The Existing Dorothy Day Center Built in 1981 as a daytime drop-in center for meals, Dorothy Day Center served 30 to 50 people a day. Over time and in response to community need, the center began to use its cafeteria floor as an overnight emergency shelter – a use it was never intended for. Today, more than 6,000 individuals from across the state have relied on the Dorothy Day Center annually. The New Dorothy Day Place –A proven model Not simply an upgraded drop-in center or emergency shelter, Dorothy Day Place reflects what Catholic Charities has learned in serving the homeless, bringing together in one place the essential resources that people experiencing homelessness need to become self-sufficient. Comprised of Higher Ground Saint Paul, the Saint Paul Opportunity Center and Dorothy Day Residence, Dorothy Day Place is: A three-prong approach to prevent and end homelessness through emergency shelter, housing and services. A $100 million project that is the largest public/private partnership in state history in housing and social services. An outstanding example of leveraging $60 million in city, county and state dollars with $40 million in private contributions. Higher Ground Saint Paul STATUS: q Complete! Financed with $6 million of state general obligation bonds, $17 million in state housing infrastructure bonds, and private contributions, Higher Ground Saint Paul provides: Emergency Overnight Shelter: semi-private bunk beds for men and women. Pay-for-stay Men’s Shelter: clients, 60% of whom are employed, pay minimal fees for a reserved bunk and locker, to be used towards a rental deposit and first month’s rent for permanent housing. Permanent Housing: for 193 formerly homeless individuals, including supportive housing in the form of a medical respite wing, a wing for late stage alcoholic women, and a veterans’ preference. Community Room and Meeting Space: to actively engage the outside community. Saint Paul Opportunity Center and Dorothy Day Residence - Status: In Progressq Local Government Dollars Committedq Majority of Private Contributions Securedq State Public Dollars Needed for Spring 2017 GroundbreakingGeneral obligation bonds and an appropriation for housing infrastructure bonds are critical to keeping the construction of the Saint Paul Opportunity Center and Dorothy Day Residence on schedule and on budget. Dorothy Day Residence, located above the Saint Paul Opportunity Center, will provide 171 permanent housing units, including housing for young adults and a preference for veterans. Construction is scheduled to begin on the Saint Paul Opportunity Center and Dorothy Day Residence in Spring 2017

The Veterans Resource Hub in the Opportunity Center will provide access to veterans’ benefits, food and nutrition benefits, Medical Assistance, and other crucial supports for men and women who have served our country. Catholic Charities is a key partner in the state’s program to eradicate veterans’ homelessness.
