Elaine Young has over 12years experience inassisting small businessesin the federal governmentprocurement arena,particularly for NativeAmerican business owners.

In 1998, Elaine joined the NationalCenter for American Indian EnterpriseDevelopment (NCAIED), a national non-profit organization, providing businessdevelopment services to Native Americans.As a Program Manager, of the AmericanIndian Procurement Technical AssistantCenter, she provided a wide range ofservices to Native American (AIPTAC)businesses which includes training andseminars, individual counseling and accessto bid opportunities, contract specifications,procurement histories, and otherinformation necessary to successfullycompete for government contracts.

Prior to her position with the AIPTAC atNCAIED, she also worked as ManagementConsultant with their Minority BusinessDevelopment Agency program. Otherprofessional experience has been with theSmall Business Development Center atNorthland Pioneer College, in Holbrook,Arizona, and a Community Planner with theNavajo Nation, Kayenta, Arizona.

Elaine holds a Level II Certification fromthe Association of Procurement TechnicalAssistance Center professionalorganization (APTAC), recognizing herprofessionalism and knowledge in the fieldof procurement assistance.

Linda is currently a freelance consultantproviding her expertise to assist PTAC's withoperational issues, community outreach andmarketing, and audits.

Linda has her MBA from the University ofSouthern California in Los Angeles, Californiaand a Bachelor of Science degree from SanFrancisco State University. She worked forsix years in brand/product management at amajor consumer goods company and anational fiber optics company. She has servedon the Board of the Grand Canyon MinoritySupplier Development Council in Phoenix, AZfrom 1998-2002.

Bernard (Bernie) ClemensDirector, Business Operations and SmallBusiness Specialist, 56th ContractingOffice, Luke Air Force Base

Mr. Bernie Clemens is theDirector, BusinessOperations and SmallBusiness Specialist for the56th Contracting Office,Luke Air Force Base,Arizona. He assumed these

duties in July 2007. He is responsible fordirecting, planning, and organizing theprocurement activities of the ContractingOffice and directs planning andimplementation of the installation's small,disadvantaged, HUBZone, and women ownedbusiness programs.

Mr. Clemens has 27 years of experiencein federal contracting. Prior to assuming hiscurrent position, Mr. Clemens served as LeadContracting Officer for the 56th Fighter Wing,Luke Air Force Base.

Mr. Clemens began his career with theDepartment of the Air Force as an airman traineein 1982 before becoming a warrantedContracting Officer at Elmendorf Air Force Base,Alaska in 1993. He has held a variety of positionswith the Department of the Air Force in theprocurement field, to include serving asSuperintendent, 28th Contracting Office insupport of the B-1B Bomber Wing at EllsworthAFB, South Dakota and served as Head ofContracting for the State of Qatar, SouthwestAsia. He retired from active duty in 2002 afterserving 20 years in the logistics field.

A day after his retirement, Mr. Clemensaccepted a contracting officer position at theRegional Contracting Office, FortRichardson, Alaska. He was selected tostand up a new Stryker Brigade CombatTeam to support the new IAV Strykerarmored combat vehicles for FortRichardson and Fort Wainwright, Alaska.The Stryker was the US Army's first newarmored vehicle since the 1980s and wasused in combat for the first time in 2004.

In 2004, Bernie moved to the Phoenix areato join the 56th Contracting Office to managethe $54 Million dollar Barry M. GoldwaterBombing Range contract and re-acquisition.

Mr. Clemens earned a Bachelor of Sciencedegree from Northern State University and holdsa Masters degree in Acquisition Managementfrom American Graduate University.

Other achievements include AcquisitionProfessional Development Program Level IIIin Contracting and Outstanding ContractingCivilian for the Year 2004. Major awards anddecorations include: Defense MeritoriousService Medal, Meritorious Service Medalwith 3 oak leaf clusters, Air ForceCommendation Medal with 6 oak leafclusters, and Air Force Achievement Medal.

Vikki HawthorneSupplier Outreach Program Manager,Office of Small Business Programs,Defense Supply Center Columbus

Vikki Hawthorne is theSupplier Outreach ProgramManager for the DefenseSupply Center Columbus(DSCC), Office of SmallBusiness Programs, which

includes assisting the procurement technicalassistance centers, 'the foot soldiers to DLA',in their outreach efforts of promoting smallbusiness participation in the defenseacquisition process. Ms. Hawthorne alsotravels around the country demonstrating tosuppliers 'How to do Business With DLA' andfacilitates the Training, Knowledge,Opportunities Seminar 'Doing Business WithDLA' hosted by DSCC. In addition to her roleas Supplier Outreach Program Manager, Ms.Hawthorne assists acquisition personnel inidentifying small, minority, service disabled veteran,Hubzone and women-owned businesses aspotential sources of supply. Ms. Hawthorne alsoassists Defense Acquisition University as a subjectmatter expert for supplier training.

Ms. Hawthorne has almost twenty fiveyears of defense contracting experience whichincludes previous assignments asProcurement Agent, Contract Specialist, andProcurement Analyst in the CompetitionAdvocate Office. Before her tenure with thedefense department, Ms. Hawthorne workedin the manufacturing, retail, and insuranceindustries. Ms. Hawthorne holds a Bachelorof Science degree in advertising/ marketingfrom Kent State University and a Master ofScience degree in human resourceadministration from Central MichiganUniversity. Ms. Hawthorne is also Level IIIcertified in Contracting under the DefenseAcquisition Workforce Improvement Act.

Ms. Hawthorne thoroughly understands thechallenges faced with small businesses,especially business in socioeconomicprograms, for she was a majority owner in arestoration and maintenance business for 10years. To this day, she still maintains thatentrepreneurial spirit and applaudsentrepreneurs for their continued contributionto the world economy. Ms. Hawthorneconstantly reminds small businesses that 'youmust stand apart from the crowd, you must finda niche and you've got to have a persistentand consistent hustle'.

Mike Hadley is SeniorManager of MaterialsManagement for The BoeingCompany's IntegratedDefense Systems operation inMesa, Ariz., the home of theAH-64D Apache Longbow

multi-role combat helicopter.Hadley has more than 30 years of

management experience in manufacturing andmaterials management, which has includedmanagement of fabrication lines, quality control,warehouse operations, demand and ordermanagement, and the implementation of cellularmanufacturing, pull systems, and ERP systems.

Hadley has a bachelor's degree inmanagement from the University of Illinois atSpringfield. He is certified in production andinventory management (CPIM) by APICS, theassociation for operations management, is acertified professional property specialist(CPPS) by the National Property Management

Association (NPMA), and serves on the NorthAmerican Leadership team of the Supply ChainCouncil (SCC), an international not-for-profittrade organization. Hadley also chairs theGlobal Supply Chain ProfessionalDevelopment Committee, a consortium ofindustry, university, and professionalassociation leaders working together to defineand provide future supply chain talent.

Prior to assuming his current role, Hadleyheld numerous leadership positions for 18years supporting Boeing's 747/767/777manufacturing in Everett, Wash. He alsoworked for Caterpillar, Inc. in Illinois andWisconsin for 13 years.

Peter BilitsisSenior Manufacturing Research andDevelopment Engineer at The BoeingCompany in Mesa, Arizona

Throughout Peter's 22 yearcareer with Boeing, he hassupported ApacheManufacturing Operations invarious functions includingIndustrial Engineering, LeanManufacturing, Capital
