    Closing Date: March 28, 2013Department: Emergency ManagmentSchedule: Full TimeSalary: $45,000 - $60,000 (Resumes Only)Duties: The EM A Director shall report to the Houston Coun ty Com mission and the position willbesalaried exempt. The Director, under policy direction of the Houston Cou nty Com mission, isresponsible for the overall management and operation of the Houston County EmergencyManagement Agency. Responsible for the development, maintenance, and implementation ofvarious plans and p rocedures designed to an ticipate and respond to all natural, technological,chemical, and radiological hazards to preserve life, minimize dam age and return com mun ity to anormal status. Cond ucts training programs and exercises for staff, response personnel andvolunteers. Informs and educates the public regarding emergen cy manage ment operations.Completes various forms and reports. NOTE: Involves non-standard working hours.A. M anagement and Planning1. Directs and coordinates all activities of the County EM A under norm al and emergencyconditions.2. Coordinates with all city/county departments in developing standard em ergency operatingguidelines.4. Responsible for the overall planning of county EMA program.5. Responsible for developing co unty emergen cy plans for all contingencies and coordinates withstate plans.6. Responsible for preparing plans for relocation of evacuees from high risk areas in the county;coordinates plans with adjacent coun ties and mun icipalities.7. Assesses and evaluates the effectiveness of current plans and procedu res, revising asnecessary.8. Responsible for sub mitting and justifying the annual EM A federal, state, county, city, andAPCO budgets.9. M aintains Farley Nuclear Plant response plan.10. Responsible for planning and implem enting training programs for volunteer and emergencyresponse personnel and for the general public.11. Condu ct facility surveys and hazard/vu lnerability analysis for schoo ls, hospitals, nursinghom es, mental health facilities and industries in the development of em ergency plans for natural& technological disasters.12. Responsible for maintaining, training and organizing Volun teer and Organizations of Activeand Disaster (VOAD) and Com munity Energy Response Team (CERT).13. Maintains grants and disbursement records for accuracy and audit purposes.14. Maintains inventory control to meet local, State of Alabama and Federal guidelines.15. Respond s to hazardous waste spillage, assisting emergency person nel in coordinatingemergency responders in cleanup process and advising ADEM and other appropriate agencies,including requesting assistance as necessary.B.     1. Use all available means to inform pub lic of the function of county EM A office.2. Speaks to civic groups, students and emergen cy responders on the importance of emergencypreparedness.3. Ensures that weather watch and w arnings are issued to the general public.4. Issues emergency public information.C. Training and Development1. Participates in professional developm ent courses offered by state and federal agencies.2. Attends and participates in seminars on planning, budgeting, shelter managem ent, etc.3. Attends workshop s and exercises conducted by state and federal agencies.4. Reads and co mplies with all bulletins issued by state and keeps ab reast of news andinformation which pertains to Emergency Management.5. Plan and implemen t training programs for volunteer and emergen cy response personnel,county agencies and the general public.6. Coordinates planning and participates in exercises to test the disaster plans.D. Coordination of Resources1. Prepares and m aintains lists all available county personnel and n atural resources that can beused to cope with a disaster.2. Coordinates resources of local response groups, medical, law enforcement, public work s,Alabam a Department of Public Health (ADPH ), volunteer fire and rescue, so as to be moreeffective in emergency situations.E. EOC and Shelter Operations1. Oversees & d irects all activities of the EOC in acco rdance with the Em ergency Op erationsPlan.2. Approves all messages to the general public and emergency response agencies duringemergency op erations.3. Coordinates and m aintains any necessary shelter operations to include special needs.Qualification: Know ledge, Skills, and Abilities1. Verbal skills and ability to comm unicate effectively with and to establish and maintaineffective working relationships with county com missioners, elected officials, employees,emergency responders and the g eneral public.2. Knowledge of principles of accounting and bookkeeping.3. Writing skills to develop and maintain emergen cy plans and procedures.4. Ability to work independently and exercise proper judgmen t in making decisions.5. Know ledge of county rules, regulations, policies and procedures and ability to interpret andimplemen t federal and state rules, regulations, acts and policies.6. Reading skills to comprehen d state and federal guidelines and to read charts and maps.7. Ability to record and maintain proper files.8. Knowledge of general emergency management procedures and requirements.

    9. Supervisory skills to lead and motivate subordinates.10. Knowledge of em ergency operation procedures.11. Know ledge of potential effects and procedu res necessary for cities and coun ties to recoverfrom damages as a result of natural disasters.12. Know ledge of chem ical, biological, radiological, and other hazardous materials monitoringand response procedures.13. Ability to analyze situations and adopt quick, effective and reasonable courses o f actions.14. Know ledge of county road s, bridges, streams, and terrain, etc.15. Know ledge of all resources and assistance available within the county and area, i.e., people,vehicles, buildings, m aterials, etc.16. Ability to use all types of comm unication equipment.

    Minimum QualificationsMust have a valid Alabama driver's license. Two years of college level courses in business orpublic adm inistration, chemistry, engineering or other related fields plus five years ofprogressively responsible experience in emergency response and disaster preparedness or anequivalent comb ination of education and experience. M ust be willing to travel to trainingsessions and to various facilities for inspections. Mu st be willing to work n on-standard hours toprovide 24-hour coverage. (On-call 24 hours a day)Special Requirements If not previously completed, the candidate will be required to successfully the followingcourses required by the State of Alabama's Emergency M anagem ent Agency as listed below andmeet the annual con tinuing education requirements:1. Successfully complete 1 , EMA Independent Study Courses (Professional Development Series)IS120, IS100, IS200, IS700, IS800, IS230, IS235, IS240, IS241, IS242, IS255. MUSTCOMPLETE W ITHIN 60 DAYS OF HIRE.2. M ust attend and successfully complete Basic Radiation for Emergency W orkers and Personnel& Equ ipment M onitors taught by the State of Alabama Office of Radiation Control Departmentof Public Health. (Certificate must be from AD PH) MU ST COM PLETE W ITHIN 12 M ONTHSOF HIRE.3. Must be Certified Local Emergency Manager Emergency Management. MUST C OMPL ETEWITHIN 18 MONTHS OF HIRE. Wo rk involves working extended and unusual hours, including weekends, holidays, and/or off-hour shifts during emergencies or disaster situations and d uring training programs, preparednessexercises and public outreach events. Works involves attendance to ACCA conferences and meetings, community outreach eventsand training.
