RCM Objective = keep sport healthy and safer

• 3 Steps to Responsible Coaching:

Federally funded sport organizations must take all necessary measures to create a workplace free from

harassment, abuse or discrimination

1. Federal / Provincial / Jurisdiction: To collaborate universal Code of Conduct.

2. Education and Awareness: approved education and training programs deployed at all

levels and roles in sport.

3. Financial Resources: new funding dedicated to the implementation of safe sport

initiatives in all jurisdictions.

4. Harmonized Code: a single, harmonized code governing safe sport in Canada, to

include updated definitions of all forms of maltreatment.

5. Independent Body: responsible for implementing the harmonized and universal code.

6. Prohibited Conduct: prohibit sexual relations between National Team coaches and

National Team athletes, with the ability to expand the scope to positions of authority. The

immediate intent is to protect athletes now.

7. Implementation Plan: conduct an audit of existing sport landscape and stakeholders;

establish a critical path; and initiate a process to educate the sport community.

National Safe Sport Summit consensus statements:

Canadian Centre for Child protection states that for all children who are 12 – 17 years old:

• If the other person is in a position of trust or authority over the child (e.g. a coach, teacher, etc.), the child is dependent on the other person or the relationship is exploitative of the child, the child is NOT able to give consent, making sexual activity in the context of such relationships illegal.

• To protect the inherent vulnerability of child from power or other imbalance.

Age of Protection: When does it rise to 18 years old?

Under 12 years NO; No person under 12 is able to consent to sexual activity under any

circumstance.

12 or 13 years SOMETIMES; only if age difference is LESS THAN 2 years and the child is able to

give consent*

14 or 15 years SOMETIMES; only if age difference is LESS THAN 5 years*

(No power relationships)

16 years + YES; BUT exceptions. (No power relationships)

18 years old Age of protection in Canada is generally 16 years old, but the Criminal Code

increases age to 18 in context of certain relationships.
