Legacy 1991-1996
The Early Years:– In 1990, Congress passed legislation establishing the Legacy
Resource Management Program to provide financial assistance to DoD efforts to preserve our natural and cultural heritage. The program assists DoD in protecting and enhancing resources while supporting military readiness.
– FY91 first round of Legacy funding
– FY91-FY96 projects managed by Service HQ
– Thousands of funded projects, thousands of completed reports

Legislative revision, 1997
• 1996 Legislation (implemented in 1997 National Defense Authorization Act) specifies that eligible projects must:– have regional or Department of Defense-wide significance
and involve more than one military department
– be necessary to meet legal requirements or to support military operations
– be more effectively managed at the Department of Defense level; and
– be projects for which no executive agency has been designated responsible by the Secretary.
