Regeneration Update

Construction Programme Update Since appointing Ardmore Construction Ltd we have been working with them to agree the construction programme for Phase 1.

In summary, the blocks will be built in the following sequence:

BLOCK 1, which will provide 69 new homes for existing residents, will be completed by March 2013 with residents able to move in from January 2013, so only a year away!

BLOCK 3, which will provide 65 new homes, will be completed by March 2014 with residents able to move in from January 2014.

BLOCK 2, which will provide 65 new homes for existing residents, will be completed by March 2015 with residents able to move in from January 2015.

What is the Considerate Constructors Scheme?We are pleased to confirm that our contractor, Ardmore, is a member of the Considerate Constructors Scheme, a national initiative set up by the construction industry to improve its image.

Companies like Ardmore work with the Scheme to help improve the construction process, harmonise with the local community and deliver a better quality of development.

Considerate Constructors helps with this goal by auditing benchmarks that drive continuous improvement. It is not just about minimising impact, although that is important, it is about making a positive contribution through a commitment to the communities in which work takes place and by supporting organisations involved in construction, regeneration and inward investment.

Ardmore has made a significant investment in developing its Employment and Skills Strategy to ensure that it is able to provide the skills required to offer improved and sustainable construction services, employing local people wherever possible.

Sites and companies that register with the Scheme like Ardmore are monitored against an eight point Code of Considerate. This is designed to encourage performance beyond planning and legal requirements. The Code’s eight parts are:

The scheme also considers all those involved in the construction process, from the local authority and client (Catalyst by Design), to the operatives on site and delivery drivers.

The scheme is concerned about any construction activity that may have a direct or indirect impact on the image of the industry as a whole and falls into three main categories:

• Considerate• Environment• Appearance• Good Neighbour

• Respect• Safety • Responsibility• Accountability

The neighbourhood and general public Registered sites and companies should do all they can to reduce any negative impact on anyone affected by their work and they should aim to leave a positive impression on their neighbours. This is particularly important at Wornington Green where we need to use the local roads to deliver materials to site. Our contractor has approved routes to do this. They also need to keep these clean and safe for other road users and residents.

The workforce Registered sites and companies should do all they can to be a considerate employer. They should provide clean and appropriate facilities for those who work for them. Facilities should be comparable to those provided in any other working environment.

The environment Registered sites and companies should do all they can to reduce any negative effect they have on the environment. They should work in an environmentally-conscious and sustainable manner. Again, this is important to us. We know that building sites can be noisy and cause disruption and we will take all reasonable steps to keep this to a minimum. We will keep our residents and the local community well informed about progress on site and what work is planned in the future.

Resident Liaison Office and Training & Employment CentreOne of Ardmore’s first tasks will be to provide a dedicated Resident Liaison Office, a Training and Skills Centre and a Tenants’ Choice Suite as part of their compound arrangement. These facilities will open in February and all residents will be informed of the location and opening times nearer the time.

The New Year is already off to a good start, with our construction partner Ardmore on site and preparing to build the first new block. This time next year we look forward to moving the first of our residents into their new homes.

There’s lots of activity planned over the next few months, including opening a new Ardmore Resident Liaison Office, a Training and Skills Centre and a Tenants’ Choice Suite – so watch this space for more information.

A big welcome to Mike, Nigel and Emma our new Tenant Participation Advisory Service (TPAS) team, who will be delivering your independent residents advisory service at Wornington Green. Pop into the Venture Centre on the last Thursday of every month to meet the team, get involved and have a say about the regeneration of the estate.

Regeneration Update

Here’s a quick reminder of the indicative phasing timescales and order of demolition for the regeneration of the Wornington Green Estate.

The redevelopment plans currently consist of five phases with an estimated completion in 2023. The table below shows which blocks need to be demolished to build each phase and when the building works will start and end.

Residents who live in the block or blocks which are next in line for demolition will have the highest priority for rehousing as ‘decants’. Both tenants and adult household members are entitled to two offers of suitable accommodation. We also know that there are tenants in later phases who have a high level of housing need and we will do our best to rehouse them, when opportunities arise, on a ‘transfer’ basis (with no entitlement to home loss or disturbance) until they are able to move permanently into a new home.

The Wornington Green Residents Charter sets out what tenants can expect during the redevelopment of the estate. Please get in touch if you would like to receive a summary of the full charter. It can also be downloaded on the Here & Now website www.yourhereandnow.co.uk/housing

Welcome to your new Independent Residents Advisory Service At the Steering Group meeting on Thursday 15 December residents agreed on the new team from TPAS (Tenant Participation Advisory Service) who will be working with residents through the regeneration of Wornington Green. Their roles will be:

Nigel Long, Head of Policy at TPAS, will be a support Independent Residents’ Adviser (IRA) and will attend some community meetings and events. Contact Nigel on 07971 648400.

