Heidi,
As long as our customers behave peacefully and lawfully, Tennessee State Parks cannot legally restrict access to government facilities or a group’s right to assemble based on their beliefs.
Please see attached agreement and room rental receipt from the event that weekend.

Dear Ms. Brockman:
Thank you for assisting our reporter, Jim Smith, in his inquiry yesterday. Per your instructiions, we are submitting a written request for information regarding a KKKK, Stormfront.org gathering held at one of your state parks earlier this month.
Under the Tennessee Open Records Act, §10-7-503 et seq., we are requesting an opportunity to inspect or obtain copies of rental agreements, receipts and any other records showing who exactly rented the facility called the "Tea Room" at Norris Dam State Park over the weekend of November 7th through the 9th, 2014.
We would also like to know if the person or persons who rented the Tea Room also rented any cabins or other facilities at the park that weekend.
If there are any fees for searching or copying these records, please inform me if the cost will exceed $100. However, I would also like to request a waiver of all fees in that the disclosure of the requested information is in the public interest and will contribute significantly to the public’s understanding of how leaders of the Knights of the Ku Klux Klan were able to rent the Tea Room at Norris Dam State Park.
The Tennessee Open Records Act requires a response time within seven days. If access to the records I am requesting will take longer than this amount of time, please contact me with information about when I might expect copies or the ability to inspect the requested records.
If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law.
