion free, Andhra Pradesh, said Chief Minister NChandrababu Naidu called on companies produc-ing electric vehicles (EVs) to set up base in theState. He held a meeting with Energy Efficiency Serv-ice Limited (EESL), NEDCAP and other companies thatdeal with Electrical Vehicles and Infrastructure, at Sec-retariat on March 24.Speaking on the occasion, CM said, “The 2018 will bethe year of Electrical Vehicles. In the coming two years,the government is planning of introducing 1 lakh elec-tric vehicles in the State. Our implementations shouldbecome a model of replication for other states. Wemust try to come up with innovations and look to-wards creating cost effective solutions in the energysector.”He further elaborated, “Andhra Pradesh is number onestate in terms of skill development and all the bestcompanies in the world are working with the our gov-ernment. Electrical automobile market should be pro-duced here. This is the cluster we are thinking and thehub we want to create. The electricbus will soon commute between Vijayawada and Ama-ravati,” said Chandrababu Naidu.It was reported that as many as 1.05 lakh jobs are ex-pected to be created in Andhra Pradesh with the intro-duction of electric vehicles (EVs). The newly launchede-bus will ply between Amaravati and Vijayawada forSecretariat employees. The Chief Minister had flagged off two electric cars,Tata Tigor and Mahindra e-Verito, in the CII Partner-ship Summit held in Visakhapatnam, in the month ofFebruary.Sourabh Kumar, MD, EESL, informed that they areright on schedule with their pilot project which aimsto roll out 300 electric vehicles soon in AP. The EESLwill be coming out with 10,000 electric vehicles verysoon as per their recent agreement with the govern-ment of AP. These vehicles are first put to use in gov-ernment offices before being made available forprivate use.

He complimented them forputting in best efforts for strengtheningthe welfare schemes in rural areas andfor propagating them among real benefi-ciaries across every nook and corner ofthe State.Aiming at spreading the word on govern-ment welfare schemes that benefit thepublic, Sadhikara Mitra has been goingstrong since its inception. Each and everygovernment employee is answerable and I have introducedthe biometric system through which I have a record of theirefficiency. My ultimate goal is that 80 out of 100 people aresatisfied with the government”.Speaking further about the government schemes, the ChiefMinister said, “To make AP technologically advanced, we

are providing broadband, television and telephone servicesall in a single package just for Rs.149. This is unprece-dented and no state or country in the world is providingsuch services at such low rates. We are also in the processof installing CCTV cameras across the state which will helpextensively in controlling eve-teasing, thefts, and robberies,ragging in colleges and any such anti-social activities forthat matter. I want to make sure AP is topnotch in terms oflaw and order.”Chandrababu Naidu also spoke about skill development tothe Sadhikara Mitra members and said, “You and the 35families under you must make sure that individual incomeof every earning member is above Rs. 10,000. If that is notthe case, find ways to develop the person’s skills so that thefigure of Rs.10,000 per month is achieved. The governmentwill provide you with every possible assistance. I requestevery individual to take benefit of all the schemes and in-crease efficiency in their work”. He also said, “At the sametime you need to take a count in your villages and munici-palities and look at these problems-stunting, anemia, andmalnutrition among people. I urge Anganwadis to providefull support in this aspect. The pulses, green vegetables,and other nutritious food should be consumed every day.We will be providing you with all the resources and infor-mation on the same. Together, we will collaborate andmake sure all these cases are resolved,” he added.“The Annapraasana and Srimanthamprograms have to be conducted withutmost regularity and without fail.We are educating pregnant womanof all the needs and precautions totake care during the pre- pregnancyand post -pregnancy period. Youneed to have a clear idea of whatyou’re going to do for the benefits of35 families that you are workingwith. You need to have a clear planon how you can make your societybetter. I have a great team in you alland I will definitely make sure thattogether we will take the state togreater heights. We all need to takeresponsibility for making the statebetter. The government is also help-ing people in performing last rites oftheir beloeved ones as well. We provide Rs 2 lakh for natu-ral death under the age of 50 years,” said CM addressingthe women. Thanks to the continuousmonitoring of Chief Minis-ter Chandrababu Naidu, theprestigeous Polavaramproject has gained momentum. Theexpert committee of the CentralWater Commission (CWC), whichvisited the project in March, ex-pressed satisfaction over pace ofhead works of the Polavaram proj-ect. The committee, which visited anon-tribal rehabilitation and reset-tlement (R&R) village on the firstday of its visit, said the beneficiarieswere almost satisfied with the pack-age. State Government officials said thecommittee’s report has given a reliefto them in backdrop of present cri-sis. Chairman of National Commis-sion for Schedules Tribes (NCST)Nand Kumar Sai also expressedsatisfaction at the rehabilitationprocess after visiting several tribalvillages.Convener of the committee R KPachauri submitted the report to the

