Kep Province is just at the Vietnamese border and the provinces of Kampot and Takeo, a rural region dedicated to grow rice, cattle, fish and mining, but with very low incomes per family and very limited options for job and education. Every year, young people from these two provinces travel to Phnom Penh or Sihanoukville to look for better opportunities like studies or employment. This reality inspires the purpose to develop the Don Bosco school in Kep City as a vocational center for the attention of young people from the provinces of Kep, Kampot and Takeo specially. From the many areas of technical education that modern Cambodia requires for its development and its war on poverty, DBFC chose in Kep to concentrate in intellectual skills like social communication, IT, secretariat, eco-tourism, housekeeping, front-office and art. The school opened in October 2011 with a first section of social communication (journalism, computers, English, audiovisual and web development,) and hotel skills (front office and housekeeping.) The first group of students - 17 young women and 23 young men - was chosen at the Don Bosco Technical School of Sihanoukville on August 2011 from rural families and orphanages of Kompot, Takeo and Kep. Constructions

The campus of Don Bosco Kep is located at the Thmey Village, Prey Thom District,

Post 5, Kilometer 2, in front to the Department of Education, along the 33A National

Road. It is 2 kilometers at the south of the White Horse Monument and 2 kilometers at

the north of the Crab Market. The PO Box of the school is 9801 – Kep City.

The school was opened in 2002 as a sewing center for girls from the region and a

meeting center for groups coming from other Cambodian provinces. Since the

beginning it had three buildings:

1. The Hatrans School or Tailoring building.

2. The Staff House or Salesian House.

3. The Youth Center.

In 2011 DBFC decided to develop the school with more sections for young people of the

region.

The decision involved two things:

1. The request of funds from benefactors.

2. The building of new constructions for the sections.

Here a summary of the buildings for construction and their cost in Euros & USD:

Main Building – Social Communication & Male Boarding

The two stores building will content the social communication section (audiovisual

department and web development section) and the male students boarding.

Other constructions

The following is the list of further constructions for the development of the campus:

1. A small farm house. 2. The hotel school: one restaurant, one pool and 10 bungalows along the sea. 3. The tailoring shop. 4. The automotive and fine arts shop. 5. The solar panels’ installation. 6. Female students’ residence. 7. Playgrounds.

Brief description of DBFC history and Don Bosco Kep

DBFC began in the Khmer refugee camps in the 1980's creating six technical schools

for children and youth of the refugees.

In 1991 it was invited by the Cambodian government to open a technical school in

Phnom Penh.

In 1993 Fr. John Visser was delegated as country representative. He created the Don

Bosco Children Fund (DBCF) to guarantee basic education for the most unprivileged

children.

DBFC helped in the rebuilding of schools. It got some land in Battambang, Poipet,

Sihanoukville and Kep for future educational development in favor of unprivileged youth.

In 1997 DBFC opened the technical school of Sihanoukville.

In 2001 it started the construction of a children shelter in Poipet for victims of human

traffic.

Fr. John Visser and Brother Roberto Panetto were awarded with the Servitor Pacis (UN-

Vatican, 1995).

Two literacy centers were developed in Battambang.

With the support of the USAID and the Salesian office of New Rochelle, DBCF worked

in a food program implementation for the schools of Banteay Meanchey since 2003 to

2006.

In February 2007 King Norodom Sihamoni visited the Don Bosco Technical School of

Sihanoukville and inaugurated the Don Bosco Hotel School. He expressed a great

appreciation of the Cambodian people to the contributions of Don Bosco for the

education of the poorest.

In October 2007 the porgram of social communication (IT, audiovisual and journalism)

was opened by Fr. Albeiro Rodas in Sihanoukville with the purpose of create

communicators for the development of their society.

On May 9, 2009, the audiovisual studies were destroyed by a fire initiated by a lighting

in the Sihanoukville campus. Support from Dutch donors allowed the reconstruction. In

May 2011 the Salesian community of Sihanoukville decided that it was the time to

develop Don Bosco Kep, since 50% of students in Don Bosco Sihanoukville come from

Kep, Kompot and Takew, a rural and impoverished area where children and young

people have very limited resources.

