The Act of 17 July 2009 on the system of managing emissions of greenhouse gases and other substances in force since September 2009 Introduces the framework for air protection in Poland Regulates:

JI in Poland – current situation

15 approved projects – all Track 1 Emission reductions projected till 2012 – approx. 16,8

mln CO2eq. Limit on the use of ERUs/CERs for compliance purpose

under EU ETS was set as 10% on the level of installation JI set aside in NAPII (2008-2012) for approved projects

cousing double counting – 750 505 allowances First ERUs issued for one project (150 127 ERUs) in

substances

GIS in Poland - characteristics

National GIS Operator - Polish National Fund for Environmental Protection and Water Management (NFOŚiGW)

organizing the selection of applications for co-financing, supervising the implementation of programmes and projects and

assesment of environmental effects achieved monitoring of the funds spent arranging technical assistance for potential beneficiaries.

Climate Account - revenues from AAUs trading allocated in the Climate Account in the NFOŚiGW

Consultation Council – advisory body to the MoE on GIS

GIS in Poland - measures

Revenues from trading the AAUs in the years 2009-2012 shall be allocated for funding domestic measures such as: programmes or projects related to environmental

protection, in particular to reduction or avoidance of domestic GHGs emissions, absorption or sequestration of carbon dioxide;

actions to adapt to the climate change; other actions related to air protection.