Union Ministry of Water ResourcesDepartment on March 21 after itsthird inspection of the project be-tween March 15 and 17. In its report,the committee mentioned thatsmooth transition from first contrac-tor to second contractor was withoutany issue. It suggested that though74% of diaphragm wall work wascompleted, third party quality checkhas to be ensured and said method-ology for construction of cofferdamis yet to be decided by contractor. “Coffer dam need to be completed byMarch 2019 for diversion of water tocanals,” it said. Coming to headworks and spillway, the committeesaid that though the concreting workof spillway has to be completed byMarch 2019, there is serious short-fall from November 2017 to Febru-ary 2018. After some portion ofwork was awarded to Navayuga En-gineering company, the new agencyis laying concrete in spillway about3,000 cubic metres per day againstthe daily target of 4,800 cum per day.

“It is ambitious target in view of ex-isting constraints of the envisagingplanning,” the committee said andpraised Navayuga.It said that in left main canal (LMC),315 structures out of 452 and, inright main canal, 75 of total 255structures are yet to be completed.On R&R and land acquisition, theCentral committee said the total arearequired to +45.72 mts (for sub-merge, land for land and R&R cen-tres) in East and West Godavaridistricts, 1.66 lakh acres. Out of that11 lakh acres has already been ac-quired. Out of total project disturbedfamilies of 17,739, only 3,348 haveonly be rehabilitated, it observed.“Since the project is targeted to com-plete December 2019, the land ac-quisition and R&R work is laggingbehind. An action plan with a time-line may be prepared separately forland acquisition, construction ofcolonies for R&R and complete ofsettlement of PDFs,” it suggested.

Two major ongoing projectsin Visakhapatnam city willcatapult it into a major IThub in south India if not inthe entire country. Work isgoing on briskly at the Milennium Tow-ers in Madhurawada and the IT SpecialEconomic Zone in Kapuluppada in thecity.The Millennium Towers is coming up ona four acre site on ten floors for a totalbuilt up area of 3.5 lakh sq.ft. It is ex-pected to be ready by May ‘while theITSEZ at Kapuluppada will be ready bySeptember.ITSEZ is being developed on a vast ex-tent of 175 acres. Of this 100 acreswould be plotted area while the emain-ing 75 acres will be used for roads,drains, culverts and other facilities. Thework is taken up at a cost of Rs.24 crore.The APEPDCL has sent a demand forRs.9 crore for erecting a sub-stationthere while Rs.16 crore is the estimatedcost for water supply pipeline extension