Emma Wallington, Consultancy Manager South for TPAS, will manage the overall IRA project and ensure that residents are supported throughout. Contact Emma on 07969 215125.

Mike Duttfield will be your IRA, he will support residents and the steering group, facilitate and support communication between all parties, work to raise awareness of the IRA service, give advice to residents and communicate key messages to residents. Mike will also work to improve involvement across the neighbourhood. Contact Mike on 07876 548024 or email [email protected]

The residents’ steering group meetings are held on the last Thursday of the month at 6pm at the Venture Centre. All residents from Wornington Green are welcome to attend. We really look forward to working with you.

TPAS will be in contactCatalyst would like to keep residents up to date with changes to services, including those which are provided by partner organisations. You will have read in previous editions of Here & Now that Catalyst has commissioned TPAS to deliver an Independent Residents’ Advisory Service (IRA) to residents on Wornington Green Estate. We have authorised TPAS to contact residents to keep you updated on the IRA service.

Coming Soon: Community Bank for Local People Catalyst is backing a new credit union in Kensington and Chelsea that is set to launch in early 2012.

A credit union is a not-for-profit co-operative that provides fair, affordable banking services for local people. It will be simple for people to join, offering a safe and convenient place to save, as well as providing access to small, low-cost loans, preventing the need to borrow from high-cost lenders such as payday loans, home credit companies, money shops and pawnbrokers.

For example, a £500 loan over 52 weeks would cost approximately £410 in interest and fees from the Provident’s home loans (272.2% APR). The same loan from Kensington & Chelsea Credit Union would cost a maximum of £67 (26.8% APR) – saving you over £343.

Both Catalyst Housing and our charitable arm Catalyst Gateway are supporting the credit union as it will benefit our residents by helping improve their finances.

SUCCESS is the word of the year for P2P and underlines everything we aim to do. In December we had several young people who were all very successful in getting closer to achieving their goals. Let’s introduce them to you:

Ade Jones Ade Jones is 19 years old and has been attending P2P for two years. Ade was successful in obtaining work with Chas Berger and will be learning business and administration at their offices in Willesden Junction.

MY-I-CAN Graduation On Friday 9 December 15 young people graduated from the introductory P2P MY-I-CAN programme at the London West Bank Art Gallery. The 9th was a night of celebration as P2P launched their new website www.p2p-online.org, developed to support young people, parents and practitioners. The website is packed with information, music videos and support to assist in the development of our younger residents lives. Check out the website and let us know what you like and what you don’t like via Twitter and Facebook. Send us your latest tunes and videos and get feedback instantly.

MY-I-CAN ProgrammeBecome programmed for SUCCESS with the P2P MY-I-CAN programme. All the successful young people you have read about have all been through the MY-I-CAN programme at some stage. The programme helps you to become your best motivated, goal driven self. Giving your dreams and wishes legs so that you can really go somewhere. Success is a journey not a destination – so why not join us on a journey down Pathways to Progress?

We also have other opportunities with business administration, youth work, sports coaching and more.

Start Your Own Business On 19 January P2P will be starting their first Start Your Own Business course in partnership with Aspire. The six week programme will be to inspire and instil confidence in budding young entrepreneurs so that they can realise their ideas and dreams. It offers very practical steps on all aspects of setting up a business. One-to-one group mentoring and coaching is provided during and after the programme by experienced entrepreneurs, passionate about helping others learn from their experience.

Pathways to Progress

The ApprenticeThree new P2P Youth Engagement Apprentices have been appointed to deliver more services to the young people in Westminster, Kensington & Chelsea and Brent. They will be working full-time at various locations as well as studying for their ABC Level 3 youth work qualification. The three candidates were chosen from a group of over 40 applications and a three month interview (Yes – we did say three months!).

Ardmore Construction Director

Following the appointment of our construction partner for Phase 1, Spotlight talks to Ardmore representatives, Alan Edgar and Eilish Kwai, both of whom will play a hands-on role on the delivery of the Wornington Green regeneration project. When we spoke to Alan, he was keen to stress the ways in which Ardmore is different from many of its competitors. “Unlike so many other contractors, we do not sub-contract large parts of our projects. We handle as much of it as possible internally so that we keep tight control over budget and timescales,” he says.

Strict control over its supply chain is another factor that improves performance on projects and with its own sources of materials (metalwork, joinery, fittings), Ardmore reduces the risk of hold-ups due to delayed deliveries. A central storage unit in Enfield also allows Ardmore to schedule weekly deliveries, thereby reducing the amount of trips made and generating less site traffic.

