Meeting Guidance1. The Council is an Advisory Committee to the Secretary of Defense
and follows the guidelines put forth by the Federal Advisory
Committee Act and Department of Defense lnstruction 5105,04.
2. Only appointed members vote.
3. Council must have a motion to bring an issue to vote.
4. Only members or designees may participate freely in discussions.
5. Advisors may provide information or offer views if called upon.
6. Council meetings are required to be open to the public.
7. All Advisory Committee documents must be available for public
inspection. This includes emails that involve drscussion of Council's
deliberations! Please CC CDR Davis on all such correspondence.

Gurrent Status of Program Evaluation:Data Call

. Narrowed the scope: Limited to family programs. Program: Defined as an entity that provides active services,
practices, interventions, or other interactive etforts to supportmilitary families with an identifiable purpose or set of objectiveb.
. Excluded non-family programs (e.g., aquatic training for Servicemembers).
. lncluded ongoing evaluation projects.

Updated Status of Program Evaluation
for Family Readiness Programs
Gaps in evaluation Practice.Reflecting the current fiscal environment, more programs are being
evaluated- Programs that are not ready for full-scope evaluation need
to be reviewed and PrePared.For future programs, recommend using research-based programs' For
existing progra ms, resea rch-based program elements/components can
be adopted as needed.
Recom mendations in 2012Annual Report
1. Review existing programs and prepare them for full-scopeprogram evaluation.
lnclude evaluation components when a new program is
developed and implemented. When possible theseprograms should be modeled on rqsearch based programs'
