Health is on my mind.

Health of artists. We are thrilled that Springboard for the Arts has been selected for an outreach and assistance grant to act as an in-person assistor for the new health insurance exchange in Minnesota, MNsure. We are so excited for the opportunity to help our community navigate this new system and access healthcare. I am also really proud that, because of the great work of the Artists’ Access to Healthcare program, we were in a position to compete for this grant and “put artists on the list.” Aside from the work it will enable, I believe there is an impact just from being included on the state list of partners in MNsure and it makes me happy to think that people may be perusing that list and begin thinking for the first time about the needs and value of artists in our community.

Health of the community. At Springboard, we see our work through the lens of reciprocity. We believe that we should help artists make a living and a life and that we should help communities better tap into the resources artists can provide. One way we are helping communities do this is through our new Artist Organizer program. This year we will root artist organizers at Trust for Public Land, Saint Paul Public Schools, Project for Pride in Living, Frogtown Neighborhood Association and Asian Economic Development Association in St. Paul; The Cornerstone Group’s Lyndale Gardens development in Richfield; and Partnership4Health and Ottertail County Historical Society in Fergus Falls and the Lake Region. These eight artists will spend a year helping to tackle big issues and opportunities in creative ways, providing new tools for their host organizations and mobilizing additional artists to contribute to their communities. And, we hope, building value for the contributions of artists, which brings us back to the beginning of this circle of reciprocal value. When artists thrive, communities thrive. When artists contribute to their communities, communities contribute to their artists. I love a good win-win situation.

Work of Art: Business Skills for ArtistsThis 10-session core curriculum is useful to artists practicing in all disciplines. You can take the whole course or only those workshops that best suit you. Intellectual Property and Your Rights as an Artist Get an overview of copyright, trademark and patent law. Participants will walk away with a better understanding of the rights associated with their artwork. Topics will include work made for hire agreements, collaborations, fair use and licensing.

Each artist or group will have their own customized Artists’ Field Guide plan.

Incubator: A Fiscal Sponsorship ProgramSpringboard’s Incubator supports artist-led groups and initiatives as they grow. We help groups manage financial affairs professionally and make it possible for them to receive tax-deductible grants and donations. Incubator artists also receive additional fundraising, marketing, legal and networking support. There’s a new legal requirement to have health insurance!Starting January 1, 2014, Americans must have health insurance or pay an annual fine.

You have new legal rights and may have new access to subsidized coverage.Insurance companies will no longer be able to deny you, limit your benefits or charge you more because of a pre-existing condition. Minnesota’s public health care coverage programs (Medical Assistance; MinnesotaCare) are expanding income limits; they’re also eliminating asset limits. Tax credits will be available to help subsidize the cost of private health care coverage.

On October 1, 2013, you have a new place to shop for health insurance.MNsure is a new online marketplace where individuals who do not receive insurance through their employer, and small businesses, in Minnesota can enroll in pubic and private health care coverage. Enrollment starts October 1, 2013 for coverage beginning on January 1, 2014.

MNsure.orgStarting October 1, 2013, Minnesotans can explore choices and enroll in health coverage on MNsure.org. Here’s how it works:

Step One: Access the website. Choose either the individual or small employer category.

Step Two: About You. Once you’ve told MNsure about some essential details, you’ll see a range of plans that match what you are seeking. All the plans will meet standard requirements for value and quality.

Step Three: Select a Plan. Compare your options by price, provider or services offered.

Step Four: Reduce Your Cost. You may qualify for public health care coverage programs, or qualify for tax credits for private health care coverage.

Step Five: Complete Your Enrollment. Individuals and families only need to fill out one application for any type of health coverage offered through MNsure.