Alan also believes that Ardmore’s history as a private, family-run business promotes a culture of accountability. “We operate a flat management structure so the directors involved in each of our projects report into the owners of the business on a daily basis. This short chain of command means that when problems arise, they tend to be resolved quickly,” he says.

During his time with Ardmore, Alan has worked on a number of large-scale residential projects and is a firm believer in the role communication has to play in the process. “Unfortunately, it’s not always possible to hide the fact that construction is a noisy and disruptive business,” he admits. “But we will always do our best to tell residents what to expect and to explain the reasons why certain things have to be done in a certain way.” To that end, Ardmore will be appointing a full time Resident Liaison Officer to help this flow of information and will be hosting a series of open days and sessions with the Residents’ Steering Group to explain the process and highlight peaks in construction activity.

The main peak in activity for Phase 1 is expected to take place in April/May when the concrete frame will be put in place, external works will take place and the interior fit-outs will be underway. Stressing the importance of the Wornington Green project, Alan comments: “This is a flagship project of its kind and so we want to work hard and impress here. We have a responsibility to both the client and the tenants to make sure this is a success and hope to remain involved over the long-term.”

Working alongside Alan, Eilish is Ardmore’s Employment and Skills Manager with responsibility for working within local communities to deliver training and employment opportunities. Having worked on projects in Boroughs such as Enfield, Hackney and Lewisham, Eilish has a strong track record in delivering opportunities for young people.

Ardmore currently has around 50 apprentices working across all its sites, all of whom have come from relationships with local schools, colleges and community groups. Eilish will initially work in conjunction with Construction Skills (www.cskills.org) to hold interviews for apprenticeships in key skills such as carpentry, plumbing and painting and decorating. After undergoing a programme called Be Constructive, which offers an insight into careers in construction, the apprentices will be selected.

A local resident has already started working for Ardmore and with Eilish’s help there will be more to follow. 16 year old Jalen is currently working with the fit-out team on the show flat at the Information and Sales Centre.

Aside from apprenticeships, Eilish hopes to work with local schools and colleges offering career advice and valuable work experience opportunities. Recent initiatives on other Ardmore projects have included working with colleges to give students a flavour of life on a construction site and offering them the chance to gain a Construction Skills Competence Scheme (CSCS) card, which are increasingly demanded by employers as proof of occupational competence.

Eilish takes her role very seriously and is convinced of the long-term benefits these initiatives offer. “We have a responsibility to generate employment opportunities and help young people gain access to vital training. My role is to ensure that we leave a good legacy which lasts long after the final brick is laid,” she says.

Make 2012 the year to get involved in activities in your local community!The Wornington Green team, working in partnership with Age Concern, has a number of engagement activities planned for 2012. These include; A Cook & Eat Club, Crocheting Workshops, Themed Monthly Meet & Greet Luncheon, Weekly Coffee Afternoons for residents aged 55+, Chair Zumba exercise classes for residents aged 55+, trips off the estate, plus much more. These informal activities are designed to bring residents together to make new friends, socialise, learn new skills and volunteer.

The start date for the Cook & Eat Club and Crocheting Workshops will be advertised soon, so look out for the flyer. The venue details and times for the other activities can be found in the events section at the back of the newsletter.

Catalyst Gateway is working in partnership with Network Stadium Housing and Genesis Housing Group on a new cooking project aimed at young people.

If you are a budding chef aged between 18 and 24 who is not currently in education, employment or training, we have an offer that is guaranteed to tickle your taste buds. In March, we will be running a 3-week ‘Recipe for Work’ course including:

Week 1: Food Hygiene + First Aid sessions + CV writing.

Week 2: A Bitesize of Fifteen. A whole week gaining basic cooking skills at Fifteen London, the restaurant set up by Jamie Oliver in 2002, including butchery, fishmongery and bakery.

Week 3: Work experience with a local employer and signposting to a future career path.

Community Outreach Worker Update – Bernice Semple Apart from setting up and running activities on the Wornington Green Estate, did you know that you can contact the Community Outreach Worker if you require any kind of emotional or practical support, such as help de-cluttering your home, information and advice on a range of subjects, including benefits queries, fuel poverty and any other age related problems you may have?

I am also keen for residents to volunteer to help with our coffee afternoon and our exciting new upcoming projects, such as the Cook & Eat Club and the Crocheting Workshop. Wornington Green Employment and Training Project Catalyst Gateway’s employment and training team will be continuing to carry out doorstep surveys on the estate over the next few months. Outreach adviser, Alicia Pankhurst, has now started to see clients on a one-to-one basis for more personalised support and assistance either with job searching or moving into further education and training.

She has also recently been working in conjunction with our new construction partner Ardmore to secure a job placement for one of our young residents.