to the place. Once these two projects areready, it is only a matter of time beforeglobal IT majors move in to the city tostart their operations, with all the nec-essary infrastructure facilities available.Also, unlike many other metropolitancities in the country, Visakhapatnamwill remain unaffected this summer,according to Greater VisakhapatnamMunicipal Corporation Commissioner MHarinarayanan. Water levels in thereservoirs which cater to the city aresatisfactory and normal supply will bemaintained during summer.Graded autonomy for AndhraUniversity As we go to the press, we hear that therenowned Andhra University inVisakhapatnam is granted graded au-tonomy by the University Grants Com-mission and AU is placed in theCategory I. Few days ago, the makers of SS Rajamouli’s up-coming film, starring Ram Charan and NTR Jr,announced the film in style. It was just named#RRR, signifying the three titans coming to-gether for the first time, although the team alsoclarified that they haven’t finalised the film’s title yet.There’s plenty of excitement about this combination, soto speak, and it’s not without a reason. SS Rajamouli’sprevious film Baahubali 2 turned out to be an unstop-pable force at the box-office all over the country, and bothRam Charan and NTR Jr are on top of their game thesedays. And this might very well be the flash point thatwould force others to think about more multi-starrers.

Prior to the 80s, Telugu cinema saw plenty of multi-star-rers with the likes of NTR, ANR coming together for sev-eral films. Later, the likes of Krishna, Sobhan Babu,Chandramohan collaborated with other popular actors ofthe era. However, with the influx of next generation of ac-tors in the mid 80s, multi-starrers took a backseat, anddespite several efforts to revive them, they didn’t quitebecome a mainstay unlike Bollywood which continued tobet big on multi-starrers. In recent years, however, therehave been a handful of successful films includingSeethamma Vaakitlo Sirimalle Chettu and Oopiri whichproved that this trend could work, but it still needed a bigpush to make everyone think about it.28

In November, 2017, when Rajamouli first posted a pictureof him hanging out with Ram Charan and NTR, it becamequite clear that they are going to collaborate soon. Sincethen, there has been a lot speculation about the scale andgenre of the film. Although Rajamouli seemed reluctant tomake this film too into a visual effects extravaganza likehis previous films - Baahubali, Baahubali 2, and Eega -buzz is that #RRR too will have its share of VFX-loadedscenes. The two actors even flew to the US for a test shootin early March, although the makers have kept the detailsunder wraps. Shortly after #RRR was announced, anotherfilmmaker Anil Ravipudi announced that his next film F2 -Fun and Frustration - will star Venkatesh and Varun Tej inlead roles, which is another first. Amidst all this, there’sChiranjeevi starrer Sye Raa Narasimha Reddy, which alsohas Amitabh Bachchan, Nayanthara, Jagapathi Babu, andVijay Sethupathi playing lead roles.Among other big-ticket films slated for release this year,there’s the biopic of Savitri - Mahanati - which has beendirected by Nag Ashwin. With the likes of Keerthy Suresh,Dulquer Salmaan, Samantha, Vijay Devarakonda, MohanBabu, Prakash Raj and several others playing the leadroles, Mahanati has turned into a true-blue multi-starrerthat’s captured everyone’s interest in Telugu and Tamilcinema. Interestingly, Nagarjuna and Nani are onboardanother project which is being directed by Sriram Aditya,and Naga Chaitanya’s upcoming film Savyasachi also starsMadhavan in a key role. Meanwhile, Teja’s forthcoming

film has Venkatesh, Nara Rohit, Shriya and Eesha playingthe lead roles.Elsewhere in Tamil film industry, two of its biggest names- Shankar and Mani Ratnam - have stepped up their gamein terms of bringing together some of the biggest namesin showbiz. While Shankar’s 2.0 has Superstar Ra-jinikanth and Akshay Kumar pitted opposite each other,Mani Ratnam’s Chekka Chivantha Vaanam has the likes ofArvind Swami, Jyothika, Simbu, Vijay Sethupathi, AditiRao Hydari rubbing shoulders with each other.There are plenty of more films in Telugu and Tamil cin-ema which prove that there’s been a positive movementtowards embracing the trend of multi-starrers; however,there are many reasons why the industry is still skepticalabout them. While there’s always a promise of making bigbucks, due to a wider market and reach, the downside isthe riding production cost which comes as a necessary at-tachment to such big multi-starrers. And truth be told,there are quite a few producers and filmmakers, or evenwriters, who are jittery about making space for everyonein the film, even though the lure of hitting the bull’s eye atthe box-office is hard to resist. Another aspect whichbothers the actors themselves is how their respective fanswill receive the project. Unless it’s directed by a top-rungdirector, there’s every chance of the overall balance ofstory and onscreen image of an actor going for a toss. Andthen, there’s the prospect of how the success or failure ofsuch films will have an impact on their other films. Over the past few years, even thoughevery other actor has acknowledgedthat they are open to doing multi-star-rers if they find a good script, it’s onlyin 2018 that things slowly seem to befalling in place. And it’s crucial for atleast some of these films to make a bigsplash after their release if the interestin multi-starrers has to be sustained.Considering how unpredictable filmsturn out to be, we can only guesswhat’s going to be the fate when someof the biggest names in showbiz cometogether to make a difference.- Hemanth Kumar C R