Emergency Relief FundSpringboard’s Emergency Relief Fund exists to help cover unexpected, emergency expenses due to loss from fire, theft, health emergency, or other catastrophic, career-threatening events. Artists who can demonstrate an artistic history and need may access up to $500 to meet or defray unexpected “emergency” expenses. CSAOver the last 20 years, Community Supported Agriculture (CSA) has become a popular way for consumers to buy seasonal food directly from local farms. With the same buy-direct, buy-local spirit in mind, mnartists.org and Springboard for the Arts created a Community Supported Art (CSA) program as a way to support local art, artists and collectors. Nine artists are selected to make 50 pieces of work for a stipend, and then the 50 pieces are boxed in shares for sale to the public. The result? New audiences for contemporary art, direct relationships between artist and buyer, and nine exciting new bodies of work for nine local artists.

In the past three years, the program has spread to several other cities, from Massachusetts to California. We are building a network of communities that are experimenting with the CSA model, so that we can continue to learn from each other. Would you be interested in bringing CSA to your community? We have a newly updated 24-page replication kit available as a pdf document that walks interested organizations through the process of putting a similar program together—everything from selecting the artists and working with the media to managing the finances and planning the pick-up events. For a $45 donation to our organization, we’ll send you a copy. For $100, we’ll also throw in two hours of phone or video consultation to help you tackle any issues that come up. Rural ProgramThis summer marked the two-year anniversary of our Rural Program office in Fergus Falls. With the help of community supporters, artists and partners, these last two years have been spent putting down roots that are starting to grow on their own. Our resource center in downtown Fergus Falls has become a hub of thought and action about mobilizing artists as leaders in rural communities. We continue to provide ongoing professional development resources to artists in West Central Minnesota, and in June of 2013, we co-hosted the Rural Arts and Culture Summit, an energizing gathering of artists, advocates, community members and government leaders.

We are excited to continue the momentum of the last two years by launching Imagine Fergus Falls, a year-long initiative that will engage artists as community leaders with the creation of dozens of artist-led placemaking projects. Imagine Fergus Falls is supported by a National Endowment for the Arts Our Town grant in service of the historic preservation and economic improvement goals of the City of Fergus Falls.

We are also thrilled to join with PartnerSHIP 4 Health, a multidisciplinary agency of public health partners in Becker, Clay, Otter Tail and Wilkin counties working to create an environment that supports health. This fall we will hire an Artist Organizer to work closely with this organization to engage communities about health through art and culture.

As our office continues to grow, we are inspired by the cross-pollination of ideas that comes with having rural and urban contexts for our work. Cross-sector partners are key to the success of these projects. They include local, regional and national organizations that share Springboard’s vision of building a national movement of artists as leaders in vibrant communities.

Artists’ Access to Healthcare (AAH)AAH is a free program that helps artists and nonprofit arts organizations in Minnesota connect to healthcare and health insurance. Resource CenterWe’re delighted to reintroduce our newly expanded Resource Center. Housed in an adjoining space to our Lowertown offices on the second floor of the Northern Warehouse, the Resource Center offers individual artists and small organizations access to a full array of equipment, tools, and services in an informal, self-directed environment, away from the bustle of Springboard’s public offices. The Resource Center still has three computer terminals (two Macs as well as a PC). The design Mac has a full array of Adobe design software (Illustrator, Photoshop, Dreamweaver). There is also now free access to subscription-only online grant databases and professional development resources such as professional software training service Lynda.com, the Artists Market Online and the Writer’s Market Online. Irrigate is a creative placemaking initiative spanning the six miles of the Green Line in Saint Paul during these years of its construction, led by Springboard for the Arts in partnership with Twin Cities Local Initiatives Support Corporation and the City of Saint Paul.

Artists—of any level, experience or discipline—who live, work or have a personal investment in Central Corridor Light Rail Transit (CCLRT) neighborhoods,* are invited to join the creative placemaking movement. Use your creative talents to have an impact on your neighborhood, your local businesses and organizations, and the light rail corridor. Irrigate is offering free creative placemaking training workshops, after which artists will be eligible for Corridor Collaboration support through a simple application process.

What is placemaking? Placemaking is the act of people coming together to change overlooked and undervalued public and shared spaces into welcoming places where community gathers, supports one another, and thrives. Places can be animated and enhanced by elements that encourage human interaction—from temporary activities such as performances and chalked poetry to permanent installations such as landscaping and unique art.