The plan is to develop social communication, secretarial, housekeeping and front office

sections, a short course in automotive for young people with low education and a

possible fine and representative arts section for the future. As the school is inside a

National Park, ecology promotion is taking also into consideration.

Mission and Vision of Don Bosco in Cambodia

The mission of the Don Bosco Foundation of Cambodia is to train orphans and poor youth in skills they can use to get a job and, by their work, they can come out of the circle of poverty and contribute to the development of their country and society. It is done through the implementation of the Don Bosco Salesian Preventive System, having preference for young people from rural areas and vulnerable communities (women, families affected by HIV and human traffic victims.) The main projects consist in the creation of technical schools, offering free education in skills that are currently needed by the growing Cambodian economy (secretarial, printing, automotive, industrial mechanic, welding, hotel & tourism management, IT, audiovisual edition & production and electricity & electronics.) Young people must have at least 9th grade and they must come from real unprivileged, vulnerable communities or orphanages (interviews, social work visits and NGO's references are taken into consideration to guarantee this condition in the selection of students.)

The students (males & females) do their technical formation in four semesters and receive an associate degree certification approved by the Royal Ministry of Education. To support also the formation of younger generations (children aged 6-15), DBFC created also the Don Bosco Children Fund to sponsor children from unprivileged communities, children at risk of abuse or human traffic and orphans to continue their basic education.

Organization of DBFC

The DBFC is leaded by the Cambodia Salesian Council (CSC) made by the following

positions:

Country Representative.

Deputive Country Representative.

Administrator.

General Secretary and councillors (rectors of the main works: Sihanoukville,

Phnom Penh and Poipet.)

This body is legally established before the Cambodian government and the Salesian

Order of Don Bosco represented by the Salesian Province of Thailand.

In our case we depend on the provincial of the St. Paul Province of Bangkok. Salesian

houses of St. Paul province are in Thailand (1927 founded) – Cambodia (founded in

1991 and Laos (founded in 2004).

Summary of the project of the school expansion

Construction of the social comm. & secretarial sections, male teachers hostel & the

implementation of solar panels to develop Don Bosco Kep as a technical centre of

provinces to guarantee that they get a skill and best opportunities to participate in the

growing Cambodian economy and development of their society and the improvement of

their living conditions.

Kep, Kompot and Takew provinces (south of Phnom Penh) made a rural region with

limited technical or professional education facilities for their growing young population.

Many come to Don Bosco Sihanoukville that has a 800 students capacity, too many

cannot be elected, so they lost opportunities.

Young people have to look opportunities in Phnom Penh, without skills, they have to join

garment factories or low income positions, but also underground activities like

prostitution and drugs.

Developing Don Bosco Kep is a strategic decision to open opportunities to this

impoverished region. We know the region through our activities in Don Bosco Children

Fund and our current students in Sihanoukville and Phnom Penh, social work visits and

team work with other organizations.

Don Bosco Kep will be the first free education technical school in the region (Kep,

Kompot & Takeo provinces) offered to young people from rural poor communities,

unprivileged families, orphans and young people at risk.

40 students (16 girls) will benefit in 2011 (social communication, housekeeping &

tailoring and front office); 120 students (60 girls) are estimated by 2012 (adding

automotive short course and secretarial); 180 students (90 girls) are estimated by 2013

(adding fine and representative arts). There are also Computer and English informal

courses in the evening for 100 children and young people from Kep Province.

Goals

1. Giving technical skills to poor young people from Kep, Kompot and Takeo provinces,

which need support to continue their formation.

2. Preparing young people from poor communities to join the current Cambodian

development and its work force need.

3. Forming young people in social values to contribute to their country not only in

technical skills but also in values like honesty, solidarity, ecology protection and culture.

4. Following Don Bosco Kep past pupils to support their development and their

contribution to their own nation.

5. Improving the living standard of Cambodians.

Strategies

1. Following a permanent formation of the teachers.

2. Creating the Don Bosco Kep past pupils' association, so they can continue in

contact with the school in order to evaluate their improvement and compromise

them with the support to other young people from poverty.

3. Creating nets of communication through media like the Internet.

4. Doing regular evaluations of the different programs at the school with the

participation of teachers, students, families and other organizations.