Vizianagaram tops in Niti Ayog surveyIn the baseline survey conducted by Niti Ayog on trans-formation of inspirational districts, Andhra Pradesh’sVizainagaram topped the list out of the 116 districts witha rating of 48.13. Kadapa is ranked 4th with 47.43 percent followe by Visakhapatnam in the 13th place with42.66 per cent. The baseline survey is conducted in 680districts across country in November 2017 taking educa-tion, health, skill development, health, industries, agri-culture, development of basic amenities and financialrelated sectors as parameters. The survey identified 115districts as the most backward in the country and amongthem, with a rate of 48.13 per cent, Vizainagaram stoodas inspirational district. Writer Nayuni Krishnamurthy passes away at 67Prolific Telugu writer Nayuni Krishnamurthy, who wassuffering with prolonged illness, breathed his last onMarch 1 at a hospital in Bengaluru. Born in 1951 atNadimcharla of Gurramkonda mandal, Chittoor district,Nayuni grew up to become a noted writer. Speakingafter inaugurating the office of Franklin Temple-ton Investments, Chief Minister N ChandrababuNaidu said Visakhapatnam will become a fintech hub inthe country in future as information technology sectorwas gaining momentum in the state. It was a good sign that a Fortune 500 company likeFranklin Templeton Investments had chosen to set up acentre in the city, he said. "The company will invest Rs450 crore here gradually on setting up the centre and pro-vide 2,500 high-end jobs. Today it has opened the office,"he added. Naidu recalled how the company had first set up the cen-tre in Hyderabad in the undivided AP way back in 2002and expressed confidence that the Vizag centre would beeven more successful than the one in Hyderabad. This willbe the company’s first facility in Vizag after Hyderabad,Chennai and Mumbai, and will focus on building corecompetencies in investment management data science. Earlier, the Chief Minister also participated in the secondconvocation ceremony of the IIM-Vizag where he ex-horted the MBA graduates to become entrepreneurs in-stead of mere job-seekers. IIM Visakhapatnam ChairmanManohar Bhatia lauded Naidu for making Vizag a cleancity. He said that "IIM Vizag has recorded better progressthan many other IIMs. He said, "that various types ofcourses are being offered to the students and existingcourses being updated according to the changing needs ofthe industry, which shows our ability to adapt to thechanging requirements of the marketplace".The Chief Minister Naidu flagged off International Yacht-ing Festival in Visakhapatnam on the same day. State ITMinister Nara Lokesh, Human Resource DevelopmentGanta Srinivasa Rao along with other MLAs graced theevent. The festival was also supported by VisakhapatnamPort Trust (VPT).Several national and internationaltourists across globe participated in the festival. Visakha-patnam port trust constructed harbour and jetty to boostthe tourism, coasted around Rs 3.5 crore. Addressing thegathering, the Chief Minister said that this festival willbring more employment and tourism. He also said thatVisakhapatnam is a very beautiful city and the state gov-ernment was trying to make it a tourist destination and atourism hub.
