This includes the preparation of all environmental review documentation in accordance with the National Environmental Policy Act (NEPA). During Project Development (PD), Meghan managed the preparation of the D-O LRT Project Draft Environmental Impact Statement (DEIS) (August, 2015) and the combined Final Environmental Impact Statement (FEIS) / Record of Decision (ROD) (February 2016). The Federal Transit Administration (FTA) signed the combined FEIS / ROD in February 2016, which completed the environmental review requirements to exit the New Starts (PD) phase. During the Engineering phase, Meghan will continue to oversee the project’s environmental compliance. As engineering advances, she will review refinements in the project design and prepare environmental re-evaluation documents for FTA review. Meghan will coordinate the re- evaluation reviews with FTA staff, who will determine if additional environmental work and/or supplemental documentation is necessary. In addition, she will be responsible for tracking and monitoring all mitigation commitments outlined in the ROD, and overseeing the preparation of all required permits. Meghan started her career with the Charlotte Area Transit System (CATS) in 2004 and held multiple positions between 2004 and 2013. Meghan worked on the LYNX Blue Line Light Rail Project, the Davidson Bus Maintenance Facility Expansion, the Charlotte Streetcar, the LYNX Blue Line Extension Light Rail Project, and the LYNX Blue Line Capacity Platform Expansion Project. On these projects, her work included both transportation and environmental planning. Her professional development includes transportation planning, environmental planning, and NEPA documentation coursework from the National Transit Institute, as well as a post-graduate certificate in NEPA from Duke University.

Meghan is a member of the American Institute of Certified Planners, the American Planning Association, and the American Public Transportation Association.
